Since its inception in 1988, international recognition for the DSA show (Defence Services Asia) has continued to grow. This 16th edition, to be held 16 to 19 April 2018, will bring together 16 French industrial groups, federated by the GICAN (French Marine Industry Group).

France and Malaysia have developed a strong relationship over the past fifty years, particularly in the area of defence. Since the intergovernmental agreement signed in 1993, the Franco-Malaysian partnership has been founded on strategic dialogue and economic, military and technical cooperation. For France, Malaysia is a key player and partner in south-east Asia. Official meetings

are regularly held between political authorities from both countries. After visiting Malaysia several times in 2014, 2015 and 2017, French Minister of Defence, Florence Parly travelled to Kuala Lumpur at the end of January 2018 as part of the 4th French-Malaysian Defence Joint High Strategic Committee. This meeting further strengthened the bilateral relationship, especially in terms of security and defence.

The Franco-Malaysian vision also involves an operational component, as evidenced by the many exchanges and joint exercises that have taken place between the army, naval and air forces. The regular stopovers of French Navy ships in Malaysia (Tonnerre and Guépratte in March 2016, Dupuy de Lôme in May 2017) offer numerous opportunities for building on the strong ties between the two navies and for sharing information with the Malaysian armed forces on the sea-proven and interoperable French equipment. The proximity between France and Malaysia in defence terms is also strengthened through the French Armed Forces stationed in the Indian Ocean.

The climate of trust that exists between our two countries has enabled France to participate in several Malaysian programmes. France is partnering with Malaysia to develop its submarine force (Scorpène-class), modernize its aircraft (A400M) and, more recently, construct six Gowind-class corvettes. These programmes foster the interoperability of our Defence Forces.

The industrial relationship between France and Malaysia is a pillar of our bilateral relationship. French industry offers a range of equipment adapted to the needs of the armed forces in all the countries of the Asia-Pacific region.

I hope this show will allow us to open a new chapter in the Franco-Malaysian cooperation in industry and defence and build new partnerships in the Asia-Pacific region. Enjoy the show!

The GICAN is a professional organization bringing together French industrialists from the shipbuilding and maritime sector.

It unites major contractors, system and equipment providers, as well as SMEs and MMCs who contribute to the design, construction, maintenance and implementation of military vessels, medium and large tonnage trade vessels, and specialized vessels. They also play an important role in the emergence of Marine Renewable Energies.

The GICAN’s ambition is to promote the development of the French maritime industry, within the context of global economic “maritimization”. This will allow the GICAN to play a leading role promoting, securing and protecting maritime, air-sea, submarine and coastal areas.

The aim of this organization is to promote and defend the interests of its member companies. Alongside representatives of other industries and groups, both French and European, it has the qualifications to initiate and implement all issues that affect the development of the naval and maritime industry.
