MINUTES FOR THE MEETING ON APRIL 13, 2020.
The April 13 regular meeting of the Garland County Quorum Court was held via Zoom on May 11, 2020 at 6:00 P.M. at Hot Springs, Arkansas with County Judge Darryl Mahoney presiding. SPECIAL NOTATION: This meeting was postponed until May 11, 2020 due to the Covid-19 epidemic. The agenda contained no items, with all business items to be added to the May 11, 2020 regular meeting agenda. Upon roll call the following Justices of the Peace were present: David Reagan, Thomas Anderson, Esther Dixon, Jimmy Young, John Horner, Ray Owen, John Paul Faulkner Jason Braziel, Matt McKee , Jim Sorrells, Ronald Hunter, Debbie McGrew and Larry Raney. Absent:none; Total present:13 Absent:0 A motion was made by Justice Anderson, duly seconded by Justice Young to adjourn the meeting. Upon voice vote, the motion carried. MINUTES FOR THE MEETING ON MAY 11, 2020.
A regular meeting of the Garland County Quorum Court was held via Zoom on May 11, 2020 at 6:00 P.M. at Hot Springs, Arkansas with County Judge Darryl Mahoney presiding. Opening prayer was led by Tim Stockdale, Garland County Treasurer and the Pledge of Allegiance was led by County Judge Darryl Mahoney. Upon roll call the following Justices of the Peace were present: David Reagan, Thomas Anderson, Esther Dixon, Jimmy Young, John Horner, Ray Owen, John Paul Faulkner Jason Braziel, Matt McKee , Jim Sorrells, Ronald Hunter, Debbie McGrew and Larry Raney. Absent:none; Total present:13 Absent:0 Judge Mahoney welcomed everyone to the meeting and asked if anyone in the audience wished to speak to an agenda item. A motion was made by Justice Braziel to approve the Agenda, duly seconded by Justice Faulkner. Motion Carried. A motion was made by Justice Braziel to approve the Minutes of the March 9, 2020 Special QC meeting and the March 19, 2020 QC meeting, duly seconded by Justice Dixon. Motion Carried. A motion was made by Justice Faulkner to approve the Exhibits, duly seconded by Justice Raney. Motion Carried.
COMMITTEE REPORTS Justice Owen reported the Ordinance Committee met prior to the meeting with all items receiving a do pass. Justice Horner reported the Environmental Services Committee/Public Works and Buildings Committee did not meet. Justice McKee reported Exhibits C and E reflect the Finance Committee Meetings held on March 2nd, and May 4, 2020. Justice Anderson the Human Resources Committee Meeting did not meet, but did attend a grievance hearing. Justice Raney reported the Public Health, Welfare and Safety Committee Meeting did not meet. Information Technology Committee did not meet A motion was made by Justice Raney, duly seconded by Justice Dixon to approve the committee reports. Motion Carried.

Reading of Proposed Resolutions: A Resolution was taken from the calendar and read entitled “A RESOLUTION OF THE QUORUM COURT OF GARLAND COUNTY, ARKANSAS, AUTHORIZING THE COUNTY JUDGE TO APPLY FOR AN ARKANSAS ADMINISTRATIVE OFFICE OF THE COURTS, COURT SECURITY GRANT ON BEHALF OF GARLAND COUNTY.” Resolution R-20-18 Discussion followed. Justice McKee made a motion, duly seconded by Justice Owen to adopt the Resolution. Upon voice vote, the motion passed. The Resolution was adopted. A Resolution was taken from the calendar and read entitled “A RESOLUTION OF THE QUORUM COURT OF GARLAND COUNTY, ARKANSAS, AUTHORIZING THE COUNTY JUDGE TO APPLY FOR A DEPARTMENT OF JUSTICE (DOJ) CORONA VIRUS EMERGENCY SUPPLEMENTAL FUNDS FY 2020 GRANT ON BEHALF OF GARLAND COUNTY.” Resolution R-20-19 Discussion followed. Justice McKee made a motion, duly seconded by Justice Braziel to adopt the Resolution. Upon voice vote, the motion passed. The Resolution was adopted. A Resolution was taken from the calendar and read entitled “A RESOLUTION OF THE QUORUM COURT OF GARLAND COUNTY, ARKANSAS, AUTHORIZING THE COUNTY JUDGE TO APPLY FOR A BLUE & YOU FOUNDATION, COVID-19 RAPID RELIEF GRANT ON BEHALF OF GARLAND COUNTY.” Resolution R-20-20 Discussion followed. Justice Anderson made a motion, duly seconded by Justice Hunter to adopt the Resolution. Upon voice vote, the motion passed. The Resolution was adopted. Discussion followed. A motion was made by Justice McKee, duly seconded by Justice Raneyl to adopt the ordinance. was made by Justice Owen, duly seconded by Justice Horner to approve the April and May Invoice payments. Upon voice vote, the motion passed.
Cole McCaskill gave an update on the Support Spa City initiative-Over $30,000 in grocery assistance has been provided by this program.
New Business: Judge Mahoney gave a brief update on county revenues. Justice Owen thanked officials for taking initiative to modify budgets. Justice Dixon asked about the free testing that recently occurred. Mr. William Fleming has requested to be on the agenda when meetings return to normal.

RESOLUTION NO. R-20-22
BE IT RESOLVED BY THE QUORUM COURT OF GARLAND COUNTY, STATE OF ARKANSAS, A RESOLUTION TO BE ENTITLED:
“A RESOLUTION OF THE QUORUM COURT OF GARLAND COUNTY, ARKANSAS, AUTHORIZING THE COUNTY JUDGE TO APPLY FOR A UNION PACIFIC FOUNDATION GRANT ON BEHALF OF GARLAND COUNTY.”
WHEREAS, the Quorum Court has determined that the County Judge meets eligibility requirements necessary to apply for the grant; and,
WHEREAS, the County Judge is applying for a solar powered variable message sign to help prevent accidents and direct traffic during the COVID-19 pandemic and for any future events; and,
WHEREAS, the Quorum Court recognizes the need for the Union Pacific Foundation grant, concurs its importance, and supports the County Judge in his efforts to proceed with the same; and,
NOW, THEREFORE, BE IT RESOLVED, BY THE QUORUM COURT OF GARLAND COUNTY, ARKANSAS:
SECTION 1. That the County Judge is hereby authorized to submit an application of formal request to the Union Pacific Foundation for the purpose of securing grant funds in the amount of $13,872.60 to aid and assist in executing the proposed program described herein and that the County Judge is further authorized to administer the grant funds for the same program.

BE IT RESOLVED BY THE QUORUM COURT OF GARLAND COUNTY, STATE OF ARKANSAS, A RESOLUTION TO BE ENTITLED:
“A RESOLUTION OF THE QUORUM COURT OF GARLAND COUNTY, ARKANSAS, AUTHORIZING THE GARLAND COUNTY SHERIFF TO APPLY FOR A 50% MATCHING GRANT ON BEHALF OF THE SHERIFF’S OFFICE.”
WHEREAS, the Garland County Quorum Court has determined that the Sheriff’s Office meets eligibility requirements necessary to apply for a Bulletproof Vest Grant; and,
WHEREAS, the Sheriff has presented plans to replace bulletproof vests that are expired; and,
WHEREAS, the Quorum Court recognizes the need for the bulletproof vests, concurs its importance, and supports the Sheriff in his efforts to proceed with the same; and,
NOW, THEREFORE, BE IT RESOLVED, BY THE QUORUM COURT OF GARLAND COUNTY, ARKANSAS:
SECTION 1. That the Sheriff is hereby authorized to submit an application of formal request to the Bureau of Justice Assistance for the purpose of securing federal grant funds in the amount of $11,793.25 to aid and assist the Sheriff’s Office in executing the proposed program described herein and that the Garland County Judge is further authorized to administer the grant funds for the same program.

APPROPRIATION ORDINANCE NO. O-20-15 BE IT ENACTED BY THE QUORUM COURT OF GARLAND COUNTY, STATE OF ARKANSAS, AN ORDINANCE TO BE ENTITLED:
“AN ORDINANCE TO AMEND THE 2020 GARLAND COUNTY BUDGET ORDINANCE O-19-54; TO ANTICIPATE REVENUE, APPROPRIATE, AND TRANSFER FUNDS THEREFORE TO VARIOUS BUDGETS; AND, FOR OTHER PURPOSES.”
WHEREAS, the County Judge requests a transfer for $84,960.00 from the Ouachita Memorial Hospital (OMH) Sale Fund, Special Projects Budget to fund the Department of Justice (DOJ) Coronavirus Emergency Supplement Grant; and,
WHEREAS, the County Judge requests an appropriation of $1,939.40 from the Morfe Windows, LLC Community Block Grant Fund, Grant-in-Aid Budget to pay the county back for a portion of the 2018 Federal Audit; and,
WHEREAS, the County Judge requests an appropriation of $33.70 from the Mountain Valley Community Block Grant Fund, Special Projects Budget to pay the county back for a portion of the 2018 Federal Audit; and,
WHEREAS, the County Judge requests to appropriate $313,920.00 in the Mountain Valley Community Block Grant Fund, Special Projects Budget to purchase equipment; and,
WHEREAS, the Division II Circuit Court Judge received a reimbursement of $745.00 and a credit of $533.40 in the Juvenile Drug Court Accountability Grant Fund that he would like re-appropriated in the Circuit Court Division II Budget; and,
WHEREAS, the County Judge requests to appropriate $2,131.91 in the General Fund, General Services Budget to pay Ameriflex for employees who have terminated their employment before paying in as much of the flexible spending as they have used; and,
WHEREAS, the Finance Committee previously met and approved this request.
NOW, THEREFORE, BE IT ENACTED BY THE QUORUM COURT OF GARLAND COUNTY, ARKANSAS:
SECTION 1. That Anticipated Revenues for the OMH Sale Fund are $95,000.00, and the Quorum Court may appropriate 90% of these funds to the Special Projects Budget.
