2019 ECONOMICS OF EDUCATION REPORT | 1

The vast majority of people care deeply about the affordability of higher education and want to see this issue front and center in the 2020 elections. This is especially true of Generation X, Millennials, and Generation Z.

People are three times (3X) more likely to have donated to a non-profit in the last 12 months than they are to have donated to their alma mater.

College graduates with student debt are three times (3X) more likely than those without debt to have donated to their alma mater in the last 12 months.

Many people who donated to their alma mater in the last 12 months would donate more frequently or in larger amounts, and many people who did not donate would be more likely to donate, if they could select how their donation will be used and if they received regular updates about the impact of their donation.

40% of respondents who donated to their alma mater in the last 12 months said they would likely give more frequently or in larger amounts if they could donate easily and quickly from their phone.

Nearly half (44%) of alumni believe that a donation must be at least $1,000 to make an impact and only 26% believe that gifts under $100 matter. On average, respondents think a donation must be at least $27,684 to have an impact.

Email is universally the channel through which people most prefer to be solicited by their alma mater. Phone calls and SMS/text messages are universally the least preferred channels.

27% of college-educated adults prefer their alma mater not solicit them for donations at all.

Our mission at GiveCampus is to help increase the quality, the affordability, and the accessibility of education. We believe that smarter fundraising is critical to achieving that goal. As the cost of education rises and government funding shrinks, it’s more important than ever to engage new donors and cultivate a culture of philanthropy among all age groups.

We surveyed 1,000 U.S. college-educated adults on their perceptions of giving back to schools, their donation habits, and their opinions on the issue of education affordability. Foundation Board Meeting Summary – Tuesday, July 23, 2019

1. Call to OrderPresident Stephanie Amaral welcomed everyone for attending and called the meeting toorder at 12:44 p.m.

2. Alumni PresentationDr. George Boodrookas, Dean of College Enhancement at Modesto Community College,presented to the board the steps and benefits of initiating an Alumni Engagement Program ata Community College.

3. Action Itemsa. Board Meeting Minutes – Mr. Dodson presented the March 25, 2019 meeting

minutes to the Board. Ms. Amaral requested a motion to approve the March 25th

meeting minutes as presented. Mr. Schneider motioned to approve the March 25th

meeting minutes with a second from Mr. Giampietro. Motion carried unanimously.b. 2019-2020 Operating Budget Vote – Mr. Foster informed the Board that since we

did not have a meeting in May he initiated an electronic voting process, on June12th, in order to move forward with a 2019-2020 Foundation budget beginning onJuly 1st. The electronic voting mechanism was sent to 14 voting members and thefoundation budget was accepted with 11 members responding with a yes vote andthree members without a response. Ms. Hedstrom motioned to ratify the electronicvote with a second from Mr. Schneider. Motion carried unanimously.

c. New Board Member Proposal – Mr. Foster informed the board that Mr. Macarenopresented to him Dr. Bob Aguilar for consideration as a Foundation Board member.Mr. Foster engaged the board in some discussion on Mr. Aguilar’s prior experiencein education. Mr. Schneider motioned to approve Mr. Aguilar as a new FoundationBoard member with a second from Mr. Dodson. Motion carried unanimously.

d. Alumni Engagement Plan Capital Budget – Mr. Schneider and Mr. Dodson felt thecapital plan presented by Mr. Foster is essential to the success of alumniengagement. The increased benefits that Mr. Foster presented out-way theexpenses that we will incur which was substantiated by Dr. Boodrookas’presentation.

Discussion ensured on how the $83K in expenses in the first year, would be funded.Mr. Foster spoke about a planned gift came in the last month along with unspent

project fund monies that had already been budgeted. Mr. Schneider motioned to proceed with the Alumni Engagement Plan as presented with a second from Mr. Ainley. Motion carried unanimously.

4. Treasurers Report -- Mr. Foster presented the COS Foundation Balance Sheet as of June30, 2019.

5. Task Force Reportsa. Fresno State Visalia Campus ITEP – Mr. Foster reported that he attended Dog Days

at the Fresno State Visalia Campus on Friday, July 19th. He spoke to 30=35 ITEPstudents regarding the $1000 scholarship offered to any student that is transferringfrom COS. He informed them on how to receive the scholarship with a Sept. 3rd.

b. Alumni Association -- Subject already discussed earlier in the meeting.c. Event Task Force – Ms. Johnston reported that the Hanford Rotary Clubs are very

interested in partnering with COS Foundation in developing a joint event at our COSHanford Campus. The proceeds from the event will be split 50/50.

d. Project Funding Awards 2019-2020 – Ms. Amaral reported that there was about $8Kin project funds not used in 2018-2019 and $5K that will not be used in 2019-2020because district funds were used. The committee voted and decided to keep theunused funds and not fund new projects.

4. Superintendent/President Report – President Calvin invited the members of theFoundation Board to our Convocation on August 9, 2019 in the COS theater at 8:00 am.

Mr. Calvin informed the members of the current student statistics compared to 5 years ago;60% increase in degrees issued; 136% increase in certificates issued; 100% increase inparticipation in commencement; 136% increase in dual enrollment (high school studentstaking COS classes concurrently). Mr. Calvin spoke on equity and the new state fundingformula.

5. Foundation Director ReportMr. Foster highlighted the two charitable remainder trust gifts that we received this monthfrom Mr. John Jackson Barranger, COS Professor and Dr. Cyril Johnson from Tulare for acombined total of $69K.

Mr. Foster informed the members that he has subscribed to a product called Crescendo forplanned gift marketing planning and implementation. We should be up and running bySeptember 30th.

6. Other BusinessMr. Foster informed the members that he was contacted by Terry Olman, regarding COSpurchasing a piece of land called the Hog Wallows. It is a piece of land northeast of Visaliathat is a preserve and could be of educational use to us for our students. Mr. Fosterquestioned the members if they would be interested in going forward and purchasing theland and the consensus was that the members were not interested in the purchase.

Introduction In July 2016, the COS Foundation board members considered the concept of the COS Foundation investing in local real estate as to further diversify the investment portfolio, leverage its assets to best benefit the college and further contribute to the local economy. The limitation on where to invest was bound by the Visalia campus perimeter streets of Mooney Blvd., Tulare Ave., and Woodland Rd. as that was the long-term limitation for expansion of the COS Visalia campus. Recently the commercial property and vacant residential lot on the northeast corner of Mooney Blvd. and Meadow Ln. is about to be sold by the Visalia Unified School District, presenting an opportunity to develop a few different uses to benefit the college and the foundation office, while creating a local investment return. The overall benefits and potential return need would need to be explored relatively quickly to determine action on the property.

Proposal As the sole public entity that has expressed interest in the property to VUSD, the COS Foundation is in the position to pay VUSD the amount prescribed by a forthcoming appraisal. VUSD is not bound to sell at that low of a price to any other public or private organization. A task force could be formed to explore any and all possible uses off the properties, determine costs and estimate rates of return and other benefits to the college. The task force could then report on those findings and form a recommendation to the board as to whether to proceed with a purchase or not. VUSD staff are holding off on marketing the property further as they await the completed appraisal and as they understand there is some interest by COS Foundation. If there is no interest in the venture, then the COS Foundation should express this to VUSD as soon as possible to VUSD staff may proceed with other means of selling the property. Expressing to VUSD the COS Foundation board’s good faith intention to consider the purchase further would be appropriate to help VUSD staff justify holding on marking the property in the interim.

Recommended Resolution It is recommended that the COS Foundation board appoint a task force to support staff in exploring possible uses, costs, and returns on the VUSD property on the northeast corner of Mooney Blvd. and Meadow Ln. and form a recommendation to the full board soon after the price has been determined by the forthcoming appraisal.
