1.0 SUMMARY Caribbean Examinations Council (CXC®) is inviting proposals from suitably qualified vendors/contractors for the supply of a platform to operationalise the CXC Learning Hub. The Hub will provide learners with a single access point to resources that support teaching, learning and assessment of all products in the CXC suite of offerings. The Hub, which will be operated and maintained by CXC, must not only be secure, robust and scalable, but must also be designed in such a way as to accommodate content produced by multiple sources using different delivery formats. This document is not a contract therefore CXC has no legal obligation whatsoever to any Bidder until a formal agreement has been executed. It is a Request for Proposals (RFP) for the services outlined in the Terms of Reference at Section 4.0, and provides details on the minimum requirements that Bidders must meet in order to be considered as well as the type of information that must be included in the proposals. This RFP does not obligate CXC to accept responses from any service provider. CXC will evaluate all proposals provided that they meet the minimum requirements and are received by the stated deadline. Proposals that do not meet these criteria or that are considered unresponsive to this RFP will not be considered. Selection of the successful Bidder will be based on CXC’s ability to determine, from the information submitted by Bidders, the relative ability to deliver professional service in an efficient and cost-effective manner. If it is determined that any proposal is unbeneficial due to pricing or other business reason, CXC reserves the right, at its sole discretion, to negotiate with the submitting party. The following specific criteria will be evaluated and must be addressed in Bidders’ submissions:

CXC is not obligated to accept the lowest or any bid and reserves the right to reject any and all bids or to cancel this RFP or the process with or without notice or explanation at any time. All information disclosed in response to this RFP, whether included in Bidders’ proposals or acquired through discussions or negotiation, will be held in strictest confidence.

2.0 ABOUT CXC

CXC was established by Agreement among English-speaking countries of the Caribbean in 1972 and its mission is to provide the Caribbean region with syllabuses of the highest quality; valid and reliable examinations and certificates of international repute for students of all ages, abilities and interests; services to educational institutions in the development of syllabuses, examinations, and examination administration, in the most cost-effective way.

There are 16 Participating Territories (Anguilla, Antigua and Barbuda, Barbados, Belize, British Virgin Islands, Cayman Islands, Dominica, Grenada, Guyana, Jamaica, Montserrat, St Kitts-Nevis, St Lucia, St Vincent and the Grenadines, Trinidad and Tobago and the Turks and Caicos Islands), and three External Territories (Saba, St Maarten and Suriname).

CXC has offices in Barbados (Headquarters) and in Jamaica (Western Zone Office), and these operations are managed by the Registrar and the Pro-Registrar respectively with support from senior managers. The Units/Divisions at CXC are: The Registrar’s Office, Examinations Administration and Security, Examinations Development and Production, Information Systems, Human Resource, Finance and Office Management, Corporate Services, Examination Services, Syllabus and Curriculum Development, and Quality Assurance.

CXC offers subjects for the following examinations: Caribbean Advanced Proficiency Examination (CAPE)® for candidates in sixth form and community colleges; Caribbean Secondary Education Certificate (CSEC)® at the General and Technical proficiencies; the Caribbean Certificate of Secondary Level Competence (CCSLC)®, a qualification designed to cater for the requirements of CXC Participating Territories as they respond to the need for universal secondary education; the Caribbean Vocational Qualification (CVQ), a competency-based approach to training, assessment and certification; and the Caribbean Primary Exit Assessment (CPEA), a competency-based assessment of achievement at the primary level. CXC’s Strategic Objectives for the years, 2015 - 2020, are as follows: 1. To strengthen our business model through diversification of our examinations and

3.0 BACKGROUND CXC® manages its syllabus and curriculum development activities from its Western Zone Office in Jamaica. Part of the mandate of CXC is to provide learning support resources to facilitate the implementation of its syllabuses. CXC currently develops syllabuses that provide the blueprint for its examinations through a consultative process which engages content experts from across the region. In addition, CXC, through partnerships with external agencies, develops learning support resources including study guides, past papers and interactive syllabuses. Additionally, CXC develops digital toolkits, a collection of digital resources, primarily open educational resources (OERs) that are housed on the Notesmaster portal which is operated by one of its business partners. All existing resources to support the implementation of products in the CXC suite of offerings are currently housed in separate locations which are operated by respective business partners. As such, CXC is desirous of developing the CXC Learning Hub—a web-based facility that will provide learners with a single access point to resources that support teaching, learning and assessment of all products in the CXC suite of offerings (CPEA, CCSLC, CVQ, CSEC and CAPE). Conceptually, the CXC Learning Hub will provide users with seamless access to a range of resources (products and services) such as lesson plans, learning packages (content, development activities and assessment items), student books, study guides, past papers, subject resources, and practice tests. Additionally, it is expected that a range of new products and services will be provisioned, including, but not limited to, scheduled online classrooms, on-demand tutoring, and new subject and topic level resources to support the journey to assessment. Importantly, the CXC Learning Hub is expected to provide an individualised experience, with the opportunity for each user to participate in various communities of learning. The CXC Learning Hub will provide an integrated system that will house a myriad of resources that can be accessed either free of cost or for a fee. The CXC Learning Hub will include resources that have been produced by CXC, mined from OERs available on the internet as well as resources produced by CXC external partners. The CXC Learning Hub will provide that single-space where all resources support CXC’s suite of offerings. To this end, the CXC Learning Hub needs to support e-commerce and cater for the specific needs of the Caribbean region where ‘cash’ is still the dominant medium. Users of the CXC Learning Hub should be able to access resources at both micro and macro levels. Micro level access may include access to chapters of a book or parts of resources available for sale. Macro level access will enable users to access a set of resources or a single resource in its entirety. Where applicable, a user may opt for period subscription access or ownership of the resource. Once users register on the CXC Learning Hub, they will have access to a range of resources. These will include free resources (interactive syllabuses, digital toolkits, CXC photo gallery) along with resources produced by CXC business partners (study guides, past papers) that are available at a cost. Additionally, users of the CXC Learning Hub will be able to access social spaces for sharing resources, communication and collaboration. A graphical representation of the CXC Learning Hub is depicted in Figure 1 below.

In summary, the CXC Learning Hub will provide users with a single collaborative and engaging space where they can access resources to support teaching, learning and assessment. The CXC Learning Hub will give prominence to vendors who have partnership agreements with CXC but will not be limited to those vendors alone. It is the Council’s intention to promote resources that add value to the teachers’ and learners’ experiences in all dimensions. The CXC Learning Hub must therefore provide an integrated system to accommodate content produced by any of its partners in multiple formats (audio, video, e-Text, live streams). The CXC Learning Hub must therefore be designed in a way that is able to accommodate content produced by multiple sources using different delivery formats. CXC will direct the specification of the CXC Learning Hub working closely with the prospective vendors and take full ownership its operation and maintenance. Payments for resources housed in, or provided via, the CXC Learning Hub will be made to CXC. Where CXC is offering material on consignment, based on audited financial statements, CXC will remit to respective partners’ monies based on contractual arrangements. The CXC Learning Hub will therefore have to be designed to support strong audit of all sales and financial transaction and provide robust reporting to all authorized parties.

4.0 TERMS OF REFERENCE

4.1 Goal of the Project The main goal of the project is to develop a platform to operationalise the CXC Learning Hub. 4.2 Scope of Works The Consultant will be required to develop a platform that is a flexible, scalable, secure and extensible foundation that will allow for the seamless evolution of the CXC Learning Hub as technology and the Council’s strategy advances. It must accommodate the trends to mobile and smart devices and should meet following minimum requirements: 1. Delivery Formats. The CXC Learning Hub will include a range of content developed by

different vendors and exported in different formats. The CXC Learning Hub should therefore support the upload of content that is created in formats such as e-books, images, video, audio and live streams. The technical proposal should describe in detail how the CXC Learning Hub will be configured to maintain content produced in different formats by different vendors.

2. Technical Capacity. The CXC Learning Hub must have the capacity to house content produced by multiple vendors and delivered to the user community in different media formats.

3. Payment Modalities. The CXC Learning Hub must accept multiple modes of payment taking into account the modalities of the region in which the Council operates and must be able to provide audited sales reporting for multiple vendors such that royalties can be easily determined and verified.

4. Termination of Subscriptions. A subscription based model is one of the methods being proposed for accessing content that is available for a fee on the CXC Learning Hub. The platform must therefore be capable of not only accepting payment but also enabling termination of users’ subscriptions to the Hub.

5. Analytics. In order to provide superior user experiences, the system must be capable of generating metadata and analytics to provide insight that drives relationship management and content development strategies.

4.3 Deliverable On completion of the project, the successful Bidder would be expected to deliver a fully functioning, user-friendly, visually appealing platform that, at a minimum, meets all the requirements set out in the scope of works.

4.4 General Requirements Bidders will be required to: 1. ensure that measures are put in place to guide the actions of its agents/employees to

ensure that the highest ethical standards are observed while managing this project;

2. provide evidence of their technical capacity and ability to undertake the project as outlined in the Scope of Works;

3. follow the agreed invoicing frequency and procedures; 4. meet the terms and intent of the specifications of this RFP.

5. Confidentiality/Non-Disclosure Bidders are reminded that the information contained in this RFP or accumulated through other written or verbal communication with CXC is strictly confidential. It is for Proposal purposes only and is not to be disclosed or used for any other purpose. The obligations set out in this confidentiality agreement shall survive the expiration or termination of any contract offered as a result of this RFP. CXC will also keep all information provided by the Bidder confidential.

5.0 PREPARATION OF PROPOSALS

5.1 Documents Comprising the Proposal The Proposal shall comprise the following components:

RFP Acknowledgement Form (Appendix A);

Technical Proposal (Appendix B);

Cost Proposal (Appendix C). Proposals not comprising the above components shall be rejected. 5.2 Technical Proposal Format The Bidder shall structure the technical part of its Proposal according to the format set out in Appendix B to this RFP in order to be considered for evaluation. Failure to present the information in the required format will disqualify the bid. 1. Company Profile: Provide a brief history of the business, expertise, relevant

experience, credibility, reputation, mission statement and organisational summary. 2. Project Plan, Methodology and Management Approach: Include the proposed

project management and implementation plan, estimated project schedule, and how your company will go about organising and managing the project.

3. Human Resource Capacity. CXC recognises that a specialised skill set will be required

for the maintenance of the CXC Learning Hub. The technical proposal should therefore include a detailed description of the human resource capacity required for the maintenance and upkeep of the Learning Hub.

4. Operations: While CXC will be responsible for operation of the CXC Learning Hub, the

technical proposal must specify the hosting requirements to guarantee minimal acceptable performance when delivering multiple media formats. This includes storage and bandwidth requirements for peak load situations, assumed to be 100,000 concurrent hits sustained for approximately 2 hours.

5. Proposed Payment Modalities. The CXC Learning Hub must accept multiple modes of

payment taking into account the modalities of the region in which the Council operates. Given that the Hub will include materials produced by different vendors whose sales must be tracked, the technical proposal must include detailed descriptions of the proposed payment processing systems. The proposal must also provide audited sales reporting for multiple vendors such that royalties can be easily determined and verified.

6. Model of Ending Subscription. A subscription based model is one of the methods

being proposed for accessing content that is available for a fee on the CXC Learning Hub. The technical proposal should include a proposed model for ending subscription to the CXC Learning Hub. This should include a clear proposal of the process that will be employed to terminate subscription to the CXC Learning Hub.

7. Proposed Model for Accessing Content. The CXC Learning Hub is expected to have a

varied audience from the young to mature learner, teachers, parents and the general public. Users are expected to access the site’s content via multiple devices with varying screen sizes and capabilities. The technical proposal must therefore emphasize responsive design and user experience given the varied age groups that are expected.

8. Analytics. In order to provide superior user experiences, the technical proposal must

consider the use of metadata and analytics to provide insight that drives relationship management and content development strategies.

9. Personnel: Indicate by name and designation the person who will have overall

responsibility for the project. Include relevant business experience and biographical information of the person who would be directly responsible for the administration and management of the project as well as any other persons who will be directly involved. All personnel listed in Bidders’ submissions must be trained and qualified to perform the work to which they are assigned.

10. Financials: As evidence of the Bidder’s financial stability to enable completion of the project, either two years’ audited financial statements or the last two years’ financial statements accompanied by a certified accountant’s report is required. In lieu of financial statements, a letter from the Bidder’s banker which provides proof of its financial standing should be submitted to CXC directly from the banker.

11. References: Provide at least three current or past corporate entities for which a similar

service has been provided, including their business addresses, contact numbers and the names of at least one contact person per entity. Reference letters from the named corporate clients are also to be provided and should be on their letterheads, addressed to CXC, and prepared within the last three months.

12. Power of Attorney (where applicable).

13. Additional Information or Differentiating Factors (not addressed in the RFP but

considered essential for successful completion of the project). NB: The technical proposal should not contain any pricing information on the services offered. Pricing information shall be separated and only contained in the Cost Proposal. Proposals containing any costings will be rejected. All information provided will be held in strictest confidence. 5.3 Cost Proposal Format All costs should be stated in United States dollars (US$) and should be provided in the format as per the template in Appendix C. Note that the conversion rate of Bds$2 to USS$1 will be used when comparing costs. While other data to support your Cost Proposal may be presented, the above stated form must be completed with the relevant information and submitted with the Proposal.

6.0 ELIGIBILITY REQUIREMENTS

For tenders to be considered, the following must be submitted along with the Proposals: 1. Relevant reference letters on the referees’ letterheads.

2. Financial statements or a letter from the Bidder’s banker.

Automatic Exclusion: Proposals shall be automatically excluded for any of the following reasons:

evidence of inability to fulfil any aspect of this RFP;

failure to provide all requested documentation;

submission of false or misleading information;

inclusion of financial information in the technical proposal;

bankruptcy or proceedings for a declaration of bankruptcy;

failure to pay taxes;

grave professional misconduct by the business and/or any member of its management team;

conviction of the business and/or its management team of an offence concerning professional conduct.

7.0 SUBMISSION OF PROPOSALS

All Proposals must reach CXC by the Closing Date indicated at paragraph 7.3 and must be submitted electronically and either by physical mail, courier or hand-delivered to CXC’s office. 7.1 Electronic Submissions Electronic submissions must be sent to the e-mail address: [email protected] with the subject line: RFP 2017-03: CXC® Learning Hub Platform. Note that the Technical and Cost Proposals must be submitted as two separate documents in one e-mail and should be appropriately named to enable easy identification. 7.2 Physical Submissions For physical or hand-delivered submissions, the below instructions shall apply: Sealing and Marking of Proposals: The Bidder shall seal and mark the proposal in one outer (Envelope C) and two inner envelopes (Envelopes A and B), as detailed below.

Envelope A should contain the technical proposal detailing the information outlined at Section 5.0 above and should be marked “Technical Proposal”.

Envelope B should contain the cost proposal and should be marked “Cost Proposal”.

Envelope C – the outer envelope – should contain Envelopes A and B and should be addressed as follows:

7.3 Closing Date The deadline for submission of tenders is 4:00 pm on 30 June 2017. However, CXC may at its own discretion extend the deadline for submission of Proposals and any addenda or extended deadlines so issued shall form part of the RFP documents and are binding on the Bidder.

7.4 Late Proposals

Proposals submitted after the specified time and date will be rejected.

7.5 Amendment of RFP At any time prior to the deadline for submission of Proposals, CXC may, whether in response to a clarification request or for any other reason, amend the tender documents by issuing an addendum.

7.6 Modification and Withdrawal of Proposals No Proposal may be modified subsequent to the deadline for submission of Proposals neither may it be withdrawn in the interval between the deadline for submission of Proposals and the expiration of the Proposal Validity Period as specified in Clauses 7.3 and 7.9 – Closing Date and Tender Validity Period – respectively. However, the Bidder may withdraw its Proposal after it has been submitted provided that written notice of the withdrawal is received by CXC prior to the deadline prescribed for submission of Proposals. The Bidder’s withdrawal notice shall be prepared, sealed, marked, and dispatched by the Closing Date. 7.7 Clarification of Request for Proposal All enquiries must be directed in writing to the Registrar, Caribbean Examinations Council, at the address above or by e-mail to: [email protected] on or before 23 June 2017 and must include the RFP reference – RFP 2017-03: CXC Learning Hub Platform. Responses to enquiries shall be communicated promptly to all Bidders without identifying the source of the enquiry or clarification request. 7.8 Cost of Tendering Bidders shall bear all costs associated with the preparation and submission of their Proposals and CXC shall in no case be responsible or liable for those costs, regardless of the outcome of the tendering process. 7.9 Proposal Validity Period Proposals shall remain valid for a period of at least 90 days after the Closing Date. A Proposal valid for a shorter period may be rejected by CXC on the grounds that it is non-responsive.

In exceptional circumstances, CXC may solicit the Bidder’s consent to an extension of the Period of Validity. The request and the responses thereto shall be made in writing. The Bidder granting the request will neither be required nor permitted to modify its Proposal.

8.0 OPENING, EVALUATION AND ACCEPTANCE OF PROPOSALS

8.1 Opening of Proposals The CXC Procurement Committee shall open Envelopes C and A during the week of 3 July 2017 at the address stated above. However, CXC reserves the right to modify the date of opening of Proposals at its discretion. 8.2 Clarification of Proposals To assist in the examination, evaluation and comparison of Proposals, the Committee may at its discretion, ask the Bidder for clarification of its Proposal. Bidders shall respond within two business days. 8.3 Preliminary Evaluation of Proposals Prior to the detailed evaluation, the Committee shall examine the technical proposals to determine whether they are complete, properly signed and are responsive, that is, that they conform to all the terms and conditions of the RFP without material deviations. CXC’s determination of a Proposal’s responsiveness is based on the information provided in the Proposal itself without recourse to extrinsic evidence. A Proposal determined as not substantially responsive will be rejected by the Committee and may not subsequently be made responsive by the Bidder by correction of the non-conformity. N.B. Cost Proposals will only be opened after the technical proposals have been evaluated and are considered responsive. 8.4 Detailed Evaluation of Proposals The following two-step procedure shall be utilised in evaluating the Proposals: Step 1: Opening and evaluation of technical proposals. Step 2: Opening and evaluation of the cost proposals of those Bidders receiving a score of

at least seventy per cent (70%) for the technical proposals. The lowest bid will receive maximum points and all other points will be prorated on a percentage basis.

8.5 Evaluation Criteria Technical proposals will be evaluated using the following criteria, details of which are provided at paragraph 5.2. 1. Proposed project plan, methodology, management approach and the Bidder’s

understanding of the Scope of Works, taking into consideration the Bidder’s perception of the operations and work schedules of CXC.

2. Responsiveness to the RFP – provision of the requested information in the required

format as indicated in Appendices B and C. (No points will be awarded if this request is not observed.)

3. The proposed expected human resource capacity, hosting requirements, payment

modalities, models of subscription termination and accessing content, generation of analytics.

4. Provision of written references from at least three companies that the Bidder has

provided similar services for.

5. Company profile (expertise, experience, reputation, capacity, credibility, etc.). 6. Suitability of personnel assigned to the project. 8.6 Cost Proposals Evaluation

Only the Cost Proposals of technically responsive bids will be reviewed. Appendix C provides the format of the information that must be provided. However, any other relevant supporting financial information may be provided by the Bidder. 8.7 Acceptance of Proposal

A contract may be awarded to the Bidder achieving the highest combined score. However, CXC reserves the right at its sole discretion to accept any portion or all items proposed, if deemed in its best interest. 8.8 Rejection of Tender

CXC retains the right to reject or accept any or all tenders or to annul the tendering process and reject all tenders at any time prior to award of contract without incurring any liability or without providing explanation. CXC also reserves the right to reject any and all tenders and to accept any portion of a proposal or all items proposed if deemed in the best interest of CXC. Failure to furnish all information or to follow the proposal format set out in this RFP may disqualify the proposal. It is the sole responsibility of the Bidder to ensure that ALL requirements are met prior to submitting its proposal.

8.9 Negotiation of Contract

If negotiation with the successful Bidder does not result in a final agreement, CXC reserves the right to discontinue negotiation with that Bidder and enter into negotiations with other Bidders based on their scores, or to discontinue all negotiations. CXC is not obligated to award any contract as a result of this RFP.

8.10 Notification of Results

CXC will notify each Bidder of the outcome of its bid. After the successful Bidder has been notified and furnishes the documents required in the acceptance letter, CXC will notify the other Bidders that their bids have been unsuccessful. CXC will not be obligated to provide any details on the reason for non-selection or rejection of unsuccessful proposals.
