Introduction
• Though open university is a new concept in educational
system but it has been catching up very fast in West
Bengal.
Concept of Open University• Open education is a sort of non-formal education form
evolved in the development of education in human society.
Open education is now a powerful system of education. It is
not limited to geographical boundaries.
Open universities offer manifold short term, middle
term and long term courses on various subjects of economic,
industrial, vocational and occupational relevance, that are
almost unthinkable on the part of Formal Universities.
Characteristics of Open University
• There is physical distance between the teacher and the learner.
• There is little face-to-face relationship.
• There is no fixed classroom.
• There is multi-media use i.e. use of postal services, radio, TV, etc.
Objectives of Open University
• Providing opportunities to students who had to discontinue their formal education.
• To provide opportunities for citizens who are willing to improve their standard of knowledge.
• To provide opportunities to students who cannot find a seat or do not wish to join a regular college or university.
• To provide opportunities to persons engaged in different professions to get higher degrees or certificates which may enable them to get higher jobs or promotions.
• To provide opportunities for pre-service and in-service training to teacher.
• To provide opportunities for getting education, vocational and personal guidance.
Names of Open Universities in West Bengal
• Indira Gandhi National Open University.(IGNOU)
• Netaji Subhash Open University.(NSOU)
Some universities of West Bengal has launched Directorate of Open &
Distance Learning at UG and PG Level. The names of universities are-
• University of Burdwan.
• Vidyasagar University.
• Jadavpur University.
• Rabindrabharati University.
• University of Kalyani.
Indira Gandhi National Open University (IGNOU)
• the University came into being on 20th September,1985 at New
Delhi.
• It is now a mega university and offers learning needs both for
national and international distance education.
Netaji Subhas Open University (NSOU)
• NSOU was established in 1997.This university is the 8th
open university in West Bengal. The syllabus, teaching
method and quality of education of NSOU are praised by the
educationist.
Future of open universities in West Bengal
• IGNOU has open some study center in various places of West Bengal for the
persons like employee, housewives and aged person who can’t get chance to
higher education. IGNOU is most reputed in this purpose by serving vocational
and B.Ed course. NSOU illustrate this higher education field from 1997. The
demand of higher education is increasing daily, the crowd of willing students for
these distance higher course in NSOU or INGNOU is also growing fast. That’s
why the number of open universities must be larger than reality. It is proved that
the future of open universities is bright. More over the certificate of open
university and traditional university get equal value in educational field. So
open university and traditional university will get equal respect in future. In
future NSOU is going to open many job oriented and vocational Courses.
Conclusion
• In 10th 5yrs plan the target of higher education is up to 40%.Now this
percentage is 6% only. So this gap can be fulfilled by open universities.
It has some demerits also. The quality of education has been decreased
and the number of educated unemployed is increased due to these open
universities. The contribution of open universities is not utterly negative
at all . They participates in development of society by serving education
field successfully. Though our state, WB, is running in many socio-
economic crisis ,but these crisis do not effect much in the future of open
universities in West Bengal.
