PrQS which caused professional concern • Hard to manage and control any identified
conflicts (e.g. SACAP / ECSA) • Technologists restricted from opening their own
business
NEW SPECIFIED CATAGORY
Registered Construction Quantity Surveyor
(RCQS)
• Can establish his/her own limited practice, servicing emerging Constructions, or subcontracting technical work to a PrQS practice.
• Works with or for contractors, building suppliers or internally for developers only – Client cannot be the public
• Scope is to exclude any specialist work, including consultation for feasibility or viability.
• Insurable for Professional Indemnity • No formal scale of fees – limited to salaried or at a negotiated rate. • Simplified route to registration • Regulated by a modified Code of Quantity Surveying Conduct • Public have a recourse to the SACQSP and disciplinary measures can
be implemented. • The registered person can become a PrQS by completing all 18 PSM
and has to undertake 3800 hrs PrQS supervised logbooks, plus submitting a project report and APC interview.

• Construction or Engineering QS type work • Limited scope of work – no client interaction [Stages 4/5] • Not Insurable for Professional Indemnity • Salaried worker only • Regulated by standard PrQS Code of Professional Conduct • Public have a recourse to the SACQSP and disciplinary
measures can be implemented. • Technician QS can become a Construction Surveyor by
completing set structured training under a registered Construction Surveyor.
• Technician QS can become a PrQS after 5-years by completing set structured training and all 18 PSM whilst employed in a PrQS office only.

Challenges within the
profession
• The Construction QS see themselves as professionals in their focus area of speciality.
• PrQS’s need to recognise that there is limited conflict of interests between the respective categories
• The Construction QS has a substantially different skills set due to their focus being from a cost control and profit motive
• The construction site workplace skills of the Construction QS would be advantages to candidate Professionals QS and visa-versa.
Path forward for the SACQSP
• Agree the new categories to be adopted
• Develop new IDoW for the new categories
• Develop core competencies for each category
• Communicate with the profession
• Communicate with all stake holders
• Draft changes to legislation for comment
• Draft new Code of Quantity Surveyor Conduct
