IntroductionTARGET for TAB, Clean room and CxA was registered to be a leadingcompany in the field of testing, adjusting and balancing of EnvironmentalSystems. TARGET for TAB was certified in 2011 by the NationalEnvironmental Balancing Bureau. (NEBB-USA) in the field of testing,adjusting and balancing of Environmental Systems.

TARGET for TAB, Clean room and CxA has continued to strive towardsbecoming a perfect professional practise offering our Clients the specialattention and engineering solutions required by an ever-changing projectenvironment. TARGET for TAB sees teamwork on every project as the keysuccess element and is responsible for creating this environment. The projectengineer is duty-bound in ensuring efficient and regular communication to allstakeholders and at all levels.

Being a multi-disciplinary consultancy, TARGET for TAB, Clean room and CxAoffers a wide range of TAB and clean room Validation services. These include:

I. TAB work Services.

Reviewing project shop drawings. HVAC Equipment Performance for (AHUs, FCUs, Fans, Pumps, Chillers,

Cooling towers, etc….) AIR and Water flow measurement for both equipment and terminals. Balance of AIR side and WATER side of the equipment. Indoor air temperature and relative humidity test. Indoor noise level test. HVAC systems Problem analysis and recommendations. Perform full technical TAB Report.

II. CLEAN ROOM Validation Services.

III. Computational Fluid Dynamics (CFD) Analysis.

Reviewing project shop drawings.

Analyze problems involving fluid-fluid, fluid-solid or fluid-gas interaction.

COMMISSIONING

Effective BUILDING commissioning is an intentional, visible, cooperative andproactive process. It includes design review, installation verification, propersystem start-ups, functional performance tests, operations and maintenance(O&M) training, and complete documentation of the BUILDING MEPSystems.

It assists in the coordination of construction schedules and sequences tofacilitate an efficient construction process and challenges MEP Systems toperform as designed under all specified modes of operation. O&M stafftraining provides a basis for continued optimum BUILDING MEP Systemsperformance throughout a facility’s existence.

- Commissioning Authority (CxA)

The Commissioning Authority is a professional engineer having good technicalknowledge and understanding of the commissioning process and possesses theorganizational, documentation, communications, and team-building skills.

The Commissioning Authority is the leader of the commissioning team and isresponsible for planning, organizing, and facilitating the completion of thecommissioning process on behalf of the owner

- Independent Commissioning Service Providers

The commissioning authority works directly for the owner and is independentof designers, contractors, vendors and suppliers on the project. Suchindependence is essential for the authority to be seen as totally objective inleading the commissioning process. The commissioning authority mustmaintain an unbiased approach to problem solving and conflict resolution.

- Commissioning Project Phases & Activities

For the best possible results, commissioning should be included in all phases ofthe design and construction process:

- The Commissioning Team

Commissioning is a team effort and requires communication, coordination andcooperation among all parties involved with the project. The commissioningauthority is the leader of the team.

Typically the members of the Commissioning Team from the constructionphase until the end of the project may include representatives of thefollowing:

■ End-user

■ Architect

■ Mechanical engineer

■ Electrical engineer

■ Commissioning authority

■ Mechanical contractor

■ Electrical contractor

■ Controls contractor

■ Sheet metal contractor

■ TAB agency

■ Owner’s O&M staff

■ General contractor (or construction manager)

Not all commissioning team members will be fully involved throughout theproject. However, each does need to be active before and during the timetheir particular contractual responsibilities are being scheduled or carried out.

■ Benefits of the commissioning process

Commissioning promotes a quality assurance approach resulting in significantvalue to the owner. The specific benefits of the commissioning process include:

■ Reduction of change orders and additional claims

—The commissioning authority carries out reviews of the design and ofcontractor submittals as part of planning for commissioning. These reviewsoften identify potential problems that can be considered by the designer andresult in revisions that avoid future change orders and claims.

■ Fewer deficiencies at substantial completion

—During construction, commissioning Authority identifies incorrect orincomplete work early, allowing corrections to be done, documented,followed-up, and re-tested. Thus most problems are corrected beforesubstantial completion so the building will be fully operational at that time.

■ Fewer project delays

—The detailed schedule and coordination information provided by thecommissioning process allows contractors to schedule and sequence therequired work efficiently. Problems are therefore identified and resolved withminimal delay, and the project stays on schedule.

■ Managed start-up procedures

—Preparations for equipment and system start-up involve many interrelatedcontractor tasks. Commissioning Authority focus on planning and coordinationfacilitates implementing those tasks more efficiently.

■ Shorter building turnover transition period

—When a building’s MEP Systems operate as intended, and its O&M staff isproperly trained, the building moves quickly to a fully operational status.

■ Less post-occupancy corrective work

—Functional performance tests, as part of the commissioning process, identifyproblems that a physical inspection cannot detect. Diagnosis is facilitated bythe logical test protocols used in commissioning, and because contractors arestill on-site, correction and re-testing occur quickly. As a result, fewer problemsshow up after occupancy, and any corrective work is minimized in cost anddisruption.

■ Better operation, maintenance and reliability

—Effective training ensures the O&M staff has the information anddocumentation needed to operate and maintain the MEP Systems correctly.This includes a planned preventive maintenance (PM) program that results inmaintaining efficiency, keeping MEP Systems clean, keeping accuratetemperature control, reducing equipment failures, extending equipment life,and keeping good records.

■ Lower energy and operations costs

—MEP Systems typically use a substantial portion of a building’s total energyconsumption. Thus improved efficiency is an important and tangible benefit.An optimized PM program improves reliability and extends equipment life.

■ Complete and useful documentation

—The commissioning process produces valuable documentation throughoutthe project that has value in providing owners and O&M staff with relevantinformation. Examples are: the commissioning plan and final commissioning

report (including MEP Systems verification, start-up and functionalperformance test checklists), complete and usable O&M manuals, and avideotape record of O&M training sessions.

■ More knowledgeable O&M staff

—The commissioning process emphasis on training and documentation shouldresult in a more knowledgeable O&M staff, both initially and over time aspersonnel change. Thus, when problems do arise, the O&M staff is betterequipped to diagnose and correct the problems themselves, or to understandwhen outside expertise is needed.

■ Owner advocacy for design and construction decisions

—As owners experience all the foregoing benefits of commissioning, they willhave information that enables them to advocate its use more widely and toput a greater emphasis on quality and value in their projects from designthrough construction to operation and maintenance.

Method of Statement (Air & hydronic)

1. Air System Procedures.

1.1 Fan Coil Unit (FCU) TAB Procedures.

a) FCU and Air Distribution System Checks:

FCU & Air Distribution System Installation should be completed as per projectdocuments.

All balancing devices (V.D) are properly placed and fully opened. Air filters should be Clean and properly placed. Control system installations completed and operate properly (FCU operating at

rated speed). FCU Start up completed and operates properly before TAB work. Served area construction should be completed(doors, Window, etc...). All related Supply and or Exhaust air systems should be operating .(if applicable) Deficiencies should be reported for rectification. Proceed TAB work after System deficiencies rectification.

b) FCU Air Distribution System Balance:

Verify fan adjustment to the required total system air flow. Perform testing, adjusting and balancing(TAB) for air distribution system

terminals as per NEBB TAB Procedures to values within ±10% of design. After completion of balancing air terminals, record the final readings as per

required data for TAB test forms for both air terminals and FCU. FCU total air flow should be ±10% of design. Deficiencies should be reported for rectification. Proceed TAB work after System deficiencies rectification.

c) Completion of TAB Report :

Recorded final readings and data obtained from Project documents, name plateand filed installation should be as per required data for TAB test forms for bothair terminals and FCU.

Report should include all remained System deficiencies.(if applicable)

1.2 FAN TAB Procedures.

a) FAN and Air Distribution System Checks:

FAN & Air Distribution System Installation should be completed as per projectdocuments.

All balancing devices (V.D) are properly placed and fully opened. Air filters should be Clean and properly placed.(If applicable) Control system installations completed and operate properly. FAN Start up completed and operates properly before TAB work. Served area construction should be completed(doors, Window, etc...). All related Supply and or Exhaust air systems should be operating .(if applicable) Deficiencies should be reported for rectification. Proceed TAB work after System deficiencies rectification.

b) FAN performance test procedures:

Verify all FAN-Air Distribution System Checks. Measure Fan Speed & Motor Speed, Voltage and Ampere(Motor not overloaded). Fan speed Re adjusted to obtain between 105% to 110% of specified cubic meters per

hour. Adjust FAN Main damper for the proper position as required per design values. Measure Fan Total and external static pressure. locate the proper point for duct traverse section after a straight length of duct for

total fan air flow . Fan total air flow should be ±10% of design, if fan total air flow less or more than

the acceptable limits, adjust the fan speed to achieve the required design air flow. Deficiencies should be reported for rectification. Proceed TAB work after System deficiencies rectification.

c) FAN Air Distribution System Balance:

Verify fan adjustment to the required total system air flow. Perform testing, adjusting and balancing(TAB) for air distribution system

terminals as per NEBB TAB Procedures to values within ±10% of design. After completion of balancing air terminals, record the final readings as per

required data for TAB test forms for both air terminals and FAN. Deficiencies should be reported for rectification. Proceed TAB work after System deficiencies rectification.

d) Completion of TAB Report :

Recorded final readings and data obtained from Project documents, name plateand filed installation should be as per required data for TAB test forms for bothair terminals and FAN .

The report include these items: fan speeds in RPM, ampere readings, floor by floorand outlet by outlet air quantities in cubic meters per hour, and static pressure at eachfloor and at each fan (suction and discharge) in millimeters of water gauge.

Report should include all remained System deficiencies.(if applicable).

Report submit seven copies of the complete test data to the Engineer forevaluation and approval.

2. Hydronic (water) System Procedures.

2.1 Pump and water Circuit TAB Procedures. Complete air balance must have been accomplished before actual water balance begins.

a) Pump and Water Cicuit Checks:

Pump Water Cicuit Installation should be completed as per project documents. All balancing devices (B.V) are properly placed and fully opened. Water Strainers should be Clean and properly placed. Control system installations completed and operate properly. All automatic control valves at the maximum load condition. Pump Start up completed and operates properly before TAB work.( water circuit

components as well) Verify water circuit flushing, chemical treatment and pressurization.(Verify make

up water if applicable) Deficiencies should be reported for rectification. Proceed TAB work after System deficiencies rectification.

b) Pump performance test procedures:

Verify all Pump and Water Circuit Checks. Measure Pump Speed & Motor voltage and Ampere(Motor not overloaded). Adjust the B.V for each Pump for the proper position within ±10% of design. Measure and record Pump total head and water flow for each pump. Measure and record Pump B.V differential pressure, water flow & valve position. Deficiencies should be reported for rectification. Proceed TAB work after System deficiencies rectification.

c) Water Circuit Balance:

Verify Pump adjustment to the required total water circuit flow.(apply maximumload condition)

Perform testing, adjusting and balancing(TAB) for water circuit terminals as perNEBB TAB Procedures to values within ±10% of design.

After completion of balancing water circuit, record the final readings as perrequired data for TAB test forms for both water terminals and Pump.

Deficiencies should be reported for rectification. Proceed TAB work after System deficiencies rectification.

d) Completion of TAB Report :

Recorded final readings and data obtained from Project documents, name plateand filed installation should be as per required data for TAB forms for watercircuit terminals B.V and pump.

Report should include all remained System deficiencies.(if applicable).

Report submit seven copies of the complete test data to the Engineer forevaluation and approval.

2.2 Chiller TAB Procedures.

a) Chiller and Water Circuit Checks:

Chiller & Water Circuit Installation should be completed as per project documents. All balancing devices (B.V) are properly placed and fully opened. Water Strainers should be Clean and properly placed. Control system installations completed and operate properly. All automatic control valves at the maximum load condition. Chiller Start up completed and operates properly before TAB work.( water circuit

components as well) Verify water circuit flushing, chemical treatment and pressurization.(Verify make

up water if applicable) Deficiencies should be reported for rectification. Proceed TAB work after System deficiencies rectification.

b) Chiller performance test procedures:

Verify all chiller and Water Circuit Checks. Adjust the B.V for each chiller for the proper position within ±10% of design. Measure and record cooling chiller differential pressure and water flow for both

evaporator and Condenser. Measure and record chiller B.V differential pressure, water flow & valve position. Deficiencies should be reported for rectification. Proceed TAB work after System deficiencies rectification.

c) Completion of TAB Report :

Recorded final readings and data obtained from Project documents, name plateand filed installation should be as per required data for TAB forms for chillerB.V, evaporator and condenser.

Report should include all remained System deficiencies.(if applicable)

Report submit seven copies of the complete test data to the Engineer forevaluation and approval.
