It is my pleasure to share with you the important work that Delaware Adult Education facilitated during FY14, from July 1, 2013 to June 30, 2014.
All of the programs listed in this book receive funding through the Delaware Department of Education from federal and/or state sources. Each program is held accountable for its actual performance as compared to its performance targets submitted in a continuing grant proposal at the beginning of the fiscal year. Outcomes focus on student learning increases and core goal attainments including GED® or high school diploma attainment, job acquisition, job retention, and post‐secondary placement into specific skills certificated or degree programs.
The adults who attend adult education have specific goals they want to achieve including obtaining employment; securing job promotions; switching career fields; entering post‐secondary education or skills training; being parents who help their children be successful in school; and becoming informed citizens. The learners understand that by 2018, 60% of jobs will require post‐secondary training or education. They know that lifelong learning is a necessity, not a luxury, in the 21st Century.
Adult Education programs are offered in schools, libraries, prisons, community centers, public housing sites, churches, and on the Internet. They are staffed by teachers, volunteers, and dedicated student alumni who are committed to helping adult learners succeed.
The 6,088 adults who returned to school this year made a wise investment that will never lose its value – an education. Their efforts will increase workforce productivity, support their children’s educational success, and enhance their communities.
Adult Education is a win/win scenario for adult learners and for the state. We thank you for your past support and assure you that we remain committed to providing even better services in FY15.

Adult Basic Education classes provide skills that enhance an adult learner’s ability to function as a worker, a family member, and a community member. Skills are learned that apply to everyday life. ABE classes include:
Basic education in reading, math, and writing skills
Computer literacy
English language oral proficiency for English‐as‐a‐Second Language classes
Life skill development Classes take place in locations that are accessible to adult learners including: libraries, public housing facilities, community service centers, schools, businesses, community colleges, and on the Internet.

FY14 OAASIS Community Outreach and Student Leadership
The Organization of Adult Alumni and Students in Service (OAASIS) addressed its community outreach and student leadership objectives. The purpose for each of these projects was to:
1. Plan, organize, and implement community involvement events in each of the programs, and
2. Develop leadership skills in order to implement the activities for FY14.
Each participating center submitted a “Community Outreach Project Plan” for a local project that included the name of the event, the purpose of the event, listing of those who were involved in the project, the project schedule, and an evaluation. All projects were coordinated and approved by the local center administrator and organized under the direction of each OAASIS Team Member at the centers.
LOCAL COMMUNITY OUTREACH
Projects included: “Toys for Tots,” coordinated with the US Marine Corps, “Thanksgiving Food Drive,” “Christmas Food Drive,” and “Letters to Veterans.”
STATE‐WIDE COMMUNITY OUTREACH
Heart2Heart Hugs
OAASIS and GACEC host project Heart2Heart Hugs to benefit homeless and foster children in Delaware.

OAASIS Team Members also participated in a statewide project that was co‐sponsored by OAASIS and GACEC (the Governor’s Advisory Council for Exceptional Citizens). “Project Heart2Heart Hugs” focused on soliciting for blankets, coats, scarves, mittens/gloves, ear muffs, snuggies, pillow pets, sleeping bags, pajamas, slippers, sweatshirts, hoodies, fleece pants, and sweaters. etc. (warmth, comfort, smiles, and hugs) for children and young adults in Delaware who are homeless or in foster care.
Each of the participating OAASIS Centers served as collection points for items donated. GACEC’s role included distribution of the items that were collected at OAASIS centers and other collection points identified by GACEC. Literally, thousands of new items were collected or donated by individuals, companies and merchants.

Pulling Tabs for the Ronald McDonald House of Delaware

OAASIS kicked off its “Pulling Tabs for the Ronald McDonald House” campaign. The purpose of this community service project was to help the Ronald McDonald House of Delaware raise money to help families of hospitalized children. Labeled receptacles were made available at each program center so students and staff could place the aluminum can pull tabs in the containers.
Periodically, the collections were turned into OAASIS, and then donated to the Ronald McDonald House to recycle for cash.
STUDENT LEADERSHIP – OAASIS Student Survey
The Annual OAASIS Student Survey was conducted statewide at all Department of Education funded adult education programs in February 2014. The survey was developed, designed, and created by the OAASIS Team Members. The first survey was developed and implemented in FY10 in order to gain student feedback and to assist Delaware adult education centers in making program improvements. For FY14, there was a total of 1,570 respondents. Twenty‐three percent (23%) of respondents were Groves High School students, while the remaining 77% were from Adult Basic Education (ABE) funded programs, which included ABE, Secondary Credential via GED® test, and English‐as‐a‐Second Language (ESL). Forty‐four percent (44%) of the respondents represented the 25‐44 year old age range. Fifty‐seven percent (57%) of the respondents were male. Sixty‐six percent (66%) of the respondents have been in the program for more than two (2) years. Sixty‐two percent (62%) reported that they have access to technology devices outside of class. Eighty‐six percent (86%) of the respondents indicated that they would use a technology device outside of class to complete class assignments that could count toward attendance credits. While 79% indicated that their program staff provided information about resources that are available to them in the community, sixty‐one percent (61%) indicated that the program staff provided opportunity to participate in the community. Of those participating in community service projects 62% participated in food drives. Ninety‐three percent (93%) of students indicated that teachers work with them according to their learning styles. When asked about the different ways that they were taught by their teacher, there was a fairly equal distribution ranging from 7%‐15% for the following methods: class projects, computer instruction, class demonstrations, small group instruction, one to one tutoring, class lecture, work packets, class discussions.

The James H. Groves Adult High School is the only statewide adult high school in the nation. It is approved by the Delaware State Board of Education and is accredited by the Middle States Association for Colleges and Schools. Groves provides educational opportunities at the high school level that lead to graduation with a diploma. Groves is offered at six local educational agencies, at four correctional institutions, and at a distance learning center. Each of these instructional centers offers the full range of courses to enable adults to complete their high school education. The Groves curriculum aligns with the Delaware Board of Education State Content Standards and is provided in a manner that is compatible with adult learners. The philosophy of Groves emphasizes the importance of the individual learner and values a commitment to lifelong learning.
