NORTH LANARKSHIRE CHILD SEXUALEXPLOITATION STRATEGY AND ACTION PLAN
The purpose of this report is to inform the Housing and Social Work Committee of the NorthLanarkshire Child Sexual Exploitation (CSE) Strategy and Action Plan which is multi−agencyand developed in partnership between the Child Protection Committee and the Children'sServices Partnership.
Background
2.1 Scotland's National Action Plan to Tackle Child Sexual Exploitation (CSE) waspublished by the Scottish Government in November 2014. The national action planwas developed in response to the UK strategy to address CSE.
2.2 The Child Protection Committee (CPC) has the multi−agency strategic lead fortackling CSE at a local level. The development of the strategy and action plan is thefirst stage in taking forward key objectives to make sure we are working together toidentify children and young people who may be at risk of or who have been sexuallyexploited and to provide timely and proportionate support to them.
3. Proposals I Considerations
3.1 The report of the Independent Inquiry into Child Sexual Exploitation in Rotherham(11997−2013) by Professor Alexis Jay was published in October 2014 (the JayReport). The report not only highlighted concerns with regard to operational practiceand management, it also identified the collective failures of political and officerleadership in Rotherham in recognising the problem, accepting the problem existedand then tackling child sexual exploitation in their local authority area. Thiscontributed to children being abused over a prolonged period. The abuse includedchildren being repeatedly raped, trafficked from one town/city to another, abducted,beaten and intimidated.
3.2 Tackling child sexual exploitation needs ownership at all levels across the Counciland its partners. Strong leadership is key to supporting managers and practitioners intheir work to tackle this issue when it arises and continue to build on the existingpartnership work in the care and protection of our children and young people.
3.3 In line with the national action plan the following are our key strategic priorities:Prevention, Identification, Protection, Intervention, Recovery and Disruption andProsecution (Perpetrators). The North Lanarkshire CSE Action Plan details theactions which will be taken forward to address these priorities. The strategy andaction plan were developed by a multi−agency task group and both have been agreedby the CPC and the children's services partnership (CSP). The progress of the actionplan will be monitored by the CPC and six monthly reports will be submitted to theCSP.

3.4 As part of the implementation of the action plan please note the following:
• A multi− agency training programme has been developed and tested and willnow be rolled out; the aim is to raise awareness and further develop staffconfidence and skills in recognising and preventing CSE;
• Multi−agency guidance to support best practice in this area of work has beendeveloped;
• A session to raise awareness of the issues was delivered to elected members;• We have engaged with members of the North Lanarkshire Youth Council
(NLYC) on how we deliver key preventative messages to children and youngpeople; this included an awareness raising session of CSE and wider childprotection with the NLYC
• A multi−agency working group is taking forward the action plan to make surethe strategy is implemented; this will include agreeing a process to shareinformation and intelligence about children who have been or are at risk ofbeing sexually exploited and agreeing how we raise awareness of the issuewith parents and in our communities including engagement with localbusinesses who make up the 'night time economy' i.e. taxi firms, food outlets,hotels.
4. Financial I Personnel I Legal I Policy I Equalities Implications
4.1 Commitment from leaders to support managers and practitioners in taking forwardpartnership work to protect children including those at risk of child sexual exploitation.
4.2 Against the backdrop of the financial pressures facing public services and given theimportance of this agenda, the resources available for these purposes will continue tobe kept under regular review
5. Recommendations
It is recommended that the Committee:
(i) Note the content of the report and endorse the North Lanarkshire Child SexualExploitation and Action Plan at Appendix 1.
(ii) Remit it to the Policy & Resources Committee for consideration and endorsement inview of the relevance to all Council Services.
