1 1 FORMETICA: CURRICULUM OF THE STRUCTURE FORMETICA Presentation The Formetica Consortium is a training agency of the Industrial Association of Lucca and it has been operating in the training sector for the industries since 2002 with the aim of guaranteeing professional updating and specialisation of the personnel in charge of printing, circulation and marketing of paper as well as computer texts. The entities that constitute the Consortium Formetica are the Industrial Association of the province of Lucca, Cisita (Higher Training Industrial Committee for the Industrial Technological Education) and La Torretta spa. Formetica collaborates with the companies in the territory of Lucca and offers standard courses as well as ad hoc training programmes, defining the minute details of the course plans with the company, the teaching methods and testing its efficiency and its approval. Furthermore, based on the National Collective Employment Agreements, on current norms and on trade union agreements drawn up nationally, Formetica develops its activities in the following areas: compulsory training, post diploma courses and initiatives, post degree courses and initiatives, continuing training and professional training for the young and adults, employed and unemployed, field entry training and occupational safety training. In particular, Formetica is active on the territory with the following functions to:

- supply significant and efficient answers to the various needs of professional development;

- perform highly qualified and significant training and orientation services for the territory;

- create synergies between what the companies require in terms of necessity of qualified personnel and the training needs of people looking for employment;

- maximise efficiency with a view to promoting continuing training, training for workers and apprentices. The main types of financing are: ESF courses (European Social Fund) for the employed, unoccupied, unemployed and compulsory training, IFTS (Higher Technical Education and Training) aimed at young school-

leavers to facilitate their entry in the workforce, L. 236/92 for the continuing training for company and multi-company training, Fondimpresa and Fondirigenti. The recipients of these training and orientation courses, according to the type of financing can be:

- young people with a diploma or degree looking for work;

- unoccupied or unemployed adults to improve their chances of joining the workforce;

- young people in compulsory training to acquire professional skills that will facilitate their entry in the workforce or apprenticeship.

- Employed adults to improve their professional skills To guarantee a high level of professionalism when offering the services, Formetica has a staff composed of expert figures in the following activities:

- Selection and evaluation of the opportunities offered by the public financing and the market;

- Analysis of the training needs;

- Analysis and evaluation of the skills;

- Conception and designing of the training and orientation courses;

- Preparing the documents necessary for the financing application;

- Economic management and accounting of the business;

- Monitoring and evaluation of the projects;

- Selection and orientation services of the course participants.

FUNDED ACTIVITIES

FOCUS ON COMPULSORY TRAINING

Formetica has, among its objectives, the right/duty of young people to be educated in their compulsory training. In particular, the services that Formetica offers to supply and answer to this target area are:

1. Training for apprentices; 2. Courses of professional qualification; 3. Orientation courses.

1. Training for apprentices

In 2003 by means of an appropriate organizational agreement, Formetica with Confindustria Toscana Servizi introduced training courses in the field of apprenticeship, where FORMETICA has the task of managing the relations with the Province of Lucca, collecting the documents to begin the courses, welcome/orientate the students, classroom tutoring, testing and monitoring the progress of the courses. As provided by the norm relative to the training of apprentices, the teaching activity is organised in three modules, two of which are dedicated to increasing the basic and transversal skills (First Module: Communication techniques, Citizenship elements; Labour contracts, Safety and hygiene at the workplace; Second Module: Basic computer skills (Word, Excel, Outlook) English Language and Work organisation. The Third Module consists of classroom groups in two macro sectors: industry and commerce. Furthermore, in 2008, a new training project began for the apprentices that will be called in 2009 and it consists of:

A specific course for foreign citizens with modules of Italian Language and Analysis of the territory;

The introduction of new subjects, for example video art, the use of video as an instrument of communication.

The region of Tuscany conferred the organisation of the courses for the entire province (piana di Lucca, Valle del Serchio, Versilia) to Formetica, which is at the forefront of the TAS. In 2014, with the logic of building a training offer that answers to the real demands of the companies in the territory, Formetica designed a training course with teaching methods that use active techniques to involve the class constructively and efficiently. Formetica and its TAS partners, in particular for Versilia (IAL Toscana, IMOFOR Toscana, Lucchese Building Craftsmen School, Per-Corso, IPSSAR G.Marconi di Viareggio) for Valle del Serchio (Enfap Toscana, Per-Corso, Building Craftsmen School, Ial Toscana, ISI Simoni – Castelnuovo di Garfagnana, ISI BARGA) and for piana di Lucca ( Fondazione Campus, Ial Toscana, IMOFOR Toscana, IPSIA G.Giorgi, Per-Corso, Smile Toscana, Building Craftsmen School) pay a lot of attention to the training needs of the young foreign apprentices, by inserting in the course specific subjects such as Italian Language as a common language useful in the world of work. The quality of the courses is guaranteed by the continuous presence of a tutor in the classroom.

2. Courses of professional qualification

Since 2003, Formetica has organised many activities with the aim of allowing young people in compulsory training to achieve a professional qualification, financed by the ESF.

The activities, which are listed below, are structured to alternate technical modules with stages.

The stage, in particular, has the objective to strengthen and implement the knowledge and skills acquired by the students through the direct confrontation with the productive reality of the sector.

Usually the stage occurs in two phases:

- Intermediate phase of the course – orientation stage of 240 hours, with the objective of allowing an initial confrontation with the operative reality of the sector and to apply and consolidate the skills acquired in the first phase of the course

- Final phase of the course – operative stage of 480 hours, with the objective of completing the training with practical experience that allows direct integration and testing of the acquired skills and competences in the work context, facilitating an introduction between companies and students with the purpose of future employment.

The knowledge that Formetica has of the local production of the territory allows it to identify the companies that are significant in terms of employment, added to the high professionalism of the students from the training courses listed below, this guarantees a 90% rate of employment among the participants of the courses.

3. Orientation courses

Orientation Laboratories Project MISURA C2 Type of students: new compulsory training for young people under the age of 18 school leavers or dropouts. Objectives of the project: The objective of the project is the design of personalised actions aimed at supplying the students with the necessary instruments to know and understand their personal aptitudes and orientate them towards identifying potential future openings in terms of apprenticeships, re-entry in school or professional training. The project substantially consisted of the organisation of short periods of work experience, called laboratories for their briefness that allowed the young students, with guided practical activities, to understand and evaluate their interests, their aptitudes and their potential respect to various specific work environments. Each student had to experiment at least two different work experiences so that they could test their aptitudes in the field and make their future decisions on their experiences. The project involved various types of laboratories (IT and CAD, Hairdressing, Mechanics, Cooking and Catering, Telecommunications, Plumbing, Electronics, Chemistry, English, Welding, Graphic Design, Carpentry). The first phase of the project consisted of the orientation of the students with collective and individual meetings to perform an in-depth analysis of the characteristics, aptitudes, interests and potentials of the students.

SCHOOL WORKFORCE PROJECT – IMPLEMENTATION OF COMPULSORY EDUCATION

The project is aimed at the biennial classes of both institutes

The identified purposes are:

Experimenting integrated teaching methods (school – training agencies and employment agencies) and laboratories aimed at orientating and promoting the basic skills according to the cultural axis of the new education obligation through:

Actions to contrast the early withdrawal from school and to favour training success with the recovery and the consolidation of the verbal and non-verbal communication skills with particular attention to the new technologies,

Activation of orientation courses integrated to the professional and life choices of the students with the aim to reinforce the transversal and relational skills (learning to learn) in open classes, work groups, team-teaching and peer education.

Accompany and support the passage from Middle School to High School

Contributing to resolve the situations of distress when entering the first year of High School, which can influence the scholastic success

Facilitating the integration of all the students in the class and in the new school

Contrasting the phenomenon of early withdrawal from school

This project was born from the confrontation between the Comprehensive Institute and the High School and it wants to involve the primary school children and their families with the High School children and their parents, giving life to laboratories and courses that can develop vertically joining students from different classes.

The project entails the organisation of differentiated and parallel activities for students in difficulty as wells as the whole student body.

The students in difficulty are the students that have poor results at school or have low marks in some subjects, have a high number of absences, notes and reprimands. Data that can be signals of a risk of dropping out of school.

PROJECTS FINANCED BY FONDIMPRESA:

Fondimpresa, as all interprofessional Funds, does not hold training courses but it finances the training of the workers in the member companies. It promotes the continuing training and redistributes to the companies the resources dedicated, by law, to training. These resources consist of the deductions of 0,30% from the salary of all workers in the private sector, public companies and public service companies.

In fact, Fondimpresa offers some possibilities to manage the economic resources dedicated to the training:

1 The System Account is a collective account that is used for some Proposals to which all the companies

can compete, individually or in consortium. These Proposals are designed on the demands of the companies and can be general or with a theme. They are published periodically to allow the companies to programme the training. The plans have a leader that also acts as the reference for the project, deals with the orientation activities and all the accessory services of the training that small companies do not usually have in their organisation.

2 The Training Account is the real novelty that distinguishes Fondimpresa in the panorama of

interprofessional Funds. It is an individual account of each member company. The financial resources that are set aside in the “training account” are at the complete disposal of the owner company. Only the company can use them for the training of its employees in the times and methods preferred, based on the Plans shared with the social partners. 70% of the resources that each company deposits with the 0,30%, to the Pension Fund to Fondimpresa, are directed to this account, that each company may use in line with its context and necessity, in agreement with the trade unions.

The Foundation Fondirigenti "G. Taliercio", promoted by Confindustria and Federmanager to encourage the development of managerial culture, offers an integrated system of services for the competitiveness of the companies, the occupiability and the growth of the managerial class. The Interprofessional Fund for the Continuing Training of managers uses the quota of 0,30% of the total national salaries deposited by the companies for the training of the management, who are available, following the start of the system of bilateral funds for the financing of continuing training ((ex-art. 118, law 388/2000), and the agreement signed by Federmanager and Confindustria on 23 May 2002. To date, about 13 thousand companies employing 73 thousand managers are members of the Fund
