SUBJECT: ISSUANCE OF ORDER REQUIRING COMPLIANCE WITH KEYRADIOLOGICAL PROTECTION MITIGATION STRATEGIES

The U.S. Nuclear Regulatory Commission (NRC or the Commission) has issued the enclosedOrder, which modifies the current license for your facility. The Order applies to all addresseeslisted in Attachment 1 to the Order and is effective immediately.

The Order requires you to provide reasonable assurance that public health and safety andcommon defense and security continue to be adequately protected for a scenario resulting froma large fire or explosion at your site. The key radiological protection mitigation strategies areidentified in Attachment 2 to this Order and must be incorporated into your security plan,safeguards contingency plan, guard training and qualification plan, and emergency plan, asappropriate.

The NRC has determined that Orders to require these key mitigation strategies are necessaryfor the Commission to have reasonable assurance that the public health and safety andcommon defense and security continue to be adequately protected.
