Introduction to Participatory approach and to Open Space Technology (OST)

It has been frequently experienced (for details see case histories described inParticipatory Approach and Transparency

to Development Actions and Policies) that, in the case a Local Authority promotes a Participatory approach to face a

specific issue, the result is much more successful than when the Local Authority simply tries to impose a specific

solution for that issue. Usually the most successful solution to a specific complex issue is not given by a group of

experts, but by a group with the maximum of diversity, made of all the possible stakeholders, as you can get using a

Participatory approach. It has been realized moreover that most of the decisions taken by experts alone are doomed to

find in their way some constituency that would be contrary to that decision while, when the Local Authority involves

the citizens and all those who are interested from the very beginning of the decision making process, not only the final

decision but also the implementation process are shared by all, providing in the end a very efficacious solution and

preventing any discussion/opposition in the future.

That's the reason why the Municipality of Prato decided to arrange a specific Forum (Open Space Technology) - here

described - based on participatory approach, in order to find out ideas and suggestions about the way how to best

implement theEuropean charter for gender equality at local level.

Good practice: Open Space Technology in Prato (Italy) to promote gender equality (January 29th 2011)

The Council of European Municipalities and Regions launched in May 2006 aEuropean charter for equality of women

and men in local life. This charter is addressed to the local and regional governments of Europe, who are invited to sign

it, to make a formal public commitment to the principle of equality of women and men, and to implement, within their

territory, the commitments set out within the Charter. This charter is based on six fundamental principles: Equality of

women and men is a fundamental right; In order to ensure the equality of women and men, multiple discriminations

based on ethnic origin, disability, sexual orientation, religion, socio economic status... must also be addressed; The

balanced participation of women and men in decision making is necessary for a democratic society; Gender stereotypes

and the attitudes and assumptions that arise from them must be eliminated; A gender perspective must be taken into

account in all activities of local and regional government; Properly resources action plans need to be drawn up and

implemented.

The Municipality of Prato (Italy), and the Councillorship for Gender equality in particular, has been implementing the

principles described in the charter through the arrangement of a dedicated Action Plan for gender equality to be

implement in the city of Prato.

The O.S.T. or Open Space Technology on "gender equality" arranged in Prato on January 29th 2011 has just the

purpose to define, through the contribution of its citizens, the best activities for the Action plan.

This appointment has been organized by the Municipality of Prato, Councillorship for gender equality (Rita Pieri), with

the collaboration of University of Florence, Faculty of Science politics, Techniques of conflict mediation andparticipative democracy (Anja Baukloh).
