Foreign Sorghum Exports Lowest Since 2005/06

The current forecast for 2019/20 (Oct-Sep) foreign sorghum exports is the third-lowest in USDA’s database. World sorghum exports are expected to be the fifth-lowest in history, though the United States has slightly improved prospects relative to the previous year. Sorghum production in the United States, Argentina, and Australia has trended down over the last decade, with Australia’s drought-affected production in particular forecast to be the lowest since 1969/70, negatively affecting global exportable supplies. On the demand side, China’s substantially curtailed demand from its 2014/15 zenith has impacted exports from its primary suppliers, the United States and Australia. Earlier in the last decade, Argentina exported sorghum to other countries in South America and Mexico, but sorghum demand in these markets has tapered off due to plentiful and comparatively inexpensive corn. WHEAT

WHEAT PRICES Domestic: Prices for U.S. wheat classes were mixed during the month of January. Hard Red Winter (HRW) dropped $7/ton to $230. Soft Red Winter (SRW) gained $1/ton to $252 as supplies of that class remain tight. Both classes showed notable declines toward the end of the month based on favorable rains for 2020/21 wheat as well as on concerns of slowing exports. Soft White Winter (SWW) gained $8/ton to $241 on firm export demand. Hard Red Spring (HRS) dropped $19/ton to $259 likely pressured by easing logistical constraints in the Pacific Northwest.

OVERVIEW FOR 2019/20 Global production is marginally lower with a smaller crop for Morocco. Global trade is raised slightly with stronger demand from China and Turkey. Higher exports for the European Union, Kazakhstan, and the United States more than offset lower shipments from Canada. The projected U.S. season-average farm price is unchanged at $4.55 per bushel.

Global: Exporter prices showed mixed direction during the month of January. Argentina’s price skyrocketed with a rapid pace of shipments. Local supplies are tightening as exporters marketed a large portion of the crop in advance, anticipating a higher export tax. Russia’s prices rose as supplies there have become seasonally tighter. EU prices were steady during the month. U.S. HRW weakened slightly, improving its competitiveness with the European Union and Russia. Canada’s prices dropped but remain elevated based on lingering transportation backlogs. Australia’s prices eased slightly but are still uncompetitive based on tight supplies.

MARKET FEATURE Shift in Market Dynamics in Southeast Asia’s Wheat Demand

As the population grows and per capita incomes rise in Southeast Asia, consumer tastes and preferences have shifted to include more meat and wheat-based products in their diet. However, the region’s tropical climate limits wheat production, requiring imports to fill increasing wheat demand for both food and feed uses. Since 2013/14, Southeast Asia’s total wheat imports have increased by over 60 percent to 26.7 million tons in 2018/19 and are forecast at 27.5 million tons for 2019/20. Indonesia and the Philippines are the world’s second- and third-leading wheat importers (after Egypt), accounting for approximately two-thirds of the region’s wheat imports. Trade: A Shift in Suppliers The main suppliers to Southeast Asia are the United States, Ukraine, and Australia, followed by Canada and Russia. Typically, Australia is the main supplier due to its proximity, supplying nearly 40 percent of the wheat in 2016/17. However, 3 consecutive years of drought have resulted in low supplies and high prices allowing competitors to gain market share. Indonesia has historically been Australia’s largest market until 2018/19 when shipments fell by over 60 percent from the prior year. Despite the free trade agreement

signed in March 2019, this price sensitive economy shifted its supplier from Australia as wheat quality in Ukraine and Russia has improved while remaining price competitive. Similarly, Vietnam’s free trade agreement with Australia also created a preference for Australian wheat which once accounted for over 70 percent of Vietnam’s total imports; however, with competitive pricing, Russia now dominates the market despite phytosanitary concerns that temporarily halted its shipments. Food: A Shift from Rice to Wheat While rice is still the staple, demand for wheat-based products, such as noodles, pasta, bread, and pastries, has been growing in the region. Noodles are the primary wheat-based product consumed in Southeast Asia, except in the Philippines, the only country in the region where more bread is consumed than noodles. The Philippines purchases nearly all of its wheat for food consumption from the United States as millers have a preference for the high quality that ensures consistency in final products. This has made the country the top importer of U.S. wheat in the region (and second globally). Millers in Thailand also prefer high-quality wheat for baked goods, importing supplies from both the United States and Australia. Noodles make up approximately 70 percent of Indonesia’s wheat for food use, while baked goods account for just 20 percent, and the remaining 10 percent is used for making biscuits.

Feed: A Shift from Corn to Wheat Indonesia, the Philippines, Vietnam, and Thailand account for nearly all of Southeast Asia’s commercial feed production. Corn is the preferred feed ingredient with significant domestic production making it ideal and cost effective. However, in the last decade, plant disease, weather conditions, price, and

policy issues have encouraged the industry to incorporate imported wheat as an important feed ingredient. This is particularly true for the Philippines where imports of feed wheat nearly tripled in the last decade as it is no longer just a feed substitute. High corn prices in the Philippines and Indonesia initially drove feed mills to substitute wheat into feed rations. Furthermore, a policy restriction on corn imports has pushed the Indonesian feed millers to rely on imported wheat feed to fulfill demand. On the other hand, Thailand’s January 2017 import restrictions continue to require importers to purchase domestic corn prior to importing feed wheat at a 3-to-1 absorption ratio. Wheat feed use in both Thailand and Vietnam peaked in 2016 but has since declined. Exporter uncertainty due to animal disease outbreaks, coupled with increased quarantine measures in Vietnam, has reduced their imports for feed wheat. Demand Remains Strong Internal challenges, such as policy restrictions, increased quarantine measures, and changes in consumer preferences, along with external challenges, such as weather, diseases, and logistics, all play a role in the region’s dynamic wheat trade. RICE PRICES Global: Since the January WASDE, Thai 100B quotes rose based on concerns about the crop and then have fallen on reduced buying interest to $436/ton. Vietnamese prices declined from last month to $350/ton with reduced market activity in January due to the Tet Holiday. Meanwhile, Indian quotes were steady at $363/ton, while Pakistani quotes strengthened to $381/ton on the strong basmati exports and steady exports to core African markets. U.S. values have risen to $595/ton due to tightening supplies, while Uruguay quotes have remained at $516/ton.

OVERVIEW FOR 2019/20 Global rice production is lowered this month due to a reduction in the forecasts for Sri Lanka and Paraguay. Global trade is also down, with lower imports forecast for Guinea, Egypt, and the Philippines. Exports are revised lower for India and Paraguay. OVERVIEW FOR 2018/19 Global rice production is nearly unchanged this month, with an upward revision to production in Cambodia nearly offset by a downward revision to Paraguay. Global trade is down with lower estimates for several countries including Egypt, Philippines, Guinea, and Kenya. Export estimates were similarly lowered for China, India, and Thailand.

MARKET FEATURE Medium- and Short-Grain Rice Trade Overview Although the majority of rice traded internationally is long-grain rice, there is a smaller but significant quantity of medium- and short-grain rice. Typically, trade for these classes is relatively stable, with consistent markets around the Mediterranean region and East Asia. However, recent years have included quite a bit of volatility for both the importers and exporters, which has shifted some trading patterns. Importers East Asian markets such as Japan, South Korea, and Taiwan made minimum access agreements under the Uruguay Round of the World Trade Organization negotiations in order to maintain relatively high tariffs and protection for their markets. For years, these countries have been consistent and steady buyers, primarily of medium-grain rice. Japan has recently expanded access for Australia, but only for 6,000 tons in the initial years, rising to 8,400 tons. In 2019, South Korea agreed to country-specific quotas amounting to 388,700 tons, of which the United States has access to 132,304 tons. Taiwan is a small but consistent market. Other East Asian markets have recently made large purchases. North Korea had a smaller crop of rice in 2018/19 and has been buying steadily since mid-2019, a trend that is expected to continue into 2020. These imports have almost entirely been from China. China has a tariff-rate quota (TRQ) for 2.66 million tons of medium- and short-grain rice, but it was been largely underfilled since its inception when China joined the World Trade Organization (WTO). Between 2013 and 2017, China sharply boosted its imports under this part of the TRQ, largely glutinous rice from Vietnam. However, after China changed its tariff codes in 2018 and indicated that glutinous rice would enter under the long-grain TRQ, glutinous rice imports plummeted. For both 2018 and 2019, medium- and short-grain imports remained well below the full TRQ amount. In 2019, the WTO ruled that China must take measures to improve its TRQ administration and the U.S.-China Phase One Agreement included the provision that the WTO ruling would be implemented.

In addition to East Asia, another significant region for medium-grain rice trade is among countries in the Middle East and North Africa around the Mediterranean Sea. Turkey is a significant producer but also imports paddy rice for domestic needs and as part of its inward processing regime, re-exporting a portion as milled rice. For the past several years, Turkey has been the largest importer in the region. Egypt emerged as the dominant importer in 2019 at 700,000 tons. This was a notable development since this major medium-grain producer was a significant exporter less than 15 years ago. In 2018, the Egyptian crop was down more than a third compared to the prior year due to government limitations on rice planted area. To meet domestic demand, Egypt turned to the global market and its imports were primarily from China with smaller amounts from India. With the 2019 crop rebounding to normal levels, demand for imported rice has fallen, with an expectation of only 200,000 tons of imports in 2020.

Exporters The United States has tended to be the dominant player among medium- and short-grain exporters, with smaller volumes from the European Union, Australia, and China. However, China’s prominence in these classes has expanded significantly over the past couple of years, outpacing the United States. China’s top medium-grain market in 2019 was Egypt, followed by Turkey, North Korea, and South Korea. Both the United States and China have been able to benefit in 2019 from Australia’s relative absence from the market amid its persistent drought. Looking ahead to 2020, China’s exports are forecast to remain strong, supported by continued auction sales from its large stockpiles. The Chinese old-crop rice is selling around $300/ton and export prices for medium- and short-grain rice are averaging slightly above that, well below the prices of other medium- and short-grain exporters.

COARSE GRAINS

CORN PRICES Global: Since the January WASDE, U.S. bids have drifted lower than those of the other major exporters. Brazilian bids remain seasonally unavailable. Argentine bids are up $5/ton to $181 and Black Sea bids are up $7/ton to $183 on strong foreign demand. U.S. bids are up $3/ton to $178, reflecting sizeable recent sales as evidenced by Export Sales Reports.

OVERVIEW FOR 2019/20 Global corn production is forecast up with larger crops in Moldova, South Africa, and Ukraine more than offsetting a decline in Vietnam. Global trade is up marginally from last month with higher imports for Brazil and Turkey. Lower exports for the United States are more than offset by higher exports for the European Union, South Africa, and Ukraine. The U.S. season-average farm price is unchanged at $3.85 per bushel.

MARKET FEATURE Mexico’s Corn Flour Exports Offset Reduced Corn Grain Exports

For the past few years, Mexico’s decline in corn exports has been offset by its growth in corn flour exports. Mexico is the ninth-largest producer of corn in the world and primarily produces and exports white corn, widely prized for food around the world. Although exports have sharply declined over the period, its export markets are diversified among neighboring countries, Europe, and Africa. Except for 2015/16 and 2016/17, Venezuela has been a key destination, accounting for more than half of Mexico corn exports.2 However, Venezuela’s restrictive policies on foreign exchange, food imports, and food distribution have dampened import prospects. In contrast, Mexico’s corn flour (commonly known as masa, HS 110220) exports have trended up over the same period with the United States as the top destination. Accounting for over half of Mexican corn flour exports in 2019, U.S. consumer demand for Mexican-style corn products continues to grow, reflecting the diverse population and the popularity of ethnic foods in general.
