These cars were notsold but leased to the fortunaterecipients, primarily celebrities,who underwent a rigorous scru-tiny before they were chosen.The cars were highly successfuland much loved by those whodrove them. The futuristicallyattractive two seaters were fast,comfortable, well appointed,quiet, and above all were nonpolluting. GM gave an Execu-tive, John R. Dabels, the task ofgoing into the world to createinterest in the cars so the mar-ket would be prepared for thecoming mass production. Thecars were mostly being used inCalifornia and they had a rangeof about one hundred andtwenty kilometres before re-charging. About this time a Cali-fornian government departmentcalled CARB was consideringhow to reduce the enormous pol-lution problem being created bycars. Being greatly encouraged

by the new EV1 on theroad, they created a policycalled ZEV (Zero EmissionVehicles) and mandatedthat any car manufacturerwanting to sell cars in Cali-fornia would have to haveinitially one percent oftheir sales as ZEV increas-ing to 5% by 2002 and10% by 2005. Other car manu-facturers could see the writing onthe wall and similarly developedEVs as they were known. Com-panies included were Toyota,Nissan, Honda and Ford.
