REPORTS (FOR POSSIBLE ACTION) Comments: OPERATIONS REPORT Ms. Theresa Gaisser, FAST Manager of Engineering, addressed certain FAST operations projects. Ms. Gaisser shared that FAST staff continued coordinating with Nevada Department of Transportation (NDOT) on the Dynamic Message Sign (DMS) public safety announcements throughout the region. She added that FAST had received a lot of interest in this both media and press regarding the messages. The FAST manager stated that FAST personnel would continue to follow the guidelines laid out in the NDOT DMS manual. Ms. Gaisser also shared that FAST staff had been closely coordinating with Nevada Highway Patrol (NHP) to ensure that messages were also enforcement related, such as messages related to High Occupancy Vehicle (i.e., CROSS THE DOUBLE LINE PAY THE FINE). These messages were presented before the DMS committee before they were posted on the DMS signs. The posted messages typically aligned with national campaigns or special events nationally or regionally. The FAST Manager reported FAST staff had been closely coordinating with NDOT personnel on the completion of Project Neon in regards to the configuration and implementation of the additional gantries, ramp metering and fiber optics connections. Ms. Gaisser then related that FAST staff had continued to share traffic signal monitoring issues with local entities regarding the overnight max outs at different signalized intersections as well as sharing split facing and construction timing reports on a weekly basis.

Mr. Walter Vodrazka, FAST Principal Project Engineer, reported on additional operations activities. Mr. Vodrazka reported there were approximately 20 remaining controllers on i2 software system. He communicated that there were less than 10 controllers to program into ATMS 980 Controllers. Mr. Vodrazka mentioned that FAST personnel had handled several special events and activities at the Las Vegas Convention Center, Black Friday at the shopping malls, and sporting events at the T-Mobile arena. The FAST Principal Project Engineer also noted that FAST personnel had assisted with various construction projects around the Valley. Additionally, FAST staff members had supported Clark County School District and other agencies at several community events promoting pedestrian safety. Mr. Vodrazka added that FAST staff would work on traffic plans for the 2020 Consumer Electronics Show and the Winter 2020 exposition at the World Market Center in January 2020. Mr. Vodrazka concluded his report by saying that FAST staff and a consultant had handled various timing projects at different sites including Charleston Boulevard, Sahara Avenue, Losee Road, Craig Road, St. Rose Parkway, Horizon Drive, Rainbow Boulevard, and Blue Diamond Road. MAINTENANCE ACTIVITIES Mr. Lonnie Brown, Manager of Traffic Systems Maintenance for the Freeway and Arterial System of Transportation (FAST), reported on maintenance activities. Arterial Management System Efforts Mr. Brown reported that FAST staff placed switches and Closed-circuit televisions (CCTVs) along Martin Luther King Boulevard for the Project Neon. These intersections would be turned over to the City of Las Vegas. The Manager of Traffic Systems Maintenance shared that FAST staff placed layer 2 switches and CCTVs on the Charleston Intelligent Transportation System (ITS) project between Decatur Boulevard and Shadow Lane. Mr. Brown then shared that FAST staff had removed, in an urgent manner, equipment at four bus shelters along east Fremont Street as part of a City of Las Vegas project. Next, the FAST Manager communicated that FAST staff placed wireless radios along Jones Boulevard at Hacienda Avenue, Reno Avenue and Tropicana Avenue temporarily until fiber optic cable would be installed. Mr. Brown then reported that FAST staff had completed fiber optic cable placement along Lake Mead Boulevard. The Manager of Traffic Systems Maintenance then discussed the damaged fiber cable located on Sahara Avenue. He shared that FAST staff had spliced the fiber cable at Commercial Center Drive but the personnel had not completed the repair on the Maryland Parkway side. Mr. Brown went on to share that FAST personnel had several discussions with the City of Las Vegas regarding fiber cable placement within the Medical District along Alta Drive to the Las Vegas City Hall. The FAST Manager mentioned that FAST staff had completed a partial punch list for Hollywood Boulevard, he clarified that no fiber cable had been placed but the infrastructure was installed.

The Manager of Traffic Systems Maintenance reported that FAST staff had restored communication to Las Vegas Speedway Jurisdictional Center (JMC). Freeway Management System Efforts Mr. Brown mentioned that FAST staff had completed the sub-system test for Project Neon. He noted that a 60-day standalone test of the nearly 130 devices was underway. The Manager of Traffic Systems Maintenance manager noted that FAST personnel continued to migrate from an existing NDOT system to a new system from Interstate 15 (I-15) at St. Rose Parkway to Primm Boulevard and from the 215 North Beltway at U.S. 95 north to 8th Street at Interstate 515. Mr. Brown reported that FAST staff had reestablished communications between Interstate 11 at U.S. 95 and Dynamic Message Sign (DMS) 41 for the Boulder DMS. The FAST manager mentioned that FAST personnel had started preparation for the project at U.S. 95 and Kyle Canyon Road to Durango Drive. The Manager of Traffic Systems Maintenance then discussed working with NDOT’s District 2 personnel to attain a connection between the northern Nevada facility and the facility in Las Vegas on Washington Avenue. The connection is being navigated through NV Energy. Mr. Brown noted that FAST staff installed and configured 3 switches and 5 CCTVs for the Starr overpass between I-15 and Las Vegas Boulevard. The FAST Manager concluded his report by sharing that FAST staff was preparing for the I-15/215 Beltway project where larger fiber optics cable would be installed. He related that project contractor personnel had cut through three major fiber optics cables that brought down a major portion of not just the FAST network but all the local jurisdictions’ and first responders’ networks. Mr. Brown indicated that the entire FAST maintenance staff had gone into action to reroute circuits and worked with the contractor to get the major circuits back up. He noted that the communications were restored in less than 12 hours. Motion: No motion was necessary. Vote/Summary: No vote was taken.

Projects Under Construction Project Neon
NDOT’s Traffic Operations staff were conducting fiber optics testing and results analysis would continue. The final system acceptance test would follow after fiber optics testing is completed.

U.S. 95 Package 2B/5, Durango Drive to Kyle Canyon Road
Next, the NDOT representative informed the Freeway and Arterial System of Transportation Operations Management Committee (FAST OMC or Committee) that construction was completed for the U.S. 95 Package 2B/5, Durango Drive to Kyle Canyon Road project. She added there may be punch list items and close out tasks.
FAST Project K1, U.S. 95 from California/Nevada Stateline to Boulder City Bypass
Ms. Castro stated that the power distribution sites were adjusted and finalized. This contract was about 40 percent complete and anticipated to be completed in January 2020.
FAST Project H3, Interstate 15 (I-15) from Logandale-Overton Interchange to the Arizona state
Line
The NDOT representative reported that construction was about 70 percent complete. Projects Under Design Fast Project K2, State Route (SR) 163 from U.S. 95 to Arizona State Line
Ms. Castro reminded the Committee that FAST Project K2 continued to be delayed due to a permitting issue. The project is currently scheduled to document in May 2020. ITS Programs & Projects Wrong Way Driver Update
Next, the NDOT representative related the progress on the Wrong Way Driver projects. Reno - TM4, US 395 north of Interstate 80 (I-80) Ms. Castro indicated that testing of the VIION and TAPCO systems had concluded. Early results of the TAPCO tests were positive. A Relief of Maintenance would be issued in the near future. NDOT’s Traffic Operations staff were also planning to test systems from FLIR, GRIDSMART, and MH Corbin. Reno – I-80 from Stateline to Keystone Ave The NDOT representative reported that testing of the VIION systems had begun. She added that NDOT’s Traffic Operations staff estimated all devices would be online for the first quarter of 2020. Reno – Reno Spaghetti Bowl Express Ms. Castro informed the committee that technical provisions specify complete Wrong Way Driver systems for infrastructure only. Carson – Interstate 580 Fairview to N. Carson The NDOT representative reported that technical provisions specify complete Wrong Way Driver systems for infrastructure only. Las Vegas – U.S. 93 Garnet Interchange Ms. Castro related that technical provisions specify complete Wrong Way Driver systems for infrastructure only. Las Vegas –U.S. 95 2B/5 The NDOT representative reported that technical provisions specify complete Wrong Way Driver systems for infrastructure only with the exception of the northbound U.S. 95 Durango Drive Off-Ramp. She added that the Wrong Way Driver system would be installed with integration and testing to be done.

Las Vegas – I-15 Starr Avenue Interchange Ms. Castro related that technical provisions specify complete Wrong Way Driver systems for infrastructure only. The NDOT representative reminded the Committee that Federal Highway Administration was no longer granting approval for experimentation for additional red rectangular flashing beacons at Wrong Way Driver locations. She added that NDOT would be evaluating the initial installations and developing a plan of action, which may include finalizing these installation at approved locations as well as system expansion with Manual on Uniform Traffic Control Devices (MUTCD) compliant Wrong Way Driver signs (e.g., LED border) and devices (e.g., 1W1C signal heads). On November 25, 2019, NDOT issued an amendment to the original request for experimentation to include the sites along I-80 and updated the amended list of locations dated December 18, 2015. This request will add 17 locations to the 20 locations where the red rectangular flashing beacons were previously approved.
Dynamic Message Signs (DMS) Policy
Ms. Castro shared that the annual DMS meeting was scheduled for December 19, 2019. In the meeting, representatives would discuss any questions and/or comments on the policy, request for changes to committee members, messages approved in 2019, message schedule for 2020, and ideas for the public DMS competition. The following message was requested by RTC FAST and approved through the DMS Committee for use for the Road to Zero grant project: TRAFFIC MONITORING AHEAD SPEED LIMIT 65 MPH 511 Traveler Information
The NDOT representative advised the committee that winter weather would bring increased traffic to the 511 site and those statistics would be provided at an upcoming FAST OMC meeting. NDOT’s Public Information Office has been encouraging people to check the site and sign up for MY511 alerts. She added that NDOT personnel were working on repairing a compatibility issue with video streaming and android.
Traffic Incident Management (TIM) Coalition
Ms. Castro shared that the TIM Coalition meeting would take place on December 5, 2019 in Las Vegas. The progress over the last year will be reviewed and awards would be distributed. The planning meeting for 2020 would take place in January 2020. She added that Strategic Highway Research Program (SHRP) 2 training would no longer be scheduled for every other month and instead would be offered as it is requested.
Freeway Service Patrol(FSP)/Hazmat/Waycare
FSP The NDOT representative reported that the dashcams had been installed in all Las Vegas vehicles. Live feeds via Geotab would be made available to the ROC operators once the cameras were activated in December 2019. Hazmat Ms. Castro indicated that the coordination meeting in November 2019 addressed some issues NDOT staff had encountered with activation over the last few months. NDOT personnel were researching methods to have responsible parties comply with payment. Waycare The NDOT representative stated there were no updates. She added that regular coordination meetings were taking place biweekly as the platform system was fine-tuned to accommodate the needs of the district. NDOT FAST Operations Agreement
Ms. Castro shared that FAST and NDOT personnel had been holding meetings to discuss several elements of the Fiscal Year 2020/2021 agreement. Items under discussion include migrating NDOT Intelligent Transportation System (ITS) to the NDOT fiber network, incident management planning and enhanced documentation of expenses.
ITS Strategic Deployment Plan
The NDOT representative indicated that the final draft of NDOT’s ITS Strategic Deployment plan should be received by December 2019, which will include the summary document and GIS layer. The final presentation was also scheduled for December 2019. The project would be completed pending a few small adjustments from the final round of comments.

Advanced Signal Warning Systems (ASWS) Guidance
Ms. Castro informed attendees that NDOT received the final version of the Advanced Signal Warning Systems (ASWS) Guidelines in November 2019 and were awaiting formal approval/adoption. She added that with the new guidelines completed, the next stage would be to prepare the public for the expected changes in the ASWS through dissemination of information. NDOT’s public information staff members would take the lead in developing a webpage. The webpage is expected to be online by January 2020. Negotiations were also underway to bring on board a consultant to assist NDOT’s traffic information and public information personnel with information dissemination and organizing public meetings in affected counties/jurisdictions prior to the actual work. Comments Mr. Brian Hoeft, Director of FAST, added to Ms. Castro’s statement regarding the DMS policy. He commented that at the meeting in the December 2019, representatives would discuss a public DMS message competition. He shared the Chief Executive Officer of the Regional Transportation Commission of Southern Nevada and the Director of the Nevada Department of Transportation had asked him about public input on DMS messages. Mr. Hoeft noted the entities wanted to ensure progress on this project and successful outcomes. Motion: No motion was necessary. Vote/Summary: No vote was taken.
Item: 5. DISCUSS NEW TRANSPORTATION TECHNOLOGIES AND THEIR USE IN MEASURING, MONITORING, AND ENHANCING PERFORMANCE ON SOUTHERN NEVADA ROADWAYS Comments:
Mr. Brian Hoeft, Director of the Freeway and Arterial System of Transportation (FAST), shared that in November 2019, FAST personnel participated in events. He shared that during the Specialty Equipment Market Association (SEMA) APEX show, FAST personnel had worked directly with the Auto Care Association to assist with a demonstration on various connected vehicle activities. FAST staff also collaborated with City of Las Vegas personnel on this effort. The FAST Director noted that Auto Care Association representatives filmed activities both on east Fremont Street and a closed course near Cashman field. He added that the filmed events were shared in a video that was showcased at the podium area at the Las Vegas Convention Center and received a lot of positive feedback. Mr. Hoeft indicated this was the second year that FAST personnel had collaborated directly with the Auto Care Association and looked forward to future occasions. The FAST Director informed the Committee that FAST staff had partaken in the International Road Federation Conference. FAST and other Regional Transportation Commission of Southern Nevada (RTC) staff participated on panel discussions, made presentations and hosted tours at the FAST Traffic Management Center. Mr. Hoeft shared that FAST personnel had conducted a general tour that had delegates from most of the continents in the world represented. FAST staff members had conducted a tour for representatives from Dubai and received noteworthy follow up questions. Mr. Hoeft stated that in his opinion, The interaction demonstrated that FAST’s technology efforts was garnering favorable exposure and interest from people from all over the world. Mr. Hoeft commented that the Consumer Electronics Shows (CES) had become a centerpiece event related to transportation and technology and was scheduled for January 2020. The FAST Director shared

that at the beginning the CES week, the RTC would host an event called GoNV, a summit that would involve many technology-related presentations and discussions. The event was scheduled to take place at the Thomas & Mack Center meeting facilities in Las Vegas, Nevada. He stated that FAST staff members were preparing for the CES/Waycare event as well. The FAST Director noted that the Traffic Incident Management (TIM) December 5, 2019 meeting had included a recap of happenings during the year. Mr. Hoeft expressed that one of the projects that had trickled out of the TIM coalition efforts was the Road to Zero 2019 Grant awarded to Nevada Highway Patrol (NHP). He reminded the committee that this effort was a partnership between FAST/NHP/Waycare personnel. Building on the success of the pilot deployment, staff had incorporated additional traffic incident management sites into the Southern Nevada freeway system. Mr. Hoeft reported that preliminary results in October and November of 2019 suggest that there were quantifiable benefits to the traffic incident management sites. He added that FAST would share additional data collection, evaluation, and conclusive results in the future. The FAST Director expressed that it would be nice if these efforts would enhance major infrastructure investments. He noted that as public entities spend millions of dollars in transportation systems but to get the most benefits out of the safety perspective and the efficiency perspective, entities were starting to understand the benefits of the technology and collaboration. Ms. Theresa Gaisser, FAST Manager of Engineering, noted that in addition to the events Mr. Hoeft mentioned, FAST personnel also participated in six peer exchanges with six different agencies. The FAST Manager noted that the events were held at the Traffic Management Center (TMC), typically for a one-day event. Those agencies included Columbia ITS, Colorado Department of Transportation (CDOT), the East Japan Roadway Federation, the West African National Roadways, and Jacksonville Transit Authority. The FAST Manager went on to update the committee on the Waycare platform efforts. Ms. Gaisser noted that FAST had entered into year two of utilizing the Waycare platform at the TMC and had collectively logged 75,000 incidents into the system. The incidents ranged from disabled vehicles, motorists assists, crashes, freeway incidents, construction events, and other major special events throughout the valley. Next, the FAST Manager of Engineering reported on the status of the efforts on the INRIX AV (Autonomous Vehicles) Road Rules platform. She noted that FAST staff had worked on the platform last year on version one of the platform and were working on completing enhancement to areas that had been previously coded into the platform in preparation of CES 2020. This effort would allow the RTC to expand their understanding the information associated with connected and autonomous vehicles needed to operate and navigate on the public roadways. Ms. Gaisser concluded her remarks reporting that FAST personnel continued their engagement with the United States Department of Transportation (USDOT) Work Zone Data Exchange Program. She indicated that staff was involved in the monthly working group meetings and assisting to write technical specifications. This effort attempts to determine what information would be beneficial to the public when navigating through construction zones and how to relay that information to public fleets and autonomous vehicles and connected users through social media sites and crowdsourcing like WAZE. Projects Under Construction Project Neon (Contract 3624) Fiber testing and results analysis continue. The final system acceptance test will follow. US95 Package 2B/5, Durango Drive to Kyle Canyon Road (Contract 3692) The construction should be finished. There may be punch list items and close out tasks. FAST Project K1, US95 from CA/NV Stateline to Boulder City Bypass (Contract 3736) Power distribution sites were adjusted and finalized. This contract is about 40% complete and is anticipated to be done in January of 2020. FAST Project H3, I-15 from Logandale-Overton interchange to the AZ state Line (Contract 3740) Construction is about 70% complete. Projects Under Design Fast Project K2, SR163 from US95 to AZ State Line Status same as previous update. The NV Energy permitting process with BLM has been delaying this project. The project is currently scheduled to Doc in May 2020. ITS Programs & Projects Wrong Way Driver Update Reno - Contract 3653 (TM4, US 395 north of I 80) Testing of the VIION and TAPCO systems are concluded. Early results of the TAPCO tests are positive. Relief of Maintenance to be issued soon. We are also planning to test systems from FLIR, GRIDSMART, and MH Corbin. Reno – Contract 3711 (I 80 from Stateline to Keystone Ave) Testing of the VIION systems has begun. Estimated first quarter of 2020 to have all devices online. Reno – Reno Spaghetti Bowl Express Technical Provisions specify complete WWD systems for infrastructure only. Carson – Contract 3763 (I 580 Fairview to N. Carson) Installing infrastructure only. Las Vegas - Contracts 3697 (US93 Garnet Interchange.), 3724 (US95 3C, & 3D/E) Installing infrastructure only. Las Vegas – Contract 3692 (US95 2B/5) Installing infrastructure only with the exception of the NB US 95 Durango Dr. Off-Ramp WWD system is installed with integration and testing to be done. Las Vegas – Contract 3683 (I-15 Starr Ave. Interchange) Installing infrastructure only. FHWA is no longer granting approval for experimentation for additional red RRFB WWD locations, and NDOT will be evaluating the initial installations and developing a plan of action, which may include finalizing RRFB WWD installation at approved locations as well as system expansion with MUTCD-compliant WWD signs (e.g. LED border) and devices (e.g. 1W1C signal heads). On November 25, 2019 NDOT issued an amendment to the original request for experimentation to include the sites along I-80 and updated the amended list of locations dated December 18, 2015. This request will add 17 locations to the 20 locations where the red RRFB was previously approved.
DMS Policy: The annual DMS meeting is scheduled for December 19th from 2pm – 4pm. In the meeting we will discuss any questions/comments on the policy, request for changes to committee members, messages approved in 2019, message schedule for 2020, and ideas for the public DMS competition. PIO have been encouraging people to check the site and sign up for MY511 for alerts. Working on fixing a compatibility issue with video streaming and android. Traffic Incident Management (TIM) Coalition TIM Coalition in Las Vegas will take place on December 5th. The progress over the last year will be reviewed and awards given. Planning meeting for 2020 will take place the week of January 20th. SHRP2 training will no longer be scheduled for every other month and instead will be offered as it is requested. Freeway Service Patrol/Hazmat/Waycare FSP dashcams have been installed in all Las Vegas vehicles. Live feeds via Geotab will be made available to the ROC operators once the cameras are activated sometime in December. Hazmat Coordination meeting in early November addressed some issues we have seen with activation over the last few months. Researching methods to have responsible parties comply with payment. Waycare No new updates, regular coordination meetings are taking place biweekly as the platform system is fine-tuned to accommodate the needs of the district. NDOT FAST Operations Agreement FAST and NDOT have ongoing meetings scheduled to discuss several elements of the FY20/21 agreement. Items under discussion include migrating NDOT ITS to the NDOT fiber network, incident management planning and enhanced documentation of expenses. ITS Strategic Deployment Plan Draft final of the plan should be received by the week of December 3rd which will include the summary document and GIS layer. Final Presentation is scheduled for December 12th. The project will be completed pending a few small adjustments from the final round of comments. Advanced Signal Warning Systems (ASWS) Guidance NDOT received the final version of the ASWS Guidelines in mid-November and we are awaiting formal approval/adoption. With the new guidelines completed, the next stage is to prepare the public for the expected changes in the ASWS through dissemination of information. NDOT Public Information is taking the lead in developing a webpage as a start and this should be online by January 2020. Negotiations are also underway to bring on-board a consultant to assist NDOT Traffic Information/Public Information with information dissemination and organizing public meetings in affected counties/jurisdictions prior to the actual work.

TRANSPORTATION SYSTEM FISCAL IMPACT: None BACKGROUND: In accordance with State of Nevada Open Meeting Law, the Regional Transportation Commission of Southern Nevada Freeway and Arterial System of Transportation (FAST) Operations Management Committee (OMC) shall invite interested persons to make comments. For the initial Citizens Participation, the public should address items on the current agenda. For the final Citizens Participation, interested persons may make comments on matters within the FAST OMC’s jurisdiction, but not necessarily on the current agenda.
No action can be taken on any matter discussed under this item, although the FAST OMC can direct that it be placed on a future agenda.
