NEARSHORE CETACEAN & SEA TURTLE PREY ITEM SAMPLING PLAN

Approval of this work plan is forthe purposes of obtaining data for the Natural Resource Damage Assessment (NRDA). Each party reserves its rights to produce its own independent interpretations and analyses of any data collected pursuant to this work plan.

The trustees have developed a preliminary conceptual model of the DWH release, potential pathways and routes of exposure, and potential receptors. This preliminary model has informed the trustees' decision to pursue the studies outlined in the work plan. By signing this work plan and agreeing to fund the work outlined, BP is not endorsing the model articulated in the work plan.

This plan will be implemented consistent with existing trustee regulations and policies. All applicable state and federal permits will be obtained prior to conducting work.

The Plan specifically addresses th e fo llo w in g topics:

I. Approach and rationale. This section describes the overall purpose o f and need fo r a prey sam pling plan as a w ay to evaluate th e po ten tia l fo r nearshore cetacean and sea tu r tle exposure to MG 252 oil via th e tro p h ic trans fe r exposure pathway. This plan describes m on th ly surveys to be conducted fo r approxim ate ly 10 m onths, beginning upon signature o f th is plan.

II. Data needs and sources. This section provides an overview o f th e types o f data th a t w ill be collected to fu r th e r the assessment o f nearshore cetacean and sea tu r t le prey species In the no rthe rn G ulf o f Mexico.

III. Health and safety. This section summarizes health and safety p ro toco ls th a t are re levant to th is e ffo rt. It Includes a num ber o f procedures by reference, all o f w hich should be carefu lly reviewed and adhered to by all fie ld team members.

IV. Site selection strategy. This section describes th e approach fo r iden tify ing sites fo r evaluation.

V. Site procedures. This section provides guidance on how to handle th e samples and data gathered In th e fie ld . This section makes fre q u e n t reference to protoco ls in A ppendix I and also to NRDA-wlde procedures th a t are Incorporated by reference. Field team mem bers should make sure they understand and adhere to procedures, w h e th e r Included here d irec tly o r by reference.

Appendix I: Detailed Standard Operating Procedures (SOPs) and Field Data Sheets. This sectionw ill be com piled as SOPs and fie ld data sheets become available. P re lim inary d ra ft SOPs w ill be shared w ith BP or Its representa tive before th is plan is signed.

This study w ill a tte m p t to de te rm ine levels o f prey exposure to MG 252 oil by sampling key prey Items In Inshore and nearshore Louisiana w aters (no fu r th e r ou t than the 10-m eter Isobath). Known prey Items w ill be ta rgeted fo r co llection using traw ls and gill nets. This study plan has been reviewed by NOAA pro tected resources sta ff In th e NOAA NMFS Southeast Regional O ffice to ensure th a t appropria te m itiga tion measures are taken. This rev iew resulted In th e Iden tifica tion o f p reventive measures to help avoid m arine m am m al o r sea tu r t le In teractions during scheduled NDRA sampling. Based on th is review and subsequent fo llo w -u p conference calls w ith NOAA NMFS staff, th e sampling team s w ill undertake measures to help avoid m arine m am m al and sea tu r tle In teractions as noted In th e Protected Species M itiga tion Measures docum ent In Appendix II.

BP or Its representative w ill be provided an o p p o rtu n ity to partic ipa te In all sampling events described In th is plan.

II. Data needs and sourcesTable 1 provides a list o f typ ica l prey Items fo r bo ttlenose dolphins, Kemp's rid ley and loggerhead sea tu rtle s (Barros & Odell, 1990; Bjorndal, 1996; Barros & W ells, 1998; Maze-Foley & M u llln 2006; etc.). Field team s w ill a tte m p t to co llect up to 2 Independent samples o f any ta rge ted species listed In Table 1 In each net haul o r tra w l a t each sam pling sta tion (see Section V fo r site procedures). Each o f these samples should weigh approxim ate ly 30 g to provide adequate m ateria l fo r fu tu re analyses. A spring scale w ill be utilized by fie ld sampling team s to w eigh samples. If ind ividual organisms w ith in a species w eigh less than 30 g, fie ld team s w ill co llect enough Individuals to ob ta in tw o samples o f at least 30 g each. Each haul w ill be sorted to species, and individuals w ill be selected at random fro m th e sorted species un til tw o 30 gram samples have been collected fo r each species. If Individual organisms w eigh > 30 g, fie ld sampling team s w ill co llect 2 Individuals and prepare each as a separate sample. Samples o f muscle tissue (approxim ate ly 30 g each fro m 2 Individuals) w ill be taken fro m fish th a t are > 600 mm in length (see Appendix 1 fo r deta iled SOP).

A lthough n o t proposed as part o f the cu rren t scope o f th e w o rk In th is w o rk plan, sam pling and p o ten tia l analyses o f liver and bile samples w ill be addressed separately by the Trustees.

IV. Site Selection Strategy

Sampling Is Intended to encompass an area w here a grad ien t from heavy to lit t le o r no o iling Is an tic ipa ted to exist. Sampling w ill be conducted In w aters betw een 0 m to 10 m In depth from approx im ate ly 20 km w est o f Terrebonne Bay around Pass a Loutre to a po in t on th e northeastern coast o f th e Mississippi River Delta (see Figure 2). It Is an tic ipated th a t the o iling level In Baratarla Bay may be on th e high end o f the gradient, as th is area Is still active ly being cleaned up, and th a t th e o iling level may d im in ish m oving w estw ard.

Sampling w ith in th is area w ill be subdivided Into 5 strata: (I) Baratarla Bay Inshore,(II) Baratarla Bay o ffshore, (III) Pass a Loutre, (IV) T e rrebonne /T lm ba lle r Bay Inshore, and (V) Terrebonne /T im ba lle r Bay o ffshore (see Figure 1). The locations o f sam pling stations w ith in each strata w ere a llocated using a generalized tesse lla tion s tra tified sam pling (GRTS) scheme (Stevens and Olsen 1999; Stevens and Olsen2004). For planning purposes, a GRTS sample o f 30 locations was selected In each s tra tum to receive fie ld m easurem ents. A lte rna te locations w ere also created In th e GRTS procedure to be used In the event th a t one or m ore o f these 30 locations are de term ined, at th e d iscretion o f fie ld sam pling team s, to be unsuitable fo r sampling. Sites th a t are unsuitable fo r sam pling by one o r m ore gear types w ill no t be visited, bu t w ill be replaced by the next site selected In th e GRTS procedure and th e reason fo r any

V. Site procedures

Targeted p rey Item sam pling

The goal o f th e sam pling e ffo rt under th is Plan is to obta in w ho le samples and muscle tissue from nearshore cetacean, Kemp's rid ley and loggerhead sea tu r t le prey item s th a t w ill be archived per NRDA sam ple storage pro toco l (see Appendix 1) fo r contam inan t analysis at a fu tu re date. A to ta l o f 150 sam pling stations have been allocated over all 5 strata (5 strata conta in ing 30 stations each). This is in tended to ensure th a t an adequate num ber o f sites are sampled in each stra tum . Individual stations w ill be sampled once every 5 m onths fo r a to ta l o f 10 m onths (beginning upon signature o f th is plan), th e stations w ith in each o f th e 5 stra ta being sampled as a set. Field team s w ill thus ro ta te from one

stra tum to th e next in sequence, on a m on th ly basis, so th a t specimens from each s tra tum w ill be sam pled during d iffe re n t seasons over th e course o f th e study. It is an tic ipated th a t strata w ill be sam pled in th e fo llo w in g o rde r (see Figure 2): Barataria Bay inshore (Stratum I), Barataria Bay offshore (S tratum II), Pass a Loutre (Stratum III), T errebonne /T im ba lie r Bay inshore (S tratum IV), T errebonne /T im ba lie r Bay o ffshore (S tratum V). Such sequencing may change based upon tim e o f in itia tio n , seasonal considerations, o r p re lim inary results. Sampling w ill be adjusted to avoid sampling in th e seasonal (late sum m er) hypoxic zone. This zone is n o t fixed from season to season, bu t is located p rim a rily in S tratum II.

The Trustees and BP w ill m eet (e ithe r in person o r by phone) a fte r seven m onths o f sampling have been com ple ted to discuss th e need fo r an add itiona l round o f sampling. If BP decides it w ill no longer fund th e study a fte r 10 m onths, th e Trustees may proceed independently. BP may also cease fund ing and w ith d ra w from th e study if 45 days pass w ith o u t such a m eeting despite BP's good fa ith e ffo rts to schedule one. In e ithe r case, should th e Trustees continue the study, BP agrees n o t to in itia te fie ld w ork th a t duplicates o r overlaps w ith the Trustees' prey sam pling e ffo rts .

Field team s w ill use gill nets and traw ls in in itia l sampling effo rts . W here sampling stations are located at depths less than 8 fee t, and w ith cond itions appropria te fo r th e use o f gill nets (to be de term ined at th e d iscretion o f fie ld sampling team s), fie ld team s w ill u tilize (strike) gill nets once and then tra w l the study site once. Trawls w ill be tow ed fo r 10 m inutes each (per LDWF 2010). Procedures fo r decon tam ina tion o f these gears w ill be included in th e SOPs in Appendix I. Effectiveness o f these gears w ill be evaluated a fte r each sam pling event and fie ld protoco ls w ill be am ended if de term ined necessary by th e Trustees and BP. Catch w ill be sorted and iden tified to species.

Any w ho le body fish < 600 mm in length w ill be preserved separately fo r analysis by w rapping in p re­cleaned a lum inum fo il (provided by Newfie lds lab) and s toring on ice un til it can be frozen at -20°C (w ith in 24 hours o f sample co llection). For fish > 600 mm in length, muscle tissue samples (one sample) w ill be taken as described above in section II, and preserved separately. For species < 30 g, stored samples w ill consist o f groups o f one species taken from one site using one type o f gear. For example, all w h ite shrim p from one site caught w ith traw ls w ill be w rapped in fo il toge the r. All samples w ill be co llected by data intake team s w ho w ill m ee t fie ld sampling team s at the dock at th e end o f each sam pling day.

VI. Data Handling and Sharing

A. D ata Handling

MG 252 NRDA chain-of-custody procedures w ill be observed fo r all samples. All samples w ill be trans fe rred w ith appropria te cha in-of-custody form s. Camera m em ory cards w ill be handled under Chain-of-Custody a fte r a card is fu ll o r a fte r th e study is com pleted pursuant to th e NRDA Field Sampler Data M anagem ent Protocol, 10-24-2010, w hich includes th e pro toco l fo r trans fe rring and uploading d ig ita l photos (m ost up-to -da te versions o f all NRDA protoco ls available at noaanrda.org).

All fie ld and labora to ry data w ill be collected, managed and stored in a secure fa c ility under trus tee con tro l in accordance w ith w ritte n SOPs. The appropria te tra in ing on particu la r equ ipm ent o r in the conduct o f specific fie ld studies fo r all personnel involved w ith th e p ro ject shall be docum ented and those records shall be kept on file fo r the du ra tion o f th is pro ject.

All samples collected pursuant to th is Plan w ill be subm itted to laboratories th a t are operated In a m anner th a t is consistent w ith the guidelines o f th e Analytical Q ua lity Assurance Plan (A Q A P )fo rth e M ississippi Canyon (D eepwater Horizon) Natural Resource Damage Assessment (version 2.2).

2. A subsample o f muscle tissue should be taken from fish >600 mm in length (see 4-7 below)

3. Fish samples should be wrapped in pre-cleaned alum inum fo il (provided by Newfields lab), placed in plastic freezer bag, labeled per NRDA sample collection protocol, and placed in freezer at -4°C or on ice fo r tem porary storage until sample can be stored at - 20°C pending analysis.

4. Clean table w ith Alconox solution and seawater5. Put on a clean pair o f n itrile gloves6. Obtain a new disposable scalpel blade: muscle tissue sampler should change scalpel

blades between subsamples o f each fish.7. Once fish is on the table, carefully clean the external area to be subsampled w ith dihl20.

One set o f tools w ill be used to cut open the animal and a separate set o f tools w ill be used fo r cutting tissue sections inside the animal.
