Zech, Chief Vendor Program Branch Division ot Quality Assurance, Safequards, and Inspection Programs SUBJECT: DEFECTIVE SPRING TANGS IN MCDEL PSA-1 AND PSA-3 MECHANICAL SNUBBERS MANUFACTURED BY PACIFIC SCIENTIFIC COMPANY AND FURNISHED FOR USE AT SHEARON HARRIS AND WATTS BAR NUCLEAR FACILITIES (VITS NCS. 83-281 AND 83-283) During a VPR inspection at Pacific Scientific cnopany (PSCc: at Anaheii;, California, in October 1983 it was verified that the capstan spring tang problem in the PSA-1 and FSA-3 snubbers was evaluated by PSCo anr notifi cation letters were sent to all affected customers. Independent testing demontrated that forming ot the tang after age hardening at 900'F caused high residual stresses which induced hydrogen cracking during silver plating. PSCo has now ý.pecifiea the manufacturing process requiring the spring vendor to torm the spring before age hardening and has imposed a 100 percent ragnetic particle examination of the spring tang root after silver platir.g. The results of this inspection are documentec in the enclosed VPB inspection report no. 999C0;55/03-O1, which is provided tor information. 1. Manufacturing Process Control (v5 R. E. 211er): The NRC inspect' reviewed four sections of the PSCO's QA manual to verify that th's activity is controlled by the QA program.

Observations were made in the shop of inprocess assembly operations of shock arrestors. Discussions were also held with QC inspection personnel concerning inspection activities and their dccumentaticn..

A review was also made of: (a) five inspection and manufacturing procedures, (b) two parts manufacturing outline travelers, and
