Funds for education of employees at Independent Entrepreneurs in Slovenia have been founded 35 years ago by Slovenian Chamber of Craft
And
Slovenian Craft employees Union
according to the Collective agreement between workers and private employers
In Slovenia are 29 Funds for education for app. 21.100 employers with 59.000 Employees.
Funds for education work on state level with Coordination Funds for education.
6 funds operate on regional level and cover 59% of employees and 55% of employers.
Private employers associate one percent of the gross loan of the employees for education.
Budget for 2005 was 4, 49 million €.
The fundamental aim of Funds for education is to co-finance formal and informal education of employees, further training for more demanding works, specialisation within profession, safety at work, knowledge of language, study visits….
Funds for education are organiser of vocational trainings too. Through Chamber of Craft are active player on field of Slovenian Vocational training policy
In year 2005 32.256 (55, 29% of all) employees were co-financed though Funds for education and in year 2004 27.329 (46, 45% of all) employees.
Average founding per employee was 52 €.

Funds for education in Slovenia are first private educational fund in Slovenia and respond of Chamber of Craft for inadequate lifelong learning policy.
In year 2006 we are facing many issues.

Slovenian national educational standard is 12 years of education. 50% of unemployed and 74% of Slovenian population is below Slovene national educational standard (2002)

How to achieve more than 50% inclusion of adults in lifelong learning?
How to respond to these challenges?
On July new legislative on field of vocational training was accepted.
In system of vocational training companies and social partners are includes as advisors of quality and curriculum.
Part of vocational training will take place in companies. Companies and trade unions will be active players on field of vocational training.
At the same time Slovenian chamber system is changing.
Slovenian Chamber of craft will transform into Slovenian Chamber of craft and SME. Many Slovenian Chamber of Craft members are transforming their legal status.
That’s why only one third of members and their employees are included into funds for education.
We are also facing change of Collective agreement between workers and private employees as a legal basis for funds for education.
There are some initiatives to include employers in funds for education too. That means broaden of funds for education for at least two times, including number of population and budget size.
In future it is planed that Funds for Education will operate with its own resources together with Governmental and EU resources.
