FM-LEISYS is a tool for managing line rights-of-way (ROWs). This ROW management system linkscadastral information with land register data to map easements. It documents and stores con-tracts, taking into account overhead line cros-sings, network topology and cadastral systems.FM-LEISYS is available both as office and mobilefield module.

FM-PROFIL is a combined graphics and simula-tion system for creating digital overhead line andcable profile plans. This tried-and-tested designsystem represents the overhead line technologyin conjunction with the topography and analyzesclearances to demonstrate compliance with national and international overhead transmissi-on line standards. Complex overhead line construction projects rely on precise analysis and planning. Our customersknow that we start our job with a differentiated system study using special network analysis pro-grams. In this way, we are able to determine the required extent of capacity upgrade or extension of the overhead line system. This puts your construction project on a solid footing.

Sag and clearance simulations Compliance with national and internationalcodes and standards is a must in all overheadline construction and rehabilitating projects.Standards prescribe, for instance, the minimumclearances to be observed between live compo-nents and ground, buildings and traffic areas.

In the same way, the phase-to-phase clearanceson the structure and the clearances betweencrossing overhead lines are strictly regulated to preclude flashovers. Factors governing theclearances to be observed are the conductortemperature and the expected ambient influen-ces such as wind and ice loading. The officialstandards prescribe the load cases to be exa-mined. Only if compliance with all these limitvalues is ensured will green light be given forthe construction of the overhead line.

FM-PROFIL analyzes the relevant load cases forall classified objects and compares the resultswith the limit values. The program automatical-ly analyzes all relevant load cases as a functionof the object class and calculates the clearancesbetween the object and all existing conductors.The results are documented both graphicallyand in report format. Any clearance violationsidentified are highlighted. Moreover, the pro-gram calculates the clearances from rigid ob-jects and crossing lines, taking into account different conductor conditions. It determinesthe phase-to-phase clearances within the struc-tures for all load cases examined. By simulatingphase approximation scenarios, the system predicts the worst-case clearance per midspan,per stringing section or within a stationingrange.

Our FM software package supports all relevantprocesses of overhead line routing and mana-gement.

Management of planning activities FM supports the construction of new overheadlines beginning with the needs analysis throughto construction. FM-BASE provides in a highlyusable format all inventory data needed for initialplanning analyses. To depict planning and modi-fication measures, planning data can be colour-coded to distinguish them from inventory data.Once the construction measures are completed,the planning data can be written to the inven-tory database. The activity management featureallows the data of different planning activities tobe retained in parallel.

Routing and tower spotting Based on topographical maps, FM-GIS makesinitial selections for the rough line routing. The result is a general layout with the proposedline route which is used as a basis for the per-mitting procedure. After coordination with theresponsible authorities, detailed route planningcan be started. FM-PROFIL uses the profile es-tablished by field surveying as a basis for towerspotting.

data from the cadastral offices and then com-pares them with the land registry data. In afinal step, the local municipalities are consul-ted to verify whether there are any other per-sons having a vested interest in the affectedparcels.

Holders of secondary title are, for instance, landtenants. The “owners” so identified are ownerswho are not (yet) registered in the land register,but should be informed about measures plannedon the affected properties.

Once plot plans and profile plans are available,negotiations are taken up with the propertyowners identified with the aid of the owner regi-sters. After an agreement with the owners hasbeen reached, the limited personal easementsare secured in the land register and entered intoFM-LEISYS.

Field simulation to demonstrate compliance with the air pollution control regulations No need to say, FM also supports the analysisand graphic representation of the field distri-bution to verify the environmental impact ofelectrical and magnetic fields in accordancewith ICNIRP standards and DIN VDE 0848.

Structural design of poles For the design of medium-voltage overheadlines, FM-PROFIL offers a structural modellingroutine for the poles in addition to the mechanicalconductor design functionality. For solid steelpoles and concrete poles, the program can designthe block and stepped foundations. Besides calculating the foundation width, there is theoption to select a foundation from a list of stan-dardized foundation dimensions or to verify the structural stability of existing foundations.Limit values and requirements for the foundationdimensions, buried foundation depth and theterrain slope to be observed for the foundationdesign are verified in each simulation run.

The criterion governingthe selection of the poleshaft is the total tensileforce acting on the poletip. Taking into accountthe applicable stan-dards, FM-PROFIL ana-

lyzes all relevant load cases as a function of thepole type and outputs the most critical loadcase as relevant working tension both graphi-cally and alphanumerically.

Determination of safety corridors and identifica-tion of land owners FM-PROFIL simulates parallel and parabolicsafety corridors or setback distances fromwoodland and links them with the cadastralinformation provided by FM-GIS.

FM-LEYSYS identifies the owners of the landparcels affected by the safety corridors. For this purpose, the system first integrates the

Calculation of electrical parameters for overhead line circuitsNetwork analysis requires the electrical parame-ters of overhead line circuits. Using the line dataprogram integrated in FM-PROFIL, our softwarecalculates the electrical parameters of overheadline circuits by evaluating the geo-electrical dataand documents the results in an Excel spreads-heet. Particular attention is given to the evalua-tion of the transposition schemes and the symme-try properties of the overhead line.

Profile plan output and crossing profile plans FM-PROFIL outputs profile plans both to scaleand not-to-scale, in colour or black-white. Theattributes of the graphic elements (layers, col-ours, line weights etc.) can be defined by theuser at his discretion. The profile plans can beoutput either for the overall facility or per span.Moreover, there is the option to print out anyplan excerpts.

For crossing contracts for intersecting lines orlines running in parallel with federal motorways,federal waterways, railroads etc., the programoffers the option to output special crossing pro-files in addition to the standard profile planoutput.

Noise forecasts for corona discharges on high-voltage overhead lines The operating voltage of the main conductorsgenerates an electric field in the surroundingsof the overhead line. If the peak electric strengthis attained on the surface of a main conductor,impact ionization in the immediate vicinity willlead to audible noise effects which must be takeninto account in the noise forecast. Using the FM-PROFIL and Winfield tools, the creation of noiseforecasts can be incorporated into the overheadline planning and design processes.

notified of forthcoming construction activitiesvia the serial letter module of FM-LEISYS.

FM-BASE also supports the bid invitation pro-cess by creating comprehensive reports, such as a compilation of drawings or lists for neces-sary tower coating work. These documents arethen used as an estimating basis by the coatingor line construction contractors.

Requests for construction projects in overheadline corridors Network operators are required by law to provideinformation on their network and grant approvalsfor construction measures located within theirline corridors. If a construction request is filed,network operators first have to clarify whetherthey are affected by the project. This is accom-plished by searching the planning documentationin FM-GIS. The plans and drawings are accessedvia controlled search queries to identify the siteof the construction project in a first step.

If the network operator is affected by the plan-ned construction project, it has to be decidedwhether the project can be approved as propo-sed. For this purpose, FM-PROFIL simulates theconstruction project and analyzes the clearan-ces. After that, the network operator can grant a time-limited approval for the proposed projectand document it in FM.

Construction requests are handled with the aidof answer templates, into which the relevantinformation is entered. For in-company documen-tation of the construction request, the corres-pondence and the associated profile plan can be filed in a document management system.

Span tables for conductor sagging Conductor sagging requires the sag data for theload cases “conductor in rollers” and “conduc-tor in clamps”. FM-PROFIL generates the spantables required for sag adjustment. These tablesdepict the sags as a function of the temperatureand the tensile stresses of the conductor per span. Sag data can be evaluated for any temperatures.For modelling the condition “conductor in rol-lers”, FM-PROFIL determines the dimension bywhich the support clamp must be offset againstthe conductor contact point on the roller to en-sure that the insulator is exactly plumb in theinstalled condition. To take into account conduc-tor creep - a physical phenomenon occurringafter clamping as a result of strand settling andloss of elasticity of the conductor assembly aswell as due to elongation during operation lateron – an overload factor can be applied to redu-ce the line sag by a defined percentage.

Network operation In network operation, network data frequentlyhave to be evaluated for reporting and informa-tion purposes. FM-BASE supports the planningof routine maintenance activities by checking,for instance, all towers of a defined year of construction. In this way, the age profile of anetwork can be generated. If there is a systemfault, the circuit functionality of FM-BASE allowsthe fault to be exactly located. In the case of a ground fault, for instance, the affected spanfield can be pinpointed by tracking defined sec-tions of the circuit. For line rehabilitation pro-jects (route replanning), FM-PROFIL determinesthe rehabilitation scope on the basis of currentdata. Details of property ownership are upda-ted so that the affected owners can be directly

Maintenance The FM software package can provide data forroutine, condition-based, event- or risk-basedmaintenance strategies.

If the network operator identifies a faulty insu-lator batch, for instance, FM-Base will allow himto locate the faulty insulators in the network.

Moreover, FM-BASE can transfer network datainventories to mobile units for the field assess-ment of the network condition. Based on thestatus information, the network operator canevaluate the overall system condition to extendor reduce maintenance intervals, for instance.FM-GIS analyzes the risk potential for each toweras a function of its surrounding environment(buildings, infrastructure etc.). The risk value so determined can be used to define the mainte-nance scope for each tower. Last but not least,FM-BASE documents the date of the last coa-ting, thus facilitating the planning of re-coatingactivities.

Processing easement clearing requests When network sections are relocated or abando-ned or if there are changes in the land use, theaffected property owners may request the can-cellation of easements for the affected land par-cels in the land registers. FM-LEISYS processesthe clearing requests and generates the cancel-lation approvals.

Generation of 3-pole phase transposition diagrams using FM-GIS and FM-BASE Our powerful FM-BASE software administratesvast amounts of information such as data online routes, poles, spans, conductors in spanfield, circuits, cables, transformer stations and a great variety of further line data. FM-GISuses this information to derive phase trans-position diagrams. A FM-GIS-integrated draftingshell enables the quasi fully automated gene-ration of a standardized and seamless geo-schematic diagram of the overhead line andcable network.

The data inventory comprises transformer stati-ons, towers, conductors in span field, conductorattachments on the tower and/or transpositions,switching station fields, tower sketches, anno-tations, additional symbols and cable sections.The greater part of the graphic elements is backedwith technical data and interlinked. These “in-telligent” data can be periodically checkedagainst the current asset data in FM-BASE. Inthis way, the user receives valuable informationon any necessary updates.

The phasetranspositiondiagrams are kept avai-lable by theinformationsystem. Forquerying these

diagrams, the system uses line numbers, towernumbers or circuit names as search criteria, a prerequisite for navigating to the FM-BASEasset data system.

FM-PROBASE

This software provides an easy means of conver-ting surveying data to FM-PROFIL format. Thedigital terrain model so created is subsequentlyused for further processing in FM-PROFIL.

Using predefined codings, object types, objectclasses and terrain classes are determined asearly as at the time of surveying. Apart from terrain and object coordinates, FM PROFIL alsoimports the coordinates of conductor supportpoints, crossarms, towers and conductor sags.The surveying data format is clearly structuredand shows the following information per line:

Coding allocation to the object types, objectclasses, culture types and terrain symbols canbe defined by the user in FM-PROBASE. Alter-natively, object types can be copied from theremarks column. Moreover, objects can be grou-ped by assigning common object numbers.

FM-CHECK uses the following libraries for thecheck routines:

Conductor master file • Change in resistance • Conductor inside cross section in tower library

FM-CHECK checks the towers created in FM-PROFIL against the towers defined in the towerlibrary for geometry (crossarm elevations, pro-jections, crossarm level spacing) and outputs anyinconsistencies in the form a report.

Insulator string library Similar to the tower library, insulator strings canbe defined in a library for verifying the insulatorstrings of a profile. The system checks the stringlengths and weights.

FM-CHECK verifies the overhead line profiles ge-nerated in FM-PROFIL. The checks are carried outper profile file and also at a cross-profile level.

The results are listed as faults and alerts in anExcel spreadsheet. Linkage with FM-PROFILthrough automated readout of all FM-PROFILoptions ensures optimum data quality.

Topology check This check is designed to identify inconsisten-cies between end and start towers in successiveprofiles and/or at line angles, tower data, cros-sarm data, insulator string type and circuit dataas well as terrain elevations.
