FORM OF GOVERNMENT General Law City A General Law City operates under the general laws of the State of California, with legislative direction approved by the Mayor and Carson City Council. The elected officials of Carson include the Mayor, four City Councilmembers, the City Clerk, and City Treasurer. All serve four-year terms. Staggered elections are held every two years in March, with the seats of Mayor and two Councilmembers on alternate ballots from the seats of the other two Councilmembers, City Clerk, and City Treasurer. The Mayor is directly elected by the general electorate. The Mayor and City Council select a Councilmember each March to serve as Mayor Pro Tem.
The City Council is the legislative branch of the city’s government. The Council meetings are a public forum where the City Council makes laws, policies, and decisions that govern the City of Carson.
ADMINISTRATION Carson is one of more than 300 California cities operating under the City Council/ City Manager form of government. Under this system, the City Council appoints an experienced, professional City Manager whose responsibilities include enforcement of ordinances, preparation of the annual budget, long range study, and planning and general management of the city’s affairs. All of the city’s operations, whether performed by city personnel or through contractual arrangements, are coordinated by the City Manager into a unified and effective program for public services. All commissions, committees and boards are comprised of appointments by the Mayor with ratification by the City Council. All appointees are appointed to a two (2) year term of office which expires on March 31 of the year of the Municipal Election (except Community Civic Engagement Board, Relocation Appeals Board and Youth Commission). Vacancies and replacements to commissions, committees and boards are filled by the Mayor. The City’s commissions, committees and boards are as follows: Beautification Commission: Members are responsible for acting in an advisory capacity to the City Council on matters relating to city beautification issues and concerns such as visual enhancement programs and the coordination and management of projects that would enhance and improve the physical appearance of the City of Carson. The commission will oversee residential, commercial, and public beautification projects. Each member must be and remain a resident of or have a place of employment or business in the City of Carson and be at least eighteen (18) years of age at the time of the member’s appointment. Bullying Prevention Commission: Members shall have interest, experience or ability in identification, education, and prevention of bullying, including cyber-bullying, and could be a credentialed educator, licensed psychologist, credentialed counselor who may reside or have a place of employment or business in the City of Carson. Carson Historical Committee: Members are responsible for advising the City Council on the matters related to the history of the city, review and make recommendations concerning the designation of buildings and sites as historic monuments until a non-profit Carson Historical Society is incorporated. Each member must be a resident of, former resident of, or have a place of employment in the City of Carson.
Citywide Advisory Commission: Members are responsible for developing goals and objectives for inclusion in the yearly Community Development Block Grant application submitted to the U.S. Department of Housing and Urban Development. Each member must be a resident of or have a place of employment or business in the City of Carson, and/or live within the boundaries of a target area, and/or be a member of an existing organization having an interest in community development in the City of Carson, and be at least eighteen (18) years of age at the time of the member’s appointment. Community Civic Engagement Board: Members are responsible for advising and recommending the City Council, City Manager, and the commissions, boards and officers of the city on all matters involving programs, projects or activities that will showcase the active participation of the people who live and work in Carson in pursuing specific, measurable, attainable and time-bound social, economic, political and cultural objectives for the benefit of the people of Carson. Each member must be a resident of or have a place of employment in the City of Carson. Cultural Arts Commission: Members are responsible for advising the City Council on the planning and developing of cultural enrichment programs and activities which promote interest, understanding and participation in all fields of the arts. Each member must be a resident of the City of Carson. Economic Development Commission: Members are responsible for planning strategies to attract business and industry to the City of Carson and to create a positive image and atmosphere for business and industry in the City. Each member must be and remain a resident of, or have a place of employment or business in the City of Carson, and be at least eighteen (18) years of age at the time of the member’s appointment.

*Environmental Commission: Members are responsible for reviewing the major environmental impacts associated with those projects which may have a significant impact on the environment. The commission assures the City that adequate information is available on potential project impacts such as air quality, water, sewage, noise, hazardous waste, traffic, and identifies corrective measures which must be incorporated into a project in order to mitigate any negative impacts. Each member must be a resident of the City of Carson. Human Relations Commission: Members are responsible for advising and consulting with the City of Council on matters relating to protecting the rights of individuals and seeking to provide for the full realization of the hopes, dreams, and aspirations of all members of society. The commission may become involved in matters dealing with discrimination on the basis of race, religion, national origin, disabilities, culture, economic status, age or sex. In addition, the commission makes such studies as may be necessary in any area of human relations in the community and works with other organizations in the community to further develop the human potential of all members of the City’s population. Each member must be a resident of the City of Carson.
*Mobilehome Park Rental Review Board: Members’ responsibility of the Board is to determine fair, just, and equitable rent increases and to hear petitions for space rental increases at semi-monthly hearings. Parks and Recreation Commission: Members are responsible for advising the City Council in all matters pertaining to the planning and programming of recreational activities and development of recreational areas, facilities, programs, and improved services. The commission also recommends standards on organization, personnel, programs, and financial support. Each member must be and remain a resident of the City of Carson. *Planning Commission: Members are responsible for the review and approval of all new major residential commercial and industrial developments proposed in the City. In addition, any development in the redevelopment areas and major new heavy industrial projects in the city are also subject to the action of the Planning Commission. The Commission is advisory to the City Council on policy issues that affect the long term growth and development of the city, as reflected in the general plan. Senior Citizens Advisory Commission:
Members are responsible for advising the City
Council on senior citizens issues concerning,
but not limited to: social services programs,
senior services programs, Joseph B. O’Neal, Jr.
Stroke Center, seniors assisted living/in-home
supportive services program, housing, security
and personal safety, transportation, senior
recreation programs, special needs programs,
economics, and other governmental concerns,
which impact the seniors of Carson. The
commission also assists staff in developing
financial support networks and delivery of
services to seniors. Must be and remain a
resident of the City of Carson and be at least
fifty (50) years of age.
Public Relations Commission: Members are responsible for developing a public relations statement for the City and a comprehensive community relations plan to enhance positive and proactive publicity for the City of Carson. Assists with improving public relations priorities and channels of communication with the local media, community, public institutions and business. Public Safety Commission: Members

and recommends special traffic and parking

Utility Users’ Tax Citizens Oversight Committee: Members are responsible for acting in an advisory capacity to the City Council on matters relating to the newly created utility users’ tax. Each member must be and remain a resident of or have a place of employment or business in the City of Carson and be at least eighteen (18) years of age at the time of the member’s appointment. Veterans Affairs Commission: Members are responsible for acting in an advisory capacity to the City Council and the Director of Recreation and Community Services in all matters pertaining to veterans’ issues, cooperate with other governmental agencies and civic groups in the advancement of sound veterans’ problems, concerns, and issues. Each member must be a resident of the City of Carson and be at least eighteen (18) years of age at the time of the member’s appointment.
Women’s Issues Commission: Members acting in an advisory capacity to the City Council on issues affecting women and families in the City of Carson including domestic violence, educational equality, women’s empowerment, self-esteem, teen-dating abuse, women’s health, parenting, child care, social service resources available to women, and other issues of particular concern to women and families. Each member must be a resident of or work in the City of Carson, during tenure and must be at least eighteen (18) years of age at the time of the appointment. Youth Commission: Members are responsible for advising the City Council on the planning and development of youth facilities, programs, and services. The commission aids in coordinating youth services with the programs of other governmental agencies, public service agencies, and volunteer organizations. The Youth Commission also generates discussion in the community with respect to youth problems, concerns, and issues. Must be and remain a resident of the City of Carson and be at least thirteen (13) but not more than eighteen (18) years of age at the time of the appointment. *A conflict of interest statement is required.
