Rotterdam has everything it takes to be your European rail port of choice. All preconditions are present; the only element that is sometimes missing is a joint effort to increase the number of rail shuttles to and from Rotterdam. Through the Rail Incubator, the Port of Rotterdam Authority will therefore gladly co-invest with you in the establishment of new maritime rail shuttle connections and/or increase frequencies to and from potential European growth regions.
Growth continuesRotterdam is Europe’s leading container port and container
fl ows are expected to steadily continue growing. Until 2035,
container handling can almost triple to 30 million TEU.
In the Port Vision 2030 has been described how the port
aims to develop into a Global Hub and gateway for global
and intra-European cargo fl ows. In the future, Rotterdam
and the hinterland will constitute one integrated network
which distinguishes itself through the facilitation of effi cient,
sustainable supply chains.
The conditions are thereWithin the port, all the conditions are being created to turn
the vision into reality. Through the construction of Maasvlakte 2,
Rotterdam is fully ready to accommodate future container
growth. Together with the existing Maasvlakte, the European
container transhipment hub will thus emerge, ready to receive
fully loaden Ultra Large Container Carriers 24/7.
Furthermore, the entire European continent is optimally
accessible: by road, by barge and by rail. The Port of
Rotterdam Authority has a strong focus on sustainability.
By 2035, 65% of all the hinterland transport from and to
Maasvlakte 2 must take place by barge or train. Clear
agreements have been made with the container terminal
operators to this regard.
Full speed ahead for railRotterdam gives full attention to the further development of
sustainable rail transport. The major container terminals all
have their own extensive rail facilities and the development
of new concepts for smart cargo consolidation is in full swing.
With the dedicated Betuweroute freight railway line, Rotterdam
offers a distinguished rail infrastructure to and from Germany
and from there further into Europe. Through participation
in Keyrail, the commercial operator of the Betuweroute,
the Port of Rotterdam Authority is also actively involved in an
optimal organisation of the transport on this line. InlandLinks
(www.inlandlinks.com) stimulates the further development
of intermodal networks with Rotterdam as the central hub.
Now is the time!Currently, Rotterdam is the starting point and terminus of
about 250 rail shuttles weekly. In view of the continued growth
of container fl ows and the great attention to sustainability,
expansion is defi nitely possible and desirable! Through the
Rail Incubator, the Port of Rotterdam Authority wants to further
stimulate this. We aim to get in touch with all possible parties
interested in establishing new maritime rail connections or
increasing the frequency of already-existing connections to
and from potential European growth regions. In this respect,
we are specifi cally focussing on trains which are open to
all parties wishing to book cargo.
With a long-term vision in mind, we are willing to co-invest
through the Rail Incubator to actually make the launch of
such new and/or extra connections really work. Obviously,
we also expect to benefi t fi nancially the moment a connection
becomes profi table.
Quality guarantee for end customersThe Rail Incubator aims to serve as a quality guarantee
for end customers. Both new rail links and extra
connections through the Rail Incubator:
• will have at least two years to prove themselves;
• have competitive rates and transit times;
• are continuously monitored and improved;
• are supported by automated electronic
data exchange.
Furthermore, customers will be regularly updated about
new developments in Rotterdam, are offered support in
fi nding the right partners in the port and (if applicable) will
be in direct contact with the port representative in their region.

Emphasis on key focus areasThe main emphasis of the Rail Incubator is on growth regions
that currently have limited or no connections with Rotterdam
(e.g. Southern Germany and Central Eastern Europe).
The benefi ts of serving the European hinterland via Rotterdam
are clear:
• Rotterdam has all necessary facilities, both on the seaside
and the landside;
• Rotterdam is Europe’s leading fi rst port of call for deepsea
carriers, with clear advantages in transit times by rail to
the European market;
• cost benefi ts: through fi scal representation different from
other countries no advance payment of VAT.
Various forms of cooperation The Rail Incubator offers various forms of cooperation.
One strict condition is that the launch of new routes or the
expansion of frequencies strengthens the European rail
network to end from Rotterdam.
Marketing supportThe Rail Incubator will offer extensive marketing support
to ensure connections becoming successful. The Port of
Rotterdam Authority will for example bring new connections
to the attention of a broad international, national and local
audience in various ways and will assist you in identifying
potential customers.
