I would like to express my sincere thanks to the members of Indian TranslatorsAssociation as well as Linguaindia team for having devoted their precious time inpreparing this special report that covers the four days activities of internationalconference on Role of Translation in Nation Building, Nationalism and Supra-Nationalism” hosted by Instituto Cervantes, New Delhi (December 16-19, 2010).

I take this opportunity to emphasize that translators have always played a pivotal role insocial and cultural change in society and they continue to play a major role indissemination of the ever expanding knowledge and information.

Until the eighties, scholars and translators were more focused on the translation ofliterature and administrative texts which were mainly aimed at national and regionalconsumers. Ever since the communication explosion of the nineties, the demand fortranslation and language related services has increased exponentially. Translation is notonly needed for the creation of national identity but has also become an essential tool forkeeping pace with the globalization and localization processes.

In a rapidly changing world, the demands on the translator are also changing.Translators can no longer rest on their laurels but, like any other service provider, mustcontinuously upgrade themselves by coming to terms with an ever developingtechnology (including IT resources such as CAT tools) and adapting to increasinglystringent professional demands involving good commercial practice and theimplementation of quality standards.

During the conference, after extensive debate, deliberations and discussions thetranslators community, academicians, translation agencies as well as corporaterepresentatives reached at the consensus that there is an urgent need to regularizetranslation and provide professional status to translators and develop quality standardsto tap the immense opportunities that have been created on account of globalization.

Also, if India wants to retain and maintain leadership role as exporter of servicesinvolving IT, communication and Content, the government as well as private sector musttake measures to develop Machine Tools and alike technology to empower languageprofessionals in Indian as well as foreign languages that would further fuel growth in ITand Communication Industry of India.

Through this report I would like to make an appeal to the stake holders of the translationindustry to come forward and take steps to accord professional status to translators andformulate quality standards in translation so that this unorganized sector delivers thebest.

I sincerely hope that this special report would be useful for readers.

The 1st International conference on “ROLE OFT R A N S L AT I O N I N N AT I O N B U I L D I N G ,NATIONALISM AND SUPRA-NATIONALISM”organized by the Indian Translators Associationsuccessfully concluded on December 19, 2010,creating a new milestone for the language andtranslators community of India.The international conference held on December16-19, 2010, at New Delhi was hosted byInstituto Cervantes, (Cultural wing of Embassyof Spain in India). The mentioned internationalconference received institutional support fromCentral Institute of Indian Languages (CIIL),Mysore; International Federation of Translators

The conference began with a lamp-lighting ceremony carried out by the Chief Guest, Dr. (Mrs.) Anita Bhatnagar Jain,Joint Secretary, Higher Education - Ministry of Human Resource Development, Govt. of India who applauded the effortsof the Convenor, Mr. Ravi Kumar and his team in creating such a vibrant, visible and forceful platform as the IndianTranslators Association which makes it possible for members of the language and translators community to shareknowledge and views on various aspects of translation. She emphasized on the need to create awareness among theyoung dynamic youth of India and the need to produce more and more language professional who can contribute tothe growth of nation.

(FIT), Switzerland and Department of Information Technology, Govt. of India followed by presence of representativesof more than 60 leading national and international universities. The event spread into four days witnessed presence ofmore than 300 delegates that included 130 expert- speakers of world repute representing 25 countries. Participantsfrom leading national and international universities shared their views on different aspects of translation activities thathelp in national building, nationalism and supra- nationalism.

During the inaugural address, the host Dr. Oscar Pujol,Director, Instituto Cervantes welcomed the gathering andhighly appreciated the efforts of Indian TranslationAssociation for creating awareness about translationactivities at national as well as international levels.During his address, he depicted the picture of new India inpresent globalized world and the opportunities oftranslation and cooperation available with Hispanicworld. He expressed his happiness over the involvement ofInstituto Cervantes in the event and hoped that, in future,such events will be organized more frequently. He alsoemphasized on the benefits of learning Spanish languagethat help in increasing prospects of employability atglobal front. He also said, “learning a language is likediscovering a continent”. “The Hispanic continent ispopulated by more than 450 million and it is full ofopportunities, a new land waiting to be discovered”.

Prof. Ravi Kumar, Founder President of Indian TranslatorsAssociation and Convenor of the Conference extended warmwelcome to the gathering and explained how translatorshave always played a pivotal role in social and culturalchange in society and how they continue to play a major rolein dissemination of the ever expanding knowledge andinformation available today. He explained that during thisglobalized world the demand for translation and languagerelated services has increased many times and thattranslation is not only needed for the creation of nationalidentity but it has also become an essential tool for keepingpace with the processes of globalization and localization. Healso explained how most observers take for granted thetranslator's crucial role at the (intra) national level but areless aware of their equally pivotal place as mediators at theinternational level and, potentially, in the creation of theeven larger and comprehensive global supra nationalidentities which seem destined to follow in the future. The inaugural session also witnessed presence ofbureaucrats , academic ians and corporaterepresentatives including Mr. Mrinal Kanti Das (SeniorIPS officer); Mr. Joginder Singh (Former Director, CentralBureau of Investigation); Dr. (Mrs.) Swarna Lata(Director & HoD, TDIL Program, Department ofInformation Technology, Govt. of India); Dr. MichaëlOustinoff (Institute of the Anglophone World, Universityof Paris); Prof. (Dr.) Anil Dhingra (Chairperson, Centre ofSpanish Studies, JNU); Dr. Ana Isabel Reguillo Pelayo(Education Head, Instituto Cervantes) and Prof. OmVikas ( Ex- Director, IIITM, Gwalior).

Mr. Mrinal Kanti Das, special guest, explained theneed of strengthening the translation industry sothat the unity in diversity can be achieved in its truesense. He explained that while India maintains unity in diversity, but effective communication remains abig challenge for police forces specially whilecommunicating with the people in north easternregion. He shared his own experience and thelinguistic problems faced while dealing with peopleas well as officials within the police forces. Mr. Daswho has been playing mentorship role in promotingefforts of Indian Translators Association, adored the efforts made by the translators in promotingtranslation as a professional activity underleadership of its Founder President Mr. Ravi Kumar.

Mr. Joginder Singh, Special Guest and Keynote Speakeremphasized over need to promote similar efforts acrossIndia in close cooperation with the government bodies.He appealed to the government bodies to come forwardand strengthen the cause of the translators by providingthem financial as well as administrative support fortheir professional development as they play crucial rolein nation building and promoting nationalism. He alsoshared his experience and problem which faced duringhis tenure while dealing with variety of cases thatinvolved linguistics challenges.

Dr. (Mrs.) Swarna Lata, Keynote Speaker, explainedin detail the initiatives of department of informationtechnology, govt. of India in promoting translationand language technology. She stressed over theneed to incorporate technology in the translationactivities that would help increase efficiency of thetranslators and also prepare them to facechallenges, and convert these challenges intoopportunities of growth and employability. She alsoexplained in the detail the efforts of the governmentthat aims at democratizing information access byreaching the remote corners of India through e-governance. This initiative means tremendousscope of growth for translation activities, followedby opportunities for development of translationtechnology. She emphasized over need to buildlinguistic resources that would be used to facilitatelocalization of applications especially thelocalization requirement of e-governance.

Dr. Michaël Oustinoff, Institute of Anglophone World,University of Paris III Sorbornee Nouvelle, Paris, thekeynote speaker, made a comparative view of India and Europe and explained how Europe would take India as amodel for maintaining unity in diversity. He emphasizedthat the present day world is not monolingual, it isplurilingual and India is a classic example of plurilingualand multi-cultural society that has maintained its panindian ethos since thousands of years - Europe has lotsto learn from India ..

Prof. (Dr.) P. P. Giridhar shared his view on translationindustry and insisted over the need to tap the ways tofind the solution. He stressed over the fact thattranslation already exists and one can easily learn it.He explained that one language can be translated inother language along with the expressions andfeelings since all those words and feelings availablein one language is also available in other languageand it is an art which one translator should know.

Prof. (Dr.) Anil Dhingra, keynote speaker, explainedabout the current scenario of Interpretationservices in India and explained in detail aboutvarious types of interpretation services and theneed to develop teaching methods and models thatwould help Indian interpreters compete in theinternational market. He also discussed theproblems faced by the translators and interpreterstoday in India.

Dr. Ana Isabel Reguillo Pelayo, member of the expertcommittee of the conference expressed that India is arapid growing economy. It attracts different economiesof the world. In order to stand with the expectations of the different economies of the world India needs todevelop translation as an organized industry. She alsoexplained how translators and interpreters contribute insocial and economic development of a nation and thusneed to impart proper training for development ofprofessional standards.

For the successive 04 days, 130 experts presentedtheir papers and shared their views on variousthemes including translation, Interpretation,Diplomacy, Nation Branding, Cultural Diversity,Teaching and Training in Translation andInterpretation, Terminology Management & ProjectManagement in Translation, Machine tools,Technology and Innovation in Translation. Theexperts discussed the huge importance ofTranslation as a tool for the national integrationand cultural diversity, its relation to the massmedia, copyright issues and the necessity ofgovernment policies an quality standards.

Mr. Rana Banerji, IAS (Retd.), Head-Task Force onIntelligence Reforms, Institute of Defence Studies(IDSA) New Delhi, India discussed about the impact oftranslation work on intelligence analysis. His speechwas more focused over the role of translators insmoothening the communication process and inimplementation of Central Govt. projects in all cornersof the country.

Prof. V. N. Shukla - Director Special Applications andProfessor, CDAC, NOIDA, India tool special session onMachine Translation and works of CDAC, Noida. Heinsisted that through machine translation, translatorscan increase their efficiency and it can even beimplemented to improve quality and consistency intranslation. He also stressed that machine onlycomplements the translators and perfection cannot beachieved without human intervention.

Mr. Sanjay Ganjoo - CEO, Bhaskar Foundation. Mr.Sanjay Ganjoo chaired the session focused onNationalism and in his presentation, he highlighted the relationship between Nationalism and Languages.

Mrs. Subha Ranjan, the Director of the Confederationof Indian Industry, shared her opinions about thelinguistics and cross cultural challenges of dealingwith foreign nationals in Tihar jail, and shedemonstrated how it was important to understandcultural and emotional needs of imprisoned foreignnationals if one was to bring betterment and positivechange in hardcore criminals.

Prof. Ashok Chawla, Head Translation ServicesDivision and coordinator - on-going translation,training program, NISCAIR (CSIR) shared hisexperience in handling Human resources in Promotingscientific translation.

Dr. (Prof.) G. Chaudhuri - Director, School of ForeignLanguages, Indira Gandhi National Open University,New Delhi, India discussed the difficulties faced byIndian linguists in dealing with the China Factor.

Prof. Om Gupta, the Dean, Asian School of MediaStudies shared his views on the challenges faced bythe Language news agencies and translation. Hestressed on dire need to established new agencies inHindi and local languages if our nation was to breakfree from colonial mind set.

On the other hand Mr. Mohan G. Nair, ManagingDirector, Stone Hill Foundation Publishing talkedabout India’s Role in Publishing Translated Literature.

Mr. Sanjeev Roy, the Advisor-Education, Institute forEducation Business & Culture, enlightened theaudience with his views on the linguistic and cross-cultural challenges faced by Indian students abroad.

Col. R. N. Rai, Colonel, Indian Army, enlightened theaudience with his views on nationalism and nationbuilding. He also emphasized on the need of effectivecommunication for team building and expressed hisdesire to collaborate with members of translatorcommunity to impart training in subject areas relatedto leadership and team building.

Dr. Tulika Chandra, Assistant Professor - Faculty ofManagement Studies, Manav Rachna InternationalUniversity, shared her views on “Translators asMediators: identifying linguistic Interaction inMulticultural Society, which was well received by thescholars present in the conference.

Mr. Purnendra Kishore, CEO, Adayana LearningSolutions Pvt. Ltd. shared his views on Globalizationand Localization, Role of translation. He insisted on therole of translation to reach to grass roots of the localand global market.

Mr. Samrat Yadav, CEO, Tradebooster.com deliveredhis lecture on 30 seconds Stress Buster Technique. Heshared his techniques on stress management. Heshared the cases in which the audience receivedinstant, measurable and sustainable results whichlasted well beyond the program.

Dr. Aymil Dogan, Associate Professor, Faculty ofLetters, Translation and Interpretation Department,Hacettepe University, Ankara, Turkey discussed onthe topic “modernism movement throughtranslation and interpretation activities in OttomanEmpire and Turkish Republic”. She also shared hervast experience of 20 years as a conferenceinterpreter.

Dr. Timothy K. Haines, Principal, Emu Link Migration& Intercultural Consultancies, South Australia,Australia shared his views on the topic “Translatingculture and the dilemma of Dreaming in AustralianNative Title”.

Dr. Larisa A Akhmylovskaya Associate Professor -Foreign languages Department at Far East StateAcademy of Fine Arts in Vladivostok, Russia discussedon the methodology and methods of translation scoredeveloping in the cross cultural educational andcreative projects. She explained that theatre makingprojects, opera laboratories, music cross-culturalmaster-classes give more opportunities to single outthe conditions, forms, means and principles oftranslation score developing as well as thetranslator/interpreter's functions as cultural liaisonfor multiethnic collaboration.

Dr. Rebecca Mason Stephanis, Assistant Professor -Modern Languages, Gonzaga University, Spokane,USA described that a picture is worth a thousandwords in relation to Nation Building in thecontemporary Photo books of Argentina. Shediscussed the Argentine Literature of the late 19thand 20th centuries.

Dr. Françoise Wuilmart, Director, CETL et CTLSBrussels, Belgium, gathered huge attentiondiscussing the paper with the title TranslatingIdentity.

Prof. Moses Nyongwa, Associate Professor -Terminology and Localization, School ofTranslation, Saint-Boniface College University ofManitoba, Winnipeg, Canada presented a talk on“Translation and Nation Building what a difficultcouple?” He also shared his experiences dealingwith the difficulties in the field of translation, withspecial focus on Canadian cases.

Mr. Alper Kumcu, Conference Interpreter, HacettepeUniversity, Turkey enlightened the audience with hisviews on a translational and transnational history: roleof translation and interpreting in the course of TurkishRepublic's accession to the European Union.

Mr. David Nathan Hull, PhD student in modern Chineseliterature, University of California, shared his opinion onthe creation of a modern ideological Translation in China.

Mr. Vadim Doubine Interpreter/ translator, Member ofAUIST (Australian Institute of interpreters andtranslators), enlightened the audience by makingcomparison of two telephone interpreting providers TISNational and League line services. TIS National's headoffice is located in Melbourne, Australia. The head officeof language line Services Pty limited is located inMonterey, California, USA.

Mr. Sridhar P. Joshi - Head Customer Support - CommercialVehicle Business Unit, TATA Motors, Pune, India alsodelivered his thoughts on the globalization andlocalization in the context of translation. He shared hisexperience at Tata Motors, and how he has been resolvinglanguage barriers through localization and globalizationefforts.

Mr. Lluís Baixauli Olmos - Lecturer, Jamia MiliaIslamia talked on “the deontological dimension ofpublic service interpreting: critical analysis of codesof ethics and standards of practice”

Dr. Vridhachalempillay Subramaniam, Ex-Professor,Education Management & Translation Consultant,talked in detail on the vital role of translators inpromoting nationalism & internationalism: through adoption of cognate linguistics.

Dr. S. K. Ray, Founder Translator Member of IndianTranslators Association emphasized on the needof internet marketing strategy for entrepreneurialtranslators.

Dr. Anita Bhela, Associate Professor of English,Delhi College of Arts and Commerce, University ofDelhi, New Delhi explained about the culturalimplications of translation in the world.

Dr. M. S Hayat, Dean, Dr. Bhim Rao Ambedkar OpenUniversity, Hyderabad delivered special talk onTranslation with reference to Urdu language.

On the other hand Dr. Shalini Shrivastava, LecturerTranslation Studies, International Hindi TeachingDepartment, Kendriya Hindi Sansthan talked onTeaching and training in translation and interpreting.

Dr. Sunil Raghunath Sawant, Associate Professor -Department of English, Kisan Veer Mahavidyalaya,Satara, Maharashtra, India enlightened the audiencewith the importance of translation as a weapon duringthe cold war.

Professor Subhransu Banerjee, Instituto Cervantesexplained in detail about his experiences in translatingpoetry from Bengali to Spanish. On the other handProfessor Cristina Herrero Fernandez talked aboutteaching of interpretation in the context of Spanish –English – Spanish.

Dr Nishat Haider, Senior Lecturer in the Department ofEnglish and Modern European Languages Universityof Lucknow, Uttar Pradesh, India undertook the task ofexplaining the audience about Translating DalitPenniyam: A study of Bama's Karukku and Sangati.

In addition, following scholars made considerablecontribution through their papers and thoughts inmaking this event a grand success.

On the 4th day of the conference, a dedicatedworkshop on Project Management and TechnologyIntegration in Translation was organized by Prof.Ravi Kumar, Conference Convenor & President ofIndian Translators Association. The workshopwitnessed presence of more than 150 translatorsand academicians who learnt the basics of qualitystandards applicable in translation servicesfollowed by project management processes and useof technology in increasing efficiency of translationservices and attainment of customer satisfaction.

The conference ended with a thanksgiving note by Prof. Ravi Kumar (Convenor), who expressed his sincere thanks toall participants, speakers and sponsors and members of the organizing committee for having made this conference agrand success.
