FRENCH INDUSTRY EXPERTISE IN DEFENCE AND SECURITY SYSTEMS

Defexpo India is a major event for the international defence community. That is why France will once again have a strong and active participation in Defexpo with more than 25 exhibiting companies under its pavilion this year, from the SME to the major contractor.

Since the signatures of the strategic partnership in 1998 and of the bilateral defence agreement in 2006, India and France have developed ambitious defence cooperation allowing the strengthening of operational cooperation in fi elds of common interest. The fi ght against piracy, the reinforcement of maritime security in the Indian Ocean, and more recently the joint training of our troops in preparation for counter terrorism operations exemplify the range of issues where India and France have successfully joined their forces: common exercises such as the “Garuda” air force exercises, the “Varuna” naval exercises and since 2011 the “Shakti” army exercises are held on a regular basis.

High-level visits and events show how highly France regards the tight bonds between our two countries: the state visits to India of President Nicolas Sarkozy in 2010 and 2008, the visits to France of the Indian Prime Minister in 2008, the participation of the Indian Armed Forces at the French national Day parade on 14th of July 2009 in the presence of the Indian Prime Minister Manmohan Singh, who was the Chief Guest of Honour at the event.

More recently, I went to India to hold high-level meetings and talk with the Indian Defence Minister A.K Antony and the Admiral Verma, Chief of Indian Navy and new Chairman of the Chiefs of Staff Committee. I also had the pleasure of receiving the Indian Minister of State for Defence M. M. Pallam Raju on 22nd of June 2011. Those meetings were of great value for the reinforcement of our cooperation in the strategic, military and industrial fi elds.

India and France, democracies founded on common values such as freedom, human rights, secularity, law and tolerance, share the same vision for the world in the current major challenges. Those values lie at the heart of our cooperation and our strategic partnership.

Confronted to defence and security rising challenges, the French exhibiting companies will attach great importance to demonstrate their know-how and their top-of-the-range equipment which is able to meet the needs of the Indian Armed Forces.

The Indo-French cooperation is built on a large range of initiatives such as the transfer of technologies, joint-ventures and market exchanges designed to address current and future challenges. That is why I am convinced that the large French participation to Defexpo will have a positive impact on the strengthening of the relationship between our two countries.

HAL and ALKAN have signed at the beginning of 2009 a fi rst Transfer Of Technology (TOT) contract for the ALH WSI program. Modern Electro Magnetic Release Unit (EMRU) feature the Hook Lifting mechanism” that allow:

Maritime Weapon systems

The ALKAN Maritime Weapon System is already in service on various platforms and is proposed on Navy helicopters acquisition programs.

Missile Launcher

ALKAN offer a new generation of Missile Launcher systems based on the mastery cold gas ejection technology. Ground support equipmentA new concept of automatic and universal interfaces trolleys dedicated to the armament handling is proposed, as well as a large product ranges as winches already used within the Air Forces.

HELICOPTER VISUAL LANDING AID

For Navies, CILAS markets a visual landing aid system, SAFECOPTER, for the landing of helicopters in varying meteorological conditions, day and night. Over 130 systems have already been installed on ships from several navies. CILAS supplied in 2010 the complete Helicopter Visual Landing Aid System (HVLAS) for the French helicopter carrier BPC “DIXMUDE”.

Now our fl exible landing aids come as a standard on most of the new ships.

RANGE FINDERS

CILAS supplies range fi nders for Land and Naval applications, these equipment are integrated in sights or fi re control systems from major European manufacturers.More than 1500 are currently deployed on tanks, frigates, OPVs or helicopters.CILAS also provides OEM laser modules fi tting in electroopticsplatforms.

OTHER MILITARY PRODUCTS

In addition, CILAS’ activities include Ground Laser Target Designators for guiding missiles, bombs and shells (DHY307: compatible with Russian, Chinese and NATO codes), and Laser Detection Systems for counter sniping (SLD 500). Both systems are combat proven and equip several Armed Forces.Around 200 GLTD are in service.Successful trials of GLTD carried out in Rajasthan with Indian Artillery.

It can operate as a small mother ship for launching of high speed RHIBs. L-Cat 44 is a Multi Purpose Landing Catamaran optimized for shore to shore operations with a high payload. MPC 2: is designed on the same concept than the MPC. It is an OPV with extended loading, Ro-Ro transportation and landing capabilities. Nexter Systems has inherited the centuries old experience of French land defence experts and is a European leader in Defence Industry.

Nexter Systems has been designing and supplying Land Defence systems for the French army for several decades. Nexter also provides highly advanced combat systems, AFVs, Artillery systems, modern weapons systems, communication systems, ammunitions and Logistics services to many armed forces around the world. In addition to weapon systems for Land Forces, Nexter Systems addresses the requirements of air and naval forces, and these advanced systems supplied

by Nexter Systems are combat proven and are currently deployed in operational theatres overseas, such as Afghanistan and Lebanon.

Since 2004, Nexter is participating in DEFEXPO in India, exhibiting its equipment and showing its know-how in advanced-combat systems. RENK France, formerly known as SESM, is a specialist in automatic gearboxes for tanks and other heavy military vehicles.RENK France is the French subsidiary of the RENK AG group, Germany.

The company offers modern and compact power-packs for T72  /  T90  /  M84  /  PT91 tanks, suitable for upgrades and new production programmes. Including an automatic transmission, an optimized cooling system for desert conditions and a maximum 1200hp engine, it leads to superior mobility and higher reliability. Already available in Malaysian MBT PT91M, these power-packs can be exchanged in the fi eld in less than one hour, offering higher fl eet-availability and reduced operating costs.

RENK France proposes also the automatic gearbox ESM500, installed in the French MBT LECLERC, successfully tested in Qatar. Coupled to a maximum 1600hp engine, this transmission can be installed on several >50 tons class vehicles.

AASM precision guided air-to–ground modular armament. The Sagem AASM comprises a guidance kit and range augmentation kit integrated on a standard bomb. It exists in three versions: GPS/INS, GPS/INS and infrared, GPS/INS and laser, the latest to engage mobile targets with outstanding accuracy. AASM includes 125, 250, 500 and 1,000 kg versions. Day or night, all weather, AASM can be released at low altitude and can also be fi red off-axis. Its range exceeds 60 km. In 2009, the French MoD awarded Sagem a contract for 3,400 AASMs. AASM has been intensively used during NATO operation Unifi ed Protector by Rafale omnirole fi ghters against high value targets, for close air support missions in time sensitive targeting mode, and for the destruction of enemy air defenses.

- VIGY Observer. A new day/night surveillance system developed by Sagem, VIGY Observer is mainly designed for light ships. Installed on a gyro-stabilized platform, it integrates a 3rd -generation IR sensor, color TV camera with zoom, and an eye safe laser rangefi nder.

- SIGMA 30 and SIGMA 40. Sagem Ring-laser gyro for combat platforms, SIGMA INS offers a high level of performance in severe environments. SIGMA 30 is dedicated for artillery systems. It is combat proven on the CAESAR artillery system. Designed for naval platforms, SIGMA 40, thanks to its modular architecture, is ideal for the modernization of existing vessels. SIGMA 40

XP is the dedicated version to submarines. Sigma 40 familly is in service with more than 300 ships of more than 30 navies. It has been selected to modernise the French nuclear attack submarines and the SSk of the Republic of Korea Navy.

FELIN & Sword. A integrated system for the dismounted soldier, FELIN is currently fi elded in the French Army: six regiments being operational end of 2011, a total of 22 600 systems being planned. Aiming sight for the soldier, Sword is an optronic equipment that can improve signifi cantly fi ring precision and detection of the dismounted soldiers. Sword aiming sights are in full scale production for the FELIN program of the French Army. WASP and CM3. WASP and CM3 are optronic equipments and aiming sights that can improve operational effectiveness of light combat vehicles. Sagem is the main contractor of the FELIN program.

JIM LR. Sagem JIM LR is a day-night thermal imager that integrates GPS, eye-safe laser rangefi nder and North seeker. JIM LR is interoperable with C2 systems. More than 4,500 JIM LR are in service or on order, especially NATO forces, including more than 2,000 by French forces. JIM LR is combat proven.

The Ardiden is the latest member of the Turbomeca engine family. Featuring a simple, modular and compact design, it is built around a gas generator with two centrifugal compressor stages, coupled to a single-stage high-pressure turbine. The power turbine comprises two stages.The Ardiden is intended for helicopters in the 5 to 8-ton class. For its fi rst application, the Dhruv, a fi rst engine variant christened the Ardiden 1H1 (or “Shakti” in India), offering a power of 1,400 shp, is jointly developed and produced with Hindustan Aeronautics Ltd in India.
