FRAMEWORK OVERVIEW HealthTrust Europe have procured this framework agreement for outsourced Radiology Reporting Services in compliance with the restricted procedure set out in the Public Contracts Regulations 2015, and the EU Combined Directive (2004/18/EC). The OJEU reference is 2017/S 222-461508. The framework agreement commences on 1st June 2018 for an initial duration of two years until 31st May 2020, with additional options to extend further for two twelve-month periods thereafter. The maximum expiry date for this agreement shall be 31st May 2022. Access is free to Public and Private Sector Healthcare Organisations on either an individual or collaborative basis. Direct Award, and Further Competition options are available. The framework offers routine, urgent and backlog reporting services for plain film, computed tomography, magnetic resonance, nuclear medicine and mammography. Pricing offered under this agreement is fixed, varying for each modality, urgency of turnaround time and the quantity of regions under examination.

The framework agreement is fully compliant with the Public
Contracts Regulations 2015 and EU procurement directives.
You will not need to carry out your own EU compliant tender
and therefore will save a great deal of time and resources by
choosing to on-board with HealthTrust Europe.

The supplier appointed to the framework agreement have
fixed pricing split by modality, urgency of turnaround times
and the quantity of regions/parts. HealthTrust Europe is
happy to provide benchmarking services to identify best

ACCESS TO THE FRAMEWORK
HTE’s Radiology Reporting Services framework agreement can be accessed by all public and private sector healthcare organisations including:
• National Health Service (NHS) bodies in England;
• Health boards, NHS Trusts Community Health Councils and other constituent bodies of NHS Wales
• NHS Scotland and its constitute bodies;
• Health and social care trusts, health agencies and other constituent bodies of NHS Northern Ireland;
• Private hospital organisations in England, Wales, Northern Ireland and Scotland The framework can be accessed via direct award or mini competition. Further information relating to these options is provided below:
Lot 1 – Direct Award You are able to access Lot 1, direct award, in the instance that you can clearly identify the supplier offering best value without the need to further evaluation the technical and commercial competencies of each of the suppliers.
Lot 2 – Further Competition Lot 2 facilitates the reopening of competition through further competition, where the participating authority is not able to clearly identify the supplier that can offer best value without further assessing their technical and commercial capabilities. As part of the further competition process, suppliers will address technical and commercial criteria; submitting fixed pricing which shall not exceed the fixed pricing at framework level. Lot 2 allows for the following scenarios: 1) One Participating Authority is able to enter into further competition in order to drive contract price efficiencies and identify added value service offerings.
2) Multiple Participating Authorities can aggregate volumes and spend and to contractually commit in advance to purchasing a specified value and/or volume in the provision of the Services.

What do I do if the supplier that my organisation uses is not on the framework? Please email our Customer Care team, providing as much information as possible regarding the services required (i.e. supplier name, requirement, current prices paid excluding VAT). The Customer Care team will liaise with the HTE Contract Specialist to address your requirements. The Contract Specialist will verify whether your requirements can be met by another supplier on our framework.
How can I be sure that this framework can be used by my organisation and remain compliant? The framework agreement was publicly advertised in the Official Journal of the European Union (2017/S 222-461508) on 15th November 2017 under the restricted procedure. Each of the successful bidders was rigorously vetted in terms of their quality and value propositions through a series of qualification, technical and commercial responses requested for evaluation.
