Fiscal Year 2002 was a challenge for our nation’s law enforcementinstitutions. Homeland security, within the context of the war onterrorism, emerged as a major focus at all levels. So it was with the

Federal Law Enforcement Training Center (FLETC).The tragic events of Sept. 11, 2001, highlighted the critical impor-

tance of the FLETC’s mission. It became immediately apparent followingthe attacks that the FLETC’s long experience with cooperative training wouldprove invaluable as our nation mobilized to confront the grave threats posedby international terrorism.

Overall demand for training by our 76 Partner Organizations increasedby 25 percent, from 25,689 students trained in FY01, to more than 32,000students trained in FY02.

The partnership that the FLETCquickly forged with the newly-createdTransportation Security Administration(TSA) accounted for a significant shareof this increased demand. In addition tosupporting the bolstered Federal Air Mar-shal Training Program at Artesia, theFLETC worked closely with the TSA todevelop plans and programs to train thou-sands of agents and officers at Glynco.

The FLETC also took a variety ofinnovative steps to meet increased de-mands by many of our other Partner Or-ganizations. Among these was the initia-tion of a six-day training week, which al-lowed the FLETC to increase its studentthroughput capacity by 20 percent. Whilethe six-day training week addressed theimmediate surge in training, the FLETCcontinues to explore alternatives for in-creasing capacity.

This report chronicles other im-pacts of the war on terrorism, notablythe increased operational tempo andgrowth at Artesia. Many other devel-opments not directly related to the waron terrorism are also highlighted in thisReport, including continued growth atGlynco and Cheltenham, new training technologies,innovative program development, and much more.

Another area where the FLETC’s influence con-tinues to grow is in international law enforcementtraining. Through FLETC and other partner agen-cies, the International Law Enforcement Academy(ILEA) Gaborone, Botswana, delivered approxi-mately 1,300 hours of training to more than 350 stu-dents representing every country comprising the Sub-Saharan region of Africa. In addition, ILEA Gaborone’straining facility was completed and will be dedicated inMarch 2003.

U.S. Ambassador John Lange repeatedly ap-plauded the efforts of FLETC and ILEA staff in prepar-ing southern Africa’s law enforcement professionals tomeet and overcome the challenges that threaten theircountries’ safety and prosperity.

In FY02, the governments of the United States and

Costa Rica entered into an agreement to establish anILEA in San José, Costa Rica. This agreement recog-nizes and builds upon the two nations’ close coopera-tion in law enforcement and their mutual interest in com-bating international crime. ILEA Costa Rica representsthe fifth such cooperative initiative between the Depart-ment of Justice, State, and Treasury (Homeland Secu-rity).

As a consolidated organization, the FLETC’sstrength comes from the synergy created by the part-nership of 76 disparate organizations, all of which sharethe common FLETC goal of providing the highest qual-ity training in the most cost-effective manner. This trulyworld-class partnership has served our nation well formore than 30 years. I am grateful to be entrusted toguide this organization in the continued pursuit of excel-lence, and to ensure that the FLETC remains a corner-stone of our nation’s law enforcement preparedness.

Behavioral Science

Over the past two years, the FLETC has headeda Survival Scores Research Project, which developed,tested, and analyzed data comparing performance ina stressful law enforcement scenario to physiologicaland psychological measures. In FY02, the TechnicalReport was published and presented to senior man-agement.

This research was conducted with oversight andapproval of the Walter Reed Army Institute of Re-search Human Factors Research Review Board. Ad-ditionally, the Chief of Neuroendocrinology and Neu-rochemistry at Walter Reed provided chemical analy-ses of cortisol. FLETC researchers also teamed withthe Director of the Center for Research in BehavioralPsychology of the University of South Florida for thedetailed study of psychological behavioral indicatorslinked to performance. These distinguished researchcolleagues assisted with the development of the re-search protocol.

A high-stress law enforcement scenario served asthe basis for testing student performance. Basic trainingstudents from both the Criminal Investigator and MixedBasic Police Training Programs were used. Testing wasdone just prior to student graduation from training. Thestudents were subjected to repeated measures for bothState and Trait Personality indicators for psychologicalassessments. The physiological indicators of heart rate,blood pressure, and cortisol were also monitored forcomparison. Background demographics to include a widevariety of experiences and training were collected, aswere basic training scores for comparison. The data setthus included 368 variables for analysis and compari-son.

Subject matter experts developed the scenario,with the purpose of invoking maximum stress in alaw enforcement situation. The scenario always endedwith a “win” for the tested subject. The scenario wasfilmed for later analysis and scoring. The scenariowas analyzed as seven separate events that representtransition points in the level of stress invoked. Analy-ses of the seven events were conducted and com-pared/contrasted to performance, physiological mea-

sures, psychological measures, and demographics, aswell as comparison between the two programs.

The results of the research have indicated a corre-lation between stress and performance. As stress in-creased, heart rate, blood pressure and cortisol levelsincreased. As expected, performance decreased. Seri-ous performance deficiencies were identified. Psycho-logical data identified interesting findings regarding thefight or flight syndrome and warrant further analysis andresearch.

Recommendations include numerous methods toaddress training deficiencies. A review of training meth-odologies is also recommended, as is the need for fur-ther research. Evaluation methodologies and taskanalyses have been identified as areas where enhance-ments would benefit training programs. Also recom-mended is the establishment of a Human Factors Re-view Board, which is essential for the FLETC to con-tinue such research in a safe and responsible manner.

Training

Financial Fraud

The 2001-2002 National Money Laundering Strat-egies mandate the FLETC to develop and present fourseparate training programs for each of the High-RiskMoney Laundering and Related Financial Crimes Areas(HIFCA). [Note: There are currently six HIFCAs locatedin New York/New Jersey, Los Angeles, the SouthwestBorder, Puerto Rico/U.S. Virgin Islands, San Francisco,and Chicago. Multi-agency HIFCA Task Forces havebeen created in each of these geographic areas to disruptand dismantle large-scale money laundering systems andorganizations.]

The four required training programs are:u Advanced Money Launderingu Advanced Asset Forfeitureu Black Market Peso Exchange (BMPE)u Practical Uses of the Patriot Act ProvisionsIn January 2002, the FLETC, in partnership with

the Department of Justice, presented the first NationalAdvanced Money Laundering Training Seminar inNew York to 150 senior representatives from thevarious HIFCAs. The FLETC subsequently deliveredsimilar Advanced Money Laundering programs inPuerto Rico, Chicago, Los Angeles, and San Fran-cisco, reaching a total audience of more than 600 lawenforcement agents, officers, and prosecutors. Each

training program was individually designed to meet thespecific needs of the geographic task force.

The FLETC is developing the Advanced AssetForfeiture Training Program that will be delivered inFY03 in centralized cities for forfeiture specialistsworking in HIFCAs and other major money launder-ing task forces. This program will feature hands-ontraining utilizing simulated case studies that incorpo-rate multiple aspects of asset forfeiture law.

triot Act based on the field experience of the law en-forcement agencies. The Treasury Deputy AssistantSecretary, Money Laundering and Financial Crimes,will establish a working group to discuss creativeways that the Patriot Act can be used. The FLETC,as a member of this working group, will build thetraining module based on the initiatives developed.

at the numerous issues faced by TSA law enforcement,supervisory, and airport screener personnel when deal-ing with the flying public.

Finally, the Legal Division developed a legalcourse of instruction for the TSA entitled “AirportSecurity Laws.” This course is designed to assist lawenforcement officers assigned to the TSA in applyingtheir statutory authority during the enforcement andinvestigation of Federal crimes associated with thesecurity of airports and other transportation facili-ties. The course also reinforces agents’ understand-ing of Federal criminal jurisdiction and Federal lawenforcement authority. A variety of specific Federalstatutes are addressed in the course, including, butnot limited to, Title 49 U.S.C. § 46503 (InterferenceWith Security Screening Personnel); Title 49 U.S.C.§ 46505 (Carrying a Weapon or Explosive on an Air-craft; Title 18 U.S.C. § 37 (Entering an Airport Areain Violation of Security Requirements; and Title 49U.S.C. § 46314 (Violence at International Airports).

Legal

Since the terrorist attacks on Sept. 11, 2001,the Legal Division has shown leadership in develop-ing several programs and proposals that address avariety of law enforcement needs. For example, aproposal entitled “Post 9/11: New Tools for Law En-forcement Officers” addressed the impact of variouspieces of legislation enacted since the attacks. Theproposal was submitted to the International Associa-tion of Chiefs of Police at its national conference andwas enthusiastically accepted.

The presentation addressed two areas of the lawthat have received intense scrutiny since the attacks,an understanding of which are crucial to law enforce-ment officers on the front lines of the war on terror-ism.

First, the presentation addressed recent amend-ments in electronic surveillance laws enacted by Con-gress, such as the Patriot Act. These amendments offerincreased investigative opportunities for law enforce-ment officers engaged in combating both terrorismand other unrelated crimes.

Second, the method of attack used by the hijack-ers has resulted in a renewed analysis of how the FourthAmendment has been applied within the context of air-port security searches. The second part of the presenta-tion focused on how the Fourth Amendment applies tothe unique circumstances confronting law enforcementofficers performing airport security functions, to includeissues such as when searches based upon consent canbe performed, when consent to search may be revokedby a passenger, etc.

The Legal Division also responded quickly to theneeds of the newly formed TSA. For example, it as-sisted in the development of a train-the-trainer programfor airport screening instructors. Also, in cooperationwith the TSA Chief Counsel, the Legal Division pro-duced a search and seizure treatise specifically directed

State & Local

Communities across the United States are con-cerned about the use of police vehicles in pursuit situ-ations that have occasionally resulted in tragic acci-dents. Loss of innocent life, property damage, andresultant litigation make police pursuits both danger-ous and costly. The National Center for State andLocal Law Enforcement Training at the FLETC wasdirected by Congress to develop a program to assistlaw enforcement executives in addressing this criti-cal issue.

In FY02, the National Center began to providea forum for the exchange of ideas by bringing to-gether nationally recognized subject matter expertsand executive-level decision makers to discuss thelegal, ethical, and moral issues that impact individu-als, agencies, and communities with regard to policepursuits and their aftermath. The symposia provide aframework for examining pursuit policies and devel-oping and implementing changes necessary to pro-vide for the needs of communities.

Per session participation was limited to 25 lawenforcement executives, city managers, risk manag-ers, and legal staff. The first of seven symposia inFY02 was conducted in February.

The FLETC continued to aggressively pursueimplementation of the President’s Management Agendathroughout FY02, establishing five teams to address allareas of the government-wide initiative.

Human Capital Management

Competitive Sourcing

The FLETC hired a dedicated CompetitiveSourcing Program Manager who has been an activeparticipant in the Department of Treasury Competi-tive Sourcing Program. The 2002 Federal ActivitiesInventory Reform Act (FAIR) Inventory was submit-ted on time and accepted without change.

PMA

Accomplishments include a draft proposal for anew alternative pay and personnel system, as well asthe development of a Human Capital Strategic Planfor inclusion in the 2003 revision of the FLETC Stra-tegic Plan. In order to meet increased training de-mands since Sept. 11, 2001, the FLETC also estab-lished a formalized recruitment plan and successfullydrafted legislative language which led to a HouseResolution granting salary offset waiver authority forrehired annuitants to address instructor shortages.Additionally, the FLETC completed its first SeniorExecutive Service Development Program conclud-ing with five successful graduates.

Improved Financial Performance

The FLETC received an “unqualified opinion”on the annual audit report for the third consecutiveyear. The FLETC has met the Treasury “3–Day Close”for 13 consecutive months and the “Data QualityGoals” for the last eight months. By changing pro-cesses and procedures, the FLETC has been able toaccomplish the Treasury’s goals. Systems standard-ization and integration played major roles in achiev-ing a fast-close and data quality. The FLETC imple-mented a Real and Personal Property System in Au-gust 2002, a module of the Momentum core finan-cial system. A cost accounting module of the Mo-mentum core financial system was implemented inApril 2002. Implementation of the cost module wasin compliance with the Statement of Standards No.4, Managerial Cost Accounting Concepts and Stan-dards for the Federal Government. Both of these mod-ules are integrated into the core financial system, incompliance with the Join Financial Management Im-provement Program framework for financial systems.

Expanded e-Government

Initiatives include the completion of an Infor-mation Technology (IT) Strategic Plan. In addition,the FLETC developed an IT Modernization Program,including the introduction of the funding plan intothe budget process, which will fully implement theFLETC IT Strategic Plan. Also, the FLETC is par-ticipating in a Smart Card and Public Key Infrastruc-ture Proof of Concept study with the Department ofthe Treasury.

Budget and PerformanceIntegration

The FLETC completed a comprehensive reviewand revision of its performance measures to moreaccurately reflect required performance improve-ments. Additionally, the FLETC revised its budgetactivities in order to more closely represent its mis-sion and purpose. The FLETC reorganized in Sep-tember 2002, realigning the planning, budgeting, andperformance functions under the Chief Financial Officer,formalizing the integration of budget and performance.

Glynco

Build/Lease Dormitory

This 137,000 square-foot, five-story hotel typedormitory was completed in September 2002. Ithouses 300 students in private rooms with kitchenettesand private baths. The building also contains laundry fa-cilities as well as meeting rooms and recreation spacesfor group gatherings. The landscaped site is completewith an outdoor pool and parking for all occupants.

ArtesiaConstruction &Renovation

Gas Range Construction/Relocation

Construction of the new gas and crowd controlrange was completed in January 2002. The new facilitywas constructed on 4.8 acres and consists of a 100x500-foot paved area, 24-unit emergency shower station, anda 1,200 square-foot covered shelter. New utility lineswere constructed to bring telephone, power, and waterto the facility for present requirements as well as futureneeds.

Dormitories

Two new three-story dormitories with a recreationbuilding were completed in November 2001. The dor-mitories house a total of 286 students in private roomswith shared baths. The 6,500 square-foot single storyrecreation building contains TV rooms, game rooms, alaundry facility, and offices for the dormitory manage-ment contractor.

Firearms Ranges

Two indoor/outdoor firearms ranges were recentlycompleted. The two 33,000 square-foot, 25-point multi-purpose ranges will accommodate a broad variety offirearms training programs. The project also includedconstruction of classroom and restroom facilities.

Cheltenham

Firearms Range

July 15 marked the ground breaking for the151,605 square-foot indoor firearms range complex.One of the 25-yard ranges is scheduled to be completedby December 2002 and will function as a project dem-onstrator. The entire project will be completed in thefall of 2003.

Capitol Police Academy Building

Construction of the permanent home of the U.S.Capitol Police (USCP) Training Academy, Bldg. 31, wascompleted on September 16. The dedication/openingceremony for this building was conducted on Septem-ber 30, and the USCP began training operations thatsame day (see Cheltenham, Page 9, for photos andmore details).

Training operations at the FLETC’s Office ofArtesia Operations (OAO) were significantly impactedby the terrorist attacks of Sept. 11, 2001. In the yearprior to the attacks, the FLETC received requests forjust four slots to train Federal Air Marshals (FAMs).Following the attacks, requests increased by severalthousand.

To accommodate the increased operationaltempo occasioned by the FAM training mandate, theOAO took a number of steps, to include deferringother Partner Organizations’ training. All agencies wereamenable, recognizing the emergency need to train theFAMs. To meet the established completion timeframes,the OAO had to overlap class start dates. Many changesand additions to the OAO campus and standard oper-ating procedures were required to provide the propertraining, including the acquisition of three Boeing 727aircraft fuselages for use as training platforms. Three live-fire shoot houses and 11 15-yard firearms ranges werealso constructed.

Other changes included maximizing classroomutilization by “hot seating” – using the same class-room on the same day, one in the morning, the otherin the afternoon. Off-center housing was identifiedand reserved for peak periods, and a contract wasestablished with two private companies to providebusses and drivers for student transportation. Thenormal training week, Monday thru Friday with holi-days off, was changed to Monday thru Saturday withno holidays off. Several Sundays were also incorpo-rated into the schedule to make up for lost trainingdays due to inclement weather.

Prior to Sept. 11, 2001, the OAO had a staff of41 employees. That number jumped to 86 by April2002. The additional staff included rehired annuitantsand temporary employees.

Total student throughput for FY02 approached6,000. Average Resident Student Population at Artesiarose from 93 in FY01 to 508 in FY02. During peaktimes, the Artesia campus housed, fed, and trained asmany as 964 students in a given day, with sustainedperiods of over 700. The students were from the fol-lowing agencies: Bureau of Indian Affairs, U.S. Bor-der Patrol, Federal Aviation Administration, U.S.Department of Agriculture, U.S. Department of

The FLETC Honor Graduate of the YearAward for 2001 went to Security Protective Of-ficer Derek J. Velasco of the Central IntelligenceAgency.

This award is presented annually to theFLETC basic training graduate who achieves thehighest academic average. Candidates for thisaward must also excel on firearms qualificationand physical fitness tests.

Officer Velasco graduated from theFLETC’s Mixed Basic Police Training Programin January 2001 with a 99.03% academic aver-age, besting some 2,700 other basic traininggraduates that year.

At a luncheon in his honor at Glynco Aug.19, 2002, Officer Velasco received an engravedSmith & Wesson Model 908 semiautomatic pis-tol and an award certificate. His name was alsoadded to a walnut plaque prominently displayedin the entrance of the FLETC’s main academiccomplex at Glynco.

During FY02, the FLETC’sCheltenham, Md., facility (OCH)achieved an extraordinary level ofprogress in its development as a sitefor firearms and driver re-qualifi-cation and in-service training in theWashington, D.C., area. Follow-ing a successful environmentalstudy, architectural and engineeringdesigns for 13 construction projectswere completed. Several Federal,state, and local agencies began using Cheltenham inMarch 2002 to conduct their agency-specific training inthe limited facilities available. By the end of the fiscalyear, OCH hosted training totaling 1,193 student weeks.

On Sept. 16, 2002, OCH accomplished its“Number 1” construction priority – the permanenthome for the United States Capitol Police (USCP)Training Academy, Bldg. 31. This $3.6 million reha-bilitation project was completed within six days ofthe projected completion date. Bldg. 31 previouslyserved our national security interests dating back tothe late 1950’s. During the Cuban Missile Crisis, itoperated as the command and control center for theU.S. Navy and the National Command Authority.

The formal re-dedication/opening ceremony forBldg. 31 was held on Sept. 30, 2002. A large crowdof approximately 250 Congressional members andstaff, current and former USCP officers, former USCPChiefs, FLETC staff, Federal, state and local agencyrepresentatives, and members of the local commu-nity assembled to witness the event.

The crowd heard words of congratulations,thanks, and a commitment to consolidated law en-forcement training offered by Congressman Steny H.Hoyer, 5th Congressional District of Maryland; Con-gressman Robert W. Ney, 18th Congressional Districtof Ohio; James W. Dyer, Staff Director, Committeeon Appropriations; Connie L. Patrick, FLETC Di-rector; and Terrance W. Gainer, Chief, USCP. Fol-lowing the speakers, a ribbon was cut at the mainentrance to the facility. The USCP hosted a recep-tion and conducted tours of their new Academy.

The 30,285 square-foot facility includes five largeclassrooms, a defensive tactics classroom, sevenbreakout rooms, a media center, a gymnasium, lockerand shower facilities, and 23 offices for instructionalstaff. The new academy site for the USCP allows forstate-of-the-art, agency-specific, in-service, and ad-vanced classroom and practical exercise training forover 1,200 law enforcement officers located in theWashington, D.C., area.

In an effort to increase the professionalism of Fed-eral law enforcement training, the FLETC was fundedto facilitate the development and implementation of anaccreditation model. This model, along with the sup-porting organizational structures and processes for ac-crediting training programs and academies, establishesstandards and procedures developed in collaborationwith key training leaders from the Federal law enforce-ment community.

During FY02, an Office of Accreditation (OAC)was established and staffed. Working with a task forceof Federal and state law enforcement trainers, theOAC led the effort to complete the development ofan independent accreditation process. The FederalLaw Enforcement Training Accreditation (FLETA)process provides law enforcement agencies with anopportunity to voluntarily demonstrate that they meetan established set of professional standards.

The effort included gaining support and com-mitment from Cabinet levels to establish a FLETABoard, under the provisos of a Memorandum of Un-derstanding between participating departments, torepresent law enforcement agencies throughout theFederal government. The Board was established andmet for an organizational meeting in August 2002.The Board is the final authority for FLETA standards,processes, and procedures. The Board confers ac-creditation status to the training programs and acad-

emies that submit to the assessment process and suc-cessfully complete all requirements. The FLETC Di-rector serves as the Executive Secretary of the FLETABoard, and the FLETC provides administrative sup-port for the operations of the OAC. It is important tonote that the FLETC and FLETA boards are indepen-dent of one another and serve different functions in thebroad mission of Federal law enforcement training.

As a customer and consumer of the FLETAservices, the FLETC has taken the lead in devel-oping a framework to support the internal FLETCaccreditation process. An Accreditation SteeringCommittee comprised of representatives from eachof the organizational elements within the FLETCwas established, and an Accreditation Manager hasbeen selected to assure that the FLETC is success-ful in achieving accredited status for each of the can-didate training programs. Accreditation Program Spe-cialists have also been selected to ensure compliancewith the FLETA standards on a divisional level andto promote consistency of process throughout the or-ganization.

Throughout its history, the FLETC has workedto enhance the operational efficiency of the design,development, delivery, and evaluation of law enforce-ment training. Because these elements are the focalpoint of the FLETC mission and the accreditationprocesses, the FLETC is committed to setting theexample to raise the level of professionalism withinthe law enforcement community and pledges full sup-port for the FLETA and its Board of Directors.

The FLETC celebrated its fourth annual Unity(Diversity) event at Glynco in May 2002. This wasthe third year that a“Heritage Encampment”was presented. The En-campment, an actual his-torical re-enactment,serves to provide staff,students, and others withan opportunity to viewthe diverse backgroundsof our ancestors and thehistories that link us to-gether in a common heri-tage as Americans. Thespirit of the Heritage En-campment focuses onlearning more about thepeople and nations that struggled and interacted, ex-amining the complexities of their struggles, and ulti-mately coming to gain respect for one another.

This year’s re-enactment was presented as a his-torical timeline that included 18th and 19th centuryNative Americans, Spanish, English, French, Africans,Scottish, and Germans. The re-enactments includedscenes from the Seminole Indian War, Civil War, andthe Indian Wars, and were performed by re-enactors

from all over the United States and Canada. A simi-lar heritage encampment was presented at Artesia inSeptember 2002.

In addition to the FLETC and Partner Orga-nization staff and students who attended this uniquediversity training, area public and private school stu-dents attended as part of their history curriculum. The2002 Unity event was the first time the public wasinvited to attend a special Saturday presentation.

Environmental& Safety

In FY02, the FLETC’s Environmental andSafety Division (EVS) was actively involved in theFLETC’s physical expansion by ensuring compli-ance with applicable environmental requirementsand laws. The EVS’s Environmental ProgramsBranch (EVB) completed 13 environmental assess-ments and initiated several others. Other issues,such as recycling, hazardous waste disposal, airand water quality standards, abatement andremediation, and vigilance to our historical andarchaeological assets, and regulatory complianceand reporting were also addressed.

The EVS’s Safety Programs Branch (SFB)was actively involved in the tracking, analysis, andinvestigation of over 113 mishaps. Consequently,a number of safety initiatives were implemented orenhanced including safety review of training sce-narios, safety counseling, ergonomic improve-ments, and participation in Training Accident In-vestigation Teams.

The SFB was responsible for the inspection ofover 1,000 fire protection apparatus and systems andsafety inspections of nearly 250 FLETC buildings andproperties. Further, the SFB was involved in review-ing safety aspects of proposed FLETC constructionprojects. The Medical Surveillance Program, whichis managed by the SFB, involves nearly 400 partici-pants who are regularly monitored for any effects ofexposure to air contaminants and noise. The SFB wasalso responsible for OSHA recordkeeping.
