All fractions can be written as decimals. You can change a fraction into a decimal by doing thedivision.
The top number is called the numerator.The bottom number is called the denominator.

PROPER AND IMPROPER FRACTIONS
A proper fraction is a fraction that is less than 1. We
can recognize a proper fraction when the numerator
is smaller than the denominator.
An improper fraction is a fraction greater than or
equal to 1. We can recognize an improper fraction
when the numerator is larger than or equal to the
denominator.

EQUIVALENT FRACTIONS
Equivalent fractions are fractions that have the same
value, or are at the same place on the number line.
They represent the same amount.
We make an equivalent fraction by dividing or
multiplying both the numerator and denominator by
the same number.
