All three have found support among Americans disaffected with Washington and the economy. But while political profes-sionals from both parties consider Trump’s ultimate perfor-mance with voters unpredictable, they think the trio’s appeal to key moderate voting blocs like suburban women could be weak. That would be bad news for House Republicans from swing districts if Trump or Cruz is nominated and for Democrats from such seats if Sanders is selected.

“His ideas are so far to the right, it makes it difficult for a swing district message to be coupled with that,” Tom Reynolds, a former House Republican from upstate New York who headed House GOP political operations, said of Cruz.

Reynolds’ advice to House candidates from such areas if Cruz or Trump wins the Republican nomination: “Define what you’re about so they identify you for what you are, even with all the atmospherics of what’s above you.”

Seemingly agreeing that House Republicans need to define an agenda, Speaker Paul Ryan, R-Wis., has said his chamber will map its own conservative priorities by the party’s July nominat-ing convention.

Republicans control the House 247-188, including one vacant Ohio seat the GOP is certain to win, their biggest majority since 1930. That gives Democrats a good chance to recapture seats with the additional turnout of minority and younger voters expected in this presidential election year — an outcome they believe Trump or Cruz would enhance.

combustible materials nearby, and the lack of ventilation were contributing factors to the detonation. But they also cited a failure to conduct safety inspections of the plant, shortcomings in emergency response such as with hazmat training, and poor land planning that allowed development to sprout around the plant over the years.

West Mayor Tommy Muska said Wednesday he was aware of the report but declined to comment due to ongoing litigation. He referred questions to attorney Stephen Harrison, who did not return a call.

Among those killed in the April 2013 explosion were 12 emer-gency personnel, primarily ones with the West Volunteer Fire Department who responded to the initial blaze. The report says the response to the fire was flawed for various reasons, includ-ing for not establishing an incident command center and lack of understanding about the possibility of a detonation. It’s not certain how the fire started, but inspectors have three possible scenarios: faulty electrical wiring, a short circuit in a golf cart stored at the plant, or arson.

It remains unclear just how the bullish federal approach will affect the regulatory process in California, which has become a leader in both self-driving car testing and regulation. One thing seems likely: If California’s final regulations are close to the DMV’s draft, Google will focus deployment of cars without steering wheels elsewhere, possibly in Texas, where it began test-ing prototypes last summer.

Under California’s draft framework, an independent certifier would need to verify a manufacturer’s assurances that its cars are safe. Google and traditional automakers want manufacturer self-certification, the standard for other cars.

Once a company receives that verification, manufacturers would receive a permit for three years. Consumers could lease the cars, but manufacturers would be required to keep tabs on how safely they are driving and report that performance to the state. Drivers would need special, manufacturer-provided train-ing, and then get a special certification on their licenses.

If a car breaks the law, the driver would be responsible.
