FY17 OMNIBUS PACKAGE INCREASES RESEARCH AND HIGHER EDUCTION FUNDING

OVERVIEW OnMay5,2017,PresidentTrumpsignedintolawtheFY17ConsolidatedOmnibusAppropriationsbill(H.R.244),whichincorporates11outof12FY17appropriationsbills(MilitaryConstruction-VeteransAffairswasenactedearlier).Thepackage,whichpassedtheHouseonMay3andtheSenateonMay4,includesfundingincreasesforseveralresearchandhighereducationprograms,includinga$2-billionincreasefortheNationalInstitutesofHealth(NIH)andrestorationoftheyear-roundPellGrant.

ThisdocumentsummarizestheFY17fundingforfederalagenciesandprogramsofinteresttoStonyBrookUniversity.

RESEARCH DepartmentofDefense(DOD)

Theomnibusprovides$516.1billioninbaseDefensefundingand$61.8billionforOverseasContingencyOperations(OCO).Themeasureincludes$2.28billionforbasicresearch,a$33million,or1.4percent,reductionfromFY16.Themajorityofthecutsto6.1targettheNavyaccount.ThebillprovidesfundingfortheDefenseAdvancedResearchProjectsAgency(DARPA)at$2.94billion,anincreaseof$48millionor1.7%overFY16.Theomnibusalsoincludesa$50millionrescissionlistedasDARPAundistributedreduction.

DepartmentofEnergy(DOE)

Theomnibusprovides$5.39billionfortheDOEOfficeofScience,anincreaseof$42million,orlessthanonepercent,aboveFY16.ThemeasurealsofundstheAdvancedResearchProjectsAgency–Energy(ARPA-E)at$306million,a$15million,or5.2percent,increaseaboveFY16.

NationalAeronauticsandSpaceAdministration(NASA)

Theomnibusprovides$19.65billionforNASA,a$368millionincreaseaboveFY16.Thisfigureincludes$5.76billionforNASA’sScienceMissionDirectorate,a3.15percent,or$175million,increaseoverFY16.EarthSciencewouldreceive$1.921billion,Astrophysics$750million,theJamesWebbSpaceTelescope$569.4million,andHeliophysics$678.5million.

Theomnibusprovidesamodestincreaseof$20millionfortheAeronauticsMissionDirectorateforatotalof$660million.TheSpaceTechnologyMissionDirectorateislevel-fundedat$686.5million.Theomnibusalsoincludes$40millionfortheSpaceGrantFellowshipProgram.

NationalScienceFoundation(NSF)

Theomnibusprovides$7.47billionforNSF,anincreaseof$8.7millionfortheagency.TheResearchandRelatedActivitiesDirectorateandtheEducationandHumanResourcesDirectoratearelevel-fundedare$6.03billionand$880million,respectively.Theomnibusalsoincludes$209millionforMajorResearchEquipmentandFacilitiesConstruction,whichisa$9millionincreaseoverFY16.

NationalOceanicandAtmosphericAdministration(NOAA)

OverallfundingfortheNationalOceanicandAtmosphericAdministration(NOAA)dips1.6%to$5.68billion.However,thelargestpercentageincreasegoestoNOAA’sOfficeofOceanicandAtmosphericResearch(OAR),whosebudgetrises6.67%to$514million.ThisisadramaticdifferencefromTrump’sFY2018proposaltocutOARby26%.

TheomnibusfundsthePellGrantprogramat$22.475billionandmaintainsthediscretionaryportionofthemaximumawardat$4,860forthe2017-18schoolyear.Themandatoryportionofthemaximumawardraisestheawardby$105to$5,920.1.

Inaddition,thelanguagerestoresyear-roundPellGrantawards,whichisestimatedtoprovideapproximatelyonemillionstudentsanadditional$1,650.Thebillrescinds$1.3billionfromthePellsurplus,allottingacarryoverof$6.2billionforFY18.

CentersforMedicareandMedicaidServices(CMS)–Thebillprovides$3billionforCMSprogrammanagementandoperations,whichis$576millionbelowthefiscalyear2016enactedleveland$1billionbelowthepreviousAdministration’sbudgetrequestCentersforDiseaseControlandPrevention(CDC)–Thelegislationprioritizesfundingforcriticaldiseasepreventionandbiodefenseactivities.Theagreementincludesatotalofprogramlevelof$7.3billionfortheCDC–$22millionabovethefiscalyear2016enactedlevel.Thisincludes$6.3billioninappropriatedfunds,aswellas$891millionintransfersfromthePreventionandPublicHealthFund.Thebillincludes$112million–$42millionabovethefiscalyear2016enactedlevel–toexpandeffortstocombatprescriptiondrugabuse.FightingOpioidAbuse–$801million,anincreaseof$650millionor430percentPreventiveHealthandHealthServicesBlockGrant(PreventBlockGrant)–$160million,levelwithFY2016.ThepreviousAdministrationproposedtoeliminatethisprogram.ThePreventBlockGrantprovidesflexiblefundingforstatestoimplementpreventionactivitiesaccordingtolocalhealthneeds.
