    SUPPLEMENTARY INFORMATION: In theFinal Rules Section of this FederalRegister, EPA is approving the States

    SIP submittal as a direct final rulewithout prior proposal because theAgency views this as a noncontroversialsubmittal and anticipates no adversecomments. A detailed rationale for theapproval is set forth in the direct finalrule. If no adverse comments arereceived in response to this action rule,no further activity is contemplated. IfEPA receives adverse comments, thedirect final rule will be withdrawn andall public comments received will beaddressed in a subsequent final rule

    based on this proposed rule. EPA willnot institute a second comment period.Any parties interested in commentingon this action should do so at this time.Please note that if EPA receives adversecomment on an amendment, paragraph,or section of this rule and if thatprovision may be severed from theremainder of the rule, EPA may adoptas final those provisions of the rule thatare not the subject of an adversecomment.

    SUMMARY: The EPA is announcing thatthe period for providing publiccomments on the May 20, 2011,Proposed National Emission Standardsfor Hazardous Air Pollutants forPolyvinyl Chloride and CopolymersProduction is being extended for 14

    days.DATES: Comments. The public commentperiod for the proposed rule publishedMay 20, 2011 (76 FR 29528) is beingextended for 14 days to August 2, 2011,in order to provide the public additionaltime to submit comments andsupporting information.ADDRESSES: Comments.     Due to requests we have receivedfrom industry to extend the public

    comment period for the May 20, 2011,Proposed Polyvinyl Chloride andCopolymers Production Rule, the EPA isextending the public comment periodfor an additional 14 days. Therefore, thepublic comment period will end onAugust 2, 2011, rather than July 19,2011.

    Reporting Requirements for U.S.Providers of InternationalTelecommunications Services

    AGENCY: Federal CommunicationsCommission.

    ACTION: Proposed rule.

    SUMMARY: In this document, the Federal

    Communications Commission(Commission) is reviewing its reportingrequirements for providers ofinternational telecommunicationsservices. The Commission proposes toamend its reporting requirements forproviders of internationaltelecommunications services andtransmission facilities in order tosimplify the filing of the annual trafficand revenue report and the annualcircuit-status report and modernize theinformation collected under thosereports. The Commission also proposesto amend its rules to create a new

    annual services report designed toobtain basic information aboutproviders of internationaltelecommunications services and toupdate contact information. TheCommission also proposes to amend itsrules to clarify the confidentialtreatment of certain disaggregatedinformation reported under the trafficand revenue report and the circuit-status report. This action is part of theCommissions comprehensive review ofits international reporting requirementsand is intended to remove unnecessary
