Applying for Veterans GI Bill Education BenefitsTO GET STARTED WITH THE APPLICATION PROCESS VISIT WWW.GIBILL.VA.GOV; locate the “Apply for Benefits” section which is located near the center of the screen. Click “Apply Online (VONAPP)” from the “Apply for Benefits” menu.

Be sure to complete the application in one sitting. If you try to exit and save for later, you will have to start the application process over again when you return (this will delay your processing).

Once you have submitted the application online, you will need to either: mail a copy of your Member-4 DD214 to The Department of Veteran Affairs, Attention: RPO P.O. Box 100022, Decatur, GA 30031-7022* or attach a digital version of the DD214 to the VONAPP before submitting. Always retain your original Member-4 DD214.

Once the VA determines your eligibility, you will be mailed a copy of the Certificate of Eligibility (COE). This is your final confirmation that you are able to use your benefits.

Print and send a copy of your Member-4 DD214, VONAPP, and COE to Full Sail as soon as possible. You may send the documents via fax to 407.551.1089, mail them to 3300 University Boulevard, Winter Park, FL 32792 or email to [email protected]. After you have sent them, contact your Full Sail Enrollment Guide to confirm the use of your benefits.

Please keep in mind that it takes 60-120 days for the VA Regional Processing Office to handle these claims for benefits. The earlier you prepare and submit the paperwork, the more likely you are to receive your benefits in a timely manner. It will take 30-90 days after starting school for your VA payments to be processed and sent to you.

Post-9/11 GI Bill Chapter 33

The Post-9/11 GI Bill is a new education benefit program for individuals who served on active duty on or after September 11, 2001. These students are now eligible for expanded benefits or the full cost of any public college. This benefit provides Basic Allowance for Housing (BAH) and $1,000.00 a year stipend for book and supplies for students attending on-campus or hybrid programs.

BENEFITSPays up to $295 per credit hour, at 100% eligibility

Per the COE, student must be 100% eligible to receive Yellow Ribbon* (anyone less than 100% will NOT be eligible for Yellow Ribbon, this includes dependents using transfer benefits).

Students taking classes on campus and/or hybrid version and 100% eligible according to the COE will be entitled to Basic Allowance for Housing at a maximum of $1,461.00 per month. They may also be eligible for the Books and Supplies Stipend ($1,000.00 max at 100% eligibility)

Online students do not receive the Basic Allowance for Housing but will receive the Books and Supplies Stipend, an annual amount that is directly paid to the student (maximum is $1000.00 at 100%)

Active Duty - tuition is completely covered, but are NOT eligible to receive Yellow Ribbon, Books and Supplies Stipend, or Basic Allowance for Housing

Basic Eligibility Only active duty service performed after September 10, 2001, may be considered for determining eligibility for this new benefit. A service member or Veteran must have served at least 90 aggre-gate days on active duty. However, individuals honorably discharged for a service-connected dis-ability who served 30 days after September 10, 2001, may also establish eligibility. Active duty for training does not qualify as eligible active duty.

Basic BenefitsThe maximum basic benefit (100%) provided as follows:

y Cost of tuition and fees, not to exceed the most expensive in-state undergraduate tuition at a public institution of higher learning in the state you are attending school

yMonthly housing allowance equal to the basic allowance for housing payable to an E-5 with dependents in the same zip code as the school

y Yearly book and supplies stipend of up to $1,000 per year.

The maximum basic benefit is earned after servicing an aggregate of 36 months of active duty ser-vice or after 30 days of continuous service for those individuals who are discharged for a service-connected disability. Individuals serving between 90 days and 36 months of aggregate active duty service will be eligible for a percentage of the maximum benefit.

The percentage level ranges from 40% of the basic benefit for those whose service is between 90 days and six months to 90% for those who served between 30 and 36 months. For example, an individual with five months, of qualifying service could receive 40% of the monthly housing al-lowance, and a maximum of $400 books and supplies stipend. The following chart represents the maximum percentage payable based on the length of an individual's aggregate active duty service:

The Yellow Ribbon Program Chapter 33

Full Sail is proud to announce that we are a participant in the Yellow Ribbon Program. We have partnered with the Department of Veterans Affairs in an agreement to award up to $2,000 each ($4,000) per academic year. *This award applies to those students who are at 100% tier rate of Chapter 33 GI Bill benefits (based on service requirements). Therefore, you may be eligible if:

y You served an aggregate period of active duty after September 10, 2001, of at least 36 months

y You were honorably discharged from active duty for a service connected disability and you served 30 continuous days after September 10, 2001

y You are a dependent eligible for Transfer of Entitlement under the Post-9/11 GI Bill based on a Veteran’s service under the eligibility criteria listed above.

* This amount is reviewed annually and is subject to change at any time without notice.

John David Fry Scholarship Chapter 33 Chapter 33 at 100% without Yellow Ribbon

The Marine Gunnery Sergeant John David Fry (JDF) Scholarship, amends the Post-9/11 GI Bill (Chapter 33) to include the children of service members who have died in the line of duty after September 10, 2001, with children being able to use the benefits until they reach age 33. Every child will receive 36 months of benefits. Eligible children attending school may receive up to the highest public, in-state (Florida) undergraduate tuition and fees, plus a monthly living stipend and book allowance under this program.

Rules for eligible children serving, or who have served, in the Armed Forces:

y If the child is eligible under the Montgomery GI Bill Active Duty, Montgomery GI Bill Selected

y Reserve, and/or the Reserve Educational Assistance Program (REAP), then he or she must relinquish eligibility under one of those programs to receive benefits under Post-9/11 GI Bill

y A child’s character of discharge from his or her own service does not impact eligibility resulting from death in the line of duty of a parent

y A child on active duty will receive benefits at the active duty benefit rate (eligible for unlimited tuition and fees but not eligible for monthly housing allowance or books and supplies stipend)

Cont. John David Fry ScholarshipChildren who have used or wish to use entitlement under Dependents’ Educational Assistance (Chapter 35) see page 12 for more information:

y If a child is eligible for the John David Fry Scholarship, he or she may be eligible for VA’s Dependents’ Educational Assistance Program (DEA). Although the benefits cannot be used at the same time, a child may be eligible for up to 45 months of benefits between the two programs. Find out more about DEA at http://ht.ly/1ET7N.

y If a child already used DEA anytime from August 1, 2009 – July 31, 2010, he or she may retroactively use the Fry Scholarship instead. Apply on VA Form 22-5490, Dependents’ Application for VA Education Benefits. Select the Chapter 33 option on question 18B.

Montgomery GI Bill Overview Chapter 30

In 1984 a Congressman by the name of Gillespie V. “Sonny” Montgomery improved the existing GI Bill Education benefits and created what is now known as “The Montgomery GI Bill”(MGIB). The Chapter 30 version of the Montgomery GI Bill requires active duty service members to contribute $100 per month for the first 12 months of their enlistment; when using the benefits, they will receive $1426* monthly as a full-time student for a maximum of 36 months of education benefits. MGIB may also be used while on active duty. However, each service has additional educational benefit programs for active duty members, and most delay using MGIB benefits until after separation, discharge, or retirement.* Amount is reviewed annually by the Department of VA and is subject to change without notice

Buy-Up OptionThe Buy-Up option allows active duty members to contribute up to $600 more toward their MGIB. For every dollar the service member contributes, the federal government contributes $8. Those who contribute the maximum ($600) will receive $5,400 in additional funds, but not until after leaving active duty. The additional contribution must be made while still on active duty.

Time limit/eligibilityMGIB benefits may be used up to 10 years from the date of last discharge or release from active duty. The 10-year period can be extended by the amount of time a service member was prevented from training during that period because of a disability or because he/she was held by a foreign government or power. The 10-year period can also be extended if one reenters active duty for 90 days or more after becoming eligible. The extension ends 10 years from the date of separation from the later period. Periods of active duty of less than 90 days qualify for extensions only if one was separated for one of the following:

y A service-connected disability

y A medical condition existing before active duty

y Hardship

VA Vocational Rehabilitation & Employment (VOC Rehab) Chapter 31 Chapter 31 is a vocational rehabilitation program that serves eligible active duty service members and Veterans with service-connected disability with a rating of 30% or greater and apply for vocational rehabilitation services within 12 years of the separation of active duty or from when the Veteran was first notified of a service connected disability. Those qualifying as “Veterans” must have received, or eventually receive, an honorable or other-than-dishonorable discharge. Participants have 48 months of program entitlement to complete an individual vocational rehabilitation plan.

Employment Handicap vs. Serious Employment HandicapAn Employment Handicap is an impairment of the individual’s ability to prepare for, obtain or retain employment consistent with his or her abilities, aptitudes, and interests. A Serious Employment Handicap is a significant impairment of the individual’s ability to prepare for, obtain or retain employment consistent with his or her abilities, aptitudes, and interests.

*Student needs to be enrolled at Full Sail University in order to use these benefits

Contact the VA department at Full Sail University at [email protected] to request a personal schedule for your Voc Rehab counselor.

The counselor is to submit the VA Form 28-1905 to Full Sail VA department, which will be certified and forwarded to Full Sail's Business office for invoicing.

Students attending classes on campus need to contact the Vocational Rehab Counselor at 407.835.5600 and ask for instructions.

Students attending classes online need to contact the nearest Veterans Affairs office to obtain the number for your local Voc Rehab office.

Not able to use in conjunction with Chapter 30 or Chapter 33

Veterans Educational Assistance Overview (Pre-Montgomery GI Bill) Chapter 32

The Veterans Educational Assistance Program (VEAP) applies to those who served during the Vietnam Era and entered active duty between January 1, 1977 and June 30, 1985. Veterans who qualify for VEAP would have made contributions from their military pay to participate in this education benefit program.

BENEFITSVEAP pays out to the student at a 2-1 ratio of what was paid into it during the student’s service. The exact amount can only be determined by contacting the Department of Veteran Affairs at 1-888.442.4551 or www.gibill.va.gov/contact/

Survivors and Dependents Education Assistance Overview Chapter 35

The Survivors’ and Dependents’ Educational Assistance Program (DEA) provides education and training opportunities to eligible dependents of Veterans who are permanently and totally disabled due to a service-related condition, or who died while on active duty or as a result of a service-related condition.

BENEFITS

Provides a monthly payment of $936.00 paid directly to the student*.

The veteran needs to be 100% disabled as determined by the VA, as benefits will be applied to the survivor / dependents.

Benefits max out at 45 months.

Death due to service connected injuries/conditions.

* Amount is reviewed annually by the Department of VA and is subject to change without notice

Montgomery GI Bill Overview (Reservists/National Guard) Chapter 1606

The Montgomery GI Bill — Selected Reserve (MGIB-SR) program may be available to members of the Selected Reserve, including all military branch reserve components, as well as the Army National Guard and Air National Guard.

Provides a monthly payment of $337.00 paid directly to the student.

Reserve Educational Assistance Program (REAP) Overview Chapter 1607

REAP is a Department of Defense education benefit program designed to provide educational assistance to members of the Reserve components called or ordered to active duty in response to a war or national emergency (contingency operation) as declared by the President or Congress. This program makes certain Reservists who were activated for at least 90 days after September 11, 2001, are either eligible for education benefits or eligible for increased benefits.

$600 Buy-up ProgramSome Reservists may contribute up to an additional $600 to the GI Bill to receive increased monthly benefits. For an additional $600 contribution, the service member may receive up to $5,400 in additional GI Bill benefits. The Reservist must be a member of a Ready Reserve component (Selected Reserve, Individual Ready Reserve, or Inactive National Guard) to pay into the “buy-up” program.

Educational Dollars for DutyFlorida Educational Dollars for Duty (EDD)Pays a prorated per-credit hour amount toward tuition at a private University. Amounts determined by EDD Director. Additionally you can apply for Florida National Guard sponsored scholarship (NGOA-F) for $1,000.

EligibilityAir/Army National Guard member who has less than 15 years of service and joined the Florida National Guard after July 1, 1997. The service member has five years to use benefit from date of eligibility and has a three-year obligation after completing degree or from last semester of usage of funds. Service member is required to sign agreement prior to utilization of the program. The requirements of the program are:

17 years of age or older

Domiciled in the state

Member in good standing in the active National Guard throughout the academic term VONAPP VA Form 22-1990

Continuous participation in the active National Guard

Complete a memorandum of agreement to serve in the active National Guard for three years completion of studies

Military Tuition Assistance (MTA) & Tuition Assistance (TA) TOP – Up Military Tuition Assistance (Active Duty)MTA pays $250 per credit hour and a maximum of $4,500 per fiscal year and is paid by the Department of Defense (DOD). In order to qualify for this assistance the service member will inform the VA Department at Full Sail they wish to use TA. Once enrolled in school, Full Sail will draft a degree plan detailing your courses, cost per credit hour, and dates.

PROCESSThe student will need to upload the degree plan to the online education portal/send to their post Education Services Officer.

The (ESO) will give the student the Tuition Assistance Authorization form to forward to Full Sail's VA Department*.

Full Sail's VA Department will forward to Full Sails Business Office for invoicing.

This process must be done for every course.

Tuition Assistance Top-Up (TATU)This assistance has the same attributes and follows the same rules as MTA, but works in conjunction with the GI Bill to fully cover a student’s tuition. TA contributes the $250 per-credit hour and $4,500 maximum per fiscal year, and then tops off the tuition coverage by taking from the monthly GI Bill payments to cover what the TA doesn’t.

Transferring Benefits

Submit request to transfer benefits to the dependents by using the Transferability Application

Dependent will need to go to VONAPP website and complete the VONAPP – VA Form 22-1990e

Transferring from Chapter 30 to Chapter 33To use these benefits, fill out the VONAPP VA Form 22-1990 and note those individuals transferring from the Montgomery GI Bill (Chapter 30) will have a proportional amount of their basic $1,200 contribution refunded in the last monthly housing allowance payment when entitlement exhausts. Individuals who do not exhaust entitlement under the Post-9/11 GI Bill will not receive a refund. A refund of the $600 additional contribution is not authorized.

Iraq and Afghanistan Veterans of AmericaIraq and Afghanistan Veterans of America (IAVA) is the nation’s first and largest nonprofit organization for Veterans of the wars in Iraq and Afghanistan, and has more than 125,000 Veteran members and civilian supporters nationwide. Founded in 2004 by Paul Rieckhoff, a First Lieutenant in the United States Army who served in Operation Iraqi Freedom, its mission is to improve the lives of this country’s newest generation of Veterans and their families. IAVA was originally founded as Operation Truth, a nonprofit Veterans’ organization that sought to “amplify the soldiers’ voice in the American public dialogue” in order to “educate the American public about the truth of the wars in Iraq and Afghanistan from the perspective of the soldiers who have experienced them first-hand." Does Full Sail accept the Florida State National Guard Program Educational State Tuition Exemption Program (STEP)?

» Currently Full Sail is not eligible to participate in the STEP program.

Is there a GPA or Attendance requirement in order to receive my benefits? Will the VA pay for classes that I have failed?

» Yes – you must meet and maintain both requirements. You must maintain at least a 1.0 GPA and at least a 90% overall attendance for your degree program. Failure to meet these requirements will result in benefits being terminated until the GPA and/or attendance has been raised. It depends on the reason for failing. The VA will pay for classes that you have failed proving you failed for grades. However, they will not pay if you failed a class for attendance.

How long will it take for a correction to my VA claim to reflect on my file?

» Once the Full Sail’s VA Department submits corrections to your file, it will take the VA at least eight weeks from the date of submission to post the correction to your file.

Does Full Sail’s VA Department work for the Department of Veteran Affairs?

» No. We are Full Sail’s liaison to the VA. Should you have any questions regarding your application status, pay delays or requesting documents, you will need to contact the Department of Veteran Affairs directly.
