Year-end Message from Board Chair, Jim Hack
“I want to begin this message with a heartfelt "thank you" to Horizon's staff. As we turn the page on another calendar year, I am so grateful to our staff for this past year of growth and improvement for Horizon students and schools. We have continued our focus on Horizon's Three Foundational Goals of Literacy, Safe & Caring and Assessment. This fall, we introduced our new vision statement for Horizon School Division – "Creating a Better World, One Student at a Time". In classrooms, facilities, school buses, offices and everywhere in between, our remarkable staff is committed to the success of our students. This work brings our vision statement to life, and for that, I thank you all. Thank you to our education partners, community members and First Nation authorities for your continued collaboration and support. These relationships benefit students every day, and we are very grateful to enjoy such great partnerships across our system. Thank you to my fellow Trustees on the Board of Education. Your work, guidance and commitment to the students, staff and families of Horizon School Division makes me proud to be a member of this Board. “
December 2017 Regular Meeting
The regular monthly meeting of the Board for December took place in the Horizon School Division office boardroom on Wednesday, December 20. In attendance at this meeting were Table Officers, Jim Hack (Chairperson) and Wil Lengyel (Vice Chairperson), Trustees, Linda Mattock, Mark Fedak, Lori-Anne Proznick, Jolene Koopman, Nathan Bitternose, Albert Pinacie and Sheryl Kayseas. Trustees, David Holinaty, Christine Gradin and Jennifer Lemky joined the meeting by phone. Director of Education / CEO Kevin Garinger and Superintendent of Finance Services / CFO Marilyn Flaman were also in attendance, with Superintendent of Operational Services / COO Justin Arendt and Deputy Director Randolph MacLEAN joining the meeting to provide reports.

Audit Committee
Audit Committee Chair, Jolene Koopman, shared a report highlighting this committee’s review of Horizon’s
first quarter financial report during their meeting on December 13th. Members of this committee include
Board Chair, Jim Hack, Vice Chair, Wil Lengyel and Trustees, Paul Crow-Buffalo, David Holinaty and Mark
Fedak.
Joint Operations Committee (JOC)
JOC Chair, Linda Mattock, shared regarding the latest JOC meeting, which covered topics such as the JOC
audit, staffing report, transportation report, in-city bussing and the development of green space at Humboldt
Collegiate Institute (HCI). This committee oversees the joint operation of HCI in partnership between Horizon
School Division and Greater Saskatoon Catholic Schools. The JOC also includes Trustee, David Holinaty.
Horizon Teachers’ Association (HTA) Liaison Committee
Vice Chair, Wil Lengyel, and Director of Education, Kevin Garinger, delivered this report. During the recent
HTA Liaison Committee meeting, they discussed the OurSchool Survey, Horizon’s Excellence in Teaching
Awards, Horizon’s Celebration Day, the upcoming Saskatoon Summit featuring Google for Education, out-of-
province travel and Horizon’s updated High Risk Activity forms. Trustee, Christine Gradin also sits on this
committee, and commented on what a great relationship they enjoy with the HTA.
Teacher Efficacy & Workload Intensification Committee
Trustee, Mark Fedak, presented the report for this committee. Trustees, Albert Pinacie and Cheryl
Vertefeuille also sit on this committee. Their meeting focused on the upcoming Saskatoon Summit featuring
Google for Education, which is being presented by Horizon School Division and Greater Saskatoon Catholic
Schools, largely thanks to the work of this committee.
School Year Calendar Development
Director of Education, Kevin Garinger, shared with the Board regarding the process for development of the
2018-2019 school year calendar. The Director’s office will be sending out a survey to staff in the coming weeks
and presenting feedback and calendar options to the Board for final approval at their February meeting.
International Students
Director Garinger lead a discussion on the possibility of recruiting and enrolling international students in Horizon
schools. Following a discussion around the benefits this recruitment could bring to Horizon schools and stu-
dents, the Board passed a motion of support to move forward with exploring options around this initiative.
Imperial School Review of School Effectiveness (ROSE) Report
Imperial School Principal, Carol Baade, joined the Board meeting via Skype to talk about the ROSE event that
took place in Imperial on January 18, 2016. In the time since their ROSE event, Imperial School has used the
data collected during their ROSE to improve the effectiveness of their school across a number of measures,
moving their school from good to great.

Jolene Koopman,
Subdivision 9
Ms. Koopman was born and raised
in Davidson, Saskatchewan. After
graduating from Davidson School,
Ms. Koopman attended the
University of Saskatchewan,
studying Sociology and English.
Jolene currently lives on a ranch
east of Jansen with her husband,
JJ, and their two kids — daughter,
Kinley (7), and son, Jasper (5).
Jolene and her family raise and train bucking bulls, ride
and train horses and are active on the rodeo circuit.
Jolene is a retired barrel racer and her husband is a bull
rider.
Ms. Koopman began working with Horizon as a secretary
at Horizon’s Lanigan office in 2010. She then moved to a
position with the Finance Services team. In the fall of
2016, she took a leave from her position with Finance
Services to run in the election to become Trustee of
Subdivision 9.
What she loves most about being a Trustee on Horizon’s
Board of Education is the opportunity to interact with
School Community Councils, school administrators,
teachers, staff and students.
“I get to feel like I’m helping our students every day,” says
Ms. Koopman.

We want this newsletter to be as informative as possible, so feedback on how
we can improve is always welcome.
2017 Christmas Hampers
Horizon School Division central office was bustling with holiday spirit on December 14, 2017, as Board
of Education members and staff gathered to pack and wrap gifts that will be sent to students and
families in need.
The Horizon Christmas Hamper project, now in it's fourth year, collects donations from staff and
individual Board members to purchase gifts and distribute them across communities within Horizon
School Division. Horizon's Board of Education has committed up to $5,000 to match these donations.
Funds are used to buy gifts such as local grocery store vouchers, touques, mitts and various other
items to help spread goodwill and holiday cheer to less fortunate families in Horizon communities.
Each year, school administrators are asked to submit names of students and families they feel would
benefit from this project. In 2014, the first year of Horizon's Christmas Hamper project, gift baskets were
provided for 97 children and 45 families. This year, Horizon will be sharing these gifts with
approximately 307 children and 114 families. This initiative is part of Horizon's goal of providing safe
and caring learning environments for all students and staff.
