INTRODUCTION

This is the first Strategic Plan produced by this Ministry, although a draft was attempted in 2002. It outlines the direction of the Ministry for the five years 2016-2021. Cook Islands Government Agencies and Ministries have all been requested to prepare Strategic Plans. The development of this plan was kick started through the first ever retreat held for the whole Ministry. It fills a serious gap in policy and planning which affects the Ministry’s outputs. The capacity constraints of the Ministry were identified in the Draft Interim Report for the Audit of NZ Aid Programme funded activities managed by the Cook Islands Ministry of Infrastructure and Planning, (July 2013) ,prepared by KPMG for the New Zealand Ministry of Foreign Affairs and Trade, This gap was highlighted by the Local Government New Zealand Technical Assistance Facility Capability Report, (November 2013).

“Programming all the work MOIP is responsible for is necessary to fully define the critical projects, critical steps within projects and risk and opportunities. The forward work programme is large, with more to do than can be delivered by the resources (human and financial) currently available to MOIP. It is important to be as realistic as possible with estimates for time and money. Cost and time estimation is inconsistent at the investigation and feasibility stages. This sets up difficulties for later stages of the project when the physical work begins.” “Managing the expectations of community and political stakeholders is a challenge for any organisation involved in providing infrastructure and services but this can always be improved. Managing expectations is the key to prioritising projects and is particularly important in a resource constrained environment.”

The capacity constraints of the Ministry have also been a strong theme in the Cook Islands Audit Office Management Reports for 30 June 2012 and 30 June 2013, dated 16th June 2014 and 14 January 2016 respectively. In order to address the policy and planning gaps and build capacity within the Ministry, ICI has sourced a VSA Volunteer to provide Technical Assistance in this area, for a two year period, at no cost to the Ministry. The VSA volunteer has been in place since 26 September 2015. This plan will provide the Ministry with a focus on its priorities over the next five years. It will serve as a guide to financial and operational planning as well as a guide to priorities in day to day activities.

Core functions and client base

Infrastructure Cook Islands (ICI), is the Cook Islands Government Ministry charged by Cabinet with the responsibility for:

construction and maintenance of roads including road drainage and regulation

water supply and maintenance as mandated by Rarotonga Water Ordinance 1961 amended 2015,

solid waste management including recycling, landfill management and regulation

sanitation in Rarotonga including septage pond management

provision of technical support to the 10 local Island Governments, in Te Pa Enua

building and electrical compliance throughout the Cook Islands as mandated by the Building Control Standards and Act 1991, National Building Code 1990, Electrical Act 1998; Energy Regulations 2006

provision of technical support to other Ministries and agencies, particularly Emergency Management Cook Islands.

History of the Ministry

The recent history of the Ministry has been one of constant change. There has been a high turnover of senior leadership and many functions and responsibilities have been transferred in and out of the Ministry. The following is a series of snapshots of this process. Public Works (Pre 1996)

Since inception, until 1996, the Ministry was known as the Public Works Department comprising Road Works, Water Works, Joinery, Housing, Beautification, and National Stadium. Mainly expatriates from New Zealand were the heads of the Ministry over a number of years, including, in no particular order: Mr Borrell; DM Comeskey; HP Goodman; WH Ryan and Pat Moore. Cook Islander heads of ministry during this period included, again not in order: Bruce Graham, Pat Yala, Tangata Tuarae and George Cowan Ministry of Works, Environment and Physical Planning (MOWEPP) 1996-1997
