Cartrefi Cymunedol Gwynedd As the largest housing association in North Wales, Cartrefi Cymunedol Gwynedd (CCG) provides services and housing of the highest quality to residents and endeavours to safeguard and strengthen the culture and heritage of the communities that it serves.

With an ambitious development programme CCG is aware of the benefits of providing quality housing in areas with high demand.

CCG already provides 6,300 of social rented housing across North Wales, however, it recognises that there further need for the older generation and individuals with disabilities to ensure that everyone including Welsh speaking households are provided with good quality housing in the area of their choice.

Proposed Scheme The proposed scheme is located on the former Fron Deg Centre which over the years has been a school, library and a centre that housed Dwyfor social services. The site is occupied by one large structure and a car parking area. The centre has been empty for a number of years and currently have no plans for refurbishment or development by the Council. It’s located in the centre of Pwllheli town which service the Dwyfor area.

A number of services and shops are located in Pwllheli which is within waking distance to the site. Pwllheli has several supermarkets, small shops, pharmacy, banks, doctors, eating facilities and worshiping locations. Bryn Beryl hospital is located 3 miles from the site which is currently being upgraded to enhance the service it’s provides to the older generation. Bus connections to various villages across Penllyn along with Porthmadog and Caernarfon, along with a train to Porthmadog can be obtained easily.

The proposed scheme will offer a development of 28 social rented flats which will be designated for those over 55 years old or / and with disabilities. Residents of Dwyfor will be eligible for the flats to allow them better connection to facilities and supporting services. The flats will be built to meet lifetime homes criteria and will offer a communal lounge, lift, communal garden and a scooter store to ensure that the development will be a pleasant place to live.

Community Profile

The development is located in the centre of Pwllheli ( Pwllheli North ward), and according to the 2011 census the ward had a population of 2,190. Of the population 19.8% are over 65 years old, and 19.7% were recognised as having long term restrictive illness.

79.1% of the population can speak Welsh which is higher than Gwynedd which has an average of 65.4% but much higher than the whole of Wales with only 19.0% of the population speaking Welsh. Of the current population 77.9% of the residents have been born in Wales which is higher than the average for Gwynedd.

Most of the households in the ward own their homes, around 55.9%, which is a lower than the average figure for Gwynedd (65.7%) and Wales (67.8%). With the ownership levels lower that the average for Gwynedd and Wales, the percentage of households who are in social rented homes is higher with 18.9% of households compared to 16.3% in Gwynedd.

Introduction

In accordance with the Planning Guidance: Planning and the Welsh Language November 2009: this document assesses the possible impact of the proposed development on the local community and the Welsh language.

After each question, the assessment awards a score to reflect the possible impact on matters which are noted in appendix A of the Planning Guidance.

POPULATION CHARACTERISITCS

1. Is the development likely to lead to a population increase / decrease that might: a. Affect the balance of English / Welsh speakers? b. Lead to an absolute or proportional decline in the number of Welsh speakers?

This is a development to meet the local need for designated housing in Dwyfor and it is expected that this mixture of one and two-bedroom flats will appeal to local people who want to be nearer to facilities and services located in Pwllheli. As a result, we do not anticipate that the development will affect the balance of Welsh and English speakers in the area, nor will it lead to a decline in the number of Welsh speakers in the area.

The aim of the development is to ensure that migration is kept to a minimum by providing quality housing that are required by residents. It is anticipated that the development will appeal to residents who wish to move to a quiet, pleasant and convenient environment.

This is a small development compared to Pwllheli and therefore it will only have a slight impact on the population.

It is considered that the proposed development will result in a neutral effect regarding question 1.

2. Is the development likely to lead to increased in-migration? a. Might this result in a permanent increase in the proportion of non-Welsh speaking

households? b. Will the change be permanent or temporary?

This is a development to meet the local needs for social rented units which will be designated for residents of 55-years or more or individuals with disabilities. We do not anticipate that this development will encourage more immigrants which will lead to a permanent increase in the proportion of non-Welsh speaking households.

All units will be let via the Gwynedd Housing Options Team policy gives additional points and priority to people with a local connection to the area.

Cartrefi Cymunedol Gwynedd has developed several schemes across Gwynedd and has been successful in letting units to residents who have a local connection to the development area, these good practices will be duplicated for this proposed development. Also, CCG will investigate its current stock to determine whether it would be possible to transfer individuals or couples who are affected by the bedroom tax or who are living in unsuitable units. The empty units due to this exercise will be let via Gwynedd Housing Options Team who will again prioritise tenants with a local connection.

It is considered that the proposed development will neutral regarding question 2.

3. Is the development likely to lead to increased out-migration, which a. could result in a loss of Welsh speaking households? b. Will the change be permanent or temporary?

We do not anticipate that this development will lead to a loss in Welsh speaking households nor will it lead to an increase in out-migration from the area. The intention of the development is to provide housing of the highest standard and decrease the migration from the area due to lack of inappropriate housing.

Over the years the percentage of Welsh speakers has declined in the area, by providing housing that are required to meet local needs there will be more opportunities for Welsh speaking households to stay or return to their area.

Therefore, it is anticipated that the development will improve the area because the development will attract residents who are considering moving to other parts of the county or further away when looking for suitable homes.

It is considered that the proposed development will lead to a positive impact regarding question 3.

4. Is the development likely to lead to a changing age structure of the community, might it lead to young, middle-aged, older Welsh speaking people leaving / moving into the area, leading to:

a. Changes in traditional activity patterns, resulting in an increasing desire to move away? b. Create social tensions / break-up of traditional social networks?

The development will be a purpose-built block of apartment for individuals or couples over the age of 55 or / and with disabilities and will therefore some people will not be eligible. In comparison to Pwllheli this should not change the age structure of the community which will have a negative effect on the area. By offering designated units of this kind it’s expected that local individuals and couples will be attracted to move to the new development which will free up larger houses for families and young people.

Each property will be designed and built in accordance with the Wales Quality Homes Standard, and lifetime homes standards. Communal areas including a lounge, kitchen and garden will be incorporated into the development which will encourage the residents to socialise and support each other.

It isn’t expected that the development will lead to changes in traditional activity which will lead to more people moving away or create social tensions which would break up traditional networks because this development will sustain the older population in the area.

It is considered that the proposed development will neutral regarding question 4.

QUALITY OF LIFE

5. Is the development likely to have an impact on the health of local people, might it: a. Increase the risk of illness, therefore reducing the desirability to live in the community? b. Potentially make life more expensive, therefore increasing the risk of financial problems

/ stress of the local Welsh speaking population?

Poor quality housing can have an adverse effect on local people’s health by increasing the risk of illness and make the community a less desirable place to live in; by providing high quality housing and a pleasant community to live in it is expected that this will have a positive impact on the community.

By providing 28 designated area for people over 55 years old or will disabilities, it will allow public services such as social services to have a hub to improve the service they provide. The development will offer an opportunity for individuals or couples who wants support to live in a development that’s easy for public services to each. Dwyfor is an exceptionally rural area which has several small villages which are not always easy to reach. By providing such a development, time spent on the road by public services could be reduced which will in return increase consultation time. Main objective of the development is to reduce the pressure and demand on public services which will improve the service the residents will receive.

A communal lounge and garden will be provided as part of the development which will give the opportunity for residents to enjoy fresh air, an opportunity to exercise and live and socialise in a pleasant environment and socialise.

By providing good quality housing which will be insulated to a high specification it is expected that the costs of fuel and the costs of running the units will be very low and reduce any risk of financial strain on residents.

It is considered that the proposed development will lead to a positive impact regarding question 5.

6. Is the development likely to have an impact on the amenity of the local area, might it

deteriorate the environmental quality, therefore reducing the desirability to live in the community?

The proposed development will regenerate this disused piece of land, improve the environmental quality of the local area, and increase the desirability to live in this community. This development will offer modern housing that will suit the area and create a nice visual development to prospective tenants and residents who have already settled in the area.

As part of the development a garden and outside seating area will be incorporated into the design which will allow areas for planting which will encourage biodiversity and become a visual beautiful place to live for all the residents. Likewise, the open spaces will ensure that there will be no decline in the quality of the environment.

It is considered that the proposed development will lead to a neutral impact regarding question 6.

7. Is the development likely to lead to the threat of increased crime or violence in the community, therefore reducing the desirability to live in the community?

It is not anticipated that the development will lead to an increase in crime or violence in the community. The development has been designed and developed following the “Secured by design” guidelines which will be implemented and monitored by North Wales Police.

By ensuring that the development conforms with “Secured by design” guidelines the development will not make the community a less desirable place to live in. It is anticipated that the development will have a positive impact on the community by improving safety of the homes and the neighbouring area and providing a safe place to live, work and visit.

It is considered that the proposed development will lead to a positive impact regarding question 7.

ECONOMIC FACTORS

8. Is the development likely to have a detrimental impact on local business, might it: a. Potentially lead to local - Welsh speaking businesses closing down, due to

i. A decline in the overall local population? ii. An increase of non-Welsh speaking-residents? iii. An increase in harmful / helpful competition?

It is not considered that this development will have a negative impact on local Welsh medium businesses. Indeed, it is expected that local businesses which are based in Pwllheli and the vicinity will benefit from the development due to the increase in population, although this will be on a small scale compared to the area.

By offering housing of the highest quality there will be more opportunities for Welsh speaking residents to live in the area, it is not therefore expected that the number of non-Welsh speaking residents will increase.

This development will have a positive impact on local businesses by providing new customers to several local businesses such as restaurants and shops. This is a residential development and therefore it will not intervene and compete with any local businesses.

It is considered that the proposed development will lead to a positive impact regarding question 8.

9. Is the development likely to have a detrimental impact on local jobs, might it: a. Create jobs for the local - Welsh speaking population (perhaps by virtue of local Welsh

speaking people having the right skills)? b. Threaten jobs of the local Welsh-speaking population (perhaps by causing the closure

of local businesses)?

It is expected that the proposed development will create job opportunities for the local population Welsh-speaking population. It is considered that most of the local population have the necessary skills to build this development and to maintain their homes.

Social clauses will be given to the developer through the building contract to maximise employment and training opportunities via procurement and employing locally. Cartrefi Cymunedol Gwynedd has already had great success regarding employment and training opportunities and these good practices will continue with this development.

It is not considered that this development will have an adverse effect on local jobs or threaten the jobs of the local Welsh speaking population. It is expected that this development will safeguard local jobs and there will be a demand for services and goods during the construction and maintenance phase.

It is considered that the proposed development will lead to a positive impact regarding question 9.

10. Is the development likely to lead to greater economic diversity, might it: a. Potentially lead to a greater number of different jobs for the local Welsh speaking

population due to economic diversification? b. Lead to increased in-migration of non-Welsh speakers?

It is not anticipated that the proposed development will lead to greater economic diversity following diversification which will result in a greater number of different jobs for the local population.

This development can lead to increased migration of Welsh speakers from other areas due to the jobs that could be created during the construction and maintenance phase. We are not of the view that the development will lead to a substantial migration of non-Welsh speakers.

Cartrefi Cymunedol Gwynedd will manage all the units in co-operation with external public services; CCG is a company where the vast majority of staff work through the medium of Welsh.

It is considered that the proposed development will lead to a positive impact regarding question 10.

11. Is the development likely to have an impact on local wage / salary levels, might it potentially increase / decrease wage / salary levels due to increase work force / business competition?

It is expected that this development can have a positive impact on local salary levels, by providing employment opportunities whilst it is being built. Clauses will be included in the building contract to encourage the developer to employ locally to the site. According to the 2011 census 9.4% of the ward’s population who are in employment work in the construction industry, these will be given the opportunity to compete for the work, earn a living and gain experience.

As well as employing locally it is expected for the developer to employ apprentices and provide training to several residents, these workers will be given the opportunity to gain experience and develop skills and employment opportunities will arise. Cartrefi Cymunedol Gwynedd has had some success in providing several apprenticeship opportunities since 2011 when the company was established.

According to the census, 28.1% of the population in Pwllheli North are in employment without any kind of qualifications, targeting this percentage to provide them with work experience will give them invaluable skills.

The site is located close to the area’s main work centre, Pwllheli, and convenient to the local area. It is therefore expected that the development will have a positive impact to ensure work opportunities and the potential to increase the salary levels.

It is considered that the proposed development will lead to neutral regarding question 11.

12. Is the development likely to have an impact on the average cost of housing? Might it: a. Force local-Welsh speaking people to leave the community? b. Potentially lead to an increase in homelessness / housing stress amongst local people -

Welsh speaking households? c. Prevent local Welsh speaking people from returning to the area / community?

This will be a development of social rented flats and should have no effect on the average cost of housing locally. The development will make use of a site which could become derelict and an eye sore if left unattended, which in turn, could have a negative impact on local property value.

This development will not force local Welsh speaking people to leave the community because the development will provide suitable housing in which they can settle in. By providing good quality housing which will meet the local need the development will attract local Welsh speaking people to return home to their community. During the construction work there will be work opportunities available to local people which can attract many to return to the area.

This development will not lead to homelessness or housing stress amongst local Welsh speaking households because the development makes use of disused land to meet the local need.

It is considered that the proposed development will lead to positive regarding question 12.

INFRASTRUCUTRE SUPPLY

13. Is the development likely to have an impact on local schools, might it: a. Threaten / secure local schools due to an increase / decrease of student rolls? b. Alter the balance between Welsh-speaking and non-Welsh speaking students?

This is a residential development for people over the age of 55 or with disabilities and therefore the development should not influence the school. There should be no increase in the number of children who register with local schools as it’s not expected that children will become residents in the flats.

There will be some opportunities for families to reside in the properties that become empty following the residents re-locating to the new development. However, as people over Dwyfor will be welcomed to the development there will be no significant effect in any village due to a vast increase in children enrolling in the local school.

It is not considered that the development will affect the balance between Welsh-speaking students and non-Welsh speaking students.

It is considered that the proposed development will lead to neutral regarding question 13.

14. Is the development likely to have an impact on health care provision, might it threaten / secure local Welsh medium facilities / services?

The objective of the development is to assist and ease the pressure on local health care provision as several over 55 and disable residents will get the opportunity to live in suitable

accommodation. This will allow local health care provision to improve the service they provide as they could offer more services collectively and increase individual consultation time.

The 2011 census shows that 19.8% of the ward are over the age of 65, and 19.7% are considered to be with restricted long-term illnesses. Forecast also demonstrate the population will get older which will cause local health provision to be under vast pressure, by offering suitable accommodation to many vulnerable and older people the development has the potential to ease some of this pressure.

Within the development an office will be provided which can be utilities by local services such as social services and carers along with staff from Cartrefi Cymunedol Gwynedd who will be able to provide support to the residents. The communal room can also be utilised to carry out group sessions such as physical exercise, entertainment and activities.

By providing accommodation that meets the local need it’s expected that the development has the potential to ensure that local welsh medium facilities and services are secured.

It is considered that the proposed development will lead to positive regarding question 14.

15. Is the development likely to have an impact on the provision of local services, such as shops / post offices / banks / pubs, might it:

a. Threaten/secure local shops / post offices / banks / pubs in Welsh speaking communities, therefore forcing certain sections of the population out of the area / community e.g. the elderly or disabled, or the young?

Many services and facilities are in Pwllheli and the vicinity, with the vast majority located within walking distance to the site.

Developing new flats in the area will benefit the local community, as the local businesses benefits from the increase in the population; although a slight impact compared to the current population of Pwllheli.

These local services can take advantage of the flurry of activity during the construction period and after all the residents have settled in the development; this will secure the future of these services which may be operating through the medium of Welsh.

It is considered that the proposed development will lead to positive regarding question 15.

SOCIAL AND CULUTRAL ASPECTS

16. Will the development potentially lead to social tensions, conflict or serious division within the Welsh speaking community, might it:

a. Have a significant uneven effect on different parts of the local community, potentially advantaging some groups and disadvantaging others?

b. Violate traditional values of certain parts of the community?

It is not considered that this development will lead to social tensions, conflict or serious division within the Welsh speaking community as this is a residential development in response to local demand.

Although the development is targeted for people over the age of 55 years old or with disabilities, larger family homes could become available which would in turn benefit several groups of the community.

By providing good quality housing the development can have a positive effect on the local community including the Welsh speaking community. It is anticipated that the neighbours will get along and create a community which will be a pleasant place to live in.

It is considered that the proposed development will lead to neutral regarding question 16.

17. Will the development potentially lead to changes in local Welsh traditions / culture, might it:

a. Result in local Welsh speaking households moving away from the areas? b. Lead to significant increase of non-local non-Welsh speaking households? c. Lead to an erosion of family ties or other social networks? d. Lead to significant changes to the economic or social context, threatening traditional

lifestyles? e. Impact on local Welsh speaking households by introducing / accelerating social change?

It is anticipated that Welsh speaking households will be more likely to stay in the area due to the development because of the employment opportunities that will be created during the construction period, as well as the adapted housing provision, this will prevent the need for people to relocate to other areas.

This development will not lead to a significant number of non-local non-Welsh speaking households as this is a small development compared to Pwllheli.

It is expected that the development will increase family ties and social networks as it will give the older generation and those with disabilities the opportunity to be proud of their home and their community and encourage them to create local connections and to be proud of their area.

Due to the size of the development it is considered that this is in response to the natural increase in the ward’s population and therefore it will not accelerate social changes to the community which would have a detrimental effect.

It is considered that the proposed development will lead to neutral regarding question 17.

18. Will the development likely to have a potential impact on local voluntary / activity / youth groups, might it:

a. Force local people active in local groups to move out of the community, due to: i. Drive an increase in unemployment / economic stress? ii. Drive an increase in house prices / housing stress?

It is not considered that the scheme has the potential to have a negative impact on local voluntary groups, activity or local youth groups as residents who are active in local groups will not be forced to move out of the community.

The communal lounge and kitchen will provide a place to carry out group activities between the residents.

As noted previously this development will not lead to an increase in unemployment or cause local economic stress. This is a development to sustain the local population and the culture within.

There are several community groups within Dwyfor and there are many based in Pwllheli. It is expected that the proposed development will provide good quality housing which will give residents the ability to settle in the area which will encourage them to take part and volunteer with local groups.

Since it was established in 2010 Cartrefi Cymunedol Gwynedd have sponsored several community groups and by including operational social clauses in building contracts several groups have benefited from the sponsorship and support due to local developments. These clauses are to be included in the building contracts for the proposed scheme to encourage contractors to engage with the community to identify opportunities to help the community.

It is considered that the proposed development will lead to neutral regarding question 18.

Conclusion

Cartrefi Cymunedol Gwynedd Fel cymdeithas dai fwyaf Gogledd Cymru, mae Cartrefi Cymunedol Gwynedd (CCG) yn darparu gwasanaethau a chartrefi o ansawdd uchaf i drigolion gan ymdrechu i warchod a datblygu diwylliant a threftadaeth y cymunedau y mae’n eu gwasanaethu.

Gyda rhaglen adeiladu o’r newydd uchelgeisiol mae CCG yn gweld buddiannau o ddarparu tai o safon mewn ardaloedd gyda angen uchel.

Mae CCG eisoes yn darparu 6,300 o dai rhent cymdeithasol ar drawst Gogledd Cymru ond yn adnabod fod angen unedau ar gyfer y genhedlaeth hŷn i a rhai anabl sicrhau fod pawb gan gynnwys aelwydydd Cymraeg ei hiaith gyda’r modd i gael cartrefi o ansawdd yn eu hardal.

Cynllun Arfaethedig Mae’r cynllun arfaethedig wedi cael ei leoli ar safle Ganolfan Fron Deg sydd dros y blynyddoedd wedi bod yn ysgol, yn lyfrgell ac yn ganolfan oedd yn cynnal gwasanaethau cymdeithasol ardal Dwyfor. Mae’r safle yn cynnwys un adeilad sylweddol a gafwyd ei adeiladu yn 1930 a man caled ar gyfer parcio. Mae’r ganolfan bellach wedi bod yn wag ers ychydig flynyddoedd ac nid oes unrhyw gynllun i’w ddatblygu gan y Cyngor. Fe’i leolir yn nghanol tref Pwllheli sydd yn gwasanaethu ardal Dwyfor.

Lleolir nifer o wasanaethau a siopau yn Pwllheli sydd o fewn pellter cerdded i’r safle. Yn Pwllheli mae arfarchnadoedd, siopau bychain, fferyllfa, banciau, meddygfa, deintydd, llefydd bwyta a mannau addoli. Mae Ysbyty Bryn Beryl wedi ei leoli 3 milltir i ffwrdd o tref Pwllheli sydd ar hyn o bryd yn cael ei uwchraddio i wella darpariaeth ar gyfer pobl hŷn. Gellir cael bws o ganol Pwllheli i nifer o pentrefi yn Penllyn, Porthmadog ac Caernarfon yn ogystal a trên sydd yn cysylltu Pwllheli gyda Porthmadog.

Mae’r cynllun arfaethedig yn cynnig datblygiad o 28 o fflatiau rhent cymdeithasol a fydd yn benodol ar gyfer pobl dros 55 oed neu yn anabl. Bydd trigolion o ardal Dwyfor yn cael eu targedu ar gyfer y fflatiau er mwyn bod yn agosach at gyfleusterau a cefnogaeth gwasanaethau allanol. Bydd y fflatiau yn cael eu adeiladu i safonau tai gydol oes yn cynnwys darpariaeth o lolfa gymunedol, lifft, gardd gymunedol yn ogystal a storfa sgwteri er mwyn sicrhau bod y datblygiad yn lle dymunol i fyw ynddo.

Proffil Cymunedol

Mae’r datblygiad arfaethedig wedi ei leoli yng nghanol tref Pwllheli (ward gogledd Pwllheli), ac yn nol ystadegau Cyfrifiad 2011 roedd gan y ward boblogaeth o 2,190. O’r boblogaeth yma mae 19.8% dros 65 mlwydd oed, a 19.7% o’r boblogaeth gyda salwch cyfyngedig hir dymor.

Mae 79.1% o boblogaeth y ward gyda’r gallu i siarad Cymraeg sydd yn uwch na lefel Gwynedd sydd â chyfartaledd o 65.4% ond llawer uwch na lefelau Cymru gyfan sydd ond gyda 19.0% o’r boblogaeth yn siarad Cymraeg. Allan o’r boblogaeth bresennol mae 77.9% o’r trigolion wedi cael eu geni yng Nghymru sydd yn uwch na chyfartaledd Gwynedd.

Mae mwyafrif o’r aelwydydd sydd yn y ward yn berchen ar eu tai, sef 55.9% sydd yn ffigwr is na chyfartaledd Gwynedd (65.7%) a Chymru (67.8%). Gyda lefelau perchnogaeth yn is na chyfartaledd Gwynedd a Chymru mae canran o aelwydydd sydd yn rhentu’n gymdeithasol yn uwch gyda 18.9% o’r aelwydydd o’i gymhariaeth a 16.3% sydd yng Ngwynedd.

Cyflwyniad

Yn unol a Canllaw Cynllunio: Cynllunio a’r Iaith Gymraeg Tachwedd 2009 mae’r ddogfen hwn yn asesu effaith posib y datblygiad arfaethedig ar y gymuned leol a’r iaith Gymraeg.

Ar gyfer pob cwestiwn, mae’r asesiad yn dyrannu sgôr i adlewyrchu’r effaith posib ar materion sy’n cael eu nodi yn y atodiad A o’r Canllaw Cynllunio.

NODWEDDION POBLOGAETH

1. A ydyw’r datblygiad yn debygol o arwain ar gynnydd neu lleihad yn y boblogaeth, a allai: a. Effeithio ar y cydbwysedd rhwng siaradwyr Cymraeg a Saesneg? b. Arwain at ddirywiad absoliwt neu gyfrannol yn y nifer o siaradwyr Cymraeg?

Datblygiad i ddiwallu’r anghenion ardal Dwyfor am unedau dynodedig yw’r datblygiad yma a disgwylir bydd y fflatiau yma yn apelio at unigolion neu cwplau hŷn sydd eisiau bod yn agosach at gyfleusterau tref Pwllheli. Oherwydd hyn, nid ydym yn rhagweld y bydd y datblygiad yn effeithio cydbwysedd y siaradwyr Cymraeg a Saesneg yn yr ardal nag achosi dirywiad i niferoedd o siaradwyr Cymraeg yn yr ardal.

Nod y datblygiad yw sicrhau fod ymfudiad yn cael ei gadw i’r lleiafswm posib trwy ddarparu llety o safon sydd eu hangen gan drigolion lleol. Rhagwelir bydd y datblygiad yn apelio at drigolion lleol sydd eisiau symud i amgylchedd tawel, braf ac hwylus.

Bychan yw’r datblygiad yma mewn cymhariaeth i Pwllheli felly bychan iawn bydd yr effaith ar y boblogaeth.

Ystyrir bydd y datblygiad arfaethedig yn arwain at effaith niwtral ar gwestiwn 1.

2. A ydyw’r datblygiad yn debygol o arwain at fwy o fewnfudo, a allai: a. Arwain at gynnydd parhaol yng nghyfran yr aelwydydd di Gymraeg? b. A fydd y newid yn barhaol neu dros dro?

Datblygiad i ddiwallu’r anghenion lleol am unedau rhent cymdeithasol dynodedig i drigolion dros 55 mlwydd oed neu gyda anableddau yw’r cynllun yma a byddent yn cael eu targedu ar gyfer trigolion Dwyfor. Nid rydym yn rhagweld y bydd y datblygiad yn annog mwy o fewnfudwyr a fydd yn arwain ar gynnydd parhaol yng nghyfran yr aelwydydd di-Gymraeg.

Bydd yr holl unedau yn cael eu gosod drwy polisi gosod Tim Opsiynau Tai Gwynedd sydd yn rhoi pwyntiau ychwanegol a blaenoriaeth i fobl sydd a chysylltiad i’r ardal.

Mae Cartrefi Cymunedol Gwynedd wedi datblygu nifer o ddatblygiadau ar draws Gwynedd ac wedi cael llwyddiannau wrth osod yr unedau i drigolion sydd a cysylltiad i ardal y datblygiad, bydd yr ymarferion da yma yn cael eu ddyblygu ar y datblygiad arfaethedig yma. Yn ogystal bydd CCG yn ymchwilio mewn i’w stoc presennol er mwyn gweld os bydd modd trosglwyddo unigolion neu cwplau sydd yn cael eu heffeithio gan treth llofft neu mewn unedau anaddas. Bydd yr unedau sy’n dod yn wag o sgil hyn yn cael eu gosod drwy Tim Opsiynau Tai Gwynedd a fydd yn eto yn cael blaenoriaethu tenantiaid sydd a cysylltiad lleol.

Ystyrir bydd y datblygiad arfaethedig yn arwain at effaith niwtral ar gwestiwn 2.

3. A ydyw’r datblygiad yn debygol o arwain at fwy o allfudo, a allai: a. Arwain at golli aelwydydd Cymraeg? b. A fydd y newid yn barhaol neu dros dro?

Nid ydym yn rhagweld y bydd y datblygiad yma yn arwain at golli aelwydydd Cymraeg nag arwain at fwy o allfudo o’r ardal. Bwriad y datblygiad i’w i ddarparu fflatiau o’r safon uchaf i drigolion lleol gan lleihau’r ymfudiad o’r ardal o sgil diffyg darpariaeth o’r fath.

O sgil hyn rhagwelir bydd y datblygiad yn gwneud gwelliannau parhaol i’r ardal gan bydd y datblygiad yn denu trigolion lleol a all fod yn ystyried symud i rannau eraill o’r sir neu ymhellach i ffwrdd wrth chwilio am gartrefi addas.

Ystyrir bydd y datblygiad arfaethedig yn arwain at effaith positif ar gwestiwn 3.

4. A ydyw’r datblygiad yn debygol o arwain at newid strwythur oed y gymuned, a allai arwain i pobl ifanc, canol oed, pobl hyn sy’n siarad Cymraeg adael yr ardal neu symud i mewn i’r ardal gan arwain at?

a. Newidiadau yn y patrymau gweithgarwch traddodiadol a fyddai, yn ei dro, yn arwain at fwy o bobl yn dymuno symud I ffwrdd?

b. Creu tensiynau cymdeithasol a all chwalu’r rhwydweithiau traddodiadol?

Datblygiad penodol ar gyfer pobl dros 55 mlwydd oed neu gyda anableddau yw’r datblygiad hwn felly ni fydd yn agored i bawb. O’i gymhariaeth i Pwllheli bychan yw’r datblygiad felly ni ddisgwylir iddo gael effaith niweidiol ar newid strwythur oed y gymuned. Wrth ddarparu unedau pwrpasol o’r fath yma disgwylir bydd unigolion a cyplau lleol yn dymuno byw yn y datblygiad er mwyn hwylustod, bydd hyn yn rhyddhau o bosib tai teuluoedd mwy a fydd yn denu teuluoedd a phobl ifanc a canol oed.

Bydd pob eiddo ar y datblygiad yn cael eu dylunio ai adeiladu i gyd-fynd a canllawiau Safonau Ansawdd Datblygu Cymru, yn ogystal a safonau tai gydol oes. Bydd manau cymdeithasu gan gynnwys lolfa, cegin a ardd yn cael ei gynnwys yn y datblygiad a fydd yn anog i’r trigolion gymdeithasu a cefnogi eu gilydd.

Ni disgwylir bydd y datblygiad yn achosi newidiadau yn y patrymau gweithgarwch traddodiadol a fydd yn arwain ar fwy o fobl i symud ffwrdd nag yn creu tensiynau cymdeithasol gan chwalu rhwydweithiau traddodiadol gan y bydd y datblygiad yn cynnal boblogaeth hŷn yr ardal.

Ystyrir bydd y datblygiad arfaethedig yn arwain at effaith niwtral ar gwestiwn 4.

ANSAWDD BYWYD

5. A ydyw’r datblygiad yn debygol o gael effaith ar iechyd pobl lleol, a allai: a. Gynyddu’r risg o salwch, gan felly gwneud y gymuned yn lle llai dymunol I fyw ynddi?

b. Bod gyda’r potensial I wneud bywyd yn ddrytach, gan felly gynyddu’r risg o broblemau ariannol a rhoi straen ar y boblogaeth leol Cymraeg ei hiaith?

Gall cartrefi o safon isel gael effaith andwyol ar iechyd pobl lleol gan gynyddu’r risg o salwch a gwneud y gymuned yn lle llai dymunol i fyw ynddo, ond wrth darparu llety o ansawdd uchel a cymuned braf i fyw ynddo disgwyli’r i’r datblygiad hwn gael effaith positif ar y gymuned.

Bydd cynnwys 28 uned dynodedig ar gyfer pobl hŷn neu’n anabl yn galluogi i wasanaethau cyhoeddus a cefnogaeth megis gwasanaeth cymdeithasol gael canolbwynt i wella’r darpariaeth mae’nt yn eu gynnig. Bydd y datblygiad yn galluogi nifer o unigiolion a gwplau sydd eisiau cefnogaeth gyd-fyw mewn datblygiad modern a fydd yn rhwydd i’r gwasanaethau gyrraedd. Mae adral Dwyfor yn ardal wledig iawn sydd yn cynnwys nifer o bentrefi bychain iawn, sydd ddim pob tro yn hwylus i gyrraedd. Bydd darpariaeth o’r fath yma yn lleihau’r angen i gwasanaethau cyhoeddus deithio ac yn cynyddu’r amseroedd yngynghori a fydd yn cael effaith positif iawn ar y boblogaeth. Nod y datblygiad yw i lleihau pwysau a galw ar gwasanaeth cymdeithasol a gwella’r gwasanaeth mae trigolion yn ei dderbyn.

Bydd lolfa a gardd cymunedol yn cael ei ddarparu fel rhan o’r datblygiad a bydd yn rhoi cyfle i’r trigolion gael awyr iach, cyfle i ymarfer corff a bod mewn amgylchedd braf i fyw a cymdeithasu ynddo.

Wrth ddarparu tai o safon a fydd yn cael ei insiwleiddio’n uchel disgwylir bydd costau tanwydd a cynnal y tai yn isel iawn gan lleihau unrhyw risg o rhoi straen ariannol ar y trigolion.

Ystyrir bydd y datblygiad arfaethedig yn arwain at effaith positif ar gwestiwn 5.

6. A ydyw’r datblygiad yn debygol o gael effaith ar fwynder yr ardal leol, a allai arwain at

ddirywiad yn ansawdd yr amgylchedd, gan wneud y gymuned yn lle llai dymunol I fyw ynddi?

Bydd y datblygiad arfaethedig yn adfywio darn segur o dir gan wella ansawdd amgylcheddol yr ardal leol, gan gynyddu'r dymunoldeb i fyw yn y gymuned yma. Bydd y datblygiad yn cynnig fflatiau modern a fydd yn gweddu’r ardal gan greu stad weledol daclus i drigolion arfaethedig a trigolion lleol sy’n cartrefu yn yr ardal yn barod.

Fel rhan o’r datblygiad bydd gardd ar gyfer y trigolion yn cael ei ddylunio ac ychydig o goed yn cael eu plannu er mwyn annog bioamrywiaeth a creu nodweddion gweladwy prydferth iawn i’r trigolion . Yn yr un modd bydd yr arddyn sicrhau na fydd unrhyw ddirywiad yn ansawdd yr amgylchedd.

Ystyrir bydd y datblygiad arfaethedig yn arwain at effaith niwtral ar gwestiwn 6.

7. A ydyw’r datblygiad yn debygol o arwain at y bygythiad o fwy o droseddu neu drais yn y gymuned, a allai wneud y gymuned yn lle llai dymunol I fyw ynddi?

Ni rhagwelir bydd y datblygiad yn arwain at fwy o droseddu neu drais yn gymuned. Mae’r datblygiad yn cael ei ddylunio a’i ddatblygu yn dilyn canllawiau “Diogelu drwy cynllunio” a fydd yn cael ei weithredu a’i fonitro gan Heddlu Gogledd Cymru.

Drwy sicrhau bydd y datblygiad yn cydymffurfio gyda “Diogelu drwy ddylunio” ni fydd y datblygiad yn gwneud y gymuned yn lle llai dymunol i fyw ynddi. Rhagwelir bydd y datblygiad

yn cael effaith positif ar y gymuned wrth wella diogelwch y tai a’r ardal cyfagos gan ddarparu lle diogel i fyw, gweithio a ymweld.

Ystyrir bydd y datblygiad arfaethedig yn arwain at effaith positif ar gwestiwn 7.

FFACTORAU ECONOMAIDD

8. A ydyw’r datblygiad yn debygol o gael effaith andwyol ar fusnesau lleol, a allai: a. Fod gyda’r potensial I arwain ar sefyllfa lle byddai busnesau lleol – Cymraeg eu hiaith –

yn cau oherwydd i. Lleihad yn y boblogaeth leol yn gyffredinol? ii. Cynnydd yn nifer y preswylwyr di Gymraeg? iii. Cynnydd mewn cystadleuaeth andwyol neu manteisiol?

Ni ystyrir bydd y datblygiad hwn yn arwain at fusnesau lleol, sy’n gweithredu drwy’r Gymraeg, gael eu heffeithio’n negyddol. Yn wir, disgwylir i'r busnesau lleol sy’n bodoli yn Pwllheli ar cyffiniau elwa o’r datblygiad oherwydd y cynnydd yn y boblogaeth, er mai bychan bydd hyn mewn cymhariaeth ar ardal.

Drwy gynnig llety o’r safon uchaf bydd mwy o gyfleodd i drigolion Cymraeg eu hiaith fyw yn yr ardal, oherwydd hyn ni ddisgwylir bydd cynnydd yn y nifer o preswylwyr di-Gymraeg.

Bydd y datblygiad yma yn cael effaith gadarnhaol ar fusnesau lleol drwy ddarparu cwsmeriaid newydd i nifer o’r busnesau lleol megis bwytai a siopau. Datblygiad preswyl yw hwn ac felly ni fydd yn ymyrryd ag unrhyw gystadlaethau a busnesau lleol.

Ystyrir bydd y datblygiad arfaethedig yn arwain at effaith positif ar gwestiwn 8.

9. A ydyw’r datblygiad yn debygol o gael effaith andwyol ar swyddi lleol, a allai: a. Greu swyddi I’r boblogaeth leol Cymraeg ei hiaith (efallai drwy fod gan bobl leol

Cymraeg eu hiaith y sgiliau iawn)? b. Bygwth swyddi’r boblogaeth leol Cymraeg ei hiaith (efallai drwy arwain at gau busnesau

lleol)?

Disgwylir y bydd y datblygiad arfaethedig yn creu cyfleoedd swyddi ar gyfer y boblogaeth leol sy’n siarad Cymraeg. Ystyrir bod y gan y boblogaeth lleol mwyafrif o’r sgiliau angenrheidiol i adeiladu’r datblygiad ac i gynnal a chadw’r tai.

Bydd cymalau cymdeithasol yn cael eu rhoi i'r datblygwr drwy’r cytundeb adeiladu fel bod cyfleoedd cyflogaeth a hyfforddi yn cael eu uchafu drwy caffael a chyflogi’n lleol. Mae Cartrefi Cymdeithasol Gwynedd eisoes wedi cael llwyddiant mawr o ran cyfleoedd cyflogaeth a hyfforddiant a bydd yr ymarferion da yma yn parhau yn y datblygiad yma.

Ni ystyrir bydd y datblygiad yn cael effaith niweidiol ar swyddi lleol nac yn bygwth swyddi’r boblogaeth leol Cymraeg ei hiaith. Disgwylir bydd y datblygiad hwn yn arwain at ddiogelu swyddi’n lleol gan y bydd galw am wasanaethau a nwyddau yn ystod y gwaith adeiladu a’r gwaith cynnal a chadw.

Ystyrir bydd y datblygiad arfaethedig yn arwain at effaith positif ar gwestiwn 9.

10. A ydyw’r datblygiad yn debygol o arwain at fwy o amrywiaeth economaidd, a allai:

a. Fod â’r potensial I arwain at fwy o wahanol math o swyddi I’r boblogaeth leol Cymraeg ei hiaith, oherwydd arallgyfeirio economaidd?

b. Arwain at fwy o siaradwyr di Gymraeg yn mewnfudo?

Ni rhagwelir bydd y datblygiad arfaethedig yn arwain at fwy o amrywiaeth economaidd o sgil arallgyfeirio a fydd yn arwain at fwy o swyddi gwahanol i'r boblogaeth leol.

Gall y datblygiad arwain at fwy o ymfudiad o siaradwyr Cymraeg o ardaloedd eraill o sgil swyddi a all eu creu yn ystod y gwaith adeiladu a cynnal a chadw. Ni chredwn y bydd y datblygiad yn arwain ar mewnfudiad sylweddol o siaradwyr di-Gymraeg.

Bydd y fflatiau yn parhau yn rheolaeth Cartrefi Cymunedol Gwynedd sydd yn gwmni sy’n gyda’r mwyafrif o’r staff yn gweithredu drwy’r gyfrwng Gymraeg.

Ystyrir bydd y datblygiad arfaethedig yn arwain at effaith positif ar gwestiwn 10.

11. A ydyw’r datblygiad yn debygol o gael effaith ar lefelau cyflog lleol, a allai fod â’r potensial i gynyddu / lleihau lefelau cyflog oherwydd cynyddu’r gweithlu / cystadleuaeth fusnes?

Disgwylir gall y datblygiad yma gael effaith positif ar lefelau cyflog lleol, wrth ddarparu cyfleoedd cyflogaeth yn ystod y cyfnod adeiladu. Bydd cymalau yn cael eu rhoi yn y gontract adeiladu i annog y datblygwr i gyflogi’n lleol i'r safle. Yn nol cyfrifiad 2011 mae 9.4% o boblogaeth y ward sydd mewn cyflogaeth yn gweithio yn y diwydiant adeiladu, bydd cyfle i'r rhain gystadlu am y gwaith a ennill cyflog a profiad.

Yn ogystal a cyflogi’n lleol disgwylir I'r datblygwr gyflogi prentiswyr a rhoi hyfforddiant i nifer o drigolion lleol, bydd cyfle i'r gweithwyr yma ennill profiad a datblygu sgiliau lle bydd cyfle i'w cyflog godi o sgil y gwaith. Mae Cartrefi Cymunedol Gwynedd wedi cael gryn lwyddiant yn gwireddu nifer helaeth o brentisiaethau ers eu sefydlu yn 2010.

Yn nol cyfrifiad ward Gogledd Pwllheli 2011 mae 28.1% o’r boblogaeth sydd mewn cyflogaeth heb unrhyw fath o gymwysterau, bydd targedu’r canran yma i rhoi profiad gwaith iddynt yn gallu rhoi sgiliau amhrisiadwy iddynt.

Mae’r safle wedi ei leoli yn agos i brif ganolfannau gwaith yr ardal sef Pwllheli ac yn hwylus ir ardal. Disgwylir felly fydd yn datblygiad yn cael effaith positif i sicrhau cyfleon gwaith a’r potensial i gynyddu lefelau cyflog.

Ystyrir bydd y datblygiad arfaethedig yn arwain at effaith niwtral ar gwestiwn 11.

12. A ydyw’r datblygiad yn debygol o gael effaith ar bris cyfartalog tai, a allai: a. Orfodi pobl leol Cymraeg eu hiaith I adael y gymuned? b. Bod â’r potensial I arwain at fwy o ddigartrefedd / straen tai ymhlith aelwydydd lleol

Cymraeg eu hiaith? c. Atal pobl leol Cymraeg eu hiaith rhag dymchwel I’r ardal / gymuned?

Datblygiad o fflatiau rhent cymdeithasol yw’r datblygiad hwn ac ni ddisgwylir iddo gael effaith ar bris cyfartalog tai. Bydd y datblygiad yn gwneud defnydd o adeilad a safle a all achosi problemau gweladwy petai ddim yn cael ei ddatblygu a all gael effaith negyddol ar yr ardal a prisiau tai.

Ni fydd y datblygiad yma yn gorfodi pobl lleol Cymraeg eu hiaith adael y gymuned gan bydd modd iddynt sefydlu cartref yn eu hardal. Trwy ddarparu llety o safon a fydd yn ddiwallu’r angen lleol bydd y datblygiad yn gallu denu pobl lleol Cymraeg eu hiaith i ddychwelyd adre i'w cymuned. Yn ystod y gwaith adeiladu bydd cyfleoedd gwaith ar gael i pobl lleol a all ddenu nifer yn nol i'r ardal.

Ni fydd y datblygiad yma yn achosi ddigartrefedd na straen tai ymhlith aelwyd lleol Cymraeg eu hiaith gan fod y datblygiad yn defnyddio tir segur i ddarparu unedau i ddiwallu’r angen lleol.

Ystyrir bydd y datblygiad arfaethedig yn arwain at effaith positif ar gwestiwn 12.

CYFLENWAD SEILWAITH

13. A ydyw’r datblygiad yn debygol o gael effaith ar yr ysgolion lleol, a allai: a. Fygwth / diogelu ysgolion lleol o ganlyniad I fwy / lai o fyfyrwyr ar y gofrestr ysgol? b. Newid cydbwysedd rhwng myfyrwyr Cymraeg eu hiaith a di Gymraeg?

Datblygiad preswyl ar gyfer pobl anabl neu dros 55 mlwydd oed yw hwn ac felly ni ddisgwylir y bydd yn cael effaith ar yr ysgolion. Ni fydd cynnydd yn y nifer o blant a fydd yn cofrestru gyda’r ysgolion lleol gan ni ddisgwylir bydd plant yn byw yn y datblygiad.

O bosib bydd cyfleoedd i deuluoedd a plant ddod i’r ardal gan y bydd tai mwy yn cael eu rhyddhau, ond bychan iawn bydd yr effaith yma gan y bydd trigolion ar hyd Dwyfor yn cael eu ystyried i’r datblygiad.

Gan na fydd plant yn dod i’r datblygiad ni ystyrir bydd y datblygiad yn effeithio cydbwysedd rhwng myfyrwyr Cymraeg eu hiaith a di-Gymraeg.

Ystyrir bydd y datblygiad arfaethedig yn arwain at effaith niwtral ar gwestiwn 13.

14. A ydyw’r datblygiad yn debygol o gael effaith ar wasanaethau gofal iechyd, a allai fygwth / diogelu cyfleusterau / gwasanaethau lleol cyfrwng Cymraeg?

Nod y datblygiad yw i hwyluso a ysgafnu gwaith ar wasanaethau gofal iechyd lleol gan y bydd nifer o drigolion drost 55 oed neu gyda anableddau yn cyd fyw mewn un lleoliad. Bydd hyn yn galluogi gwasanaethau cyhoeddus cynnig mwy o gefnogaeth i’r unigolion sydd angen sylw a cynyddu amser ymgynghori un i un.

Mae ffigyrau cyfrifiad 2011 yn dangos bod 19.8% o’r boblogaeth dros 65 mlwydd oed, a 19.7% o’r boblogaeth gyda salwch cyfyngedig hir dymor. Mae rhagolygon poblogaeth hefyd yn argoeli fydd oedran poblogaeth yn cynnyddu a fydd yn rhoi straen ar wasanaethau gofal iechyd, wrth ddarparu unedau o’r fath yn lleihau rhywfaint ar y straen yma.

Bydd swyddfa yn cael ei leoli yn y datblygiad a fydd ar gael i ddarparwyr gwasanaethau a swyddogion o Cartrefi Cymunedol Gwynedd fel eu bod yn gallu cynnig wasanaeth i’r trigolion. Disgwylir bydd y lolfa gymunedol yn cael ei ddefnyddio i gynnal sessiynnau agored i’r trigolion megis ymarfer corff, gweithgareddau ar y cyd a sessiynnau adloniant.

Drwy ddarparu tai o safon sydd yn ateb y galw lleol disgwylir gall y cynnydd yn y boblogaeth warchod a diogelu gwasanaethau a cyfeusterau lleol sy’n gweithredu drwy’r gymraeg.

15. A ydyw’r datblygiad yn debygol o gael effaith ar ddarparu gwasanaethau lleol, fel siopau / swyddfeydd post / banciau / tai tafarn, a allai:

a. Fygwth / diogelu siopau / swyddfeydd post / banciau / tai tafarn lleol mewn cymunedau Cymraeg eu hiaith, gan felly orfodi rhai grwpiau o’r boblogaeth i symud allan o’r ardal / gymuned e.e. yr henoed neu’r anabl neu’r ifanc?

Mae nifer helaeth o wasanaethau a cyfleusterau yn Pwllheli a’r cyffiniau ac nifer helaeth wedi eu lleoli o fewn pellter cerdded i’r safle.

Bydd datblygu fflatiau newydd yn yr ardal yma o fudd i’r gymuned leol, gan y bydd y busnesau lleol yn elwa ar y cynnydd yn y boblogaeth, er mai bychan bydd yr effaith yma o’i gymhariaeth a phoblogaeth presennol Pwllheli.

Gall y gwasanaethau lleol gymryd mantais o’r cynnwrf dros y cyfnod adeiladu ac wedi I'r holl drigolion gartrefu yn y datblygiad gan sicrhau dyfodol i'r gwasanaethau hyn a all fod yn gweithredu drwy’r Gymraeg.

Ystyrir bydd y datblygiad arfaethedig yn arwain at effaith positif ar gwestiwn 15.

AGWEDDAU CYMDEITHASOL A DIWYLLIANNOL

16. A oes gan y datblygiad botensial I arwain at densiynau cymdeithasol, gwrthdaro neu raniadau difrifol o fewn y gymuned Cymraeg ei hiaith, a allai:

a. Gael effaith anwastad sylweddol ar wahanol rannau o’r gymuned leol, gan greu mantais I rai grwpiau ac anfantais I eraill?

b. Mynd yn groes I werthoedd traddodiadol mewn rhai rhannau o’r gymuned?

Ni ystyrir bydd y datblygiad yma yn arwain i densiynau cymdeithasol, gwrthdaro neu raniadau difrifol o fewn cymuned Cymraeg ei hiaith gan mai datblygiad preswyl yw hwn sydd yn ymateb i’r galw lleol.

Wrth ddarparu tai fforddiadwy pwrpasol ar gyfer pobl drost 55 oed a anabl bydd tai ar gyfer teuluoedd yn cael eu rhyddhau a fydd yn buddio nifer o grwpiau cymdeithasol..

Wrth ddarparu cartrefi o safon gall y datblygiad gael effaith positif ar y cymuned lleol gan gynnwys y gymuned Cymraeg eu hiaith.

Bydd y datblygiad yma yn leoliad tawel a hamddenol ac ni fydd y trigolion yn achosi tensiynnau cymdeithasol nac yn gwrthdaro gyda’r gymuned leol. Rhagwelir bydd y cymdogion yn cyd-dynnu ac yn creu cymuned a lle braf i fyw ynddo.

Ystyrir bydd y datblygiad arfaethedig yn arwain at effaith niwtral ar gwestiwn 16.

17. A oes gan y datblygiad botensial I arwain at newidiadau I’r traddodiadau / diwylliant Cymreig lleol, a allai:

a. Arwain at fod aelwyd lleol Cymraeg eu hiaith yn gorfod symud I ffwrdd o’r ardal? b. Arwain ar gynnydd sylweddol yn nifer yr aelwydydd di Gymraeg heb fod yn lleol?

c. Arwain at erydu cysylltiadau teuluol neu rwydweithiau cymdeithasol eraill? d. Arwain ar newidiadau sylweddol I’r cyd-destun economaidd neu gymdeithasol, gan

fygwth ffyrdd traddodiadol o fyw? e. Effeithio ar aelwydydd lleol Cymraeg eu hiaith drwy gyflwyno / cyflymu newid

cymdeithasol?

Rhagwelir bydd aelwydydd Cymraeg yn fwy tebygol o aros yn yr ardal o sgil y datblygiad oherwydd y cyfleoedd gwaith a fydd yn cael ei greu yn ystod y cyfnod adeiladu, ynghyd âr ddarpariaeth o gartrefi wedi eu addasu, fydd hyn yn atal yr angen i bobl adleoli i mannau eraill.

Ni fydd y datblygiad yn arwain at gynnydd sylweddol yn nifer yr aelwydydd di-Gymraeg heb fod yn lleol gan mai datblygiad bychan yw hwn mewn cymhariaeth a Pwllheli.

Disgwylir bydd y datblygiad yn cynyddu cysylltiadau teuluoedd a rwydweithiau cymdeithasol gan y bydd yn rhoi cyfle i unigiolion neu cyplau dros 55 oed neu anabl fod yn falch o’i llety a’i cymuned gan annog iddynt greu cysylltiadau lleol a balchder yn eu ardal.

Oherwydd maint y datblygiad ystyrir fod hyn ymateb i’r cynnydd naturiol yn boblogaeth y ward felly ni fydd yn cyflymu newidiadau cymdeithasol y gymuned a fydd yn achosi problemau andwyol.

Ystyrir bydd y datblygiad arfaethedig yn arwain at effaith niwtral ar gwestiwn 17.

18. A oes gan y polisi / cynllun / rhaglen / prosiect botensial I gael effaith ar grwpiau gwirfoddol / gweithgarwch / ieuenctid lleol, a allai:

a. Orfodi pobl leol sy’n weithgar mewn grwpiau lleol I symud allan o’r gymuned, oherwydd i. Effaith sy’n cynyddu diweithdra / straen economaidd? ii. Effaith sy’n arwain at godi prisiau tai / straen tai?

Ni ystyrir bod gan y cynllun botensial I gael effaith negyddol ar grwpiau gwirfoddol, gweithgarwch na grwpiau ieuenctid lleol gan ni fydd orfodaeth I drigolion lleol sy’n weithgar mewn grwpiau lleol I symud allan o’r gymuned.

Bydd lolfa a cegin gymunedol yn cael ei gynnwys yn y datblygiad a fydd yn galluogi gweithgareddau ar y cyd rhwng y trigolion gael eu gynnal.

Fel a nodir yn flaenorol ni fydd y datblygiad hwn yn arwain at gynnydd mewn diweithdra nac yn achosi straen economaidd lleol. Datblygiad yw hwn er mwyn cynnal y boblogaeth lleol ar diwylliant oddi fewn.

Mae nifer helaeth o grwpiau cymunedol yn Dwyfor gyda nifer wedi cael eu lleoli yn Pwllheli. Disgwylir bydd y datblygiad arfaethedig yn darparu llety o safon a fydd gyda’r galluogi’r trigolion magu gwreiddiau a fydd yn annog i’r unigolion wirfoddoli yn eu hardal.

Ers sefydlu yn 2010 mae Cartrefi Cymunedol Gwynedd wedi noddi nifer o grwpiau cymunedol ac drwy cymalau cymdeithasol gweithredol mewn cytundebau adeiladu a mae nifer o grwpiau lleol wedi buddio o nawdd a cefnogaeth o sgil datblygiadau lleol. Bydd y cymalau hyn yn cael eu cynnwys mewn cytundebau adeiladu y cynllun arfaethedig er mwyn annog y contractwr i ymgysylltu a’r gymuned I weld os oes cyfleoedd i helpu’r gymuned.

Casgliad

1. Trwy ddarparu cartrefi addas sy’n cwrdd a’r galw lleol, bydd traddodiadau Cymreig a'r ffordd o fyw lleol yn parhau ac yn fynnu gan na fyddent yn cael eu heffeithio’n andwyol.

2. Bydd teuluoedd Cymraeg eu hiaith yn cael cyfle i gael cartrefi addas yn eu hardal.

3. Bydd cartrefi addas modern a fydd yn addas ar gyfer nifer helaeth o anghenion symudedd yn caniatáu i drigolion setlo yn yr ardal a fod yn rhan o’r gymuned leol.

4. Bydd y datblygwr yn cael ei annog i gyflogi a prynu’n lleol a fydd yn cynorthwyo’r gymunedol leol.

5. Bydd y cynllun yn cydymffurfio a Diogelu Drwy ddylunio a fydd yn sicrhau y bydd y datblygiad yn lle diogel i fyw ynddo.
