    San Francisco Harbor

    The Bay of San Francisco is the largest and one of the finest land-locked harbors in the world. It issixty-five miles long and from four to ten miles wide. It contains four hundred and fifty square miles of areawith seventy-nine miles of safe anchorage eighteen to eighty feet in depth.

    The outlet or entrance, "The Golden Gate," is one and one-eighth miles wide, with a depth of sixty-three fathoms and a minimum depth in the channel sufficient to accommodate the largest vessels afloat atany hour of the twenty-four. It is a satisfaction to know that no matter how great the depth of the ship ofthe future, it will always be able to enter the port of San Francisco in safety. Very few of the ports of theworld can boast of such deep, wide channels at their entrance

    The average rise and fall of the tide is about four feet while the extreme, which occurs about two orthree times a year rarely exceeds, eight feet The bay proper has a total water frontage of nearly one hundredand fifty-five miles (excluding the shores of the arms thereof such as Oakland harbor).

    Important water terminals are located on four sections of the bay shore. These developed frontagesare distributed as follows: San Francisco pier and wharf facilities extend approximately five miles. Alongthe water front, at the pier head line, the depth of water ranges from forty to eighty feet.

    The Oakland bay frontage is over two miles, exclusive of Oakland Harbor which is highly developedalong the Oakland and Alameda shores. The shore from Richmond to Point San Pablo is four miles inextent.

    Marin County's Sausalito-Tiburon frontage is about two miles in length.

    The remaining frontage has either very broad tidal flats and wide fore shores, or rugged shores risingabruptly from the water's edge. Much is being accomplished in the conversion of the tidal flats into deepwater frontages.

    PILOTAGE.Pilotage in and out of San Francisco Harbor is under the jurisdiction of a State Boardof Pilot Commissioners, appointed by the Governor, which body establishes the rules and regulations regard-ing the conduct of all pilots, as well as licensing and commissioning pilots. Pilotage in and out of San Fran-cisco harbor is generally compulsory, except as follows:

    All vessels sailing under an enrollment, and licensed and engaged in the coasting trade between thePort of San Francisco and any other port of the United States are exempt from pilotage unless a pilot beactually employed.

    All foreign vessels and all vessels from a foreign port or bound thereto, and all vessels sailing under aregister between the port of San Francisco and any other port of the United States, are liable for pilotage.

    RATES OF PILOTAGE.Rates of pilotage are fixed by state law as follows:All vessels under 500 tons, $2.00 per draught foot.

    All vessels over 500 tons, $2.00 per draught foot, and 1 cents per ton for each and every ton registeredmeasurement; and every vessel spoken inward and outward bound, except as hereinafter provided, shallpay the said rates.

    A vessel is spoken by day by a pilot boat displaying a union jack, or by night displaying a torch orflare-up within a distance of three miles of the vessel. In all cases where inward bound vessels are not spokenuntil inside of the bar the rates of pilotage herein provided shall be reduced 50%. Vessels engaged in thewhaling or fishing trades shall be exempt from all pilotage except where a pilot is actually employed. Inthe event a vessel not carrying cargo to the Port of San Francisco, nor seeking any thereat, is compelled toenter said port solely by reason of her being in distress or requiring repairs, provisions or fuel, the rates intosaid harbor shall be as follows:

    All vessels under 500 tons, $1.00 per draught foot

    All vessels over 500 tons, $1.00 per draught foot and one cent per ton for each and every ton regis-tered measurement; and every vessel spoken inward bound shall pay the said rates. There shall be no re'duction of rates of pilotage to vessels in distress where the vessel is spoken inside the bar. In the eventthat the vessel shall leave the Port of San Francisco without carrying any cargo therefrom, she shall pay thelast-mentioned rates of pilotage out of the Harbor of San Francisco.

    TOWAGE.Towage in San Francisco is conducted by private tow boat companies and the chargesfor the services performed vary according to the condition under which the contract is to be carried out,but are generally assessed within the range of the following schedule:

    The cost of towage from sea (lightship) to anchorage varies with distance and size of vessel, rangingrom $100.00 to $300.00 For moving a vessel of 2,000 tons net register in the harbor the charges areapproximately:

    Docking, city front $75 . 00Stream to Port Costa or Port Costa to stream 175 .00Stream to sea (lightship) 200 . 00

    Fore and aft rigged vessels pay, according to size, from $20.00 to $40.00 for docking, and from $75.00to $125.00 for towing to sea.

    LIGHTERAGE.Lighterage in the Port of San Francisco is entirely in the hands of private companiesand the charges are made according to the service performed, and while the conditions are widely differentin every case, the rental of lighters is according to a common schedule based upon the capacity of the floatand the time for which it is to be used.

    DOCKAGE, TOLLS, WHARF RENTALS, DEMURRAGE AND STORAGEDOCKAGE.The charge assessed against a vessel for berthing at a wharf, pier or seawall structure

    or coming within slip, channel, basin or canal.

    TOLLS.The charge for cargo conveyed on, over or through any state structure, both inward andoutward, or loaded or discharged while ship is moored in any slip, basin, channel or canal.

    WHARF RENTALS.The charge per square foot for wharf area assigned, dependent upon class ofstructure used.

    WHARF DEMURRAGE AND WHARF STORAGE.The charge assessed against merchandisethat remains on wharf or pier beyond the free period.

    DOCKAGE CHARGES.Free dockage is accorded vessels at own assigned berth when loading ordischarging a minimum of 500 tons daily. All other vessels pay full dockage rates. However, sailingvessels, cargo of lumber, or in instances where it is physically impossible to discharge 500 tons daily, theminimum will be at the option of the Board. It is intended that no vessel shall be unduly penalized, butthat there shall be no unwarranted delay.

    Half dockage rate is one cent per ton per day of twenty-four hours, or part thereof, for the first 200 netregistered tonnage, or underdeck tonnage measurement, and three-eighths of a cent for each additional ton.

    Half rates are charged to vessels in foreign and offshore trade

    :

    1. When failing to load or discharge daily minimum as provided for under free dockage.2. While lying idle at berth.

    3. When undergoing repairs at berth.4. When docking solely for bunkering coal.

    To vessels in coastwise or inland waterway trade

    :

    1. With no cargo on board, docking at wharf while loading cargo.2. With no cargo on board, docking at wharf while receiving passengers or receiving stores, supplies,

    or fuel for such vessel.

    3. With no cargo on board, while lying idle at wharf.4. With cargo on* board docking at wharf while taking on an amount of cargo equal to one-fifth of net

    registered tonnage, exclusive of stores, supplies, or fuel for such vessel.

    5. While receiving or discharging ballast or receiving stiffening.6. While occupying outside berths and discharging, loading or lying idle.

    Full dockage rate is two (2) cents per ton per day of twenty-four hours, or part thereof, for the first200 net registered tonnage, or underdeck tonnage measurement and three'fourths of a cent for each additionalton.

    Full rates are charged to vessels in coastwise or inland waterway trade other than lighters:

With cargo on board docking at wharf taking on stores, supplies or fuel for such vessel.4. With cargo on board docking at w^harf while lying idle.5. With no cargo on board docking at wharf while discharging passengers and baggage.6. That are engaged in towing.

    7. That are not engaged in carrying freight and passengers.

    TOLL CHARGES.The tolls charged on goods moving over the wharves of San Francisco varywith the particular item in question, but these charges are based according to a regularly -published tariffof the Board of State Harbor Commissioners. The comprehensiveness makes it impracticable to presentherein the complete schedule, but specific information regarding toll charges on any or all commodities maybe had and copy of tariff secured by addressing the Traffic Manager, Board of State Harbor Commissioners,San Francisco, California.

    RENTAL CHARGES.Free rental is accorded vessels engaged in foreign or offshore trade for tern'porary assignment.

    Vessels engaged in foreign or offshore trade desiring permanent assignment may obtain the same for$0,006 per square foot per month or part thereof.

    Vessels engaged in coastwise or inland waterway trade may obtain permanent assignment upon thepayment of a rental of $0,012 per square foot per month on wharves.

    DEMURRAGE CHARGES.In the regular dispatch in the loading or unloading of a vessel at SanFrancisco demurrage charges need hardly be considered, for the demurrage is assessed as a penalty for theuse of wharf space for storage purposes.

    Vessels engaged in foreign and offshore trade are allowed ten days' free time, exclusive of Sundaysand and legal holidays, for assembling cargo upon space assigned.

    Vessels engaged in coastwise and inland water-way trade are allowed five days' free time exclusive ofSundays and legal holidays for the assembling of cargo upon space assigned.

    Exclusive of Sundays and legal holidays, coastwise and inland-water-way cargo remaining on spaceassigned longer than five days and foreign and offshore cargo remaining on space assigned longer than tendays after complete discharge of vessel delivering same, shall thereafter (Sundays and holidays not excepted)be assessed a wharf demurrage charge of 25 cents per ton weight or measurement for the first five days orpart thereof and 50 cents per ton for each succeeding five days or part thereof. Lumber may be charged per1,000 feet board measure.

    Exception. Grain, flour, millstuffs. onions, potatoes, beans and seeds may, when necessary, remain inPiers Nos. 27 and 25 until 5 o'clock p. m. on the third day after discharge free of demurrage charge; for thenext seven days or any part thereof, Sundays and holidays excepted, there shall be a demurrage charge of5 cents per ton; for each additional day of twenty-four hours, or fraction thereof, thereafter, the demurragecharge shall be 5 cents per ton; provided, that where any owner or consignee fails or refuses to pay, on de*mand, bills rendered for demurrage or refuses to comply with other rules and regulations of the Board ofState Harbor Commissioners, the provisions in the preceding paragraph of this item shall apply and beccmeimmediately effective as to such owner or consignee; provided, further, that in the event of congestion, theChief Wharfinger is empowered at any time to cause the removal of any cargo or portion thereof, at theexpense of the owner or consignee, irrespective of the free period.

    The term "grain" is intended to and does include wheat, barley, and rye; the term "flour" includes onlybran, middlings, shorts and ground feed.

    STEVEDORING.Stevedoring in the Port of San Francisco is contracted for by private individualsor firms. However, many steamship companies maintain their own organizations.

    Competition in stevedoring is keen and rates are subject to change without notice; therefore, no figuresare quoted herein.

    It is the custom in the Port of San Francisco for the ship or steamship company to pay the cost of steve-doring or handling from the hold of the ship to the pile on the wharf (interior of the shed) and for the railwaycompany to pay the stevedoring charges from the pile on the wharf to the car or vice versa on line hauls.On less than line hauls, and on local business, the consignee pays only the cost of unloading or loading carsor draying charges.

    Whether or not any form of equipment is used, the actual handling of cargo is not assumed by theBoard ; this work is left to each carrier or individual either to be performed by them at cost to themselves, orsubject to contract arrangements between such interested carriers or individuals and competing labor. Thereare a number of bona fide stevedoring companies, well trained and equipped, competing for the business.The result proves that cost of handling cargo at San Francisco is considerably less than handling chargesexacted at other ports.
