Joint logistics framework put in place at tri-services command NEW DELHI, Apr 26: A joint logistics framework to speed up procurement and improve maintenance of mili- tary hardware has been put in place at the country's lone tri- services command in Andaman and Nicobar island, official sources said. They said the new frame- work has been set up in sync with the Government's endeav- our to bring synergy among the Army, Navy and Air Force. The sources said the new model of having common logistics and maintenance facilities would be gradually replicated at around 12 places across the country. Till recently, the Army, Navy and Air Force had sepa- rate facilities for logistics and maintenance, but now they have been brought under one common framework. The new model of logistics has been created following an approval by Chairman of Chiefs of Staff Committee (CoSC) Admiral Sunil Lanba. The sources said the inte- gration of services is being done as per the broader con- cept of "joint doctrine" among the three services. The joint doctrine, unveiled last year, had pro- posed joint training of person- nel, unified command and con- trol structure besides pushing for a tri-service approach for the modernisation of the three forces.(PTI) VP pitches for mandatory rural posting of MBBS graduates NEW DELHI, Apr 26: Vice President M Venkaiah Naidu today pitched for manda- tory posting of fresh MBBS graduates in rural areas before granting them their first promo- tion as part of a possible solu- tion to address the shortage of doctors in the hinterland. He was addressing the 8th Convocation of the Postgraduate Institute of Medical Education and Research at the RML Hospital here. The Vice President said that the rural-urban divide in terms of providing effective health- care services was more pro- nounced and called for concert- ed efforts from all stakeholders in the health sector to remedy the situation. He said that a comprehen- sive and systematic approach can address these inequities and ensure access to affordable healthcare services in rural areas. He further said that the private sector, NGOs and doc- tors' organisations can play a bigger and more participatory role in supplementing the efforts of the Governments in ending the urban-rural divide. "To overcome the shortage of doctors, I was wondering if we should make it mandatory for MBBS graduates to work in rural areas before granting them their first promotion," he said, adding rural areas should not be neglected. Highlighting another area concern, which is affordability of healthcare services and med- icines, Naidu said that medical costs are borne by people through out-of-pocket expendi- ture most of the time and that high treatment costs have virtu- ally forced families into debt trap and reduced them to penury. Pointing to the low penetra- tion of medical insurance in India, Naidu referred to the Government's Ayushman Bharat National Health Protection Mission, aimed at providing universal health coverage through insurance, and said it would protect around 10 crore families from catastrophic healthcare spending. He also appreciated the affordable medicines and reli- able implants for treatment (AMRIT) initiative of the Health Ministry that is drastical- ly reducing the expenditure incurred by common patients on treatment of cancer and heart diseases. "The aim of the Government is to ensure that no person is denied the right to affordable medicines and healthcare. Government is committed to providing universal health cov- erage to all," he said even as he urged other stakeholders such as private players, NGOs, and civil society organisations to supple- ment the efforts of the Government. Naidu further said that Swachh Bharat (Clean India) Mission can play a vital role in making a 'swasthya (healthy) Bharat' and referred to the Prime Minister talking about making the mission a jan andolan (people's movement). Ranbir Singh Sambyal REAL ESTATE PLACEMENT Plane carrying Rahul develops technical snag, Cong demands probe BENGALURU, Apr 26: A plane carrying Congress president Rahul Gandhi today developed a technical snag with the party demanding a probe into the "suspicious and faulty performance" of the aircraft before landing at the Hubballi airport in north Karnataka. The Directorate General of Civil Aviation said in New Delhi that it would examine the issue, while the police said they have registered a complaint. The plane suddenly tilted heavily on the left side and the altitude dipped steeply with vio- lent shuddering of the aircraft body at 10.45 am, Gandhi's close aide Kaushal Vidyarthi wrote in a letter to state DGP Neelmani N Raju. The letter said the weather was normal and not windy according to the passengers. "It was apparent from the suspicious and faulty perform- ance of the aircraft that the inci- dents of shuddering and altitude dipping were not natural or weather-related, but were due to some technical snag...," it said. "Serious questions related to intentional tampering with the aircraft cannot also be brushed aside and are requested to be addressed and investigated," the letter read. Gandhi is on a two-day visit to poll-bound Karnataka from today to campaign for the party candidates in the districts of Uttara Kannada, Dahskina Kannada, Kodagu and Mysuru. "Yes, we have received a complaint about some unex- plained turbulence of the air- craft," Renuka Sukumar, DCP (Law and Order), Hubbali- Dharwad Police told PTI. She said, "We have regis- tered a complaint under Section 287 (negligent conduct with respect to machinery) and 336 (act endangering life or personal safety of others) of the IPC." The complaint that names the two pilots was filed by KPCC General Secretary Shakir Sanadi, she said. The letter said multiple "unexplained" technical snags coupled with the failure of the auto pilot system raised serious issues of aviation safety and possible and intentional tamper- ing with aircraft which endan- gered the life of its occupants. "A thorough examination of the structural and mechanical elements of the aircraft, the sur- rounding circumstances of the flight and the persons attached with maintenance of the aircraft is required in order to assess the incident," it said. The letter said a "clankish noise" was clearly audible from one side of the plane throughout the shuddering of the aircraft body. "It was learnt that the autopi- lot of the aircraft was not func- tioning," it said. The plane landed at the Hubbali airport around 11.25 am in the third attempt., according to the letter. "The crew was also appar- ently petrified and admitted that the flight was particularly fright- ening and uncommon," it said. A senior DGCA official said, "The operator has reported the incident to us (DGCA). According to the operator's report, it was a snag of auto pilot mode and the pilot shifted to the manual (mode) and landed (the aircraft) safely. "Shutdown of auto pilot (mode) incidents are not uncom- mon. For any VIP flight, the DGCA examines it in detail. We shall do that here also," the offi- cial said. Citing the report from the Air Traffic Controller, a senior offi- cial at the Hubbali airport said the plane had landed safely. (PTI) WUHAN, Apr 26: The two-day informal summit between Prime Minister Narendra Modi and Chinese President Xi Jinping could stabilise ties between the two militaries, help maintain peace at the borders and settle differences, the People’s Liberation Army (PLA) said today. “It is the common expectation of both peoples to stabilise rela- tions between the Chinese and Indian armed forces and maintain peace and tranquillity at the bor- der areas,” the military spokesman, Col. Wu Qian, told the media in Beijing. Modi and Xi are due to hold a two-day informal summit here from tomorrow during which the boundary issue as well last year’s standoff at Dokalam were expect- ed to figure in their one-on-one talks to improve relations between the two countries. “Although the relations between the two militaries still face some difficulties and obsta- cles, we are willing to use the important consensus of the lead- ers of the two countries as guid- ance to deepen our understand- ing, enhance mutual trust, proper- ly settle differences, and continue to accumulate the positive energy of the healthy and stable develop- ment of the relations between the two armed forces,” Col Wu said. He was replying to a question about the expectations from the Modi-Xi summit and as well as the outcome of the meeting between Defence Minister Nirmala Sitharaman and her Chinese counterpart General Wei Feng this week. Col Wu’s comments were sig- nificant as President Xi is also the head of the ruling Communist Party of China (CPC) and the mil- itary. Regarded as the most power- ful Chinese leader in recent times, Xi is the Chairman of the Central Military Commission (CMC) which is the overall high com- mand of the Chinese armed forces. (PTI) China ramping up air power in Tibet bordering India: IAF Chief NEW DELHI, Apr 26: Indian Air Force Chief B S Dhanoa today said China has been ramping up its aerial prowess in the Tibetan Autonomous Region bordering India and that the neighbouring country has a "credible mix" of multi-role fighter and strike air- craft. In an address at a think-tank, the Air Chief Marshal, while talk- ing about requirement of his force, said it needs 42 squadrons of fighter jets to carry out "full spectrum of operations in all con- tingencies". At present, the IAF has only 31 squadrons of fighters. At the same time, he, howev- er, said the IAF has the ability to fight a "short" and "swift" war whenever required. Talking about Pakistan spon- sored terrorism, he said the repeated strikes by terror groups indicate that the Indian deterrence in the sub-conventional domain is not working and emphasised on the need to enhance such capabil- ities to ensure a behavioural change in Islamabad's approach. On situation along the border with China, he said, "Over the past few years, we have seen a significant increase in deployment of Chinese aircraft and aircrew in Tibetan Autonomous Region from other military regions." The comments came on a day Prime Minister Narendra Modi left for the central Chinese city of Wuhan for a two-day-long infor- mal summit with Chinese President Xi Jinping. The IAF chief said the neigh- bouring country has a "credible mix" of multi-role fighter and strike aircraft. "The deployment of Sukhoi 27 and J-10 fleets for the continu- ous operations during the winter months affords them a credible all round capability. Many years back they used to only occupy the air field in summers," he said in an address to a select gathering at Vivekananda Foundation. He said India needs to work on deterrence on sub convention- al domain to thwart terrorist attacks originating from Pakistan.(PTI) Modi-Xi meet could stabilise military ties, maintain peace at borders: Chinese military Will issue ordinance on SC-ST Act if decision not in favour: Gehlot MUMBAI, Apr 26: Union Minister for Social Justice Thawar Chand Gehlot today said if the Supreme Court's decision on a Centre's review petition on the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act didn't go in the Government's favour, it would issue an ordinance. Speaking at an event to cele- brate Dr B R Ambedkar's 127th birth anniversary (which fell on April 14), Gehlot said that "attempts are being made to cre- ate an atmosphere (of suspicion) that we are doing away with reservations or diluting the atroc- ities act". "But let me clarify that we never intended to do so in the past, neither we are doing it now, nor will we do it in future," he said, asserting the Government had no intention to tamper with the reservations. In a verdict on March 20, the Apex Court had introduced some safeguards for arrests under the SCs/STs (Atrocities Act) by pro- hibiting automatic registration of cases and arrests under the act, triggering protests by Dalit organ- isations. Gehlot said the NDA Government had filed a review petition in the Apex Court. "We have firmly put forth our views before the Supreme Court, saying that our Government does not want any kind of change in the current Atrocities Act. We have filed a review petition....The Government's view is that the Act is valid and so are its sections. There might be certain cases of misuse, but largely it has been instrumental in providing social security to certain sections of the society," he said. If the the Apex Court's deci- sion on the review petition didn't favour the Government's stand, he said, "We will issue an ordi- nance". "We are the only firm believer in the tenets of Constitution shaped by Dr B R Ambedkar." Gehlot was speaking as the chief guest at the event held at the ONGC office at Bandra Kurla Complex here, organised by the All India SC/ST Employees Welfare Association. But a few people have vitiated the atmosphere," the BJP leader said.(PTI) Google shows Modi's photo in "1st India PM" search results, irks Cong l NEW DELHI, Apr 26: An algorithm glitch that showed a picture of Narendra Modi in Google search results for "the first prime minister of India" led to an outrage on social media, with the Congress asking the search engine to cor- rect the anomaly. When Internet users scoured Google for the "first prime min- ister of India", it threw up a Wikipedia link with Jawaharlal Nehru's name. However, a picture of Narendra Modi appeared on the right side of the link. A few users took screen- shots of it and posted on Twitter. Joint logistics framework put inplace at tri-services commandNEW DELHI, Apr 26:

A joint logistics frameworkto speed up procurement andimprove maintenance of mili-tary hardware has been put inplace at the country's lone tri-services command inAndaman and Nicobar island,official sources said.

They said the new frame-work has been set up in syncwith the Government's endeav-our to bring synergy among theArmy, Navy and Air Force.

The sources said the newmodel of having common

logistics and maintenancefacilities would be graduallyreplicated at around 12 placesacross the country.

Till recently, the Army,Navy and Air Force had sepa-rate facilities for logistics andmaintenance, but now theyhave been brought under onecommon framework.

The new model of logisticshas been created following anapproval by Chairman ofChiefs of Staff Committee

(CoSC) Admiral Sunil Lanba. The sources said the inte-

gration of services is beingdone as per the broader con-cept of "joint doctrine" amongthe three services.

The joint doctrine,unveiled last year, had pro-posed joint training of person-nel, unified command and con-trol structure besides pushingfor a tri-service approach forthe modernisation of the threeforces.(PTI)

VP pitches for mandatory ruralposting of MBBS graduates

NEW DELHI, Apr 26:

Vice President M VenkaiahNaidu today pitched for manda-tory posting of fresh MBBSgraduates in rural areas beforegranting them their first promo-tion as part of a possible solu-tion to address the shortage ofdoctors in the hinterland.

He was addressing the 8thConvocation of thePostgraduate Institute ofMedical Education andResearch at the RML Hospitalhere.

The Vice President said thatthe rural-urban divide in termsof providing effective health-care services was more pro-nounced and called for concert-ed efforts from all stakeholdersin the health sector to remedythe situation.

He said that a comprehen-sive and systematic approachcan address these inequities andensure access to affordablehealthcare services in ruralareas. He further said that theprivate sector, NGOs and doc-tors' organisations can play abigger and more participatoryrole in supplementing theefforts of the Governments inending the urban-rural divide.

"To overcome the shortageof doctors, I was wondering ifwe should make it mandatoryfor MBBS graduates to work inrural areas before granting themtheir first promotion," he said,adding rural areas should not beneglected.

Highlighting another area

concern, which is affordabilityof healthcare services and med-icines, Naidu said that medicalcosts are borne by peoplethrough out-of-pocket expendi-ture most of the time and thathigh treatment costs have virtu-ally forced families into debttrap and reduced them topenury.

Pointing to the low penetra-tion of medical insurance inIndia, Naidu referred to theGovernment's Ayushman BharatNational Health ProtectionMission, aimed at providinguniversal health coveragethrough insurance, and said itwould protect around 10 crorefamilies from catastrophichealthcare spending.

He also appreciated theaffordable medicines and reli-able implants for treatment(AMRIT) initiative of theHealth Ministry that is drastical-ly reducing the expenditureincurred by common patients ontreatment of cancer and heartdiseases.

"The aim of the Governmentis to ensure that no person isdenied the right to affordablemedicines and healthcare.Government is committed toproviding universal health cov-erage to all," he said even as heurged other stakeholders such asprivate players, NGOs, and civilsociety organisations to supple-ment the efforts of theGovernment.

Naidu further said thatSwachh Bharat (Clean India)Mission can play a vital role in

making a 'swasthya (healthy)Bharat' and referred to thePrime Minister talking aboutmaking the mission a janandolan (people's movement).

Referring to the recent casesof rape of minors, Naidu advo-cated for the 'swachhta' (cleanli-ness) of the mind and thoughtsand said that bringing in numer-ous legislations will not addressthe problem neither indulging inpolitics and blame-game would,as he stressed on an ardent needto change the mindset of thepeople.(PTI)

Plane carrying Rahul develops technical snag, Cong demands probe

BENGALURU, Apr 26:

A plane carrying Congresspresident Rahul Gandhi todaydeveloped a technical snag withthe party demanding a probeinto the "suspicious and faultyperformance" of the aircraftbefore landing at the Hubballiairport in north Karnataka.

The Directorate General ofCivil Aviation said in New Delhithat it would examine the issue,while the police said they haveregistered a complaint.

The plane suddenly tiltedheavily on the left side and thealtitude dipped steeply with vio-lent shuddering of the aircraftbody at 10.45 am, Gandhi'sclose aide Kaushal Vidyarthiwrote in a letter to state DGPNeelmani N Raju.

The letter said the weatherwas normal and not windyaccording to the passengers.

"It was apparent from thesuspicious and faulty perform-ance of the aircraft that the inci-dents of shuddering and altitudedipping were not natural orweather-related, but were due tosome technical snag...," it said.

"Serious questions related tointentional tampering with theaircraft cannot also be brushedaside and are requested to beaddressed and investigated," theletter read.

Gandhi is on a two-day visitto poll-bound Karnataka fromtoday to campaign for the partycandidates in the districts ofUttara Kannada, DahskinaKannada, Kodagu and Mysuru.

"Yes, we have received acomplaint about some unex-plained turbulence of the air-craft," Renuka Sukumar, DCP(Law and Order), Hubbali-Dharwad Police told PTI.

She said, "We have regis-tered a complaint under Section287 (negligent conduct withrespect to machinery) and 336(act endangering life or personal

safety of others) of the IPC."The complaint that names

the two pilots was filed byKPCC General Secretary ShakirSanadi, she said.

The letter said multiple"unexplained" technical snagscoupled with the failure of theauto pilot system raised seriousissues of aviation safety andpossible and intentional tamper-ing with aircraft which endan-gered the life of its occupants.

"A thorough examination ofthe structural and mechanicalelements of the aircraft, the sur-rounding circumstances of theflight and the persons attachedwith maintenance of the aircraftis required in order to assess theincident," it said.

The letter said a "clankishnoise" was clearly audible fromone side of the plane throughoutthe shuddering of the aircraftbody.

"It was learnt that the autopi-lot of the aircraft was not func-tioning," it said.

The plane landed at theHubbali airport around 11.25 amin the third attempt., accordingto the letter.

"The crew was also appar-ently petrified and admitted thatthe flight was particularly fright-ening and uncommon," it said.

A senior DGCA official said,"The operator has reported theincident to us (DGCA).According to the operator'sreport, it was a snag of auto pilotmode and the pilot shifted to themanual (mode) and landed (theaircraft) safely.

"Shutdown of auto pilot(mode) incidents are not uncom-mon. For any VIP flight, theDGCA examines it in detail. Weshall do that here also," the offi-cial said.

Citing the report from the AirTraffic Controller, a senior offi-cial at the Hubbali airport saidthe plane had landed safely.(PTI)

WUHAN, Apr 26:

The two-day informal summitbetween Prime Minister NarendraModi and Chinese President XiJinping could stabilise tiesbetween the two militaries, helpmaintain peace at the borders andsettle differences, the People’sLiberation Army (PLA) saidtoday.

“It is the common expectationof both peoples to stabilise rela-tions between the Chinese andIndian armed forces and maintainpeace and tranquillity at the bor-der areas,” the militaryspokesman, Col. Wu Qian, toldthe media in Beijing.

Modi and Xi are due to hold atwo-day informal summit herefrom tomorrow during which theboundary issue as well last year’sstandoff at Dokalam were expect-ed to figure in their one-on-onetalks to improve relationsbetween the two countries.

“Although the relationsbetween the two militaries stillface some difficulties and obsta-cles, we are willing to use theimportant consensus of the lead-ers of the two countries as guid-ance to deepen our understand-ing, enhance mutual trust, proper-ly settle differences, and continueto accumulate the positive energyof the healthy and stable develop-

ment of the relations between thetwo armed forces,” Col Wu said.

He was replying to a questionabout the expectations from theModi-Xi summit and as well asthe outcome of the meetingbetween Defence MinisterNirmala Sitharaman and herChinese counterpart General WeiFeng this week.

Col Wu’s comments were sig-nificant as President Xi is also thehead of the ruling CommunistParty of China (CPC) and the mil-itary.

Regarded as the most power-ful Chinese leader in recent times,Xi is the Chairman of the CentralMilitary Commission (CMC)which is the overall high com-mand of the Chinese armedforces. (PTI)

China ramping up air power inTibet bordering India: IAF Chief

NEW DELHI, Apr 26:

Indian Air Force Chief B SDhanoa today said China hasbeen ramping up its aerialprowess in the TibetanAutonomous Region borderingIndia and that the neighbouringcountry has a "credible mix" ofmulti-role fighter and strike air-craft.

In an address at a think-tank,the Air Chief Marshal, while talk-ing about requirement of hisforce, said it needs 42 squadronsof fighter jets to carry out "fullspectrum of operations in all con-tingencies". At present, the IAFhas only 31 squadrons of fighters.

At the same time, he, howev-er, said the IAF has the ability tofight a "short" and "swift" warwhenever required.

Talking about Pakistan spon-sored terrorism, he said therepeated strikes by terror groupsindicate that the Indian deterrencein the sub-conventional domain isnot working and emphasised onthe need to enhance such capabil-ities to ensure a behaviouralchange in Islamabad's approach.

On situation along the borderwith China, he said, "Over thepast few years, we have seen asignificant increase in deploymentof Chinese aircraft and aircrew inTibetan Autonomous Region fromother military regions."

The comments came on a dayPrime Minister Narendra Modileft for the central Chinese city of

Wuhan for a two-day-long infor-mal summit with ChinesePresident Xi Jinping.

The IAF chief said the neigh-bouring country has a "crediblemix" of multi-role fighter andstrike aircraft.

"The deployment of Sukhoi27 and J-10 fleets for the continu-ous operations during the wintermonths affords them a credible allround capability. Many yearsback they used to only occupy theair field in summers," he said inan address to a select gathering atVivekananda Foundation.

Elaborating on IAF's needs,Air Chief Marshal Dhanoa saidthe force needs 42 squadrons offighter jets to carry out "full spec-trum of operations in all contin-gencies". At present, the IAF hasonly 31 squadrons of fighter jets.

Air Chief Marshal Dhanoaalso junked the concept of theatrecommands, saying it was notrequired.

Taking a dig at the militaryestablishment in Pakistan, theIAF Chief said in most countriesthe "state has an Army but inPakistan the Army has a state."

"Pakistan is a different kettleof a fish...I can't afford to put mychildren in Ivy league collegesand settle in London like many oftheir generals do," he said.

He said India needs to workon deterrence on sub convention-al domain to thwart terroristattacks originating fromPakistan.(PTI)

Union Minister for SocialJustice Thawar Chand Gehlottoday said if the Supreme Court'sdecision on a Centre's reviewpetition on the Scheduled Castesand Scheduled Tribes (Preventionof Atrocities) Act didn't go in theGovernment's favour, it wouldissue an ordinance.

Speaking at an event to cele-brate Dr B R Ambedkar's 127thbirth anniversary (which fell onApril 14), Gehlot said that"attempts are being made to cre-ate an atmosphere (of suspicion)that we are doing away withreservations or diluting the atroc-ities act".

"But let me clarify that wenever intended to do so in thepast, neither we are doing it now,nor will we do it in future," hesaid, asserting the Governmenthad no intention to tamper withthe reservations.

In a verdict on March 20, theApex Court had introduced somesafeguards for arrests under theSCs/STs (Atrocities Act) by pro-hibiting automatic registration ofcases and arrests under the act,triggering protests by Dalit organ-isations.

Gehlot said the NDA

Government had filed a reviewpetition in the Apex Court.

"We have firmly put forth ourviews before the Supreme Court,saying that our Government doesnot want any kind of change inthe current Atrocities Act. Wehave filed a review petition....TheGovernment's view is that the Actis valid and so are its sections.There might be certain cases ofmisuse, but largely it has beeninstrumental in providing socialsecurity to certain sections of thesociety," he said.

If the the Apex Court's deci-sion on the review petition didn'tfavour the Government's stand,he said, "We will issue an ordi-nance". "We are the only firmbeliever in the tenets ofConstitution shaped by Dr B RAmbedkar."

Gehlot was speaking as thechief guest at the event held at theONGC office at Bandra KurlaComplex here, organised by theAll India SC/ST EmployeesWelfare Association.

The reservations did not harmupper caste people, he said. "It(the reservation policy) is inaccordance with the population ofthe country. But a few peoplehave vitiated the atmosphere," theBJP leader said.(PTI)

An algorithm glitch thatshowed a picture of NarendraModi in Google search resultsfor "the first prime minister ofIndia" led to an outrage onsocial media, with the Congressasking the search engine to cor-rect the anomaly.

When Internet users scouredGoogle for the "first prime min-ister of India", it threw up aWikipedia link with JawaharlalNehru's name.

However, a picture ofNarendra Modi appeared on theright side of the link.

A few users took screen-shots of it and posted onTwitter.

This prompted Congresssocial media and digital com-munications in-charge DivyaSpandana Ramya to tweet:"@Google @GoogleIndia whatalgorithm of yours allows this?!You're so full of junk-"

The search engine was swiftin its response.
