I live at 13031 Killion St, Sherman Oaks,CA9l401 My home is directly adjacent to property 13042 Burbank Bivd where it is proposed a school with 135 students and 10 teachers plus support staff will be in operation seven days a week I request that the alley be opened for the following reasons:
Safety of students having two entrances to the school in case of emergencyThe second entrance at the alley would allow food and other supplies to be delivered without traffic on Burbank being disrupted with trucks etc.Privacy on my p-operty as my property is higher than the property in question I see directly into their property , the extra distance will afford me greater privacy.Noise from the children seven days a week in such close proximity' to my property will cause constant disruption of my work and family fife. I am told by the HELP Group that a sound wall cannot curb all noise I have a service dog and a companion dog, the noise from children and their sports in such close proximity will cause constant barkingCars and trucks blocking the sidewalk on Burbank is a constant issue at the HELP Group further up on Burbank and forces pedestrians to walk on the street.Noise, as of this moment I cannot work in my office because of the deafenmg noise from cutting trees. I

I was at that meeting and I do not believe the SO Council stated had any proof 0' knowledge that the traffic would intensify with the Alley.Please find a petition signed by residents of ihe immeaiate surrounding neighborhood agree,ng that at least opening the Alley would help the situationA small apartment building would be a much betier fit for the neighborhood allowing for much needed new housing and the alley would alleviate my concerns associated with apartments

KILLION CORNERS NEIGHBORHOOD WATCHConditional Use Permit for New School of Child Development at 13042 W. Burbank Blvd.The Killion Neighborhood Residents are opposed to this School in its present form for the following reasons:
1) Safety of studentsA) Students have climbed out of the main school on Burbank west of Ethel climbed a 10-
foot fence at 13000 Killion SI into a backyard with large dogs. In other instances, students have been found unaccompanied in our neighoorhood with school faculty in pursuit
B) Regarding any night activity there is not enough lighting at night on Killion or Ethel for walking. In the past families of student's park on these streets that have no permitted parking designation on weekends and nights despite being advised not to by the HELP Group.
2)Hours of Operation Proposed: Weekdays are 7:00AM to 10PM and Weekends 10AM to 10PM.
A) The impact of noise, trash, traffic and privacy to the neighborhood would be substantial.
B) Homes directly backed up to the school and adjacent would have no privacy or quiet during these hours.
3) A commercial property in a residential neighborhood would adversely affect property value for all surrounding homeowners.
4) Density of student and teacher population of purposed arrangements, activities, and inputs undertake an exception of the land cover type in comparison to the land use of surrounding properties.
5) Noise and privacy. '
A) The proposed sound wall and landscaping is grossly insufficient.
B) People working from home will have constant noise directly affecting their rights.
C) Homeowners dogs will be a constant irritation to neighbors, student and homeowner with issues of barking subjecting them to sanction by the City.
D) Weekend and evening hours will affect the neighborhood as a whole.
E) Lighting at night will affect the adjacent homes
5) Large scale carnivals /events proposed and ongoing.
a) Past events resulted in parking issues, trash and students/family members walking on private property or unsafely on the streets because of lack of sidewalks
ejTraffjf^and safety would partially be addressed by Department of Transpo..ation finding that the alley entrance on Ethel Avenue be accessible as a second entrance to the school.
