Dear Friends of Fulbright in Hong Kong and Macau:

The Hong Kong America Center has had a great year in 2007-2008, and looks ahead to an even better year in 2008-2009.We are pleased to share this annual newsletter with our friends,partners, grantees and clients in Hong Kong, greater Chinaand the United States. We welcome you to peruse our programs,and the many promising people in them, in the pages ahead.We are thankful for your support.

Over 1,225 scholars and students were directly enrolled inone of our 25 or so HKAC programs, ranging from a day toa year in length, over the past year. About 625 were from HKor Macau; 400 from the USA and 200 from mainland China.In every case, a substantial portion of the costs for theseprograms were provided by donors, mostly from Hong Kong.

Our Board of Governors has been much strengthened bysix new members from Hong Kong who joined for four-yearterms this year. They are Mr. Patrick Ho of Dow Chemical;Mr. Robert McBain of SJM Holdings (who is also our newtreasurer); Mr. Richard Mueller of the Hong Kong InternationalSchool and former Consul General in HK; Ms. Ada K. H. Tseof AIG Investments – Asia; Dr. Richard Vuylsteke of theAmerican Chamber of Commerce in HK; and Mr. Michael Wuof Maxims.

Mr. Drake Pike of Goldman Sachs was made member emeritusfor his long service as treasurer. We also thank Ms. WaileeChow (WDA Group), Mr. Jeffrey Lam (Forward Winsome), Mr.Jack Maisano (Amcham), Mr. James E. Thompson (CrownWorldwide) and Mr. Peter Wang (Tristate Holdings) for theirgenerosity and good guidance to the HKAC and to Fulbrightover the years.

We revised the Center’s Memorandum and Articles of Associationthis year to focus our objects more clearly on strengtheningtertiary education in HK. With our eight member universitiesas the foundation of the Center, we seek to strengthen HK’srole as an Asian regional hub for international educationthrough Fulbright and other academic exchanges betweenHong Kong and American universities. All our projects andservices arise from the fundamental idea of Hong Kong servingas a bridge between China and the United States. In the spiritof Fulbright, we seek to promote mutual understanding betweenthese two major nations, cultures and economies of the 21stcentury. The Fulbright program in particular has attractedenormous support in Hong Kong from the enlightened businesssector here. It is an honor for us at the HKAC to work on thiseducational mission.

The Center has grown by hosting theHong Kong office of The Asia Foundation(www.asiafound.org), headed by Mr. AllenChoate. We welcome our new colleaguesin the HKAC space in the Esther Lee Buildingof Chung Chi College of CUHK.

Hong Kong attracts more and more young Americans to liveand work for a summer or longer as interns in its businessand social service organizations. We thank the many companiesand agencies who have graciously hosted our nearly 100interns this summer 2008. Many of these young people catchthe spirit of HK through these experiences and seek to returnlater in their lives.

On staff transitions, Ms. Teresa Cheung heads for the East-West Center in Hawaii and the Asia-Pacific Leadership Program.We are pleased that Ms. Donna Lam, formerly on staff withThe Asia Foundation, has joined the HKAC as Program Manager.We are also glad to have Ms. Fei Blauner, a senior at HamiltonCollege in NY, as our intern in international education for halfthe year. We note with pleasure that Ms. Ann White, formerlyof AmCham and the US Consulate, has taken over as directorof the IIE/HK office, replacing Ms. Kathryn Fung-Surya, whoserved in this role for over a decade.

We thank our directors, donors, grantees and friends for theirloyal and generous support for our mission to advance mutualunderstanding between Hong Kong and America and betweenChina and America over the bridge of Hong Kong.

We welcome the first cohort of American Fulbright professors in general education. The Po and Helen Chung Foundation supportstwenty Fulbright awards across HK’s universities from 2008 to 2012 to work with HK colleagues to strengthen general educationin the four-year curriculum. This “Team Fulbright” will teach half-time at their respective host universities and, through arrangementsby the HKAC, offer workshops and consultations on aspects of general education by invitation from any universities in HK andMacau. A book, a documentary film and several conferences will result from the work of Team Fulbright on general education inHK. More information is at www.hkgei.org.

My year in Hong Kong will allow me tohelp develop transnational courses that link facultyand students from West to East and East to West.

Dr. Stephen J. FRIEDMANProfessor and Associate Dean,Graduate Studies and Continuing Education,University of Wisconsin – Whitewater

My career in higher education has been dividedamong teaching, faculty development, andassessment. My research has focused on howteachers test and grade students, educationalrights and privacy, and assessment in highereducation. I am looking forward to working withcolleagues to further develop the General EducationProgram at CUHK.

Dr. Hoshmand was a Fulbright professor ofbusiness and economics at the City University ofHK in spring 2008. He was invited to stay on inHK to further contribute to general education atCityU over the next two years. I am honored to be working with City Universityof Hong Kong, the Hong Kong America Center,and other Fulbright scholars on General Educationcurricula development in preparation for the new4 year undergraduate programs in 2012. I havea personal interest in the processes that allowinstitutions to make major curricular reform withsupport and buy-in from all constituents. Thisinterest is an outgrowth of a book I am co-editing,titled, “A Process Approach to General EducationReform: Transforming Institutional Culture in HigherEducation.” I also enjoy assisting faculty inconceptualizing and designing new courses forgeneral education programs.

Dr. Kristine T. UTTERBACKAssociate Professor of History,University of Wyoming

I received my PhD in Medieval Studies from theUniversity of Toronto. I have taught history as wellas religious studies at the University of Wyomingsince 1986. My recent work is on medievalJewish-Christian relations; I wrote a book entitledBurning Faith: Jews and Inquisition in Fourteenth-Century Aragon. I have worked actively in manyaspects of general education at departmental,faculty and university levels. I look forward todeveloping a western civilization course at the HKPolytechnic University, and hope to develop theAsian portion of a course on world Christianity.

While in Hong Kong, I will continue to exploretexts that record the commercial and diplomaticrelationship between China and a very young,newly independent United States, whose conquestof the so-called “Far West” was still many yearsaway. My goal is to recognize how China influencedthe early development of American literature andto understand the impact of global commerce onAmerican stories of national origin.

I plan to conduct research into the use of equitycompensation for executive and non-executiveemployees in entrepreneurial firms in Hong Kong.Due to competitive pressures to attract andretain top talent, there is worldwide convergencetowards the Anglo-American use of equitycompensation. I hope to determine the extentof the adoption of equity pay in Hong Kong andif it is an effective means of attracting, motivatingand retaining employees.

Dr. Lyle F. BACHMANUCLA

The goal of my research is to construct an historicalaccount of the evolution of policy and practice inassessing English in Hong Kong. Particular focuswill be given to describing the recent processof integrating large-scale and school-basedassessments of English for high-stakes decisions.I will study archival documents and interview keyparticipants in the changes in English assessmentpolicy in HK over the past 20 years.

While at the Historical Archives of Macau, I planto continue my research on “Licit and IllicitCommerce: Portuguese Crown, Private Companiesand Merchants Maritime Trade at Macau andChina from Qianlong to Jiaqing, 1735-1820”,a relatively understudied topic concerning thehistory of Macau and its relations with China inthe eighteenth and nineteenth centuries.

Fulbright Hong Kong Research ScholarsThree academics will go to America on research fellowshipsin 2008-2009 as our seventh cohort of the Fulbright HK SeniorScholars Program. The Research Grants Council of HK providesthe major funding of this program.

Dr. Lennon Hung-tat CHOYAssistant Professor, Department of Building andReal Estate, HK Polytechnic University

Dr. Choy received his MA in Urban Design andPhD in Real Estate Economics from Hong KongUniversity. He will spend six months fromJanuary 2009 in the Economics Department atthe Washington University in St Louis using aninstitutional economics approach, pioneered byNobel Prize winner Douglas North, to explainthe evolution of the urban land market in Chinasince 1949.

Dr. Jay QIAN JunAssistant Professor, Department of Chinese,Translation and Linguistics, City University of HK

Dr Qian received his MA and PhD from Universityof California at Berkeley in Comparative Literature.He will spend ten months from February 2009at the Department of Comparative Literature atHarvard University to do a trans-lingual study ofideas of “China” and “Chinese” represented inChinese-American literature written in bothChinese and English languages.

Dr. Kelvin WONG Sui-keiAssistant Professor, Department of Real Estateand Construction, Hong Kong University

Dr. Wong received his BSc in Surveying andPhD in Real Estate from Hong Kong University.He will spend six months from November 2008at the Center for Real Estate and Urban EconomicStudies in the School of Business at theUniversity of Connecticut. He will study tradingbehavior and price dispersion in the US andHK real estate markets.

Mr. Paul T. CHEUNGB.A. in Molecular/Cell Biology and English,UC Berkeley

Host: The University of Hong Kong

My research will explore how structuralunderpinnings dictate risk and course of AIDSinfection in urban and rural China. Throughdirect interviews and ethnography methods,I aim to understand how and why HIV/AIDSdisproportionately affect the poor. Results fromthis research may not only guide structuralinterventions, but also may bridge the gapbetween policy and program development.

Mr. Thomas E. GAFFNEYB.A. in Political Science, College of the Holy Cross,Worcester, Massachusetts

Host: University of Macau

I will be studying the government regulation ofthe gaming industry, focusing on casino laws,licensing, zoning laws, and public safety.Additionally, I will research the social impact ofcasinos and gambling – how the rising cost ofliving is affecting Macau residents, what theirimpressions are of the increased tourism andexposure, what social programs are in place toassist those who have been negatively impactedby the gaming industry.

Ms. Jennifer Laura TIPPINSBFA in Film and Television, New York University,New York, NY

Host: City University of Hong Kong, School ofCreative Media

I plan to develop an animated film that exploresmy mother’s childhood growing up in Hong Kong.I will be studying animation and traditionalChinese painting techniques as well as researchingthe cultural and political relationship betweenHong Kong and the US during the 1950’s and60’s. I hope to create a story that reflects on theformation of self identity when placed at thecrossroads between two vastly different cultures.

Fulbright Senior Specialist Program (SSP)The Fulbright SSP is a flexible way to bring an Americanscholar for 2-6 weeks to HK for collaborative research orconsultations on new programs. Fulbright will cover airfareand honorarium costs, while the host university in HK shouldcover local expenses. There is no deadline. About four monthsof lead time is needed to source the scholar in the US andarrange for the visit. Recent Fulbright SSP scholar visits to Hong Kong were:

• Dr. Leonard Swidler of Temple University in PhiladelphiaPA came to CUHK for two weeks to plan future conferencesin HK on inter-religious dialogue.

• Dr. Jo Ellen Patterson from the University of San Diegocame to HKU to help design a program on marital andfamily therapy in the social work department.

• Dr. Martin J Finkelstein of Seton Hall University in NJcame to HKU’s Centre for Research on Chinese Educationfor six weeks to conduct research on how HK universitiesare preparing for the 3-3-4 reforms.

Ms. PENG Yinni

Ms. Peng Yinni is a PhD candidate in sociologyat the CUHK. She has a bachelors and mastersin law at Peking University with concentrationin sociology. She hails from Xiantan in HunanProvince. Her research is on control-resistancerelationships between employers and migrantworkers in south China. She is at UC Berkeleyfor ten months from Sept 2008. The ResearchGrants Council will sponsor her Fulbright award.

Mr. XU Jianhua

Mr. Xu Jianhua is a PhD candidate in criminologyin the department of sociology at HKU. He receivedhis BA in sociology from Anhui University in Hefei,his native place, and his MA in sociology fromSun Yatsen University in Guangzhou. He was alecturer in the Guangdong Police Officers Collegeand a police officer in the Shunde region of Foshan.His PhD research is on crime and victimizationamong migrants in China. Mr. Xu is at theUniversity of Pennsylvania for nine months fromSeptember, 2008. The Research Grants Councilwill sponsor his Fulbright award.

Ms. ZHONG Zhijin

Ms. Zhong Zhijin is a PhD candidate incommunication studies at City Universityof HK. She received her BA and MA ininformation management from PekingUniversity. She comes from Xiangyinin Hunan Province. Her researchis on impact on social capital ofmulti-player online role games inChina. Ms Zhong is at UC SantaBarbara for six months fromSept 2008. Ms. DING Chunyan

Ms. Ding Chunyan is a PhD candidate in law atthe HKU. She has an LLB and LLM from PekingUniversity and an LLM from University CollegeLondon. Ding hails from Ningbo in ZhejiangProvince. She is at Harvard University for ninemonths from September 2008 to do research onmedical malpractice in the PRC legal system.Computime will sponsor her Fulbright award.

Mr. LI Mo

Mr. Li Mo is a PhD candidate in computer scienceat HK University of Science and Technology.Originally from Chengdu in Sichuan, Li has abachelor degree from Tsinghua University. Hisdissertation project aims to improve wireless sensornetworks (WSN). He has developed WSNapplications for collapse detection in coal minesin China. Li is at Stanford University for six monthsfrom Jan 2009. Wing On (International) Holdingswill sponsor his award.

Mr. LU Zhouguang

Mr. Lu Zhouguang is a PhD candidate in Physicsand Material Science in City University of HK.A native of Guangxi, Lu has a BSc and Mastersin Engineering from Central South University inChangsha, Hunan. He was a visiting researcherat Tsinghua for two years fabricating nano-structured materials. His PhD research is on texturedependence in the electro-chemical properties ofolivine LiFePO4 thin films, for use as positiveelectrodes in cheaper and more environmentally-friendly batteries. Lu is at SUNY Stony Brook inLong Island, NY for ten months from summer2008. The Research Grants Council will sponsorhis Fulbright award.

Fulbright announces the eight winners of the third round competition of Junior Research Awards to the United States in 2008-2009. This program is in honor of Frank Martin, former long-term President of Amcham/HK and founding member of the HKACboard. Four awards, generously funded by the private sector – Wing On Holdings, Computime, Citi and the Amcham/HK Foundation– were matched by four awards provided by the Research Grants Council (RGC). The Fulbright Program announces newscholarships for advanced post-graduatestudents of Hong Kong universities to spend6-10 months as visiting pre-doctorateresearch scholars at American universitiesto conduct research for their doctoraldissertations. Approximately eight grantswill be awarded on a competitive basis forthe 2009-2010 academic year. Six awardsare in any field. One award, supported byCiti, is reserved for doctoral candidates inHK universities in fields related to bankingand finance. The award supported byThe Dow Chemical Company is forcandidates in fields of environment, energy,health, education, science and technology.

2009-2010

The deadline for receiving applications at the HKAC for both senior and junior Fulbright award programs

is Monday November 10, 2008. Finalists will be interviewed in December and announcements of

awards will be made by February, 2009. Further information and application forms for these Fulbright

The Fulbright Program also invites applications from Hong Kong senior scholars for research awards in

the United States in fields of the arts, humanities, social sciences, business studies and law. The Research

Grants Council of HK and the Fulbright Program of the US jointly established this fellowship program in

2001; the HKAC administers it on their behalf. Up to three awards will be made for the 2009-2010

academic year for HK scholars to spend from four to ten months as Fulbright visiting scholars at major

American universities. The basic award for a ten-month grant is HK$ 350,000 with supplementary awards

of up to HK$ 150,000 for research expenses. This award may be used in connection with a sabbatical

leave or other research grants.

SENIOR RESEARCH AWARDS

The Fulbright post-graduate research awards were

initiated by the U.S. Consulate General in Hong Kong

and the Hong Kong America Center. These grants are

made possible by Citi, Wing On (Holdings) International,

Computime, and the AmCham Hong Kong Foundation

in honor of Frank Martin, the long-time President of

the American Chamber of Commerce in Hong Kong.

Private-sector funded awards are matched by awards

funded by Hong Kong Research Grants Council.

Northwest Airlines provides airlines tickets to America-

bound Fulbrighters.

Applicants must be currently enrolled in a doctoral

degree program of a university in Hong Kong. They

must have completed at least two years of study in

HK prior to their planned departure for the U.S. The

grant award will be US$ 1,350 per month. This may

be augmented by studentship funds provided by the

HK universities for post-graduate students. A ten-

month award, for example, would be US$ 13,500,

or HK$ 105,300. Sojourns in the US can begin anytime

after August, 2009. Six months is the minimum period

and ten month is the maximum, as justified in the

application proposal. The scholarship winners will be

Visiting Junior Fulbright scholars for the purposes of

conducting their own research. As the HK Fulbright

awardees will not take courses and not be matriculated

in the host American university, tuition fees will be

waived. The junior research Fulbright scholars are

expected to return to HK after the award period and

defend their dissertations for the Ph.D. degree from

their HK universities.

Curriculum Reform in General EducationHarvard University has been a leader in generaleducation, and its shifts in approach over theyears have reflected key intellectual trends inAmerican society and academe in the 20thcentury. Harry Lewis, former Dean of HarvardCollege, met with HK educators for a workshop

on curriculum reform, co-sponsored by the Literary

Festival. The HKAC organized a series of seminars throughoutthe year on aspects of the 3-3-4 reform in comparative globalcontext. Future seminars will feature Dr Charles Sodini of MITand Dr Philip Altbach of Boston College.

Fulbright American Literature Research SeminarTwenty five post-graduate students of American literature frommajor Chinese universities came to CUHK for the week of May12-17 for intensive study of four American authors of the early20th century: Hemmingway, Fitzgerald, Dos Passos and Faulkner.Dr Paul Levine, an eminent scholar of American literature nowat Shantou University, was our lead professor and Dr Wes Berryof Western Kentucky University assisted in the course. TheAmerican Studies Resource Center, based in Wu Chung Libraryof United College, provided ample materials for the studentsto advance their own research projects. Fulbright organized fourvideo-conferences linked to students in Beijing and Shenyangto feature Professor Levine’s scholarly lectures on the writers.

AFI Project: 20/20The American Film Institute(AFI) in Washington DC sentthree young film makers toHK in November 2007 forseminars and screenings oftheir new documentary films at HK and Macau universities.They were J.B. Rutagarama from Rwanda with his filmBack Home about the genocide in his country; David Boyleshowing Big Dreams Little Tokyo, humorous take on cross-cultural communication in Los Angeles; and Amie Williamsshowing No Sweat, and up-close study of American Appareland Sweat X, two clothing companies in California. The HKACassisted the US Consulate in this program.

University of Southern California and SPPD LabDr. Eric Heikkila, a noted Asian urban studies scholar from theUSC, was Fulbright Scholar in Residence in 2007-2008. Oneactivity arising from his work was a two-week field study labfor 22 post-graduate students from USC on policy dimensionsof water quality and human settlement in the Pearl River Deltafrom May 25-June 6. The HKAC partnered with the SouthChina University of Technology (SCUT) and the city of Foshanto study the reclamation of the Fengjiang river and the issuesof historical preservation and economic development in the cityon its banks.

Fulbright China Research Forum atLingnan University, March 3-7, 2008Lingnan University hosted nearly 90 Fulbright research scholarsfrom American universities who spent 2007-2008 doing fieldworkin mainland China, Taiwan and/or Hong Kong. The HKACorganizes this mid-grant retreat for Fulbright each year in warmwinter Hong Kong. We thank Sino-Land for the use of theirGold Coast hotel and the Better Hong Kong Foundation for ourannual Fulbright luncheon. The University of Macau also hostedthem for the annual Fulbright Macau seminar. We want America’snext generation of “China hands” to know Hong Kong on apersonal basis and mix with our local post-graduate studentsin China studies.

Environment Health and Harmony, Student LeadershipConference, July 14-17 2008The HKAC teamed up with the School of Public Health of CUHKto host a four-day inter-disciplinary student leadership conferencefor over 130 delegates from China, HK and Macau SARs andthe US. We dealt in plenary sessions and working groups withsubjects such as air and water pollution, climate change, risksfor an avian flu pandemic, integrity of the food chain, productsafety and occupational health, and evidence based policymaking for health care systems. This conference was an extensionof the Healthy Universities Network established in March 2007.We thank the Rockefeller Brothers Fund (RBF) and the LingnanFoundation for major support for this annual summer studentconference in the Pearl River Delta region.

Religion in China:Communities, Practices and Public Life

Over two years the HKAC has organized a majorscholarly project with 15 authors of chapters in anew book on religion and society in China. The LuceFoundation has supported the HKAC to create a book

The Hong Kong Institute of Education (HKIEd) has received over US$ 1 million in support from the Lee Hysan Foundation, theU.S. Fulbright Programme, the HK University Grants Committee and the Sylvia Shive Memorial Fund for a three-year project tobring 48 recent U.S. graduates from major institutions to enhance language and cross-cultural opportunities for HK’s futureteachers. Sixteen young Americans were in the first cohort of “Fulbright ETAs” on the HKIED campus in Taipo. The second cohortof 16 ETAs, shown below, are at the HKIED for the 2008-2009 year.
