1 Happy New Year to you all from Fishing Bay Yacht Club!! Fundraising - we have had a wonderful response to the fundraising appeal in last month's Log. We will republish our donor list next month as we finalize the funding for the building. If your name is not yet on the list, the final chance is approaching fast. The building is progressing well - the electrical rough in will finish in early January and the interior finishes will begin. Thank you in advance for supporting our New Building Program. Member Data Sheets - In 2002 we plan to implement our Member Database. We hope it will improve our Club. Fundraising - we have had a wonderful response to the fundraising appeal in last month's Log. We will republish our donor list next month as we finalize the funding for the building. Waddy Garrett moved that the changes be accepted; second by Lud Kimbrough; motion passed. The new starting sequence and whether it will be used in 2002 for Offshore, One Design and Junior rac-ing was then discussed. Allan Hey-ward reported that the majority of the members who have responded to him have been in favor of using the new starting sequence. The Board agreed that the new rules regarding starting sequence would be implemented in 2002. There being no further business, the meeting was adjourned at 7:40 p.m.

DOCKS – Gordon Nelson –The floating dinghy dock is installed and the dinghy hoist will be installed soon. Debbie Cycotte has identified and affixed numbers to 14 dinghies. SOCIAL – Michael Calkins (reported by David Hazlehurst) – Michael needs Event Chairs for Opening Day, July 4th and the Awards Party. Strother Scott presented a Resolution pertaining to a special event to thank the donors who have made contribu-tions for the new clubhouse. His proposals were discussed and Strother then moved that the following Amended Resolution be approved: RESOLVED to allocate up to $7,000 to the Commissioning Committee for a special Donor Recognition Event and a Commissioning Event on Opening Day weekend. Invitations to the Donor Recognition Event shall be sent to all do-nors. Alain Vincey seconded this motion and the motion passed. Strother named Julie Chap-man Commissioning Event Chair and Eliza-beth Staas Opening Day Ceremony Chair. Other members of a Commissioning Com-mittee will be appointed at a later date. GROUNDS – Bob Kates (reported by David Hazlehurst) – Thirty members showed up at the club on December 1 for Clean-up Day. WINTER PROGRAM –Alain Vincey – Alain’s plans for winter programs include the following: (1) Tucker Thompson who writes for Spin Sheet on January 11 to pre-sent a program about getting ready for Key West Race Week; (2) Tucker Thompson on February 8 to lead a discussion on racing tactics and strategy; (3) Tucker Thompson on March 8 with a video program; and (4) a FBYC Fair to be held on club grounds March 23. After much discussion, the Board asked that Tucker Thompson be invited for a Junior Night Program and for one addi-tional program for the adult membership. NEW BUILDING – Judy Buis (reported by Mike Karn) –The siding is on the build-ing, railings are going up on the decks, and that the electrical work should begin soon. The kitchen and furniture committees will also be making their recommendations soon. Strother proposed that an Artwork Committee be appointed to review the deco-rations for the new building that have been suggested or donated. Mike Karn (Continued on page 4)

Meeting called to order at 6:10 p.m. by Com-modore Strother Scott. REAR COMMODORE - DAVID HAZLE-HURST SECRETARY – Elizabeth Staas – The next membership meeting will be held on January 7, 2002 at 6:30 p.m. at Elizabeth Staas’ home The following Resolutions were presented by the Secretary: RESOLUTION to open Safe Deposit Box #84 at First Market Bank, 5001 West Broad Street, Richmond, VA. RESOLUTION to vote into Honorary Mem-bership the Fishing Bay Yacht Club’s Delta-ville neighbors - Mrs. Edith Moseley, Mr. John Marshall Moseley, III, Mr. and Mrs. Ed-ward E. Ralston, Mrs. Mary Stull, and Mr. J. B. Richardson - and to provide all of them except Mr. Richardson, who does not want one, with a Membership Card. RESOLUTION to vote into membership all children who have reached 10 years of age by January 1, 2002. Mike Karn moved that the Resolutions be passed; second by Sam Stoakley; motion passed. Elizabeth then presented a Resolution per-taining to consolidating the five books that will be printed next year into two books. Fol-lowing discussion, Elizabeth moved that the following Resolution be approved: RESOLVED that in order to ease Club communication, we will consolidate our five books (White, Green, Red, Blue and Yellow) to two books in 2002:

•• a Year Book with all club infor-mation and

•• a Sailing Book with Sailing In-structions, Schedules, Race Com-mittee Assignments, and Event Information.

And FURTHER RESOLVED that all books be prepared using Microsoft Word using the page size we specify with-out using any automatic headers or footers so that the documents can then be easily combined into one document and trans-lated into web pages. Mike Karn seconded the motion and the mo-tion passed. TREASURER - Mason Chapman – The Treasurer's Report was presented. Mason reported that the club ended up the year in good shape and that money pledged for the new clubhouse is coming in. LOG STREAMER – Randy Alley – Randy

moved that the following Resolution be approved: RESOLVED that all proposed artwork or decora-tions at FBYC shall be submitted to Jere Dennison, Chair. The Artwork Committee must approve and hang all art-work. Any unapproved items may be removed, relocated, returned or disposed of by the Artwork Committee. Lud Kimbrough seconded the motion and the motion passed. Strother appointed Jere Dennison Chair and Mary Anne Hooker Co-Chair of the Artwork Committee. The Rear Commodore and House Chair will also serve on the committee. LONG RANGE – Waddy Garrett – Waddy reported that at the last Junior Program meeting, they reviewed the mission and objectives of the Junior Program. Problem areas such as the transition from Junior Week to the rest of the summer and com-munications to the Juniors and their parents were discussed and the committee will work on solving them. Dick Cole advised that a Bylaws change relating to the Junior program is being discussed and should be ready for presentation to the Board by the January meeting. VICE COMMODORE – DICK COLE OFFSHORE LT. CDR. – Mark Wensell (reported by Allan Heyward) – Race results were forwarded to CBYRA in No-vember. ONE DESIGN DIV. CDR. – Jay Buhl (reported by Dick Cole) – The JY-15 fleet, with only five boats enrolled, no longer qualifies for Probationary Fleet status. Discussion fol-lowed concerning allowing the fleet to remain on probation and small boat parking fees for the JY-15’s. Waddy Garrett and Mike Karn stated that there is no option when the number of enrolled boats drops below the 6-boat requirement and that the fleet cannot remain on probation. Mike Karn then moved that the Secretary be authorized to prepare and send out the invoices according to existing Rules for active fleets; second by Eliza-beth Staas; motion passed. Mike further moved that the One Design Div. Cdr. be authorized to review specific cases involv-ing an inactive fleet boat applying for the reduced parking rate in 2002 only; second by Ron Buchanan; motion passed. FLEET LT. – Paul Howle (reported by Mason Chapman) – The Seacraft and Whaler are stored at Brown’s and Mr. Roberts is at Virgil’s marina. CBYRA DELEGATE – Tom Roberts – Tom attended the Region 4 scheduling meeting at Trigon. John Dodge is the Re-gion 4 Vice President again in 2002. OLD BUSINESS – Sam Stoakley does not have a site yet for the Bermuda High Party, which will probably be held on Febru-ary 15. NEW BUSINESS – David Hazlehurst introduced three pro-posed changes to the Bylaws, as follows:

language that is being deleted The purpose of the following changes is to clarify the duties of the Offshore and One Design Lieutenant Commanders with respect to providing race results for the racers, the CBYRA Delegate and the Publicity Chairman, and also to assign re-sponsibility for recruitment of Social Chairs for series races

since this function is no longer the responsibility of the Social Committee as of 1998.

Section 1 - Duties of Officers and Commitees

OFFSHORE DIVISION LIEUTENANT COMMANDER: The Offshore Division Lieutenant Commander shall be ap-pointed by the Commodore. He shall prepare and revise de-tailed written instructions regarding how the Offshore Division race committees shall record the race results data and convey that data to the Offshore Division Lieutenant Commander. He shall process that data, tabulate the race results, post the results on the bulletin board at the conclusion of each day’s racing, arrange to have copies of the race results mailed to qualified members of the Offshore Division, and provide copies of the and on the FBYC web site, and e-mail race results to the CBYRA Delegate and the Historian-Publicity Chairman. He shall also perform such other duties as may be assigned by the Offshore Division Commander such as locating and award-ing trophies.

ONE-DESIGN LIEUTENANT COMMANDER: The One-Design Division Lieutenant Commander shall be appointed by the Commodore. He shall prepare and revise detailed written instructions for the One-Design race committees to record race results and distribute these, post the results on the bulletin board at the conclusion of each day’s racing and on the FBYC web site, and e-mail the race results to the CBYRA Delegate and the Publicity Chairman. He shall also be re-sponsible for recruiting Event Social Chairmen for all One-Design regattas whose primary objective responsibility is to insure all on-shore arrangements are completed before racers come ashore. He is also to assist the race committee in locating and awarding trophies. The One-Design Lieutenant Com-mander shall also perform such other duties as may be as-signed by the One-Design Division Commander.

The changes recommended for the job of Event Chairman are to document the distinction between Social Chairmen for series races and Event chairmen for major events. EVENT CHAIRMAN: Each Division Commander may

serve himself or he may appoint someone else as Event Chair-man for each major sailing events in his respective division. The Vice Commodore may, and preferably shall, serve as Event Chairman for the Annual One-Design Regatta. Each Event Chairman shall be a temporary member of the Sailing Events Committee. Each Event Chairman and shall be respon-sible, under the general direction of the Sailing Events this committee, for the detailed management of the specific event for which he or she is appointed, and particularly for the spe-cial arrangements peculiar to such event that are not included in the continuing responsibilities assigned to the Club officers and chairmen. Each Event Chairman shall consult closely with the applicable Division Commander and race committee chair-man to ensure the expeditious planning, development and exe-cution of all phases of each event. For Spring, Summer and Fall series regattas, Social Chairmen will be assigned and will have the responsibility for handling all on-shore

Dinghy storage New dinghy racks were built late summer, and the remaining racks will be replaced over the winter. Owners have been asked to enroll their dinghies and request space on the new racks, and to date we have received requests for some 12 spaces. Starting in 2002 rack space will be assigned and dinghies numbered in the same way as boats in the small boat parking area on the Fishing Bay side have been managed for the past three years. If you are a member who has not received an e-mail request to enroll your dinghy please call Mary Spencer on 740-7913.

Late Fall/Winter Facilities Plan

The Fanny House will be available for use throughout the winter months with access from the Jackson Creek side using the combination lock that was installed some two years ago. The combination is unchanged at 2135. Our current plan is to leave water on the Jackson Creek docks through Thanksgiving but this is subject to change in the event of hard freeze warnings. Last winter we overdid this service and had to replace some sections of burst pipe. Remember the roadside warnings, "bridge freezes before road". So do under the dock

FBYC Memorabilia Wanted

We are searching for old photographs and other items of significance portraying the long history of FBYC to permanently display on the walls of our new clubhouse. Currently we are in possession of a small number of photographs from the 1940’s through the 1960’s scavenged from scrapbooks maintained by the late Mac Wellford, a founding member of the yacht club in 1939. But we would like to assemble a more complete collection that will commemorate our history through the present day. HUNT-MILLER CAPTURE NORTH AMERICAN 470 CHAMPIONSHIP! Olym-pic hopefuls Steven Hunt (Poquoson, HYC) and Michael Miller (Richmond, FBYC) spent three days sailing their butts off at the Pelican Yacht Club in Ft. Pierce, Florida, and trounced the fleet. This is an especially sweet win, since it is a ranking event for the 2002 US Sailing Team. Go, Homies!!!

Clark Mills, The Father of the Optimist, has passed on to Fiddlers' Green at age 86. Bill Douglas, the editor of Optinews, as done a lot, especially in the last few years, to make sure that the Opti community, was informed and appreciative of Clark Mills' contribution to our lives, sailing and otherwise. Bill suggests that Clark Mills' widow, Helen, would be helped through this very difficult time by letters or cards from those who respect and appreciate what her husband did for us all through sailing.
