Ahmedabad, In thewake of brain strokes becom-ing the second most commonreason for deaths in India,Columbia Asia HospitalAhmedabad & Sadvicharsamarpan vidhyapith todayorganized a health talk onvarious aspects of strokesand what can be done to pre-vent them.

I am happy to note thatthe Central Vigilance Com-mission is organizing anumber of programmes dur-ing this week to creategreater awareness aboutcorruption and the need tobe aware of and combat itat all levels by everyone.

The theme “My Vision-Corruption-free India” hasbeen aptly chosen. If wewant India to become astronger economic powerand if we want to create anIndia in which every citizenwill be able to enjoy his/herrights and lead a better qual-

ity of life, we need “Su-rajya”or clean polity and good gov-ernance. We need to havegood governance to take thedevelopment to the people.We must translate into real-ity the grand vision of greatleaders like Sardar VallabhaiPatel, whose birth anniver-sary is being celebratedacross the country today.

Addressing the senior civilservants almost seventyyears ago, Sardar Patel hadsaid: “Unhappily India todaycannot boast of an incorrupt-ible service, but I hope thatyou who are now starting, asit were, a new generation ofCivil Servants, will not bemisled by black sheep in thefold, but would render yourservice without fear or favourand without, any expectationof extraneous rewards. Ifyou serve in the true spiritof service I am sure you willhave your best reward.”

The “black sheep” in allwalks of life are the visibleface of corruption. Theythrive in a system that haslow accountability, low trans-parency, cumbersome,poorly understood proce-dures and high discretionarypowers. It is this system thatwe should reform and trans-form. The Prime Minister hasgiven a three-line mantra –Reform, Perform and Trans-form. We should go to theroots of corruption and strikeat it. Constant vigilance is

required to see that the vastbeautiful tree of our countryis not eaten up by weeds andpests. The tree must be pro-tected, preserved and nour-ished continuously by rejuve-nating the entire eco-system.One of the instruments forbuilding a healthy polity is theCentral Vigilance Commissionestablished in 1964. It wascreated on the basis of therecommendations ofSanthanam Committee forexercising general superin-tendence over the vigilanceadministration in Govern-ment. The Commission wasconferred statutory statusthrough an Act of Parliamentin 2003 and it also became amultimember body. In 2004it became a designated au-thority to receive WhistleBlower complaints and togive protection toWhistleblowers. In June2000, the Commission de-cided to observe VigilanceAwareness Week every yearstarting from 31st October,the birthday of Bharat RatnaSardar Vallabhbhai Patel. Thepurpose is to make every citi-zen realise need to collec-tively combat the menace ofcorruption. Sardar Patel rep-resents the best values in theIndian tradition so far as gov-ernance is concerned. He in-tegrated the country and alsowas a shining example of in-tegrity and probity in publiclife.
