Iran is the fourth biggest producer ofoil in the world, and its coastlinestretches the entire length of thePersian Gulf, one of the world’s moststrategic waterways in terms of energysecurity. The establishment of theIslamic Republic after the 1979Revolution paved the way for religiousclerics to gain ultimate political controlin Iran. A period mostly rememberedfor crackdowns on political dissenters,the only area in which differences ofopinion were tolerated was the role ofthe private and public sectors. Indeed,the role of the private sector was at thecentre of discussions between the twomain factions in the Islamic RepublicParty and later on between the twomain wings in the Majlis.

Two decades later, Iran appeared

to be entering another era of

transformation with the election of

reformist president Mohammad Khatami

in 1997. But the reformists failed to

deliver on their promises and in 2005

Khatami was replaced by the ultra

conservative Mahmoud Ahmadinejad,

who promised the Iranian people an end

to economic hardship. Yet the structural

failure of Iran’s economy makes it very

difficult for any president, whether

conservative or reformist, to deliver on

such promises.

In this book, Reza Molavi explores the

potential for the privatization of some of

Iran’s national institutions, in particular

whether there is the political will to

privatize the Iranian oil and gas industry.

He begins by providing a theoretical

basis for the determination of

privatization policy. Subsequently, he

explores a set of international precedents

and then presents an historical overview

of Iran since World War II in order to

build a context for the determinants of

privatization policy in Iran. Finally, the

specific background, legal and

institutional framework, and policy-

maker perspectives are incorporated into

the overall analysis. Together, these three

approaches provide a cumulative

understanding of the determinants of

privatization policy in Iran.

About the author Dr Reza Molavi is the Executive Director

of the Centre for Iranian Studies at the

University of Durham. He is also the

Executive Editor of The Iranian Journalof National Interest, and a Senior

Research Associate at the Centre for

Strategic Research, Tehran. His current

research interests are security issues,

foreign policy, political economy and

environmental policy in Iran and in the

Middle East.

In this book, Hassan A. Barari criticallyassesses the status of Israeli Studies inthe Arab World.

He argues that a lack of significant

area studies skills in most Arab counties,

coupled with the persistence of the

Arab–Israel conflict, the injustice that

has befallen the Palestinians and the

hegemonic ideological discourses, have

greatly informed the epistemology and

ontology of Arab scholarship on Israel.

The author concludes that with a few

rare exceptions, Israeli Studies in the

Arab World remains weighed down by

one-sided projections, ideological spin,

prejudice and a necessity to expose

rather than to understand the other.

About the authorHassan A. Barari is a Professor of Middle

Eastern Politics at the University of

Nebraska at Omaha (UNO). He is a former

Senior Fellow at the United States

Institute of Peace (USIP) based in

Washington, DC. He was also a researcher

and lecturer at the University of Jordan.

From the late Ayatollah Khomeini’sfatwa against Salman Rushdie, to theextremism of the Taliban and the massmurder of the September 11th attacks,the image of Islam as a violent andanti-Western faith has featureddominantly in the global mass media.

In this book, Elzain Elgamri sets out

to refute such generalisations. Taking

into account the historically conditioned

Orientalist discourses, in light of the

polarized relationship between Islam and

the West, and deconstructing what has

actually been reported in the British

quality press, he argues that what has

actually been journalistically covered is

an incomplete fragment of a much more

complex situation. He argues that while

events have frequently been represented

by the media as an archetype of Islam, in

actual fact there is no single monolithic

Islam and, consequently, no single

monolithic Muslim community.

The Hajj pilgrimage to Mecca is ajourney of self-discovery and anexploration of man’s relationship withthe Creator. Mecca is located in an aridland where nothing grows, and few, if any, earthly distractions exist. The pilgrim is therefore left alone face to face with God.

Each stage of the Hajj should bring

the pilgrim closer to the objective of self

knowledge. However, attaining this

depends on each person’s natural ability

and desire to do so. For this reason, no

two Hajj journeys are ever alike, and

every Hajj pilgrim leaves the great

journey forever altered from the person

they were beforehand.

It is difficult to capture the Hajj in

text or visually since the Hajj is larger

than any possible description. No book or

photograph can ever give the Hajj its

due. Even those who perform the Hajj

can never fully comprehend it.

Nonetheless, in this book, Saudi princess

and photographer Reem Al Faisal

attempts to document the Hajj, which

every Muslim must undertake once in his

or her lifetime. But Princess Al Faisal,

herself a Muslim, does not confine

herself to recording religious expressions.

With her photographs she also tries to

reveal the divine in man and nature. For

her, photography itself is a means of

honouring God’s presence.

About the authorsReem Al Faisal is a granddaughter of the

Saudi king Feisal. Her photographs have

been exhibited in France, Egypt, China

and Korea, and she was the first artist

from a Gulf state to exhibit in Palestine.

She is one of only a few women to have

covered the Hajj extensively in her work.

Seyyed Hossein Nasr is the University

Professor of Islamic studies at George

Washington University, and has lectured

widely throughout the United States,

Western Europe and most of the Islamic

world. The author of more than thirty

books and over 300 articles, his works

concern not only various aspects of

Islamic studies but also comparative

philosophy and religion, philosophy of

art and the philosophical and religious

dimensions of the environmental crisis.

The journal Shi‘r (1957–70) was anavant-garde poetic journal founded inBeirut which became a centre ofvarious types of poetic and culturalpractice. Over the course of time, theactivities of the group that were linkedto the journal were consolidated inwhat was called ‘the Shi‘r movement’.

Most writers who investigate and

evaluate the practices and contributions of

Shi‘r define the prose poem as central to

Shi‘r ’s aspiration for cultural change, yet

Arab critics who explore the works of the

Shi‘r group tend to treat the work of each

writer as an individual accomplishment,

and the journal as simply a meeting venue

and a medium for conducting individual

experiments and pursuing personal careers.

Basing its analysis on the major

writings about Shi‘r and the prose poem in

Arabic, English and French, this book seeks

to demonstrate that these conventional

methods of viewing the Shi‘r project still

breed misconceptions about the group and

In the ancient Egyptian religion, Seth isthe evil god who out of jealousy slayshis brother Osiris, the good god ofagriculture, to seize the throne. In The Seven Veils ofSeth, the world-renowned, Libyan,Tuareg author Ibrahim al-Koni drawson the tension between these twoopposing visions of Seth to create anovel that also provides a vivid accountof daily life in a Tuareg oasis.

Isan, the novel’s protagonist, is either

Seth himself or a latter-day avatar. A

desert-wandering seer and proponent of

desert life, he settles for an extended stay

in a fertile oasis. If Jack Frost, the

personification of the arrival of winter,

were to visit a tropical rain forest, the

results might be similarly disastrous. Not

surprisingly, since this is a novel by Ibrahim

al-Koni, infanticide, uxoricide, serial

adultery, betrayal, metamorphosis, murder

by a proxy animal, ordinary murder, and a

life-threatening chase through the desert

all figure in the plot, although the novel

is also an existential reflection on the

purpose of human life.

Ibrahim al-Koni typically layers

allusions in his works as if he were an artist

adding a suggestion of depth to a painting

by applying extra washes. Tuareg folklore,

Egyptian mythology, Russian literature,

and medieval European thought elbow

each other for room on the page. One

might expect a novel called The Seven Veilsof Seth to be a heavy-handed allegory.

Instead, the reader is left wondering. The

truth is elusive, a mirage pulsing at the

horizon.

About the authorIbrahim al-Koni, winner of the 2005

Mohamed Zafzaf Award for the Arabic

Novel, is a Libyan Tuareg who writes in

Arabic. He studied comparative literature

at the Gorky Institute in Moscow, and was

a journalist in Moscow and Warsaw. He has

lived in Switzerland since 1993, and

authored over 50 novels, short stories,

poems and aphorisms, all inspired by the

desert. Some works have been translated

into 35 languages, including eight into

German and six into French.

writers of the modern Arab world. His

The study addresses these questions by

identifying the keys concepts from the

Quran and the traditions of the Prophet

Muhammad which opened the doors to

Islamic civilization. Over the centuries

successive generations of Muslim rulers

and some theologians have distorted

these concepts for their own aims, and

the region has subsequently become

dominated by fundamentalism and

sectarianism.

Hussain concludes that since Islam still

exists as a major faith, to recreate Islam as

a civilization Muslims need to re-examine

Western and fundamentalist models

influencing their world, and rediscover the

original Islamic concepts which led to such

achievement in earlier centuries. Only in

this way can a new kind of Islamic

civilization be developed for the 21st

century.

diplomat and is currently an academic at

the University of Leicester specializing in

Al-‘Iqd al-Farid (The Unique Necklace) isone of the classics of Arabic literature.Compiled in several volumes by anAndalusian scholar and poet named Ibn ‘Abd Rabbih (246–328 A.H. /860–940 C.E.), it remains a mine ofinformation about various elements ofArab culture and letters during the fourcenturies before his death.

Essentially it is a book of adab, a term

understood in modern times to specifically

mean literature but in earlier times its

meaning included all that a well-informed

person had to know in order to pass as a

cultured and refined individual. This meaning

later evolved and included belles letters in

the form of elegant prose and verse, such as

poetry, pleasant anecdotes, proverbs,

historical accounts, general knowledge, wise

maxims, and even practical philosophy.

Ibn ‘Abd Rabbih’s imagination and

organization saved his encyclopedic

compendium from becoming a chaotic

jumble of materials by conceiving of it as a

necklace composed of twenty-five ‘books’,

each of which carried the name of a jewel.

Each of the twenty-five ‘books’ was

organized around a major theme and had

an introduction written by Ibn ‘Abd Rabbih,

followed by his relevant adab selections of

verse and prose on the theme of the ‘book’.

He drew on a vast repertoire of sources

including the Bible, the Qur’an and the

Hadith, and the works of al-Jahiz, ibn

Qutayba, al-Mubarrad, Abu ‘Ubayda ibn

al-Muthanna and several others, as well as

the diwans of many Arab poets, including

his own poetry.

Volume I of this translation of al-‘Iqd al-Farid (Garnet Publishing, 2006) contained

four of its twenty-five ‘books’. The present

volume, Volume II, contains two more.

About the translatorThe translator Issa J. Boullata is a literary

critic and scholar, who also writes fiction.

Formerly Professor of Arabic Literature at

McGill University, Montreal, Canada, he has

published several books, including Trendsand Issues in Contemporary Arab Thought(1990) and a novel in Arabic, Homecomingto Jerusalem (1998), in addition to

masters should not take salvation for

granted. Miracle-working, no matter how

spectacular, cannot guarantee the Sufi a

‘favorite outcome’ in the afterlife, for it

may be but a ruse on the part of God who

wants to test the moral integrity of his

servant.

In the Epistle, these and many other

Sufi motifs are illustrated by the anecdotes

and parables that show al-Qushayri’s

fellow Sufis in a wide variety of contexts:

suffering from hunger and thirst in the

desert, while performing pilgrimage to

Mecca, participating in ‘spiritual concerts’,

reciting the Qur’an, waging war against the

‘infidel’ enemy and their own desires,

earning their livelihood, meditating in a

retreat, praying, working miracles,

interacting with the ‘people of the market-

place’, their family members and peers,

dreaming, and dying.

About the translatorAlexander Knysh is Professor of Arabic and

Islamic Studies at the Department of Near

Eastern Studies, University of Michigan,

Ann Arbor. His research interests include

Islamic mysticism and Islamic theological

The Arabian dhow is one of the mostevocative images of the Gulf, the RedSea and the Indian Ocean. The greatcargo dhows represented a flourishingtrade which stretched from theMediterranean up to China from thesixteenth to the eighteenth centuries.

When the pearling industry was at its

height in the 19th and early 20th centuries,

hundreds of pearling dhows were actively

employed, carrying thousands of seamen

diving for the finest pearls, a commodity

much sought by the Western powers. In

times of war, the dhows were magnificent

fighting vessels and associated with the

piracy so prevalent in these waters.

This book is a product of over two

hundred interviews with shipwrights and

seamen in the Arabian Gulf and Oman over

a period of nine years. It compares

information given firsthand with the

literature already written on the dhow and

on Arab seafaring in the past seventy years,

much of which was simply technical.

Documenting the dhow as an important

element in the prosperity of the area before

the discovery of oil, we find in this book the

geographical conditions and the historical-

linguistical background of each dhow-type,

the life-pattern in its role as cargo,

pearl-diving, pirate and slaving vessel and

also how the seafaring communities

interacted with the dhow world.

About the authorDionisius A. Agius is Professor of Arabic and

Islamic Material Culture at the University of

Exeter. His research is mainly on the

comparative and historical aspects of Arabic

On Friday 26 February, 1697, theReverend Henry Maundrell rode out ofthe city of Aleppo in present-day Syriato begin what would become an 83-dayEaster pilgrimage to Jerusalem. Hisjourney was to inspire the eventualpublication of this small book oflasting importance, A Journey FromAleppo to Jerusalem At Easter A.D. 1697,which remains today one of the classicsof early travel writing.

Intended initially to be simply a diary,

Maundrell received such interest from

those he showed it to that he eventually

decided to prepare it for publication.

Although numerous other books had been

published by other European travellers to

the region, Maundrell’s was unusual in that

it was packed with precise, factual

information about the antiquities of the

Middle East, rather than simply relating

personal adventures or tales of the ‘exotic

Orient’.

This present volume, reprinted from

the sixth edition (1740) which also

includes an account of the author’s trip

to Mesopotamia, now makes Maundrell’s

observations accessible to modern readers.

Travelling across Syria to Latakia, down the

Syrian and Lebanese coasts and inland to

Jerusalem and the Holy Land, and then

visiting such places as Damascus, Baalbek

and Tripoli on the return trip to Aleppo,

Maundrell’s meticulous descriptions of

castles, mosques, churches, fortresses and

other archaeological sites of note, are sure

to be of great interest to all those

fascinated by the history of this unique

part of the world.

About the authorHenry Maundrell was born in 1665 and

attended Exeter College, Oxford in 1682. In

1695, he was elected to the Chaplaincy at

the English Levant Company’s office in

Aleppo, Syria. Plagued by ill health for

much of his life, Maundrell died in 1701,

shortly before publication of the first

First published in 1915, Perfumes ofAraby is a collection of thirteenvignettes of tribal life in the firstdecades of the twentieth century.

Topics covered by the author include

Arab attitudes to alcohol, coffee and qat;

family life including marriage and children;

warfare; religion; folklore and

superstitions; local politics; and attitudes

towards the British.

Yet no matter what the subject,

throughout each account shines the

author’s obvious affection for the

tribesmen and women with whom he lived

and worked for the best part of ten years.

The result makes for a fascinating insight

into what was, and still remains, a

little-known Arabian society.

About the authorLieutenant Colonel Harold Fenton Jacob

(1866–1936) was an officer in the British

Army who spent the majority of his time in

service in Yemen.

First published in 1923, Kings of Arabiaexamines the history of Yemen fromthe 17th century to the aftermath ofthe First World War.

The book begins with an overview of

Turkish control in Yemen and an

examination of the first British encounters

there, leading up to their capture of Aden in

1839 AD. There then follows a sketch of the

British methods of administration, which

are contrasted with those of the Turks.

The author next treats the British

ascent to the hinterland and their

subsequent retreat to Aden. The book

concludes with the decline of Turkish

influence, the events of the First World

War, and the rise to power of the

independent Arab Kings.

With the latter parts of the book laced

with Jacob’s own experiences of the events

as they unfolded, Kings of Arabia is sure to

prove invaluable to those seeking an

insight into the British perspective of this

key period of Yemen’s history.

Ibrahim, a freelance journalist fromArabia, has become disillusioned by theseemingly incessant onslaught ofWestern suspicion, abuse and adversemedia attention thrust upon his people.It is to escape this climate of hostilitythat he decides to take his family tovisit an old journalist friend in NewZealand. There, they can assimilate anew culture, meet new people with newideas, and see a land seldom visited bytheir fellow Arabs.

In the weeks that follow, Ibrahim

discusses with his old friend the ticklish

questions of Western misconception,

misunderstanding and the perceived

inequalities of his race. Together they are

able to dispel the myths and identify the

areas of ignorance that prevail in the West
