1. Fire Department Office of Traffic Safety (O.T.S.) Grant Award Fire Department Memorandum announces an OTS grant awarded jointly to Lompoc and Santa Maria Fire Departments for obtaining auto extraction equipment, and commends Engineer Mark Clayton for his work on the grant proposal. 2. Fire Department Update Fire/Building and Disaster Preparedness Report for the month of September 2004 is provided for Council information. 3. Agreements re Sculpture Garden, "H" Street and Ocean Avenue Parks and Urban Forestry Manager Cindy McCall provides copies of the Lompoc Housing Assistance Corporation "passive use" Agreement, and the Indemnification Agreement between the sculpture artist and the City of Lompoc. 4. Lompoc Sales Tax Report Lompoc's Second Quarter Receipts for First Quarter Sales (Jan. – Mar. 2004), published by the HdL Companies, for Council's review. 5. City Clerk Reports on Business Tax Activities Business Tax Receipt statistics and New Business Reports for May, June, July, and August, 2004 are provided for your review.

NOTABLE RESPONSES OR EVENTS: 6-Brush fires 3-Structure fires 5-Rubbish fires 4-AMR Response exceeding 8 minutes 1-Vehicle fire 86-Vehicle accidents with injuries 2-Vehicle extrications

Lompoc Fire Dept. responded to 3 structure fires that created $4,800 worth of damages. Value of saved structures was over $ 600,000. OPERATIONS DIVISION

• Lompoc Fire responded to 41 overlapping calls during the month of September. Each of these overlapping incidents represents the usage of all the city’s resources at the same time. A third incident at these times creates a dependency on outside resources for response.

• Permanent hose racks have been installed in the back apparatus bay.

• Air pack upgrades have been ordered but not received. Manufacturer problem.

EMERGENCY SERVICES AND PREPAREDNESS PLANNING:

COMMUNITY EMERGENCY RESPONSE TEAM – CERT Firefighter Anthony Hudley attended a two-day CERT Program Manager course in San Jose. The course was offered free through California Service Corps. The course focused on developing, enhancing and expanding CERT programs. A CERT course is tentatively scheduled for December.

Battalion Chief Robert Kovach Emergency Service Coordinator HAZARDOUS MATERIALS Two Hazardous Materials Team personnel have been approved for a weeklong Weapons of Mass Destruction course in Alabama. The course is fully funded through the Office for Domestic Preparedness including per diem and overtime back fill costs. The course will be in November.

CONFINED SPACE/URBAN SEARCH AND RESCUE The equipment list for needed Urban Search and Rescue items is being developed with cost estimates being submitted by various vendors. The department will begin purchasing Urban Search and Rescue equipment on our existing approved budget and will also submit a matching list on a Department of Homeland Security Grant.

DISASTER PREPAREDNESS Captain Paul Hill instructed the Standardized Emergency Management System (SEMS) Introductory course to 190 city employees over three days. The course is the first of three levels of SEMS training to city employees. The Field and EOC levels are scheduled for October and November.

AUTOMATIC/MUTUAL AID AGREEMENTS: Mutual aid activity was moderate during the month. A total of four personnel went on various single resource assignments to include: a support dispatcher to Los Padres Dispatch Center in Santa Maria and to Southern California Operations Center in Riverside. Battalion Chief Robert Kovach responded to Orlando Florida as a Resource Unit Leader for Hurricane Frances.

FIRE PREVENTION: “A” shift personnel completed 32 business inspections. TRAINING AND EMERGENCY MEDICAL SERVICES

TRAINING This month’s training emphasis was on Low Angle Rescue or “Over the Side Rescue”. Personnel attended a classroom training session followed by afternoon field exercises. The purpose for the training was to refresh the skills and operations necessary to rescue a victim from over an embankment. The training involved anchor systems, rope and pulley mechanical advantage systems, and patient care and packaging skills. Lompoc Fire personnel have been involved in rescues of this type twice in the last few months.

Battalion Chief Andy Densmore Training/Emergency Medical Service One Lompoc Firefighter is currently attending training in Los Angeles to become a fitness and wellness instructor, certified by the International Association of Firefighters. The goal is to reduce the chances of heart related problems; reduce the chances for on the job injury and to provide personalized fitness and weight control programs for Fire Department personnel. The training program is important enough to have been the subject of news story on KCAL TV this week. The news show focused on the fact that three Orange County Firefighters have died while performing their duties as the result of heart related problems, and how important fitness and diet are to firefighters health.

EMERGENCY MEDICAL SERVICES Personnel participated in our on-going, modular EMT training program to maintain EMT certification. Expanded Scope EMT personnel continue to provide an enhanced level of service under the Santa Barbara County EMS pilot program. BUILDING AND FIRE SAFETY

PLAN REVIEWS RECEIVED The plan check program area activity continues at a demanding pace. The more notable projects received during September are:

electrical, plans submittals BUILDING INSPECTION STATUS There has been a significant increase in the number of inspections for this month. Please see below for the most notable inspections for the month of September. The numbers below signify the number of stops the inspector actually made and not total number of inspections. For example, it may be required to conduct several types of inspections (framing, electrical, plumbing, mechanical) at one stop. This is not a complete list (code enforcement, fire sprinklers/alarms, amongst others) are not listed: Total inspections for the month of September:

Total: 450 Please note that there have been days when the inspection staff could not service all the requested inspections. On days that have overwhelming inspection numbers, inspection staff is forced to prioritize inspection requests. Those appearing to be less sensitive to timing have been delayed to the following day. As anticipated, building inspection requests continue to raise placing even further demands on the City’s inspection staff.

FIRE PREVENTION/CODE ENFORCEMENT We have been working with a local business in an effort to bring them into compliance with minimum fire and life safety standards. We are very close to bringing this project to conclusion. All that remains is for the engineer and architect of record to verify and document all field changes. Upon receipt of these verifications, a permit will be issued. I would like to take this opportunity to thank Captain Paul Hill and Building Inspector Kalvin Packett for their effort in resolving this difficult and highly technical project. The Building Division has received an increase in code enforcement cases in September. Due to the lack of resources and personnel within the Building Division, staff has had to prioritize investigations. That is, those cases involving the most severe health or safety violations will be given priority. GRAFFITI REMOVAL A number of complaints were received and investigated by the Graffiti Removal Team. The all-volunteer graffiti team is doing a great job. The Chamber of Commerce has been contacted in order to advertise for additional volunteers. Graffiti is on the increase these last few months and the existing volunteers are having a difficult time keeping up with the demand. Additional volunteers would relieve some of the workload upon the existing team. WEED ABATEMENT Due to the number of plan reviews, building permits, inspections, code violations, fire inspections and similar demands within the Building Division, the fall weed abatement noticing will be conducted in October. PUBLIC EDUCATION This Division continues to modify and create new handouts and informational pamphlets for the public. It is thought that by providing contractors with inspection checklists, contractors/engineers will be more informed of inspection criteria. Becoming more informed will in turn allow contractors/engineers to better prepare for required inspections saving time and “call-backs”.
