• Hoses are certified to handle the cargo specified

• Hoses shall be tested

• Hoses are visually inspected & if in poor condition be replaced

• Hoses have flotation collars

• Slings and lifting points are visually checked and replaced if required

• Working pressure in local unit of measurement (psi or bars)

• A colour-coding table in shall be used

• All bulk hoses used offshore shall be of sufficient length for safe operation

• Diesel fuel hoses shall be fitted with a quick release, self-sealing coupling at thehose end to prevent the spillage of diesel fuel after hose disconnection.

The transfer operation should be planned and agreed in writing betweenthe two (or three) parties and, should include information on the following:

1. Quantity and type of each fuel to be transferred,

2. Flow rates,

3. Normal stopping and emergency shutdown procedures,

4. Emergency and spill containment procedures,5. Local or government rules that may apply (MMS for EPW contracted vessel),

6. Material Safety Data Sheet,

7. Coordination of plans for cargo hose connection, monitoring, draining anddisconnection.

8. Declaration of Inspection is signed USCG requirement 

9. Shell Pre Transfer Checklists are Completed

DURING THE TRANSFER

Fuel transfers should be immediately stopped :

• A leaking pipe or hose is discovered,

• If the containment boom is deployed, ice hazards may require releasing the, ,

• Vessel moorings fail or are not adequately securing the vessels,

• Shifting of the transfer vessels locations due to wind or current that cause thecontainment boom to be compromised,

• Increase in other safety or environmental risk factors that become elevated toan unsafe level

COMPLETION OF TRANSFER

 After completion of cargo transfer :

1. Hoses drained into the agreed upon tank,

2. Hoses disconnected and securely blanked,

3. Cargo manifolds should be securely blanked
