As she prepared to move into her nextlife phase Cathy Davies said: “It hardlyfeels like 25 years since I began my lifewith Hafan Cymru – or Cymdeithas TaiHafan as it then was – in my tiny studywith nothing more than a computerand certainly no room to swing a catbut here I am about to leave it all andstart the next phase of my life. Overthose 25 years I must have workedwith well over 250 people and in turnwe as an organisation have supportedwell over 200,000 people – mainly

women – and goodness knows howmany children. I can then, I feel, saythat I am justifiably proud of what wehave all managed to achieve togetherduring that time. At this exciting timeof change and new ventures for Hafan Cymru and myself, I would liketo wish all of you the very best for thefuture. As Hafan Cymru reaches its 25th year, we find ourselves in the midst of major changesyet again!

We pride ourselves on having always had theflexibility to ensure that change is managedpositively and for the benefit of those who use and need our services across Wales. The devolutionof Supporting People Programme Grant funding(our core funding source) to local authorities has brought much increased scrutiny alongsidereductions in funding in some areas which ischallenging our ability to continue to deliver theexcellent service for which Hafan Cymru is known.However, due to the continued commitment, driveand passion of our staff we have continued tothrive and grow our service.

Over the past couple of years, Hafan Cymru has been centrally involved in assisting the WelshGovernment to formulate the recently publishedGender-Based Violence, Domestic Abuse, andSexual Violence (Wales) Bill and we are proud thatour responses to consultation during the earlyperiod were centrally informed by our serviceusers. Although we are sad that education is notincluded in the Bill, we are delighted that the

Minister for Local Government and GovernmentBusiness has recognised the key importance ofpreventing future violence against women, sexualviolence and domestic abuse through educatingyoung people with extended funding for ourSpectrum Project so that we can deliver lessons to young people in both primary and secondaryschools across Wales.

Hafan Cymru is determined to support survivorsand victims in rebuilding their lives after violenceand abuse, reporting these crimes, and to makesure perpetrators are brought to justice. We areproud of the efforts we are making to preventviolence against women and girls alongside thesupport we offer to those who are already victimsand survivors.

Since Hafan Cymru’s inception in 1989 the needfor dedicated services to help those affected byviolence against women and domestic abuse hasgrown. From our small beginnings supporting 8female tenants in 1991 in our very first purposebuilt supported housing project in Carmarthenshire,we grew to last year supporting 3,251 people –1,426 women, 71 men and 1,754 children –in 42 projects across Wales emphasising thepositive move towards supporting women, menand children affected by domestic abuse. HafanCymru continues to provide direct support towomen, men, young people, children and familiesthrough our refuge, safe houses, temporarysupported housing and floating support services.

This extraordinary story has only been possiblebecause of our staff whose commitment,motivation and expertise ensures we grow andprovide quality services. Particular thanks goesout to Cathy Davies, our former CEO, who retiredin July 2014. Thank you for your inspiration andleadership over the past 25 years.

SOME OF THE KEY MILESTONES FROM OUR

LAST 25 YEARS1989Cymdeithas Tai Hafan established as a HousingAssociation by CEO Cathy Davies to supportwomen affected by domestic abuse leavingrefuges in Wales.

1990SSupport widened to recognise the need to supportthose affected by domestic abuse with additionalneeds especially mental ill-health, substancemisuse, and offending behaviour.

1995Our very first Young Women’s Project, the PhoenixProject, opened in Carmarthen.

2003The organisation more than doubled in size throughthe development of new floating support services –by August 2003 we were supporting over twice asmany service users as the previous August.

2005Comic Relief funded delivery of the SpectrumProject modules in Welsh secondary schools for 3 years – then extended the funding again for a further 3 years up to 2011.

2006Floating Support services began in Cardiff.

2013Winner of the WCVA Third Sector 2013 Health,Social Care and Wellbeing Award for our successfulservices supporting vulnerable people.

2014Cathy Davies CEO retires after 25 years’ service.

1998Phoenix Project shortlisted for the Sir Roy GriffithsAward – 2 young women, the CEO and a staffmember attended the House of Lords to receiveour award from Princess Anne.

199910 year 2 day Celebration Conference held for tenants and their children in Aberystwyth.

2000/1Funding obtained from the European Commissionto develop an educational pack for schools – the Spectrum Programme.

2007Constitution changed to support men affected by domestic abuse.

2009Organisation renamed as Hafan Cymru to reflectcomplete end-to-end approach to supporting thoseaffected by domestic abuse, with a new strapline –‘Preventing Abuse. Promoting Independence’ toreinforce the organisation’s position as Wales’sleading charitable organisation dedicated todomestic abuse services.

2010We began to provide refuges for women and safehouses for both men and women.

Hafan Cymru is committed toassisting our tenants and serviceusers to achieve independencewithout the need for long-termsupport and we believe that enablingthem to build their confidence inorder to gain skills and entereducation or training – leadingeventually to employment –is key to this process.

In 2000 we started helping ourservices users gain qualificationsthrough the New Dawn projectwhich continued for 5 years and wasdelivered in 7 local authority areas.The project has developed to what isnow known as our Moving On project.

1999The Government of Wales Act 1998led to the establishment of theNational Assembly for Wales. Someof the bills passed after this datehave affected the way Hafan Cymrudeliver support

SOUTH WESTPROJECTSManaged by a Regional Business Manager,Isabelle Morgan, this region covers 4Counties – Bridgend, Neath Port Talbot,Rhondda Cynon Taff (RCT) and Swansea.There is currently 1 Young Women’s Projectwhich includes a shared house for 3 youngwomen and 6 bedspaces of temporarysupported housing, 34 bedspaces ofsupported housing in 6 Cluster Schemesand 48 bedspaces of Floating Support, 47 ofwhich are contracted by the Local Authority.

In addition our project in Swansea hasprovided short term housing related supportfor 31 individuals. The region also has 6General Needs properties in Port Talbot andHafan Cymru is the Landlord of the refugein Swansea.

Hafan Cymru also is the lead organisationfor the development of BIG Lottery andWelsh Government funded SwanseaDomestic Abuse One Stop Shop.

SOUTH EASTPROJECTSThe services in the South East regioncover 3 Counties – Blaenau Gwent,Cardiff and Torfaen. All services in theregion have been contracted by eachLocal Authority. There is currently 105 bedspaces of Floating Support, with an additional 13 bedspaces forlow/normal level support in Torfaen.

In Blaenau Gwent we have 6 Safe Housesfor women escaping Domestic Abuse plusa new purpose built Refuge for 6 women.

In addition multi agency services aredelivered from the Chrysalis Centre in Torfaen.

There are currently 2 Young Women’s Projects, including 2 shared houses for 3 young women plus 2 flats and 12 Floating Support bedspaces, 21 bed-spaces of supportedhousing in 4 Cluster Schemes and 40 bed spaces of Floating Support, a 5 bedrefuge and 4 Safe Houses in Pembrokeshire.

In November 2012 theHead Office moved to a purpose built office with conferencing facilities. Theintention, to raise money for the organisation and grow less dependent on publicfunding, in its first year the facilities raised over £8,000 for the organisation
