The University installs extremely modern water treatment systems to allow well, reservoir, and reclaimed water to be utilized on campus. Services are provided to more than 5,000 employees and a student population of 18,000 when classes are in session. UConn also serves the local community with the University of Connecticut’s sewer collection and treatment facilities. UConn is intrinsically connected to the local community water supply system and coordinates operations with the town water system operator. It is essential that these services, which the population and mission of the University and Town of Mansfield depend upon, are approached with a comprehensive and integrated methodology that is informed by its daily operations and future needs. Job Summary:

The Water & Compliance Manager (Facilities Professional 3 - UCPEA 9) is responsible for assisting with the management of water resources. Characteristic Job Duties and Responsibilities:

Administrative:

1. Manages the compliance and technical activities while providing compliance support regarding operating strategies, policies, procedures and protocols for the University’s water resources. These include the annual Water Supply Plan updates and reviews, Water Quality Treatment Plan, updates and reviews, Lead and Iron Monitoring Program updates and reviews.

2. Ensures that the water system operator complies with the terms and conditions of the Service Agreement and Water Supply and Development Agreement.

3. Develops and maintains physical asset inventory, reviewing the Operations and Maintenance Plans, Standard Operations Plan for the CWC interconnection, Water Conservation Plans, and Emergency Response Procedures.

4. Manages and reviews records created by the system operator including but not limited to all daily logs, system status reports, work orders, repair documentation, backflow survey and testing results, cross connection survey reports, standardization and approval documents, procurement competition documents, and other reports and documents.

Technical:

5. Monitors the water quality of water distribution, wastewater collection, wastewater treatment, reclaimed water treatment, reclaimed water distribution, and reclaimed water usage.

6. Monitors the compliance and performance of the Wastewater Facility, Reclaimed Water Facility, various small building chillers, associated pumps, lift stations, collection and distribution systems to ensure efficient operations in compliance with all applicable Federal, State, and Local laws or regulations.

7. Ensures that system backflow preventers, interconnection devices, and open air break and spool piece cross connections are installed and maintained per code.

8. Manages the maintenance, testing, calibration, and repair of the water sub-metering systems ensuring timely in budget operation of all water sub-meters.

Contract Administration:

9. Manages the contracts, contract operations staff, contractors, and the unionized state employees under direction from the Director of Utility Services and Energy Management and the Associate Vice President for Facilities Operations and Building Services.

10. Develops and implements contracts as required for process control programs and water reuse programs.

11. Develops operating cost projections, conservation measures, and cost/benefit analysis studies to ensure all local, state, and federal laws are adhered and managed in a cost effective and efficient manner.

12. Generates reports used to track the efficiency and efficacy of treatment facilities, and conveys operational status to senior management and consumers.

Customer Relations Management:

13. Acts as the University’s representative for water systems information at state, local and community group public meetings. These may include but are not limited to the Department of Energy and Environmental Protection, Army Corp of Engineers, Department of Transportation, Water Utility Coordinating Committees, Mansfield Water and Wastewater Advisory Committee, and the Department of Public Health.

14. Communicates with various stakeholders and staff within the Office of Environmental Policy, Facilities Operations and Building Services, the Water Pollution Control Facility (WPCF), and the Reclaimed Water Facility (RCWF) to ensure treated water used for domestic uses, fire protection uses, chilled water, cooling tower water systems, boilers or turf irrigation is compliant for the intended application.

15. Collaborates with University Public Relations, Town of Mansfield and the system operator to issue public statements and press releases relating to issues pertaining to the Water Systems and/or watersheds in compliance with written protocols, policies and procedures for all public communications. Such notices may include but are not limited to drought notifications, water main breaks, conservation notices, and system outages.

Minimum Qualifications:

1. Must have a Bachelor’s degree in Environmental Engineering, Civil Engineering, Chemical Engineering, Mechanical Engineering, Public Health Engineering or have an equivalent combination of experience and education needed to meet the requirements of the position.

2. A minimum of eight (8) years’ work experience in a compliance, water, wastewater, pre-treatment or related field, five (5) of which must have been supervising technical/professional personnel.

3. Demonstrated ability to satisfactorily complete increasingly complex projects.

4. Demonstrated ability to conceptualize and resolve problems of a highly technical and administrative nature.

5. Strong interpersonal and communication skills with the ability to effectively communicate issues and ideas to senior management, staff, contractors, regulators, and media.

6. Knowledge of various computer applications such as supervisory control, data acquisition, word processing, spread sheets, and reporting.

7. The ability to read and interpret distribution maps, charts, process flow documents and blue prints.

8. Strong organizational skills.

9. Must have a valid driver's license and must be available for on-call reporting to work during emergency closures, emergency repairs or significant events that effect operation of the Well Fields, Reservoir Interconnection, Wastewater Treatment Facility, and Reclaimed Water Facility.

Preferred Qualifications:

1. Master’s degree in Environmental Engineering, Civil Engineering, Chemical Engineering, Mechanical Engineering, Public Health Engineering or relevant discipline related to program specialization.

2. Strong background in environmental compliance and Excellence in Performance focused on water, wastewater, and water reuse systems.

3. A solid background and extensive experience working with computer programs.

4. Proficient in conducting presentations and preparing reports and charts using various computer programs for a variety of audiences.

5. Up-to-date working knowledge of water chemistry.

6. Current State of Connecticut Professional Engineer registration.

Physical Requirements:

Incumbent must be able to frequently walk up and down stairs, climb ladders, etc. in a mechanical room and/or construction site setting. Must be able to utilize ladders, scaffolding, high-lifts and enter confined spaces. May be required to wear personal protective equipment (PPE) when necessary. Must be able to inspect and review facilities issues near electrical equipment, rotating machinery and other mechanical systems.
