15. Geo-hydrological feature Nearly 95 % of the geographical are comprised of shallow to medium black soil having depth upto 0.6-0.75 mt top soil and 5% is red soil. The soil is slightly reddish to very brown in surface colour. By large soils are well drained with moderate water holding capacity. From sustainable development perspectives, what is alarming is the steady decline in the soil quality due to sheet erosion.

24 Explosives, detonators to be
used
The excavation of mineral is doing by drilling and blasting because of black trap mineral is so hard mineral. PESCO
and department of Mining approved explosive and detonators application for blasting purpose.
25. Details of Drilling and Blasting
Jack hammer Drilling and other drilling machine use for operation, Blasting is done by short delay action
detonators so reduce ground vibration, explosive use as slurry. We have done blasting by professional blasting
person so required any handling explosive at site.
26. Safety measures at the time of blasting
Legible warning sign in the language understood by the local people. Before blasting the upper surface of the bench shall be cleaned off any stones lying above.

The trunk line of the detonating cord shall be covered with sand to reduce air over pressure, as it is major source of air blast noise. Controlled blasting shall be practiced and only between 12 Noon and 2 pm. All safety measures as prescribed under MMR 1961 and circulars issued by DGMS. An effective record of instruction to guards given for working and clearance shall be maintained.

Chapter-2
1. INTRODUCTION OF THE PROJECT
The proposed M/s. Black Trap Mine of Gobarbhai Karshanbhai Kevadiya area at near Vill.Navi Nesdi, Tal.Rajula, Dis.Amreli. (Gujarat) has been granted to Gobarbhai Karshanbhai Kevadiya, resident of At.Gadhakada, Tal.Savarkundla,At-Post-Bhavnagar Applied Area-1.00.00 Ha. Proposed Production- 36000 TPA.
1.1. Copy of Mining Lease/ Letter of Intent.
A letter of intent has been issued in Favor of Gobarbhai Karshanbhai Kevadiya,
for extraction of Black Trap, Near Vill.Navi Nesdi, Tal.Rajula, Dis.Amreli, For
The Period of 10 years Vide Hukam no. GA/QL/52/99/133. Dated-10/01/2000.

2.2. Nature of the project:
Mining of Black Trap is proposed in the applied area 1.00.00 Ha., Vill.Navi
Nesdi, Tal.Rajula, Dis.Amreli (Gujarat). Mining will be carried out by Semi-
Mechanized Opencast Method. Proposed Production 36000 TPA.
A Black Trap are find near Navi Nesdi village is a hub for Black Trap Extraction.
There are various projects for production of Black Trap blocks in the area. The
Stone crusher industry is a thriving industry because of prolific use of Black
trap in Road & building construction industry. The project is aimed at
producing Grint,kapachi and slabs from the applied area.

2.3.Need For The Project and its importance to the country:
Black Trap is an important mineral for the Road & building Construction. It is
naturally available in sample quantities and thus is important for construction
of road & buildings due to its toughness. It is being used as secondary main
materials.
2.4. Demand - Supply gap
The demand of Black trap depends on the level of development and the rate of
growth of the economy. However, there is a persistent demand for this mineral.
2.5. Imports vs. Indigenous Production
There is no Import of Black Trap. All production of Black trap is earmarked for
the indigenous demand/ local market.
2.6. Export Possibility
There is no proposal to export the production.
2.7. Domestic/Export Markets
The Final product of Grint and Kapachi will be only for domestic market/local
Suppliers.
2.8. Employment Generation (Direct and Indirect) Due to the Project
The proposed Navi Nesdi project Black Trap mining activity is envisaged to
improve the socio-economic condition on a micro-economic scale by generating
local employment 07 direct and 05 indirect.

3.1. PROJECT DESCRIPTION:
3.1.1 Type of project including interlinked and interdependent projects, if any.
The Black Trap mining is a fresh application for environmental clearance and
not interlinked or interdependent.

Details of alternate sites considered and the basis of selecting the
proposed site, particularly the environmental consideration done into
should be highlighted.
The site is suitable because of its location and availability of resources. The topography is flat along with scanty overburden to remove. The site is also away From major habitation centers.
3.2 Size and Magnitude of operation
The maximum rated capacity of the project will be 36000 TPA productions and the area is spread over 1.00.00 Ha. The Black trap is not formation manually.
3.3 Project Description with process details
At present the manual opencast mining will be carried out. There is no
overburden in the area. Mining in general will be carried out by manual open
cast method by forming benches up to 2.0 to 3.0 m height. The sides of the
benches have slopes at a safe angle not more than 45 degree from horizontal.

Excavated Run Of Mine (ROM) will be subjected to manual sizing into fraction
of +25 mm to – 100 mm. The yield of sized black trap will be around 85%,
undersize Black trap will be around 10% and remaining 5% as mining losses.
Mining losses are on account of dust generation during drilling / blasting, wash
off from the area etc. This sized black trap will be loaded into trucks manually
and dispatched to the stone crushing plant. Remaining 10% of undersize
material will be stacked on the worked out pit floor. Drilling and blasting will
be also carried out by using air compressor and drill machine / jack hammer
drill. Manufacturing process detail is attached as per Annexure – 8 of Form – I
application. Quarry limits of all workings are planned with a 7.5 mtrs statutory barriers
against the lease boundary or roads existing in the lease hold. All haulage
roads, the alignment of which keeps on changing depending upon the working
in the pit, joins the existing surface roads of the lease hold. Four Wheeled
Trolley attached to tractor will be generally used for movement of mineral. The
mineral transported out of the lease hold will be with the help of tippers and
trucks. All pit working will be securely fenced as per the standards prescribed by
DGMS. Approach roads to pit faces shall be maintained as required. Mining will be carried out for black trap only. In the available thickness of 5 m
of deposit, two benches are proposed to be developed. Width of bench is
proposed to at 3 - 4 m.

3.4 BLASTING
The black trap being medium hard category requires some drilling and blasting
for excavation. To maintain a bench height of 3 meters, drilling by 65 /100 mm
drill machine, is recommended. However in future effort will be made to
improve upon it. Blasting frequency is recommended as twice in every six days
(i.e. twice a week). Benches shall be kept sloped at an angle of 15° from the
vertical (i.e. 75° from the horizontal). Same angle of slope shall be maintained
for drill /blast holes also. With 3 m high benches, sloped at an angle of 15° to
vertical, the bench slope height shall be 3.1 m and with sub-grade drilling of 0.2
m. The depth of shot holes to be drilled shall be 3.3 m.
3.5 BLASTING PATTERN
For every hole, one delay detonator would be used. Blasting would be done by
using short delay action detonators to reduce ground vibration. Holes would be
connected in a row “in series” and the rows “in par allel”, i.e. “Series–Parallel”
connection would be made at the time of blasting. Double row blasting would
be preferred to single row so as to cut down on the number of blasts required
for maintaining production. Various types of explosives such as, emulsion etc. will be used for blasting. it
will be used as much as possible except in rainy season. Delay detonators or
Nonel detonating fuse will be used since multi row system of firing will be
carried out so as to reduce the ground vibration, noise, fly rock etc. due to
blasting. Sequential blasting techniques using sequential blasting machine shall
be used to reduce explosive charge per delay to a minimum to reduce ground
vibration. The details about storage and transport of explosive are given
below:-

3.5. STORAGE OF EXPLOSIVES
The total storage of explosive material is as per the license of Petroleum &
Explosive Safety Organization (PESO). The storage of explosive material is as
per the guidelines of PESO.
3.6. PRECAUTIONARY MEASURES Adequate precautionary measures will be taken as given below:
(a) Adequate siren system will be in operation. (b) Legible warning sign in the language understood by the local people.
(c) Enough security guards, especially posted on roads etc.
(d) Before blasting the upper surface of the bench shall be cleaned off any

3.7 FREQUENCY OF BLASTING
The blasting activity is proposed to be carried out during day time The
frequency of blasting will be based on requirement of ROM/ Sized black
trap.
3.7. REGIONAL GEOLOGY
Navi Nesdi Village fall in Rajula Taluka in Amreli district of Gujarat State

TRANSPORT OF RAW MATERIAL AND FINISHED PRODUCT. This is an existing project for mining of Black Trap and mining are being
done by blasting. So only Explosive Material are used as Raw Material for
blasting Purpose. No another major Raw Material is required. We have obtained the permission from Petroleum and Explosives Safety
Organization (PESO) for blasting material. Final product is marketed in Rajula, Vavdi, Amreli and nearest rural area etc. The Final Product is Black Trap which are transported directly by road
through Tractor or Truck to the Stone Crushing Unit Located in the
nearby Area.

4.6 Existing Infrastructure
Commensurate with the scale of mining operations, the Requisite support facilities are Proposed to be Provided, which are adequate to meet the functional requirement of the mine. We have construct and provide site services as mine office cum rest shelter, first aid box, toilet etc our nearest stone crusher unit. The drinking water is made available through water tankers.
4.7 Land / Soil Characteristic
The Soils are generally developed from sandstone formation and are coarse in texture with satisfactory internal drainage. Medium & shallow Black to Mixed Red & Black soils The sub soil condition below the Existing ground level is almost uniform in nature. Sub soil is composed of clay mixed with little fine grained salty sand, Moram and Kankar with Low Resistivity due to clay and soil moisture. The area is covered with recent to Sub Recent alluvial deposits comprising of brownish clay mixed with little fine grained Sand, silly Sand.The soil below ground level consist of top silty low level soil layer having no swelling nature. Blackish Brown to yellowish brown clayey silt or sand silt layer extends to the depth of 1 to 1.5 mts.

4.9. Climate data From Secondary Sources
M/s Black Trap Mine of Gobarbhai Karshanbhai Kevadiya area is situated in Amreli district . Amreli district fall in semi arid climate, summer is dry and hot mid-March to mid- June and the monsoon season from mid-june to oct., when the Amreli Dis. receives 500 mm of rain on average. The months from November to February are mild, the average temperature being around 20 °C, with low humidity. During summer time, the temperature ranges between 26 °C and 42 °C. In the months of winter, Amreli District temperature varies between 10 °C and 20 °C but on a whole winters are pleasant. 4.10. Social infrastructure available.
The infrastructure like, toilets, shelter etc. is proposed at mine site.
The nearest village is Rajula, health & educational facilities (in the form
of Primary and secondary schools) are available there.
Medical facilities, Primary Health centre are therein the mine,
imparting services, for advance medical facilities. In each village one
health worker has been appointed by the Govt. to provide primary
health facilities.
Village people are availing drinking water facilities generally from the
hand pump, open well and tube well. The water supply is also supplied
through tanker in few villages.
Communication services like post office and telephones are available in
the nearby village. Every one of the villagers are having mobile phones.
An occupational health unit will be organized and the proposed
measures will be adopted:
Pre & Periodical Medical checkup program for all the workers.
Compulsory medical checkup program and first –aid box with
necessary equipment will be provided.
Training for workers regarding occupational hazards.
Safety equipment i.e. dusts mask, safety shoes, gloves etc.

Chapter-5 5. PLANNING BRIEF
5.1. Planning concept
It is a mining project of mineral black trap mining. The proposed production of is 36000 TPA. Opencast, Semi- Mechanized method of mining will be adopted opencast and transportation of minerals shall be done through road by trucks.
5.2. Man Power Requirement
Man Power requirement for mining is estimated to be 07 Nos. Most of the employees will be recruited from neighboring village. The laborers are provided along with tractor trolley by contractor or from nearby villages. So there will no permanently migration of people, hence there will be no population projection.

5.4. Facilities Provided
5.4.1. Infrastructure
The infrastructure like, toilets, shelter etc. are proposed at mine site. For
drinking, water will be brought from water tanker outside the applied mine. A
first aid box will also be constructed and maintained. Communication services
like post office and telephones are available in the nearby villages. Medical
facilities are also provided.
5.4.2. Landscaping and Green belt development
It is proposed to plant total 290 Saplings, covering an area of 0.2872 hect. During the post- Operational Stage.
5.4.3. Health And Safety System During the opencast working, and allied activities, all the precautionary measures shall be taken into account as per GMMR 1961 and GMCDR 1988 for safety and security. Following Safety & security measures will be enforced;
Moving front of the quarry shall have temporary fencing. Permanent fencing will be provided where quarry has reached the
ultimate pit limit. Mine entrance will have a permanent check post and record shall be
maintained of all persons/vehicles entering the mine area. Round the clock security arrangement shall be provided to prevent
inadvertent entry of persons.

5.4.4 Disaster Management and Risk Assessment
In spite of following all the precautionary measures and following all
safety rules, regulations and Procedures, in mining accidents cannot be
ruled out completely. The project proponent will formulate a disaster
Management plan with the approval of DGMS. Following are the
accidents which can take place in mechanized opencast mining and
measures proposed to be taken.
Fall of human beings or fall of machines from benches/ dumps/ haul
roads.
Fire & Explosion in machinery
Emergency situation due to social reason such as public unrest,
terrorism etc.
Preventive Measures:
Creating bream on the side of benches/ haul roads of height greater
than or equal to ½ tyre radius. Minimum height of bream shall be 1.2 m
and slop 45°. Minimum clearance of 1.5 m will be maintained between
outer tyre and bream.
Firefighting equipment in the machinery / workshop/ office will be
maintained. Persons will be trained in the use of firefighting equipment
and mock rehearsal will be conducted.
Training of security personnel.
Procedures as laid down in disaster management plan to be followed.

7. REHABILITATION AND RESETTLEMENT (R & R) PLAN
Since the project is government land, there is no reserves forest or protected forest land within the applied area. There is no human settlements within the area so, no resettlement and rehabilitation is required.

The project proponent will incur a total cost of Rs.15lakh and may vary from place to place and with magnitude of the Black Trap mining. This will include the rent/lease for land, cost of labor, cost of transportation, fuel charges etc.

9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)
The project will bring economical benefits to the state by the way of royalty for mineral and people by the way of direct (07persons) and secondary employment (05 persons) opportunities. Management will be helping nearby village by providing aid to school, conducting medical and social awareness camps, helping in formation of self help groups etc. especially keeping in the view the tribal and economically backward population in the area as part of its corporate social responsibility.

ENVIRONMENT MANAGEMENT PLAN BLACK TRAP
1.0. INTRODUCTION:
The proposed M/s. Black Trap Mine of Gobarbhai Karshanbhai Kevadiya area at near Vill.Navi Nesdi, Tal.Rajula, Dis.Amreli. (Gujarat) has been granted to Gobarbhai Karshanbhai Kevadiya, resident of At.Gadhakada,Tal.Savarkundala At-Post-Bhavnagar Applied Area-1.00.00 Ha. Proposed Production- 36000 TPA. The Black Trap mine near Navi Nesdi is a hub for Black Trap extraction. The Black Trap industry is a thriving industry because of profile use of black trap in Road & building construction industry. The project is aimed at producing Black Trap slabs from the lease mine. The mining methodology consists of carving up blocks of dimensions unspecified with help of a hydraulic driller, in this method there is a reject of 15% of the production and about 85% of the yield is usable. Flora & Fauna No forests land the area. It is entirely a government Land. No endangered Species found in the core zone, so no adverse impact on the flora & Fauna. Since, there are no endangered spices of flora & fauna observed in core zone. The environmental Management plan has been developed with a view to bring down the levels of impacts as discussed in the last chapter within limits. In each of the areas of impact, measures have to be taken to reduce potentially significant adverse impacts are to be enhanced/ augmented so that the overall adverse impacts are reduced to as low level as possible. The mining in the area has been proposed with time bound management plan so that impacts on different environmental parameters are minimized at every stage of mining. Measures to be taken for each of the impact areas are detailed in the following para:

ENVIRONMENT IMPACT & MEASURES
AIR ENVIRONMENT 2.1.1 Anticipated impacts
The opencast mining operations are generally prone to generation of high
levels of PM and to a limited extent SO2, NOx due to fossil fuel based
vehicles and machines etc. Air pollution due to SO2 , NOx and PM may result
in irritation and inflammation of eyes and congestion of throat and
infection in lungs.
2.1.2 Mitigation Measures: In addition to the above the following measures will be adopted:-
1. Water spraying on the roads for suppression of dust.
2. Development of green belt.
3. Water sprinklers will be sprayed at all loading / transfer points.
4. Modern Hydraulic Driller is be adopted.
5. PPE will be provided to the workers.
6. To control the emissions regular preventative maintenance of
equipment will be carried out.
2. WATER ENVIRONMENT 3.1. Anticipated impacts No impact on the surface water resources is envisaged. The rain water accumulates in the area, which will be used for dust suppression and plantation purpose. The ground water table in this region range from 28-30 m from the surface level. Due to mining, ground water will not intersect in this project. Since no chemicals or explosives are used for mining of black trap, there is no source of contaminants that can contaminate surface waters or the ground waters.

3.2. Mitigation Measures
There is not the case with this lease, as mineral or soil does not contain any
harmful ingredients that could leach to the water table. Thus the area working
shall not affect the ground water quality.
The impact of mining on ground water is not anticipated; therefore measures are not required.
4. LAND ENVIRONMENT 4.1. Anticipated impacts
In open cast mining, the top crust of earth i.e. top soil/sub soil is completely
removed below which are mineral deposits. The earth rock and other strata, called
O/B are completely removed to provide access to the mineral deposit. In this
manner land use pattern of an area always changes in the form of voids formed due
to excavation of mineral. Topography of the surrounding area will remain
unchanged. The drainage pattern due to proposed mining will not be disturbed
within core zone as well as buffer zone. The thickness of the top soil is 2 m , it
shall be scrapped and stack at separate place and will be used for plantation.
4.2. Mitigation measures
The mining area will be affected to the land environment. The excavated area will
be creating artificial water reservoir which rain water harvesting. The top soil will
be stack at separate earmarked site and use for the plantation.
5. NOISE ENVIRONMENT 5.1. Anticipated impacts
As far as noise pollution is concerned, Black Trap mining does not contribute much to noise pollution, except the noise generated from hydraulic driller. Noise level in the working environment is compared with the standards prescribed by central pollution control board which will be adopted and enforced by the govt. of India through the noise pollution (Regulation and control) Rules, 2000

The exposures to excessive noise levels can lead to: Prevention of sleep, insomnia & fatigue.
Decrease in speech reception, communication, disturbance and diminished
concentration thus adversely affecting job performance efficiency.
Irreparable psychological disturbance including impaired hearing.
5.2. Mitigation measures
Mitigate the noise level following control measures will be adopted:-
1. Periodical monitoring of noise will be done.
2. Regular and proper maintenance of noise generating machinery.
3. Proper PPE in form of earplugs and safety eye wear shall be provided to
workers working with the hydraulic driller and those in immediate vicinity
of it.
4. Plantation in applied area will – also reduce propagation of noise outside
the core zone.
5. Green belt shall provide at the lease periphery, within the applied area.
5.3. BIOLOGICAL ENVIRONMENT
No forests land the area. It is entirely a government land. No endangered species found in the applied area, so no adverse impact on the flora & fauna. Since, there are no endangered spices of flora & fauna observed in core zone as well as buffer zone. Therefore, measures are not required. 6. GREENBELT DEVELOPMENT
The implementation for development of green belt will be of paramount
importance as it will not only add up as an aesthetic feature, but also act as
a pollution sink.
The species to be grown in the area should be dust tolerant and fast growing
species so that permanent green belt is created.
Apart from the green belt and aesthetic plantation for elimination fugivitive
of emission and noise control, all other plantation efforts shall be decided
and executed with the assistance and co-operation of the local community.

6.1.Socio-Economic
The impact of mining on social demographic profile is positive because displacements of habitat are not involved in this project. Navi Nesdi project will generate rural employment. The mining activities in the area will raise economic status of the mine workers.
7.ENVIRONMENTAL MANAGEMENT PLAN IMPLEMENTATION
Environmental Management plan serves no purpose if it is not implemented with true spirit. Thus, an implementation and monitoring programme has to be prepared. Implementation of proposed control measures and monitoring programmed has an implementation on the surrounding area as well as for the region. Therefore mining management should be strengthen the existing control measures implemented within the black trap mining area relating to the following specific areas.
Collection of air and water samples at strategic location with frequency
suggested and by analyzing thereof. If the parameters exceed the
permissible tolerance limits, corrective regulation measure should be taken.
Collection of soil samples at strategic locations once in a year and analysis
thereof with regard to deleterious constituents, if any.
Regular visual examination will be carried out to look for possibilities of
erosion. Any abnormal condition, if observed should be taken care of.
Measurement of noise levels at mine site, stationary and mobile sources,
and adjacent villages will be done.
Plantation will be done as per program i.e. along the boundary.

7.1. ENVIRONMENTAL OFFICER Environmental professional/ officer should be appointed/ hired to implement the environment management plan. The officer shall ensure the suitability, adequacy and effectiveness of the environment management program me:-
Environmental officer will be responsible for proper maintenance and
operation of the program me and it will oversee the following aspect:
Conduct environmental awareness program to the workers, supervisory
staff and contract laborers during the mining and operation period.
Regularly monitor the environmental parameters and prepare reports as
required by the GPCB.
Recommend necessary measures to improve environmental conditions.
Conduct safety program to create safety awareness among workers/staff.
Train the staff and other workers on safety measures and conduct safety
drills to educate them.
Environmental officer will be in regular touch with state pollution control board
and state mining department and send them annual progress report. Any new
regulations considered by state/central pollution control board for the black trap
mining would be taken care of.
7.2. PROPOSED SET UP The Environmental professional/ officer will be responsible for:
Liaison with environment monitoring laboratory for collecting and
analyzing water and air samples from surrounding area and work zone
monitoring for pollutants.
Implementing the control and protective measures.
Co-coordinating the environment related activities within the project as well
as with outside agencies.
Collecting statistics of health of workers and population of surrounding
villages.
Monitoring the progress of implementation of environmental management
program.
