Wood is one of the most vital natural resources on earth, something that people see, smell, touch and use on a daily basis. Latvia can be proud that this resource covers more than half of its territory, making Latvia the fourth most-forested country in Europe. Our national treasure is not just the wood that grows in these forests, but what has evolved with it – the people, companies, technologies, knowledge and experience gained over the course of many decades.

The wood industry is an important branch of the processing sector and has long-standing traditions in our country. Since the restoration of Latvian independence, the forestry and wood industry has been a key sector of the Latvian economy. Today, the industry contributes more than 27 % of the total value-added in manufacturing.

The wood sector has always been focused on exports and has become one of the most important export sectors. One of the timber industry’s long-term goals is to transform the traditional forest sector into a technologically advanced industry. Today the forestry industry can be proud of its innovative companies operating to the highest global standards, utilising production processes with modern, environmentally friendly technologies and implementing effective resource-management policies. This is strengthening Latvia’s position as a manufacturer of processed, high value-added wood products in world markets. This development course gives a platform not only for businesses, but for the whole country’s economic and social growth.

The volume of timber harvested annually from Latvia’s forests had been fairly stable up to 2009 – between 10 and 11 million m3 of timber. The global economic crisis caused a fall in roundwood price. This led to an increasingly drastic reduction in timber harvest from privately owned forests. In order to rescue this enormously important economic sector, the Latvian government took the courageous decision to increase the volume of timber to be harvested from state owned forests in 2009 and 2010. This decision did a great deal to save the timber sector from a wave of bankruptcies, thus saving thousands of jobs.

With forests covering more than 50 % of the country’s territory (almost double the world average), Latvia is one of the most forested EU member states. Over the last 80 years, the forested area has doubled while standing volume has increased 3.8 times, reaching 668 million cubic metres.

According to National Forest Inventory (NFI) data from 2014, the majority of Latvia’s forest cover consists of deciduous trees, 55 % of total woodland.

46 % of forests are owned by the State and managed by State stock company Latvijas Valsts Meži (Latvian State Forests).

The relatively good health of Latvia’s forests compared with world averages gives them a substantial advantage. Furthermore, the area of regenerated forest is increasing. In 2013, a total area of 40 266 ha of forest was regenerated, of which 51 % was in State-owned forests and 49 % in private-sector forests. In 2013, forest areas were restocked by 5 036 ha more than in the previous year.

WOOD RAW MATERIALS

For the timber product market to develop successfully, stable production of wood raw materials is necessary.

Saw-logs dominate in roundwood imports. Until 2008, the Russian Federation was the major source for roundwood imports. Because of changes in Russia’s export policy, imports from this country have decreased substantially.

Roundwood is mainly used for producing sawn wood, wood-based panels, turned and planed products, wood fuels, charcoal, etc. Roundwood is also exported as fuel or pulpwood. In 2013, compared to 2012, roundwood exports decreased by 2 % in terms of value. Pulpwood, which is exported mainly to Sweden, makes up more than 80 % of roundwood exports.

Latvia’s leading supplier of pulpwood is Latvijas Valsts Meži.

As a consequence of the rapid growth in the production of wood-based panels and fuel products, the utilization of small-dimension saw-logs has increased significantly over recent years. Local wood-based panel manufacturer Kronospan Riga has become the major purchaser of pulpwood.

WOOD FOR ENERGY

The wood energy subsector is very developed in Latvia. Despite being a relatively small country, Latvia is ranked 4th in the European Union in terms of wood-pellet production capacity, even though there is little local demand for them.

Because of Latvia’s climate, thermal-energy generation traditionally forms the largest proportion (69.7 %) of the national energy balance. Wood products have always been an important domestic fuel in Latvia, with a fuel-balance proportion of 28 %. The major consumers of wood-fuel products are households (45 %), heat-supply companies (22 %), industry (mainly woodworking enterprises) (24 %), and other consumers (8 %). The production of fuel from wood (pellets, fuel chips, firewood, and briquettes) is gaining in importance.

Until recently, logging residues, brushwood, and stumps had only been used for energy on a limited basis because of the high transportation costs for gathering logging residues from fairly small felling sites dispersed over wide areas. More extensive utilization of them could facilitate greater independence for Latvia’s power industry, which currently has to rely on imported fuels.

Forest management processes and timber product delivery chains in Latvia are certified on the basis of the world’s two most widely used systems – FSC and PEFC. This proves that the country’s forests are managed according to internationally acknowledged standards of good forestry.

Currently, more than 50 % of Latvian forests, including all State-owned forests, are certified in accordance with the PEFC system, and 33 companies in Latvia have obtained certification of their delivery chains from the same system. Over 370 forest-sector enterprises and forest owners have certified their timber chain-of-custody systems according to FSC requirements and the amount of forestland that has been certified on the basis of FSC requirements exceeds 1.7 million hectares.

WOODWORKING

The forest sector has convincingly demonstrated its strategic importance to Latvia’s national economy. Of all the manufacturers registered in Latvia, 27 % are linked to the forestry sector, which employs around one-fifth of the manufacturing labour force.

In 2013, the forestry sector’s share of Latvia’s manufacturing was about 27 %, and the value of products turned out by the sector reached EUR 2.1 billion. Woodworking is also one of the most important export sectors in the Latvian economy, providing around 20 % of overall product exports.

In recent years, in order to remain competitive, companies operating in the woodworking industry have been obliged to give serious consideration to developing new competitive products, as it was recognized that manufacturing inexpensive products from expensive raw materials was not cost-effective.

The last few years have seen the replacement of equipment, technologies, and products in the woodworking industry, aiming for more complete utilization of various tree species and small-dimension saw-logs. Small and medium-sized companies, which predominate in the forestry sector, mainly manufacture niche products (garden, finishing, packaging, joinery products, etc.), while the larger enterprises focus on the production of higher value-added products (load-bearing products, impregnated products, construction materials). Primary wood processing is generally based on modern technologies meeting the requirements of the global market, both in terms of productivity and product quality. As a result, primary wood processing has built a stable foundation both for exports and the development of further processing, as well as for the production of higher value-added products.

Products for Construction and CarpentryIn order to develop the manufacture of modern carpentry products (wood window frames, doors, and construction materials), a number of Latvian enterprises have made significant capital investments.

There are more than 30 companies producing prefabricated wood houses in Latvia. These are unique because of the high proportion of handcraftsmanship used in their manufacturing processes. The main markets are Norway, the United Kingdom, the Netherlands and France, comprising more than 80 % of wood-house exports in 2013.

Sawn WoodIn 2013, sawn wood production increased by 11 % compared to 2012. About 3 million m3 of sawn wood were produced and 2.5 million m3 exported, mostly further-processed sawn wood for use in construction, furniture making or for manufacturing a variety of products in other sectors.

The major outlet for Latvia’s sawn wood is the UK market, comprising 28 % of sawn wood exports in 2013.

Thanks to significant investment in modern production facilities, the output of higher value-added products (dried, sorted, planed, and impregnated sawn wood) has increased.

Wood-based PanelsAs a result of substantial investment, the production of wood-based panels – and plywood in particular – has become one of Latvia’s major woodworking branches. In 2013, wood-based panels accounted for 16 % of the total export value of the woodworking sector. Latvia is one of the largest plywood producers in Eastern Europe.

Latvijas Finiers is Latvia’s main birch-plywood producer. The production of specific plywood products – for example, oversized plywood sheets – is also increasing. Historically, the value of plywood exports has risen continuously. In 2013, plywood exports reached EUR 156 million. Plywood is exported mainly to Germany, the United Kingdom, France and the Netherlands.

Thanks to major investment in the sector and the manufacture of higher value-added products, the production and export of particle boards have increased gradually over recent years. The export value of particle boards reached EUR 147 million in 2013.

The utilization of renewable resources in the power industry is fundamentally associated with new technologies: replacing fuel wood and chips with fuel produced from biomass, which is easy to use and incurs lower transport and storage costs. By finding an optimal usage level for local renewable resources, the share in the total energy balance of heat generated from wood could be increased from the current 24 % to 35-40 %.

In 2013, compared to the previous year, exports of wood-fuel products increased by 12 %, reaching EUR 239 million or 13 % of total wood-product exports. Demand in Europe continues to grow due to EU policies concerning the environment. Latvia’s exports have the potential to grow quickly because of the excess of pulp wood from the country’s large sawmilling subsector.

VALUE-ADDED WOOD PRODUCTS

In Latvia’s wood-product industry, sawn wood holds a central position while its share in the total added value created by wood industries has decreased from 66 % in 2005 to 30 % in 2013 thanks to increasing production vol-umes for other products such as wood panels, builders’ carpentry and joinery products, and wood packaging.

FurnitureThe furniture industry branch is important in Latvia both as an exporter and employer. There are over 700 furniture manufacturers, mostly SMEs.

Over the last few years, the proportion of higher value-added products has grown rapidly, with the diversity of products also increasing: furniture and furniture components, joinery and carpentry products, prefabricated wood structures, garden furniture and fencing, wood toys, and other products with high market demand. A number of companies have been successful in the field of furniture design and penetrated international markets with original furniture designs such as curved and glued chairs and high-quality bedroom furniture.

The common trend in the furniture sector is that an increasing proportion of production has been exported and the share of exports in sales has increased year on year. The majority of exports are destined for the EU, while traditional Eastern markets continue to have a significant share.

In 2013, exports of furniture in terms of value were EUR 112 million, 6 % more than in 2012 and they continue to increase. The main markets for Latvian furniture are Germany, Denmark and the United Kingdom (22 %, 10 %, and 9 % respectively in 2013).

Sawn wood, fuel wood, and roundwood had the biggest shares of export value, totalling EUR 476 million, EUR 232 million and EUR 186 million respectively.

The main product groups imported are wood pulp, paper and paperboard (47 % of total wood-product imports by volume in 2013), and furniture (13 %).

Woodworking products were mainly imported from Lithuania, Poland and Estonia.

One of the biggest producers, Kronospan Riga, has commenced the production of OSB from small-size softwood timber. The new products are light, durable and convenient for a variety of uses in construction. In addition, special processing technology ensures that OSB products can be used in a variety of applications without additional treatment.

Wood PackagingWood packaging materials can be manufactured with comparatively small investment and simple technologies. In Latvia, such products are generally made by small and medium-size enterprises mainly using low-grade, deciduous sawn wood. There are about ten large Latvian companies manufacturing high-quality wood packaging materials meeting EU requirements.

Pulp and PaperAt present, the pulp and paper products subsector is rather small in Latvia, despite several attempts to revitalize it and attract investment for a new modern pulp mill.

In 2013, exports of pulp, paper, and paperboard reached EUR 275 million, 15 % more than in 2012. The main markets for these products are Lithuania and Estonia.

FOREIGN TRADE

The forestry industry has always been Latvia’s export leader. Exports of wood and its products was the most significant export sector in 2013, comprising 19 % of total export value. About 75 % of forestry-sector output is exported.

The foreign trade balance of the Latvian woodworking industry is positive, having reached EUR 1.6 billion in 2013. In 2013, the value of wood-product exports was EUR 1.9 billion, 10 % higher than in 2012. In 2013, the value of wood-product imports was EUR 248 million.

EDUCATION

Education in the forestry sector has a very long history which has helped knowledge to be passed down from generation to generation and also to develop new competences.

Education in forestry-related subjects can be obtained at 22 higher and vocational-education institutions, including the Forest Faculty of the Latvian University of Agriculture and the Faculty of Materials Science and Applied Chemistry of Riga Technical University.

In addition, companies actively train their employees to increase their competencies and qualification levels. Latvia’s Forest and Wood Products Research and Development Institute (MeKA) organises a range of seminars and training courses for forestry-sector professionals.

The mission of the Investment and Development Agency of Latvia (LIAA) is to promote growth of the economy of Latvia. Accordingly, the objective of LIAA is to promote business development by facilitating increased foreign investment, while elevating the competitiveness of Latvian entrepreneurs in both domestic and foreign markets.

With over 20 years of experience in attracting of foreign direct investment to Latvia and promoting foreign trade, the Agency has worked continually to improve the business environment and provide services appropriate to the needs of business.

Following Latvia’s accession to the EU in 2004, the Agency needed to adopt new methods and tools, including the effective utilisation of resources from EU Structural funds.
