This project (Developing a Working Waterfronts Plan for Virginia’s Coastal Zone), Task 92, FY2012 was funded by the Virginia Coastal Zone Management Program at the Department of Environmental Quality
through Grant # NA12NOS4190168 of the U.S. Department of Commerce, National Oceanic and Atmospheric Administration, under the Coastal Zone Management Act of 1972, as amended.
The views expressed herein are those of the authors and do not necessarily reflect the views of the U.S.

Working Waterfront Plan
Table of Contents
The compilation of this inventory is a result of work performed by the four planning district
commissions (PDC) of the Chesapeake Bay Region; Accomack-Northampton PDC, Hampton
Roads PDC, Middle Peninsula PDC and Northern Neck PDC. Each region generated a similar but
unique definition for a working waterfront. Consequently, the inventory is presented in four
segments:
ANPDC, Pages 1 - 368 (Product 1)
HRPDC, Pages 1 - 165 (Product 2)
MPPDC, Pages 1 - 258 (Product 3)
NNPDC, Pages 1 - 388 (Product 4)
Executive Summary
The project finalized an inventory of just under 400 working waterfront facilities
encompassing 4 multi-county coastal planning districts regions. Primary data
collected during year 1 was expanded to achieve a consistent reporting
between regions in view of the differing definitions of WWF adopted locally
among the multi-county regions. Additionally the classification of working
waterfronts continued to be based upon infrastructure use definitions previously
developed within planning districts in conjunction with applicable local government
representatives.
Included with this product (product 1) is the first set of inventory sites in Accomack-
Northampton County. Inventory sites in Hampton Roads, Middle Peninsula and Northern Neck
Planning Districts are provided in products 2-4.

IntroductionThe intent of this project is to compile an inventory of waterfront dependent industries throughout the study area
of the Eastern Shore of Virginia, including the Counties of Accomack and Northampton and the Towns of Accomac, Belle Haven, Bloxom, Cape Charles, Cheriton, Chincoteague, Eastville, Exmore, Hallwood, Keller, Melfa, Nassawadox, p g fOnancock, Onley, Painter, Parksley, Saxis, Tangier, and Wachapreague. The four Coastal Planning District Commissions (PDCs) in Virginia with significant working waterfront infrastructure will be involved in implementing a coastal-zone wide Working Waterfronts Plan for Virginia that will serve to guide communities in protecting, restoring and enhancing their water-dependent commercial and recreational activities. The following PDCs are participating in this effort: Accomack Northampton Hampton Roads Middle Peninsula and Northern Neck Creating a record ofthis effort: Accomack-Northampton, Hampton Roads, Middle Peninsula and Northern Neck. Creating a record of working waterfront infrastructure in each region is a step toward the implementation of a statewide Working Waterfronts Plan. Only the working waterfront infrastructure in the Accomack-Northampton Region is documented in this report. Local planning staff from Accomack and Northampton Counties, the Town of Chincoteague, and Accomack-Northampton Planning District Commission (A-NPDC) members agreed on a definition that was most appropriate for the region and it can be found on the next page of this report.
This inventory was identified during 2012 with a creation of a list of businesses and landing sites connected to the waterfront in the study area. Resources utilized to create the list included: Local Comprehensive Plans, the Virginia Department of Game and Inland Fisheries (DGIF) Public Boating Access online database, commercial businesses and area watermen Latitude and Longitude data as well as overhead photos which were obtained from Google Earth andarea watermen. Latitude and Longitude data, as well as overhead photos, which were obtained from Google Earth and the nautical charts were obtained from the National Oceanic and Atmospheric Administration’s (NOAA) Online Chart Viewer. Most site photos were acquired from various sources .
The results of the Working Waterfront Inventory begins on page three of this document with a list of all infrastructure documented as of the date of this report in the region with an ID Number and Location. Working f f f p g gwaterfront businesses lacking direct access from their own property, businesses and facilities where little information was readily available, or businesses not researched due to lack of funding to support A-NPDC staff time were included in the table on pages 11-17. A-NPDC wishes to incorporate more information on these facilities in the future.
A-NPDC staff would like to thank the staff, citizens and seafood businesses of the jurisdictions in the region for h i i i id if i ki f i ftheir assistance in identifying working waterfront infrastructure.
Disclaimer: This document is for planning purposes solely and is the first draft of what will become an ever-evolving document. A-NPDC staff strived to incorporate all available information and plans to work with stakeholders to continue to refine the document in a manner that will have the greatest benefit to the region. 2
