At the same time, the conditions of the current buildings housing DSU are often in need of repair and maintenance. In their current state, the buildings routinely encounter issues with leaking, partition walls unstable, electrical wiring, floor uneven, gutter systems need to repair etc. The current cabin is s single storey consisting of interview rooms, the proposed plan is to construct a two storey cabin with 28 rooms. Architectural firms should have mandatory registration with “Lembaga Arkitek Malaysia” and designers especially engineers should be registered under BEM as the services also involve development of BOQs, the firm should have a registered Quantity Surveyor. This term of References outlines the key deliverables required by UNHCR. Objectives. INTRODUCTION:

The Office of the UNHCR was established on December 14, 1950 by the United Nations General

Objectives.

1) to create a design, layout and BOQ to have a welcoming and comfortable environment for

the safety and dignity of both staff and visitors at the new DSU Refurbishment/remodeling

into two-storey.

2) The design should ensure a safe and comfortable work environment to staff of UNHCR in

line with COVID-19 prevention requirements at the proposed new refurbishment building.

3) To provide design and BOQs interview rooms equipped with safety precautions such as

panic button, fire alarm, smoke detector, access card (preferably entry-pass which is the

current service provider, CCTV in the meeting rooms for two storey building, walkway,

lobby area, to be more ventilated area (windows). CCTV system and Panic button should

be salvaged which was recently installed at the said building.

4) To include furniture such as Workstations/Desks, Ergonomic Chairs, Visitor Chairs,

windows for paired interview rooms etc. as a whole package.

5) During Tendering & Construction period visit bi-weekly or have monthly meeting with the

client and contractor and provide feedback on the on-going construction.

Main Deliverables.

The independent consultant is expected to provide technical architectural drawings and prepare BOQs for UNHCR on the refurbishment/remodeling of the new DSU Cabin for tendering purposes, keeping in mind the objectives as outlined above and the specific requirements for the new building listed below. The layout and design should be based on the following:

Ground floor

• The existing DSU cabins to be removed and remodeled into a two-storey building erected on the maximum space available (as per building regulations).

• The broad idea for the ground floor is to have 14 meeting rooms equipped with LAN sockets, power sockets, CCTV in each room, fire alarm detector, panic buttons and access card accessing in and out. CCTV, Alarm and Panic button system are installed which should be salvaged and re-used along with new additional equipment compatible with the current system.

• The interview rooms to be made into pairs which could also be used as individual rooms for future, each room to have two doors and a window with blind in the middle.

• Walkway around the building with CCTV coverage

• The ground floor needs to be wheelchair accessible, connecting to UNHCR Reception Centre, canteen, and proper EXIT in case of emergency.

• All interview rooms have adequate numbers of windows to facilitate good ventilation.

• The foundation works (existing building underneath sloppy and need to backfill to flat surface included foundation works especially pad footings including all the necessary foundation works to cater the load of the building.

First floor.

• To have another 14 rooms rooms equipped with LAN sockets, power sockets, CCTV in each room, fire alarm detector, panic buttons and access card accessing in and out. CCTV Panic button and Alarm system should be compatible to the current setup.

• All offices shall have adequate numbers of windows to facilitate good ventilation.

• Access to go up first floor. (outside staircase)

• Walkway terrace around the building having railing with CCTV coverage.

• Proper drainage to connect existing drainage system

• Proper roofing with good quality gutters with mesh grill

• CCTV camera outside of the building for full coverage and compatibility with current

system.

• Good quality metal decking of the exterior walls

Statement of Works:

I. Prepare Architectural design which includes - Design Development, Tender

Documentation, Drawings, BOQs and Construction Documentation.

II. Prepare Bill of quantities for - general building works, structural & civil works,

architectural works, interior finishing and furnishing, air conditioning, CCTV points,

lighting, fire alarm systems, telecommunication (LAN), electrical sockets & door access.

(M&E and C&W works to be embedded in BOQs).

III. Provide Build monitoring and coordination with awarded contractors and reporting to

UNHCR.

IV. Ensure that the contract is implemented in the best possible way and that other contract

management issues related to schedules, variations, disputes etc. are managed without

any impact on the quality and timeframe of works.

Timeline of Works:

• Selection of Architectural Firm for Design and BOQ Development – 15th September 2021

• Submission of Drawings and BOQs for approval - 30th September 2021

• Tender for Selection of Contractor – 1st October 2021

• Approval of Construction Contract – 1st December 2021.
