FRAMEWORK OVERVIEW The framework agreement for Insulin Infusion Pumps is a renewal of a previous contract and seeks to expand the

scope, as well as range of suppliers. The agreement encompasses the main pump systems along with consumables

and associated services such as training and support. The systems that are available under the agreement are all

ambulatory in nature and suitable for community patients.

Continuous Subcutaneous Insulin Infusion or ‘Insulin Infusion’ is available as a possible treatment for adults and

children 12 years and over with type 1 diabetes mellitus, if multiple daily injections are not practical, proved to be

unsuccessful or considered inappropriate. Therapy is only initiated by suitably trained teams comprising of diabetes

nurses, dietitians and clinician who specialize in pump therapy.

HealthTrust Europe (HTE) undertook this exercise in compliance with the restricted procedure set out in the Public

Contracts Regulations 2006, and Contract Notice 2014/S 118-209366 16th June 2014. The framework agreement

started on the 1st May 2015 for a period of 4 years. Six suppliers were successfully awarded which cover the market

leading and latest technology.

• Covers patients in the community as well as hospital requirements

• Includes traditional pumps, patch pumps and CGM

• Banded pricing supports budget management and forecasting

SERVICES INCLUDED In addition to the pump and consumable items, the agreement also has provision for a range of services and support

associated with this therapy.

Training

Product overviews and pump user training are available for clinical staff, as well as pump patients with the ability to

tailor the content to suit the needs of the Trust. For clinicians, more in depth programs are available including

competency based sessions to ensure confidence and proficiency with all aspects of the devices.

Ordering and Delivery

Each authority may require a number of ordering and delivery mechanisms to be in place so depending upon the

authorization protocols of the Trust a direct ‘patient’ ordering and delivery service can be provided. When

established as part of the initial implementation phase, the suppliers can fulfill orders placed by patients in the

community, with products shipped directly to their place of residence followed by an invoice to the Trust.

Reporting and Contract Review

In addition to the infusion history reporting provided by the devices themselves, the framework agreement also

contains provision for usage and invoicing data as part of regular contract review meetings. Each Trust has the

option to adopt a frequency and format of contract review to meet its particular requirement.

Product Introductions and Innovation

The content of each supplier’s catalogue will be monitored on an on-going basis. Provision has been for regular

updates to ensure that HTE have the ability to reflect product introductions without undue delay.

Helpline and Out of Hours

Customer services and support are an integral part of the agreement. During office hours patient and health care

professionals have access to advice and support across a broad range of issues from technically trained staff. An out

of hours number is also available to cover issues or concerns that patients may have; this includes basic operational

‘trouble shooting’ and the provision of emergency requirements.

KEY BENEFITS

Comprehensive Product Catalogue:

The framework agreement provides for a comprehensive

product catalogue from each of the suppliers. This includes the

main pump system as well as consumables, accessories (such as

carry cases and pouches).

Flexible Ordering and Delivery:

The Trust has the ability to adopt a system which meets its

preferred methodology for both ordering and shipment of

products to the Trust and pump patients.

Compliance:

The framework satisfies governance requirements as well as EU

Regulations removing the need to go through your own local

tender process.

Active Pricing Model:

The price bands associated with each Trust are reviewed on an

annual basis to ensure that the cost of devices and consumables

tracks the level of activity per supplier.

Flexibility:

In line with the nature of the pump service itself the agreement

allows the Trust to utilise the products and services which best

meet the needs of the patient. Commitment is limited to which

most suits the Trust.

Training and Support:

Depending upon the needs of the Trust a training regime can be

implemented to ensure staff and patients have regular access to

the last information and changes in technology.

Immediate Access:

Determining the appropriate banded price is a quick and simple

process allowing the Trust access to the framework agreement

without the need for further mini-competitions or protracted

supplier discussions

ACCESS TO THE FRAMEWORK

The framework can be accessed via direct award and does not require further mini-competition.

What do I need to do?

Trusts wishing to access the framework should provide the last 12 month’s usage information for all

relevant suppliers along with a Letter of Authority in order that HTE can seek validation by those companies. In

order that HTE can manage the flow of information please also provide appropriate contact details for any

individual within local procurement or the Diabetes Team that need to be kept informed as to our progress.

What prices will be applied to the Trust?

Usage data will be analysed and a corresponding framework profile created to determine the impact of utilising

the agreement. Where the Trust anticipates a change in profile, this information can be built into the analysis in

order that the Trust has visibility of the impact of such an action and adopts the correct pricing from the outset.

Does the contract cover standard and ‘patch’ pumps?

Yes, ‘disposable’ devices are available as well as the more traditional pump systems.

Do I have the freedom to purchase the pump(s) my patient requires?

Yes, the Trust retains the flexibility to use the pumps and technology that best meets the needs of the individual

patient.

How are contract prices determined?

Prices for pumps and consumables are both determined by volume bands which are reviewed/adjusted on a rolling

annual basis.

What happens if I use more devices than anticipated?

Activity levels are monitored on a quarterly basis and where performance exceeds anticipated targets the contracts

make provision for an adjustment to the purchase price.

Does the contract include services as well as the pumps themselves?

Yes, the Framework Agreement allows the Trust to access additional services and support from the suppliers

including training, out of hours support and a comprehensive set of ordering/delivery options.
