• See information in consent agenda. • Proposal made to raise the LSC portion of the membership fee by
$5.00. • This would allow for the option of paying by credit card. Credit
card fees vary but are approximately 2.9%. The intention is to cover the credit card processing fee.
• A cash discount of $5.00 would be available. • A counter proposal was made to revise the increase of the LSC
portion of the membership fee increase to $3.00 with a corresponding cash discount of $3.00.
• The increase and cash discount would only be applied/available for year round athlete and non-athlete memberships.
• Motion to raise the LSC portion of the annual membership fee by $3.00 and offer a $3.00 cash discount – M/S/A

b. JO Final Awards Timing • See information in consent agenda. • Proposed to revise the procedure to what was implemented at
the Splash and Dash meet. • In this scenario, the swimmers that place 4th through 8th in the
championship final would be excused from the water. The first through third place swimmers would be awarded “in the water” as has been done at previous championship meets.

the next day at the meet. • Additional note for the upcoming LC JO championship meet –
There will not be a team run snack bar at the meet due to restrictions that have been put in place by Southwestern College. Teams should make individual arrangements for water, snacks, etc.
• Question raised re. JOs: Why is the 400 IM event now a timed final event? A: This change was made to accommodate the change in the meet duration from being four full days to three and one half days. This change was necessary due to restrictions with the facility availability from Southwestern College for the meet.
• Question raised re. JOs: Can the two 50m courses (pools) be split between olders and youngers rather than by gender? A: Splitting the courses by olders and youngers would create a large in balance with the timeline, with one of the courses running much later than the other. Note, the running of two pools applies to prelims only, all finals will be running in the deeper water course. Decision was made to alternate genders between each course each the day of the meet.
c. Open Water Sr Zones • The meet is scheduled to be held on 9/29/2019 at Silver Strand
State Beach. • The meet has been listed as the, “Western Zone Open Water
Meet”, and it appears that the senior and age group components have been combined into one meet. This information had not been confirmed by the Western Zone at the time of this LSC BOD meeting.

d. LEAP 3 - LSC Program Evaluation • The renewal of LEAP 2 certification for SI Swimming has been
completed. • The LSC is very close to completing recertification for LEAP 3. • An activity that can satisfy a recertification requirement is the
evaluation of LSC programs. (see the attached Powerpoint slide deck). o Meeting activity – Review of LSC meet programing and
develop feedback to help further improve the process. o Items that the BOD meeting participants felt are important
with conducting meets in SI Swimming: Maintain the volunteer base. Consider the competition needs of athletes of all skill,
ability, and age levels. Promote the 10 and under age group. Ideas around this
item included: • Implement an LSC summer league. • Keep 10 and under meets economical so that host
teams do not incur a financial loss from hosting a meet.
Adjust meet entry fee structure based off of the level of the meet and race distances. Pool rental fees have increased and some meets are starting to lose money.
o List of items to be addressed from the discussion: Determine a potential meet fee structure with respect to
meet level and event profile. A Meet Financials Task Force is to be formed to compete this task. (Lead: Kevin Lee)

this item with the addition of a coach’s category. o A recognition section will be added to the SI website for

at the Long Course JO meet during the break on Saturday. • Graduating high school seniors are reminded that applications for
the SI IMX awards are due by 7/21/2019. • Reminder – The use of tech suits will not be permitted at the
upcoming Age Group Zone Championship meet for 12 and under athletes. This is due to an LSC rule that is in place with Oregon Swimming. This reminder will be posted on the SI website.
• The SI Athlete Committee is in need of adult members to help out at the planned SI Athlete Leadership Summit. The date for the summit is to be determined.
• The USA Swimming National Athlete Committee is developing a “Summit in a Box”. The goal of this is to provide a standardized template for LSC hosted athlete summits with a swimposium type format that includes pick and choose options.
• The upcoming JO MAX South meet will no longer be held at Granite Hills High School. A new location will be announced.

MAAPP UPDATE
● USA Swimming is sending out regular emails to all the athletes to remind
them to take the APT
● In regards to completing the APT courses, there are many athletes who think that they have completed it, but because they don’t answer the last evaluation question on all three courses, their APT doesn’t show in SWIMS and there is nothing to match to their member record.
The information below is from USA Swimming
Until July 23, everyone is eligible to compete if they haven’t done the athlete protection training. On July 23, if you see any APT alerts on your pre-meet recons for meets starting on the 23rd or after for athletes who were 18+ on June 23 or earlier, they are considered not in compliance and are not allowed to compete. For those athletes that turn 18 on July 23rd or after, they have a 30-day grace period to complete APT and if they are in their 30-day grace period, they will not show an alert on your meet recon report.
Additionally, if there is an instance where an athlete exceeds their 30-day grace in the middle of meet, and they haven’t completed APT, most likely it won’t be caught and they will swim. Essentially in this instance, their times would not count.

I would like to thank SI Swimming and my Coaches
for choosing me for this incredible opportunity to attend the Leadership Summit in Georgia this past June. The trip began with Nathaniel Parsons and I flying into Atlanta, Georgia where we met our van group and waited for everyone in which we would later travel to our hotel. As we checked into our rooms and settled in, we went out for a bite to eat with our van group and when we came back another van group had arrived. Later in the day, as everyone finished arriving, we headed to the
Growing Leaders facilities where we would meet around 30 swimmers from different parts of the country along with coaches and USA Swimming staff. We began with meeting new people within our table groups (groups of 4 or 6) and talking about above the line and below the line behavior. We then proceeded to go over the primary colors that make up a leader. Blue is for character, Yellow is for perspective, Red is for courage, and White is for favor. Later on we had dinner at Growing Leaders and returned to our hotel where we continued to bond with our new friends. The second day was primarily about the culture of a team, gratitude, what college coaches look for and how the world is full of S.C.E.N.E. (Speed, Convenience, Entertainment, Nurture, Entitlement). We also met three national level swimmers, Nic Fink, Bethany Galat, and Micah Sumrall where they proceeded to talk about how they got to where they are in their career. The last day we ate breakfast at our hotel and headed to Growing Leaders where we would have a wrap up of the weekend including the criteria’s that make up what your purpose in life is. After our graduation, Nathaniel and our return van group headed for the airport where we parted ways and said our goodbyes. I never could have imagined building such strong friendships with people on the opposite coast in a single weekend. Though we may not see everyone we met at the Summit ever again, we learned that with the help of each and every bond you make in life, there is a rippling effect that each person makes on the next influencing the choices we make in our life making us become better friends, leaders, and even people. With such an amazing experience I was able to learn that in order to become a great leader you must put others above yourself (WE before ME).
B. (submitted by Nathaniel Parsons) Over this past weekend, I was given the pleasure
to attend the USA Swimming WeLEAD Summit in Georgia. At this summit, I learned various leadership skills and leadership qualities that I am excited to bring back to my LSC, and my team. As well as gaining more knowledge about leadership, the summit allowed me to look at myself as a whole and think about who I was. It allowed me to take a step back and think about how to become a better person.
The first day that we attended the summit was Friday. Pia and I flew in at 5:30 in the
morning, and waited at the airport for a bit for 2 other swimmers to arrive before we
could drive to the hotel. I ended up rooming with a swimmer from Texas, and we were
friends right away. After everyone arrived, we headed over to the main area where we got
most of our talks, a non-profit organization called Growing Leaders. They provided us
with speakers and that gave us information about leadership. On Friday we learned about
the “primary colors” of leadership from a person named JT who was a very important
figure this weekend and taught us many lessons about leadership. Those primary colors
consisted of character, perspective, courage, and favor. Character enables a leader to do
what is right, even when it’s difficult. The four main ingredients of character are personal
identity, your core values, your emotional security, and self discipline. If you are aware
of all of these qualities of your character, it will help you become a better leader.
Perspective, courage and favor finish off the ingredients and as a whole, they create
qualities of a great leader. After these talks, we stayed at the growing leaders office for a
couple hours playing games such as corn hole, and ping pong. When we arrived back at
the hotel, Pia and I played cards with many of the others swimmers that were there and
grew a bond with all of them immediately.
On day two, we had breakfast at the hotel, and headed to Growing Leaders at around 8:00
AM. One of the main themes that we learned the second day was leadership is influence.
Be the torchbearer. Be someone who leads and inspires people to work towards a
common goal. We also talked about culture and how to cultivate a healthy team culture.
The people in the teams are the carriers of this culture, and if more people strive towards
a better team culture it will happen. A healthy culture is caught more than taught. Trust is
also a huge part of team culture. A team must have a culture of trust to have team
success. An analogy that they told us was that people are either thermometers or
thermostats. Thermometers just reflect the climate around them and read the climate.
Leaders are more of thermostats. They develop values and principles to live by and set
the tone for others. One can “become” a thermostat by living by their values, and serving
others. After this talk, we had national team swimmers such as Nic Fink, Bethany Galat,
and Micah Sumrall talk to us about their swimming experiences and how they became
leaders on their own respective teams. We also talked about how nowadays our world is
full of speed, convenience, entertainment, nurture, and entitlement. We just have to be
aware of these things, and in turn, embrace slow, choose to do the right thing, embrace
boring by practicing mindfulness, take more risks, and stick with whatever you are trying
to accomplish at the moment. Don’t give up. Another important thing that Growing
leaders talked to us about was developing self confidence. This feeling of self confidence
arises from one’s appreciation. Athletes with high self confidence do what they believe in
even if others mock or criticize them, and are willing to take more risks. Gratitude is also
a huge factor of leadership and character. Just being thankful can make you so much of a
better person. Having a readiness to show appreciation and kindness just makes you a
better person. Criticism is also something that leaders as well as everyone has to go
through. The best way to handle your anger is similar to how a lightning rod functions by
grounding the lightning. We then went to a baseball game after everything as a bonding
experience with everyone that went on the trip. When we got back to the hotel, we played
cards.
On day three, we quickly headed over to Growing Leaders for our final couple hours. We
had our closing talk, and then said our goodbyes to everyone. The bonds that I made with
people on this trip were truly special, and it was hard to leave everyone. Pia and I were
the first flight out, so we left before everyone. Even though it was sad, it was a truly
amazing experience. Just by being the best version of yourself you can be, it can have an
effect on countless other people and inspire them to do the same.
II. USAS Convention A. Maja Palmroos and Mason Morris will be designated as Jr. Reps for this year’s convention. Alex Smigal and Juli Arzave will be designated as Sr. Reps. Maria Davila will also be in attendance, but will be regarded as a National Athlete Rep. representing the Rules and Regulations Committee (to be paid for by USA Swimming).
III. SI Athletes’ Committee Business A. SI AEC has been recruiting athletes to add to open committees. So far, Jeffrey
Keppler has been designated as the Nominating Committee Rep; Pia Davila and Nathaniel Parsons has been temporarily designated to the Communications Committee. If you know of any athletes that would be interested in serving please direct them to Mason Morris (AEC Recruiting and Leadership Chair). B. Per AEC by-laws, the SI AEC met on June 15, 2019 and voted LSC Board
Athletes to the following positions until HOD elections in November.

Officials Committee Report - Cal Gabriel/Debbie Baldwin As of July 4, 2019 we have 125 officials registered. A New Officials' Clinic will be held on July 31st from 6:30pm – 8:00pm at the Dorris Neuroscience Center, 3528 General Atomics Court, San Diego. An officials' social has been scheduled September 7, 2019 from 11:00am – 2:00pm. It will be held at the San Diego Yacht Club. Additional information will be available closer to the event.
FINES -- There are a couple of fines still outstanding. No additional fines have been reported since the beginning of long course season. Cal represented SI at the Officials’ Chair Clinic held in Charlotte, North Carolina. Thank you all for giving us the opportunity to serve the San Diego-Imperial swim family.
Equipment Report - Carlos Davila Two Omega Start Systems were used at the Splash & Dash. This allowed starts to occur at the far end and all the timers remained at one end. We are planning on using both Omega start systems during the prelims of JO’s for the two separate courses. For the 50’s, we will require the timers to change ends, because we do not have enough Omega start systems to cover both ends of the 2 pools.

Sectionals/Futures + Juniors is Okay / Relay Swimmers are 50%. Past May and June Senior Meet Reports Grand Challenge – Lots of SI Swimmers in prelims. Exciting meet with some big names. Not too many finalists from SI as the meet had some good college and post grad depth. Top SI Swimmers made finals from time to time and it was a good opportunity for high level competition early. Splash and Dash - I think this will be discussed a lot anyway, so no need to report here. If continuing and at Southwest College we can simplify as we can control the timeline with 2 courses. 1) Swim all swimmers qualified in single standard events (no timed finals session). 2) 10U Timed Finals Only 3) If Less than 30 Athletes in any event pre scratch it only has a Top-8 Final. 31 or More than it has a Top-16. Full Finals Only and the meet is a good place to allow for greater second swims but we can’t have Top-16 if there are not full events.
4) Incorporate 19+ Into standard Events 15&Older; Splash and Dash Events separate into 15-16, 17&Up 5) 3 Day Format is Good – Combining 2 Splash and Dash Events did Work 6) Start Splash and Dash Quarter Finals at 4:30pm- Main Meet Events Start at 5pm 7) Long Timelines on Friday night could have been shorter with NO 10U and Top-8 for many events and if we did the Quarter Finals at 4:30 we would have cut almost 1.5 Hours off finish time. 8) If we continue, we need to find a way to market to SoCal / AZ and Norcal. Also, let College swimmers and coaches know of our changes immediately so they know they will incorporate more next year if we make those changes. Meet of Champions – Splash and Dash drew some swimmers from SI but we did have some good representation from teams. I did not attend so no report from my end. Looks like RSD, SBA and SSD went with good groups.

Open Water Senior Zones: moved to August based on Water Temperature – Seems like a good time for many groups to attend as it is after all of the crazy travel for all other senior events. Cut times are easy. Getting the word out? Sending an SI coach?

Purpose
• Requirement for LEAP 3• A good idea regardless
• The Program Committee reports to the Technical Vice Chair and determines our meet structures, calendar, etc.
• There are multiple aspects of our LSC that we could evaluate, but Program has the most direct impact on our athletes, which remains our number 1 priority
• The program committee works hard to provide for our swimmers. It is our responsibility to inform the program committee of what is working well and what can be improved
